ORDINANCE OF THE COSTA REAL MUNICIPAL WATER DISTRICT
AUTHORIZING EMERGENCY PURCHASING PROCEDURES
WHEREAS, in the event of a breakage or failure of a
pump, pipeline, conduit or other water facilities, causij
immediate emergency, prompt purchase of equipment, materia:
services may be essential to maintain or restore public \
service; and
WHEREAS, the General Manager of the Costa Real Munil
Water District may be authorized to purchase or contract for
equipment, services or supplies; and
1 WHEREAS, it is the desire of the Board of Directors o
Costa Real Municipal Water District to authorize purchasing
emergency basis when prior Board approval is impractical.
NOW, THEREFORE, be it ordained by the Board of Direct0
the Costa Real Municipal Water District:
1. The General Manager of the District is authori;
execute public works contracts and purchasing agreement
necessary, to restore water service or safeguard the healt
safety of the public, in the event of a breakage or failurc
dam, pump, pipeline, conduit, or other water facilities, cc 1 an immediate emergency, provided:
A. The General Manager makes a written determj
of the facts constituting such emergency to be presented

Board of Directors at the next meeting of the Board incl
facts demonstrating that prior Board -approval was impractic
B. Any public works contracts authorized her6
shall be less than $25,000; and
C. Prior to entering into any purchasing agre
the General Manager shall require the use of reasonably ava:
District supplies, equipment and personnel, as well E
supplies, equipment and personnel reasonably available
mutual aid agreements.
2. Any actions by the General Manger under the aut
of this Ordinance shall be presented to the Board of Direct
the first meeting held after the General Manager has take
action.
3. This Ordinance shall take effect in thirty (30
and shall thereafter be in full force and effect,
PASSED AND ADOPTED this 18th day of March, 1987,
