A RESOLUTION OF THE BOARD OF DIRECTORS OF
CARLSBAD MUNICIPAL WATER DISTRICT (CMWD),
APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING
THE DISTRICT SECRETARY TO ADVERTISE FOR BIDS FOR
EICAMINO REAL POTABLE WATER SYSTEM PROJECTS,
WHEREAS, the Board of Directors of Carlsbad Municipal Water District has determined
it necessary, desirable, and in the public interest to construct El Camino Real Potable Water
System Projects, Project Nos. 38441, 39111, 39151, 50021, and 50031; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, the estimated project costs for the El Camino Real Potable Water System
Projects is $3,012,000; and
WHEREAS, the appropriation totaling $1,662,100 for the El Camino Real Potable Water
System Projects, Project Nos. 38441, 39111, 39151, 50021, and 50031 is insufficient to complete
the project;
WHERAS, additional funds from the Water Connection fund and from the Water
Replacement fund are needed to complete the project and will be requested at the time the
construction contract is awarded; and
WHEREAS, this project is categorically exempt from the environmental review process
under Section 15302(c) of Title 14 of the California Code of Regulations.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal
Water District as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents, on file in the
City Engineer's office as described above for the El Camino Real Potable Water System Projects,
Project Nos. 38441, 39111, 39151, 50021, and 50031, are hereby approved.

3. The District Secretary of the Carlsbad Municipal Water District is hereby authorized
and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the
construction of the El Camino Real Potable Water System Projects, Project Nos. 38441, 39111,
39151, 50021, and 50031, in accordance with the plans, specifications, and contact documents
referred to herein.

PASSED, APPROVED AND ADOPTED at a Special Meeting of the Carlsbad
Municipal Water District of the City of Carlsbad on the 20th day of June 2006, by the
following vote:
AYES: Commission Members Lewis, Hall, Kulchin, Packard, Sigafoose
NOES: None
ABSENT: None
