Service Installation Charges Service installation charges shall be establi: cover the cost of labor and materials requir the installations. The charges shall be re annually and adjusted to reflect cu installation costs. Charges for services 2 or less shall be established as a fixed cha service size. Wholesale Water Rate The rate to be charged the City of Carlsbz wholesale water shall be sufficient to covt annual General Fund Operating expenditures District.
