RULES AND REGULATIONS OF CARLSBAD MUNICIPAL .WATER DISTRICT PERTAINING TO. ORDINANCE 10.
WHEREAS, Ordinance 10 of the Carlsbad Municipal 5Water District provides
in Section 18 that the Board of Directors of the district may establish such I additional rules and regulations as may be necessary to implement the pro-
visions of the said ordinance; and ..
'SiCTHEREAS, the said Board of Directors has determined that it is necessary
.. to pass certain rules and regulations to implement certain provisions of the
said ordinance.
NOW, THEREFORE, the Board of Directors of the Carlsbad Municipal WateY
District does hereby adopt the following rules and regulations:
1. The adual cost of a retail service connection, as set forth,in Section 6 of
Ordinance 10 shall be assumed to include the actual expenses and a
proportionate share of the overhead expenses of the District operation.
The overhead expenses of the District on a retail service connection is
hereby established at five per cent (5700) of the actual expenditures for
labor, material, and engineering. The said overhead expense shall be
deducted from the deposit of the applicant prior to any refund of the

unused porticn of the deposit or before billing for additional costs in the
event the actual cost exceeds the deposit.
2. In reference to permanent line extensions, as set forth in Section 17, of
Ordinance 10, it 5s hereby provided that any person who has not contribu;
toward the construction of a pipe line extension, who desires to connect
to such pipe line extension, shall pay to the District a connection charge;
amount of said charge to be determined by the District prior to the
connection being made. This connection charge shall be in addition to tht

actual costs of the installation of the meter Connection as set forth in the
Ordinance. Any such moneys collected by the District shall be paid to th

persons who paid for the installation of the pipe line extension.
