GENERAL PROVISIONS I Sec. 1.1 Purpose. Generally, except as prohibited by I operations of the District would be governed adopted policies and procedures of the City Carlsbad. Sec. 1.2 Chanses. ORGANIZATION OF THE BOARD OF DIRECTORS Sec. 2.1 Officers of the Board I The officers shall consist of the President Vice President. These two functions will performed by the mayor and mayor pro-tem of City of Carlsbad in an ex-officio capacity. A. President. It shall be the duty of President to preside over the meetings of the Bc of Directors, appoint committee members, (appc organizational representatives) and perform s other duties and responsibilities as required imposed by law or a majority of the Board Directors. B. Vice President. The Vice-president sh exercise the powers and duties of the President, the President is absent or unable to act. Sec. 2.2 ComDensation. It is the policy of the Distr that a Director is considered to be render service by request of the Board and shall only compensated for attending one Board meeting e month at $100 for that meeting. I Sec. 2.3 Time and Place of Board Meetinq. Regular meeti of the Board of Directors will be held conjunction with scheduled meetings of the C Council of the City of Carlsbad or as needed conduct District business. I 1 I e 0 Sec. 2.4 Health Insurance Sec. 2.4.1 Pursuant to the subsidiary District agree] between the City of Carlsbad and the Carl: Municipal Water District, a list of spec benefits were granted to the water commiss. These benefits will remain in effect through initial term of the commissioners. . Fui appointees to the Water Commission will not eligable for these benefits. The members to wl this applies, and the expiration of their inil term are as follows: Bonas 1-1-92 Henley 1-1-92 Woodward 1-1-92 Greer 1-1-94 Maerkle 1-1-94 Sec. 2.4.2 The District will provide each Commissioner wit choice of ACWA-Blue Cross Prudent Buyer, A( California Care or Kaiser health insurance. District will provide the ACWA policies at no c to the Commissioner, and will contribute an amc not to exceed the cost of the ACWA policy tor, the Kaiser program at the option of Commissioner. Sec.2.4.3 Health Insurance for Retirees. The District b continue to pay, after retirement of Commissioner, premiums for existing he2 insurance provided for District Commissioners ur the following guidelines: 1. Any Commissioner who has voluntarily reti after the age of 50 with no less than five year: service with the District, (Retired shall refel leaving office for any reason) and whose combined with years of service with the Distr equals 70 or more: 2. Health insurance coverage for the retiree ~n be coordinated with Medicare and other benef provided by federal and state law, and will ther be reduced when retiree qualifies for th benefits ; 3. The District will pay, after retirement o Commissioner under the above conditions, hea insurance premiums for the spouse and dependent5 the Commissioner at the time of retirement; 4. Health insurance coverage for the spouse 0 0 I I dependents of a retiree will be coordinated w Medicare and other benefits provided by federal state law, and will thereby be reduced when spouse and dependents qualify for those benefit 5. Upon death of the retiree, health insura coverage for the spouse and dependents will continued, provided spouse keeps District infor of his/her name, address and marital status. the event such spouse remarries, his or eligibility for such coverage ceases immediat and shall be terminated. As used herein, ttspou shall mean the spouse of the Commissioner at time of the Commissioner's retirement. 6. If the retiree divorces, neither his new spo nor his former spouse will be eligible for cover and it shall cease immediately and be terminat The former spouse would only j be eligible coverage under the COBRA Law. Sec. 2.5 Dental Insurance. The District will include e Commissioner and his/her dependents in the den program of the District. Each Commissioner sh pay the premium for the program.
