RESOLUTION NO. 1190
A RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD
MUNICIPAL WATER DISTRICT (CMWD), APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE DISTRICT SECRETARY
TOADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
CARLSBAD WATER RECYCLING FACILITY PIPELINE TO “D” TANKS
REACHES 1 & 3, FOR THE ENCINA BASIN WATER RECLAMATION
PROGRAM, PHASE II PROJECT, PROJECT 38871 -A.
WHEREAS, the Board of Directors of Carlsbad Municipal Water District has determined
it necessary, desirable, and in the public interest to construct the Carlsbad Water Recycling
Facility Pipeline to ‘ID” Tanks Reaches 1 & 3, for the Encina Basin Water Reclamation Program,
Phase II Project, Project No. 38871-A; and
WHEREAS, the Project includes a pavement overlay component for a reach of Paseo del
Norte and Camino del Parque to minimize community impacts; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the Project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, there are sufficient funds appropriated in the Phase II Pipeline Project to
construct the pipeline component of the Project; and
WHEREAS, there are sufficient funds appropriated in the Pavement Overlay Program
Project No. 36671 to construct the pavement overlay component of the Project; and
WHEREAS, a Mitigated Negative Declaration has been adopted by the City of Carlsbad
City Council by Resolution 2000-37, dated January 25, 2000, as required by the California
Environmental Quality Act; and
WHEREAS, the United States Department of the Interior completed its review of the
Phase II project for compliance with the National Environmental Policy Act and formally approved
the Phase II Project on March 1,2002; and

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal
Nater District as follows:

2. That the plans, specifications, and contract documents, on file in the City
Engineer’s office, as described above for the Carlsbad Water Recycling Facility Pipeline to
‘D” Tanks Reaches 1 & 3, for the Encina Basin Water Reclamation Program, Phase II Project,
’roject No. 38871-A are hereby approved.
That the above recitations are true and correct.
3. The District Secretary of the Carlsbad Municipal Water District is hereby authorized
md directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the
:onstruction of the Carlsbad Water Recycling Facility Pipeline to ’ID Tanks Reaches 1 & 3,
Project No. 3887-1 A, in accordance with the plans, specifications, and contact documents
.eferred to herein.
PASSED, APPROVED AND ADOPTED at a special meeting of the Carlsbad Municipal
Nater District held on the 19th day of AUGUST , 2003 by the following vote, to wit:
AYES: Board Members Lewis, Finnila, Kulchin, Packard
NOES: None
ABSENT: Board
