RESOLUTION NO. 1263
A RESOLUTION OF THE BOARD OF DIRECTORS OF
CARLSBAD MUNICIPAL WATER DISTRICT (CMWD) TO
APPROVE AND AUTHORIZE AN ENGINEERING SERVICES
AGREEMENT WITH DANIEL BOYLE ENGINEERING FOR
DESIGN OF THE EL CAMINO REAL POTABLE WATER
SYSTEM PROJECTS, PROJECT NOS. 38441, 391 1 1, 391 51,
50021, AND 50031, AND APPROPRIATE FUNDS.
WHEREAS, the CMWD proposes to replace existing and install new transmission main in
El Camino Real from College Boulevard to Carlsbad Village Drive and pressure reducing station
at El Camino ReaVCarlsbad Village Drive, referred to as The El Camino Real Potable Water
System Projects. The potable water system projects are part of the Water Distribution System,
Project Nos. 38441,391 1 1,391 51,50021, and 50031 ; and
WHEREAS, The El Camino Real Water System Improvement Projects involves preparing
one set of contract bid documents including plans, specifications, and cost estimates for
five separate Capital Improvement Projects to the CMWD water system along El Camino Real;
and
WHEREAS, Project No. 50031 was scheduled to occur in fiscal year 201 5-201 6; and
WHEREAS, an early start to this project is being requested to ensure there are no
operational problems due to the new developments in the area and construction in El Camino
Real is required for the other pipeline projects; and
WHEREAS, on October 27, 2005, four statement of qualifications and proposals to
perform pipeline design engineering services were submitted to the Engineering Department.
The qualifications and proposals were reviewed and ranked by a selection committee composed
of Engineering Department staff members. The firm of Daniel Boyle Engineering is recommended
as the most qualified firm and most responsive proposal for this project; and
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District has
determined it necessary, desirable, and in the public interest to enter into an agreement between
DANIEL BOYLE ENGINEERING and the CMWD for Engineering Design Services to design the
El Camino Real Potable Water System Projects, Project Nos. 38441, 391 11, 391 51, 50021, and
50031 ; and

WHEREAS, additional funds totaling $691,600 are needed at this time to begin this project
prior to fiscal year 201 5-201 6 for Project No. 50031 ; and
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal
Water District (CMWD) of the City of Carlsbad, California, as follows:

2. That the Finance Director is authorized to appropriate $691,600 from the
Water Connection Fund to cover engineering design and construction services for Project No.
50031, and reduce the CIP funding for year 201 5-201 6 by the same amount.
That the above recitations are true and correct.
3. That the proposal by DANIEL BOYLE ENGINEERING in the amount of $198,549
for engineering design services is accepted and approved.
4. That the President of the Carlsbad Municipal Water District is authorized and
directed to execute the agreement with DANIEL BOYLE ENGINEERING for the design of
El Camino Real Potable Water System Projects, Project Nos. 38441, 391 11, 391 51, 50021, and
50031.
PASSED, APPROVED AND ADOPTED at a meeting of the Carlsbad Municipal Water
District held on the 6th day of December ,2005 by the following vote, to wit:
AYES: Board Members Lewis, Hall, Kulchin, Packard, Sigafoose
