PLANNING COMMISSION RESOLUTION NO. 2928
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF A CITYWIDE FACILITIES AND IMPROVEMENTS PLAN AMENDMENT TO CORRECT THE EXISTING (1986) DWELLING UNIT TOTALS. APPLICANT: CITY OF CARLSBAD CASE NO.: CFIP-86(A)
WHEREAS, the City Council approved Resolution No. 8797 ad
1986 Citywide Facilities and Improvements Plan; and
WHEREAS, subsequently during confirmation of buildout numt
determined that there was a discrepancy in the existing dwelling uni
the Citywide Facilities and Improvements Plan; and
WHEREAS, the Planning Commission did, on the 4th day o
1989, hold a duly noticed public hearing as prescribed by law to cor
request; and
WHEREAS, at said public hearing, upon hearing and consi
testimony and arguments, if any, of all persons desiring to be h
Commission considered all factors relating to the Citywide Faci'
Improvements P1 an Amendment.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the P1 anni ng Con
fol 1 ows :
A) That the foregoing recitations are true and correct.
B) That based on the evidence presented at the public hearing, the recommends APPROVAL of CFIP %(A), according to pages 8, 33 amended, attached hereto and made a part hereof, based on thl findings.

ADDITIONAL FACILITY PLANNING INFORMATION
The Growth Management Park standard has been developed to address Corn!
Park and Special Use Areas together. Combining the two will provide greater fls
for the Parks and Recreation Department to address the future needs of each qui
as development occurs.
The Parks and Recreation Department recently prepared an analysis of existin!
acreage in the City which produced the following information:

On a Citywide basis, the overall parks acreage is adequate. However, the Growth Managel
Program requires each quadrant to provide the appropriate acreage in relation to its resid(
population. For that reason, the southwest quadrant does not meet the performance stan
and is deficient. The three other quadrants meet the performance standard.
It should be noted as shown in the existing acreage figures that in certain quadrants '
exists a greater proportion of Special Use Area acreage as compared to Community
acreage. The performance standard allows the Parks and Recreation Department the a
to more properly address the individual quadrant needs for either Community Park or Sp
Use Area acreage as local plans are submitted.
