RESOLUTION NO. 1194
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
CARLSBAD MUNICIPAL WATER DISTRICT (CMWD)
APPROVING THE 2003 CMWD WATER MASTER PLAN UPDATE
AND APPROVING A CHANGE TO THE CMWD WATER SERVICE
CONNECTION FEE.

The Carlsbad Municipal Water District (CMWD) does hereby resolve as follows:
WHEREAS, on December 12, 2001, the Board of Directors of the CMWD determined it
iecessary and in the public interest to enter into an agreement with Dudek & Associates to update
the Carlsbad Water Master Plan, Project No. 3870; and
WHEREAS, Dudek & Associates completed the update to the Water Master Plan in
xcordance with the tasks outlined in their Professional Services Agreement; and
WHEREAS, the 2003 City of Carlsbad Water Master Plan Update, incorporated herein by
?eference, represents a comprehensive program for the phased and orderly development of
mprovements to accommodate the future water distribution needs of the City; and
WHEREAS, the 2003 City of Carlsbad Water Master Plan Update identifies individual
zapital improvement projects to construct new facilities, and modify or expand existing facilities
that would be needed to accommodate the demand from future development in the City; and
WHEREAS, in order to generate sufficient revenues to construct the identified facilities,

the Water Connection fee amount needs to be revised to:

WHEREAS, staff is recommending that the CMWD Board of Directors approve the
2003 Water Master Plan Update and revise the Water Connection fee accordingly; and
NOvember WHEREAS, the CMWD Board of Directors did on the 18th day of 1
2003 hold a duly noticed hearing as prescribed by law to consider the Water Master Plan Update
and the Water Connection fee change; and
WHEREAS, at said hearing, upon hearing and considering all testimony and arguments,
f any, of all persons desiring to be heard, the CMWD Board of Directors considered all factors
.elating to the Water Master Plan Update and the proposed change in the City’s Water
Zonnection fee.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad
Municipal Water District as follows:

That the CMWD Board of Directors approves the 2003 City of Carlsbad Water
Master Plan Update.

4. That the Water Connection fee change hereby approved shall be effective 60 days
ifter the adoption of this resolution.
PASSED, APPROVED AND ADOPTED at a special meeting of the Board of Directors of
he Carlsbad Municipal Water District held on the 18th day of November I
