HomeMy WebLinkAbout1994-02-08; Municipal Water District; Resolution 858kc rn 0 1 2 3 4 5 6 'I 8 9 10 RESOLUTION NO. 85 8 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT, CARLSBAD, CALIFORNIA, FOR APPROVAL OF EMERGENCY ACTION TAKEN BY STAFF WAIVING BlDDlNG PROCEDURE FORSEWER MANHOLEREPLACEMENTANDTO APPROPRIATE FUNDS TO COVER EXPENSES FROM THE SEWER FIXED ASSET REPLACEMENT FUND WHEREAS, the Board of Directors of the Carlsbad Municipal Water District of California, has determined it necessary and in the public interest to confirm staff actions ant bidding procedures as set forth in the City of Carlsbad's Purchasing Ordinance Section 3.28.( appropriate funds to cover expenses from the sewer fixed asset replacement fund; and WHEREAS, on Thursday evening, December 16, 1993, District staff was cal investigated a sewer back-up on Acacia Avenue near Garfield Street. Staff was unable to clean 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 line and began checking manholes in the area to determine the extent of the back-up. The n the intersection of Garfield Street and Acacia Avenue was found to have a serious problem. manhole lid was removed, it was discovered that a large void existed where the manhole war located. What remained of the manhole, in fact, was leaning precariously to one side. It was i that a dangerous situation existed because the pavement at this intersection was undermined cave-in at any time; and WHEREAS, due to these circumstances, the fact that the manhole was 23 feel the District does not have the equipment to handle this particular emergency, it was decided Don Hubbard Contracting Co. to further assess the situation; and WHEREAS, during this effort of excavation and constructing a new manh necessary to pump this sewage into trucks for disposal which required the services of Atla Service; and Ill Ill Ill Ill Ill 1 )I 4. 0 0 1 Atlas Pumping Service $ 3 District Staff Time - 334 hours $ 2 WHEREAS, the staff hours and cost for outside services are as follows: 4 5 Don Hubbard Contracting Co. $2 Total Repair Cost = $3 6 therefore, funds are available to cover the total cost of $38,283.85; 7 WHEREAS, there is over $800,000 available in the Fixed Asset Replaceme 8 NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad I 9 Water District of Carlsbad, California, as follows: 10 2.
