2 A RESOLUTION OF THE CARLSBAD MUNICIPAL WATER
DISTRICT BOARD OF DIRECTORS OF CARLSBAD,
3 CALIFORNIA, TO DECLARE A DROUGHT RESPONSE LEVEL 2
- DROUGHT ALERT CONDITION.

5 WHEREAS, on December 16, 2008 the Board of Directors adopted a Drought
6 Response Plan and Water Conservation Program Ordinance; and
WHEREAS, the Program established behavioral restrictions to be implemented
8 during times of declared water shortages, or declared water shortage emergencies; and
9
WHEREAS, during its April 23, 2009 meeting, the Board of Directors for the San
10
Diego County Water Authority approved implementing Stage 3 of its Drought
11
Management Plan, which calls for mandatory cutbacks, and declared a Level 2 Drought
13 Alert condition; and
14 NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water
15 District Board of Directors of the City of Carlsbad, California, as follows:
16 1. That the above recitations are true and correct.
2. There is a need to implement mandatory cutbacks by adoption of

Resolution No. 1355 .

3. That the Executive Manager or her designee is authorized and directed to
declare a Drought Response Level 2 - Drought Alert Condition effective July 1, 2009.

PASSED, APPROVED AND ADOPTED at a Special Meeting of the Board of
Directors of the Carlsbad Municipal Water District of the City of Carlsbad on the 12th day
of May, 2009, by the following vote to wit:
AYES: Board Members Lewis, Kulchin, Hall and Blackburn.
NOES: None.
ABSENT: Board Member Packard.
