3 A RESOLUTION OF THE BOARD OF DIRECTORS OF
CARLSBAD MUNICIPAL WATER DISTRICT (CMWD),
4 OPPOSING THE PROPOSED GREGORY CANYON LANDFILL
AND AUTHORIZING THE EXECUTIVE MANAGER TO SUBMIT
5 A LETTER TO THE REGIONAL WATER QUALITY CONTROL
BOARD.

WHEREAS, the Carlsbad Municipal Water District is a public water purveyor responsible
8
for providing potable drinking water to the municipal service area; and9
WHEREAS, the California Regional Water Quality Control Board (CRWQCB), San Diego
10
Region, is considering the permitting of future sanitary landfill operations in certain sites within
the San Luis Rey River Watershed known as the Gregory Canyon Site; and
WHEREAS, the landfill operations under consideration is located on or closely adjacent to

underground water basins which contain substantial quantities of renewable, potable water, and14
which also are potential sites for underground storage of imported water, such sites are deficient

in San Diego County; and16
WHEREAS, the California Regional Water Quality Control Board (CRWQCB), San Diego
Region, is currently taking comments on a draft Waste Discharge Permit for the Gregory Canyon1o
„- landfill site,i y
20 NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board
21 of the City of Carlsbad, California, as follows:
22 1. That the above recitations are true and correct.
23 2. That the Carlsbad Municipal Water District Board of Directors adopts a position of
24 opposition to the proposed siting of solid waste disposal operations at the Gregory Canyon site
__ within the San Luis Rey River basin.25
3. That the Carlsbad Municipal Water District Board of Directors authorizes the26
Executive Manager to submit a letter on behalf of the Board of Directors, expressing the Board's
27
opposition to the permitting of the Gregory Canyon Landfill site to the San Diego Regional Water
28 Quality Control Board prior to July 12, 2009. ^

PASSED, APPROVED AND ADOPTED at a Special Meeting of the Board of
Directors of the Carlsbad Municipal Water District of the City of Carlsbad on the 7th day
of July, 2009, by the following vote to wit:
AYES: Board Members Lewis, Kulchin, Hall, Packard and Blackburn.
NOES: None.
ABSENT: None.
