A RESOLUTION OF THE BOARD OF DIRECTORS OF
3 CARLSBAD MUNICIPAL WATER DISTRICT (CMWD), FOR
APPROVAL OF PLANS AND SPECIFICATIONS AND
4 AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE "D1"
AND "D2" STEEL WATER TANKS INTERIOR AND EXTERIOR
5 COATING AND MISCELLANEOUS REPAIRS, PROJECT NO.
5024.

WHEREAS, the Board of Directors of the Carlsbad Municipal Water District, Carlsbad,
7
California, desires to recoat the interior and overcoat the exterior of CMWD's "D1 and "D2" steel
8
tanks and perform miscellaneous repairs; and
9
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment,
10
transportation, and other expenses necessary or incidental to the "D1" and "D2" Steel Water Tanks
11
Interior and Exterior Coating and Miscellaneous Repairs, Project Nos. 5024, have been prepared and
12
are on file in the Utilities Department, Engineering Division, of the City of Carlsbad and are
13 incorporated herein by reference; and
14 WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA) per State
CEQA Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services
1R involving negligible or no expansion; and
17 WHEREAS, the project is located in the coastal zone, however, repair and maintenance activities
18 pot described in Carlsbad Municipal Code Section 21.201.070 do not require a Coastal Development
19 Permit; and
20 WHEREAS, tank inspection will be performed by a National Association of Corrosion
21 Engineers (NACE) Certified Inspection services firm for "D1" and "D2" Interior and Exterior Coating
22 and Miscellaneous Repairs, Project Nos. 5024; and
23 WHEREAS, the Engineer's Estimate for the "D1" and "D2" Interior and Exterior Coating and
24 Miscellaneous Repairs, Project Nos. 5024, is a total of $620,000, and the appropriation from the
25 Water Replacement Fund is sufficient for the project.
26 NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board
27 of the City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.28
1 2. That the plans, specifications, and contract documents for the "D1" and "D2" Interior
2 and Exterior Coating and Miscellaneous Repairs, Project Nos. 5024, are on file in the Utilities
Department, Engineering Division, of the City of Carlsbad and are hereby approved,o
3. The District Secretary of the Carlsbad Municipal Water District is hereby authorized
4
and directed to publish, in accordance with state law, a Notice to Contractors Inviting Bids for the
5 construction of "D1" and "D2" Interior and Exterior Coating and Miscellaneous Repairs, Project No.
° 5024, in accordance with the plans, specifications, and contract documents referred to herein.

PASSED, APPROVED AND ADOPTED at a Special Meeting of the Board of
Directors of the Carlsbad Municipal Water District of the City of Carlsbad on the 6th day
of December 2011, by the following vote to wit:
AYES: Board Members Hall, Kulchin, Blackburn, Douglas, Packard.
NOES: None.
ABSENT: None.
