Carlsbad MWD 707 NOTICE INVITING SEALED PROPOSALS (BIDS) WATER SYSTEM RELOCATIONS & EXTENSIONS FOR EL CAMINO REAL HIGHWAY PROJECT FOR THE CARLSBAD MUNICIPAL WATER DISTRICT San Diego County, California NOTICE IS HEREBY GIVEN that the Board of Directors of the Carlsbad Municipal Water District invites and will receive sealed proposals (bids) up to the hour of 2:00 on the 1st day of April , 1970, for furnishing to said District of all transportation, materials equipment, labor, services and supplies necessary to construct and comolete for said District said Water System Relocations & Extensions for El Camino Real Highway Project, at which time said proposals will be publicly opened and read aloud at the Office of the District, 5780 El Camino Real, Carlsbad, California. Said bids' shall conform to and be responsive to the contract documents for said work as heretofore approved by said District and must be accompanied by the security referred to therein. The Board of Directors of said District reserves the right to reject any and all bids. Bidders shall submit bids on all of the schedules set forth in the bid form. The District reserves the right to select the schedule under, which the bids are to be compared and the work performed. Copies of the contract documents are on file and may be examined in the office of the District and in the office of Jack Y. Kubota, Project Engineer. 2965 Roosevelt Street, Carlsbad, California. Copies may be obtained from the office of the District by deposit of Twenty-five Dollars ($25.00) per 'Set, which deposit will be refunded if they are returned in good condition within fifteen (15) days after the opening of bids. Reference is hereby made to California Government Code, Sections 4300 through 4305 relating to preference of American- made materials. All of said sections are hereby incorporated in this Notice and made a part hereof. The District Board, in awarding any contract hereunder, will make the preference for American-made materials and supplies, as contemplated in said Code Sections, and clauses to that effect will be included in such contract. Carlsbad MWD Notice - 1 707 Price, fitness and quality being equal, preference will be given to supplies grown, manufactured or produced in California and next preference will be given to supplies partially manufactured, grown or produced in California, all as provided in California Government Code Sections 4330 through 4361, which sections are incorporated herein by this reference. APPRENTICES may be employed in conformity with Section 1777.5 of the California Labor 'Code. WELDERS: Same wage scale as craft to which welding is incidental (except as otherwise separately classified.) OVERTIME AND HOLIDAY WORKS: Not less than 1-1/2 times the above prevailing rates of wages shall be paid for overtime work and for work on the following legal holidays: All Sundays, January 1, May 30, July 4, Labor Day* Thanksgiving, and December 25, with a modification as to the enumerated holidays set forth as provided in Section 6701 of the Government Code. It shall be mandatory on. the Contractor to whom the Contract is awarded and upon any subcontractor under him to pay not less than the specified rate to all laborers, workmen, and mechanics employed by them in the performance of the Contract. Each bid or proposal shall be made out or submitted on a form to be obtained at the office of the District and must be accompanied by a cashier's check, a certified check, or a bidder's bond in an amount not less than ten percent (105») of the amount of the bid, made payable to the order of, or for the benefit of, said District, as the case may be; and each bid or proposal shall be sealed and filed with the Secretary of the District at or before the time in this Notice provided. The above.rmentioned check or bond shall be given as a guarantee that the bidder will enter into a contract with the District if awarded the work, and will be declared forfeited if the successful.bidder refuses to enter into said contract. The successful bidder will be required to furnish a labor and material bond in an amount equal to one hundred percent (100%) of the contract price, and a faithful performance bond in an amount equal to one hundred percent (100%) of the contract price, said bonds to be obtained from a surety company satisfactory to the District. All terms and conditions contained in the contract documents shall become a part of the Contract. The Board of Directors of the Carlsbad Municipal Water District reserves the right to reject any and all bids, and to waive any and all irregularity in any bid. No bidder may withdraw his bid for a period of thirty (30) days after the time set for the opening thereof. AUTHORITY FOR THE WORK: The work must be done in strict conformity with Plans and Specifications adopted and approved by the Board of Directors of the District on February 4 , 1970. 2. LICENSE: No bid will be accepted from a contractor who is not licensed in accordance with the law under the provisions of Division III, Chapter 9 of the Busin-ess and Professions Code of the State of California. 4. PROPOSALS: Bids to receive consideration shall be made in accordance with the following instructions: Carlsbad MWD Information - 1 707 (a) Bids shall be made upon the Form of Proposal furnished by the District and a part of the Contract Documents. All bids shall be properly executed and with all items filled in; numbers shall be stated both in writing and in figures; the signatures of all persons signing shall be in longhand. Erasures, Interlineations or other corrections shall be authenticated by affixing in the margin immediately opposite the correction the initials of a person signing the bid. In case words and figures do not agree, the words shall govern and the figures shall be disregarded. If the unit price and the total amount named by a bidder for any item are not in agreement, the unit price alone shall be considered as representing the bidder's intention, and the totals shall be corrected to conform thereto. Kubota, 2965 Roosevelt Street, Carlsbad, California 92008. (c) District's Representative - The person or engineering firm appointed by the Board of Directors of the District to inspect the project and represent the District. (d). Contract - The Regular agreement executed between the District and the Contractor, covering the performance of the work and the furnishing of labor and materials in the construction of the work. (e) Contractor - The person, firm, or corporation entering into contract with the District for the performance of the work required by the Contract, and the legal representative of said party, or the agent appointed to act for said party in the performance of the work. (f) Subcontractor - The person, firm or corporation supplying labor, or labor and materials at the site of the work as a part of the Contractor's obligation under the Contract. (g) Bidder - Any individual firm, or corporation submitting a proposal for the work contemplated, acting directly or through a duly authorized representative. (h) Accepted Bid - The Bid or Proposal accepted by the Board of Directors of the District. (i) PIans - The official plans, profiles, typical cross- sections, working drawings, detail drawings and supplemental drawings, or exact reproductions thereof, approved by the Engineer, which show the locations, character, dimensions, and details of the work to be done. (j) Specifications - The directions, provisions and reauirements pertaining to the method and manner of performing the work and Special Provisions - 1 to the qualities and quantities of materials to be furnished under the Contract. (k) Project, The Work - The entire public improvement proposed «^! by the District to be constructed in whole or in part pursuant <«•/ to the Contract. (1) Surety - Any person, firm or corporation that executestas surety the Contractor's performance bond, the Contractor's labor and material bond or the Contractor's bid bond. (m) Laboratory - Tha laboratory designated by the District's Representative and/or District to test materials and work involved in the Contract. (n) Whenever in the specifications or upon the plans, the words "directed", "required", "permitted", "ordered", "designated", "prescribed", or words of like import are used, it shall be understood that the directions, requirements, permission, order, designation, or prescription of the District's Represen- tative is intended and similarly the works "approved", "acceptable", "satisfactory", or words of like import, shall mean approved by,or acceptable to, or satisfactory to the District's Representative, unless otherwise e/pressly stated. SECTION II - TIME FOR COMPLETION - EXTENSION OF TIME The work shall be commenced within ten (10) consecutive calendar days from and after the date of award of the Contract by the District and it shall be completed within **' ONE HUNDRED EIGHTY (180) CONSECUTIVE CALENDAR DAYS from and after said date of award. The Contractor's attention is called to the section on Intermediate Times for Completion in these Special Provisions. If the work is not completed in accordance with the foregoing, it is mutually agreed that the District will suffer damage, and it being mutually agreed that it is impractical and infeasible to determine the amount of actual damage, it is agreed that the Contractor shall pay to the District, as fixed and liauidated damages and not as a penalty, the sum of Two Hundred Dollars ($200.00) for each and every calendar day of delay; and the Contractor and his Surety shall be liable for the amount thereof provided that the Contractor shall not be charged liquidated damages because of any delays in the completion of the work due to unforseeable causes beyond the control and without the fault or negligence of the Contractor (includinq but not restricted to acts of God, or of the oublic enemy, acts of the Government, acts of the District, or acts of another Contractor in the performance of a contract with the District, fires, floods, epidemics, quarantine restrictions, strikes, ^ freight embargoes, and unusually severe weather, or delays of "*^ subcontractors due to such causes.) Special Provisions - 2 The Contractor shall within ten (10) days from the beginning of any such delay (unless the District shall grant a further period of time prior to the date of final settlement of the Contract) notify the District in writing of the cause of delay, whereupon the District shall ascertain the facts and extent of the delay and extend the time for completing the work if in its judgment the findings of fact justify such an extension, and its findings of fact thereon shall be final and conclusive on the parties hereto. SECTION III - CONTRACT SECURITY Contractor shall furnish a surety bond in an amount of one hundred percent (100%) of the contract price, as security for the faithful performance of this Contract, and shall furnish a separate bond in an amount at least equal to one hundred percent (100%) of the contract price as security for the payment of all persons performing labor and furnishing materials, in connection with the Contract. The aforesaid bond or bonds shall be in form satisfactory to the District. SECTION IV - CONTRACTOR'S INSURANCE The Contractor shall not commence work under this Contract until he has obtained all insurance required under this paragraph, and such insurance has been approved by the District, nor shall the Contractor allow any subcontractor to commence work on his subcontract until all similar insurance required of the subcontractor has been obtained and approved. (a) Workmen's Compensation Insurance - The Contractor shall take out and maintain during the life of this Contract workmen's compensation insurance for all of his employees engaged on or at the site of the project, and in case any of his work is sublet, the Contractor shall require the subcontractor similarly to provide workmen's compensation insurance for all the Tatter's employees, unless such employees are covered by the protection afforded by the workmen's compensation insurance _.. carried by the Contractor. In case any class of employees engaged in hazardous work under this Contract, on or at the site of the project, is not protected under the Workmen's Compensation Statute, and in case any other class of employees is not protected under the Workmen's Compensation Statute for any other reason, the Contractor shall provide and shall cause each subcontractor to provide adequate insurance coverage as shall be satisfactory to the District for the protection of such employees not otherwise protected. (b) Public Liability and Property Damage Insurance - The Contractor shall take out and maintain during the life of this Contract such public liability and property damage insurance as shall protect him and the District from all claims for personal injury, including death, as well as from all claims for property damage arising from operations under this Contract. The amounts of such insurance shall be as hereinafter set forth. r i u _, »,,n Special Provisions - 3Carlsbad MWD K 707 The Contractor shall require the subcontractors, if any, to take out and maintain similar public liability and property damage insurance. The amounts of such insurance shall be as hereinafter set forth. In case any of the work under this Contract is to be performed on or at the site of the project by a subcontractor, the Contractor shall also take out and maintain such Contractor's contingent or protective insurance as will protect him and the District from damage claims arising from the operations of any subcontractor. The amounts of such insurance shall be as hereinafter set forth. If any sub- contractor shall subcontract any portion of his subcontract, the Contractor shall require him to take out and maintain such contingent or protective insurance as will protect such subcontractor from damage claims arising from operations of the second subcontractor. Such contingent or protective insurance shall be in the same amount as the primary subcontractor's public liability and property damage insurance. As provided above, the Contractor shall take out and maintain public liability insurance for injuries, including accidental death to any one person, in an amount not less than Three Hundred Thousand Dollars ($300,000.00), and subject to the same limit for each person; on account of a'ny one accident in an amount not less than Five Hundred Thousand Dollars ($500,000.00); and property damage insurance in an amount not less than Fifty Thousand Dollars ($50,000.00); Contractor's contingent or protective insurance for public liability and property damage in amounts not less than the respective amounts as noted above. As provided above, the Contractor shall require all subcontractors whether primary or secondary, if any, to take out and maintain public liability and property damage insurance in amounts hereinbefore set forth for the Contractor. (c) Insurance Covering Special Hazards - The following special hazards shall be covered by rider or riders to the above mentioned public liability insurance or protective damage insurance policy or policies or by special insurance (~~ or protective damage insurance policy or policies or by special policies of insurance in amounts as follows: automotive and truck, where operated, in amounts as above; material hoists, where used, in amounts as above. (d) Proof of Carriage of Insurance and Notice Cancellation - The Contractor shall furnish the District satisfactory proof of full compliance with all of the insurance requirements herein prior to execution of the Contract. The Contractor shall also furnish the District a certificate from the carrier that said policies shall not be cancelled without ten (10) days advance notice in writing to the District. SECTION V - PERMITS AND LICENSES The Contractor shall procure all permits and licenses except those listed below: NO EXCEPTIONS Carlsbad MWD Special Provisions - 4 707 The Contractor shall give all notices necessary and incidental to the due and lawful prosecution of the work and shall.comply duly with the terms and conditions of all permits. The Contractor shall pay all charges and fees in connection with all permits and licenses except those required by the permits issued by the following: NO EXCEPTIONS SECTION VI - LAND AND RIGHTS OF HAY The lands and rights of way for the work to be constructed will be provided by the District. The Contractor shall make his own arrangements and pay all expenses for additional area required by him outside of the limits of such lands and rights of way. SECTION VII - REFERENCE POINTS Such reference points, stakes, or marks will be set by the Engineer as he determines to be necessary to establish the lines and grades required for the execution of the work. The Contractor shall carefully preserve all reference points and other survey points, and, in case of their loss or destruction, he shall be liable for and charged with the costs of their replacement, and of any expense resulting from their loss or disturbance. Such surveys shall constitute instructions from the Engineer, and the Contractor shall not proceed with the work until he has made timely demand upon the Engineer for such surveys, and until points, lines and grades have been established. Reference points, stakes or marks for pipelines of all types will be set at the surface of the ground along an appropriate offset line. SECTION VIII - EXTRA, ADDITIONAL OR OMITTED WORK In addition to the provisions of Section II, paragraph (b) of the Standard Provisions, the District's Representative may authorize extra work for single contract change orders not exceeding $1,000.00 up to an aggregate sum of $2,000.00 for the total Contract. SECTION IX - GUARANTEES Besides guarantees required elsewhere, the Contractor shall and hereby does guarantee all work for a period of one (1) year after the date of acceptance of the work by the District and shall repair and replace any and all such work, together with any other work which may be displaced in so doing, that may prove defective in workmanship and/or materials within the one (1) year period from date of acceptance, without expense whatsoever to the District, ordinary wear and tear and unusual abuse or neglect excepted. In the event of^ failure to comply with the above-mentioned conditions within a week after being notified in writing, the District is hereby authorized to proceed to have the defects repaired and made Special Provisions - 5 Carlsbad MWD 707 good at the expense of the Contractor, who hereby agrees to pay the cost and charges therefor immediately on demand. SECTION X - DISTRICT'S RIGHT TO OPERATION OF COMPLETED PORTIONS OF WORK When the project or any portion of it is sufficiently complete to allow being placed into service, the District shall have the right upon written notification to the Contractor to place the operable portions into service and to operate same. Upon said notice and commencement of operation by the District, the Contractor shall be relieved of the duty of maintaining the portions so placed into operation, provided however, that nothing in this Section shall be construed as relieving the Contractor of the full responsibility for completing the work in its entirety, for making good defective work and materials, for protecting the work from damage, and for being responsible for damage and for the work as set forth in the Standard Provisions. SECTION XI - WATER FOR CONSTRUCTION AND TESTING Water for construction and testing will be supplied by the District from existing facilities. The Contractor shall make arrangements with the District for connections to deliver the water, and the Contractor shall supply his own pipe, pumps, valves, fittings and appurtenances necessary to obtain and use the District water. The District will furnish the meter. Special Provisions - 6 Carlsbad MWD 707 STANDARD PROVISIONS SECTION I - AWARD AND EXECUTION OF CONTRACT (a) Award of Contract or Rejection of Bids: The award of the Contract, if it be awarded, will be to the lowest bidder complying with the instructions contained in the contract documents. The District, however, reserves the right to reject any and all bids or to waive any informality in bids received. If in the judgment of the District, a bid is unbalanced, or if the bidder is not responsible, it shall be considered sufficient grounds for rejection of the entire bid. (b) Contract Bonds: The successful bidder, simultaneously with the execution of the Agreement, will be required to furnish a labor and material bond in an amount equal to one hundred percent (100%) of the contract price and a faithful performance bond in an amount equal to one hundred percent (100%) of the contract price; said bonds shall be secured from a surety company satisfactory to the District and whose name is on file with the County Clerk of San Diego County as an approved and financially sound surety company, authorized to transact business in this State. Said bonds shall meet all of the requirements and contain all of the conditions required by Section 4200 and 4205, inclusive, of the Government Code of the State of California. (c) Insurance Requirements: The successful bidder shall furnish the District satisfactory proof of full compliance with all of the insurance requirements prior to execution of the Contract. (d) Execution of Contract: The Contract shall be signed by the successful bidder and returned to the District, together with the contract bonds and proof of insurance coverage, within ten (10) calendar days after the bidder has received notice from the District that the Contract is ready for signature. The agreement, bonds, and other documents to be executed by the Contractor, sh-all be executed in original- triplicates, one of which original-triplicate shall be filed with the District, and the others with the Attorney and the Engineer for the District. (e) Failure to Execute Contract: Failure to execute the contract and file acceptable bonds and proof of insurance coverage as provided herein within the time set forth above shall be just cause for the annulment of the award and the forfeiture of the proposal guaranty. SECTION II - SCOPE OF WORK (a) Work to be Done: The work to be done consists of furnishing all labor, materials, methods or processes, im- plements, tools, and machinery which are required for or Carlsbad MWD Standard Provisions - 1 appurtenant to, the construction and completion of the entire project designated in the Contract, and to leave the grounds in a neat condition. Any work not shown in the Plans or Specifications but necessary to complete the work according to law, and Governmental Codes and Regulations shall be performed by the Contractor as if in the Plans and Specifications. (b) Extra, Additional or Omitted Work: The District upon proper action by itsBoard of Directors may require changes in, additions to or deductions from the work to be performed or to the materials to be furnished pursuant to the provisions of the agreement or any other contract document. Adjustment, if any, in the amounts to be paid to the Contractor, by reason of any such change, addition or deduction, shall be determined by one or more of the following methods: By an acceptable lump sum proposal from the Contractor. By unit prices contained in the Contractor's original bid and incorporated in the contract documents or fixed by subsequent agreement between the District and the Contractor. By ordering the Contractor to proceed with the work and to keep and present in such form as the District may direct, a correct amount of the cost of the change, together with all vouchers therefor. The cost may include allowance for overhead and profit not to exceed fifteen percent (15%) of the net cost. No extra work shall be performed or change made unless in the pursuance of a written order from the District stating that the extra work or change is authorized, and setting forth the basis upon which payment therefor is to be made, and no claim for an addition to the contract sum shall be valid unless so ordered, provided however, that nothing in this article shall excuse the Contractor from proceeding with the prosecution of the work so changed. The Contractor shall, when required by the District, furnish an itemized breakdown of the quantities and prices used in computing the value of any change that might be ordered. (c) Removal of Obstructions: The Contractor shall remove and dispose of all structures, debris or other obstructions of any character to the construction of the work. Where such obstructions consist of improvements not required by law to be removed by the owner thereof, all such improvements shall be removed, maintained and permanently replaced by the Contractor at his expense. (d) Public Utilities: In case it should be necessary to move the property of any owner of a public utility or franchise, the cost of which, because of the terms of any franchise or for any other reason, must be borne by the owner thereof, such owner shall upon proper application by the Contractor be Carlsbad MWD Standard Provisions - 2 notified by the District's Representative to move such property within a specified reasonable time, and the Contractor shall not interfere with said property until after the expiration of the time specified. In case it should be necessary to move or temporarily maintain the property of any public utility or any other property, the cost of which is not required to be borne by the owner thereof, the Contractor shall bear all expenses incidental to the removal or temporary maintenance of such property in a manner satisfactory to the owner thereof; it being under- stood that in such cases the owner has the option of doing such work with his own forces, or permitting the work to be done by the Contractor. The right is reserved to Governmental Agencies and to owners of public utilities and franchises to enter at any time upon any street, alley, right of way or easement for the purpose of making changes in their property made necessary by the work, for the purpose of maintaining and making repairs to their property. (e) Final Clean-up: Upon completion and before making application for acceptance of the work, the Contractor shall clean all rights of way, streets, borrow pits, and all other grounds occupoied by him in connection with the work of all rubbish, excess materials, temporary structures and equipment, and all parts of the work shall be left in a neat and presentable condition. SECTION III - CONTROL OF THE WORK" (a) Authority of the District's Representative: The District's Representative shall decide any and all questions which may arise as to the quality or acceptability of materials furnished and work performed, and as to the manner of performance and rate of progress of the work, all questions as to the interpretation of the Plans and Specifications and all questions as to the acceptable fulfillment of the Contract on the part of the Contractor. The District's Representative may be represented on the work by duly authorized assistants. (b) Plans : The approved Plans shall be supplemented by such working drawings as are necessary to control the work adequately. All such drawings shall be consistent with the contract documents, true developments thereof, and reasonably inferable therefrom. All such drawings delivered to the Contractor shall be deemed written instructions to the Contractor. The District wi-11 furnish to the Contractor, free of charge, all copies of drawings and Specifications reasonably necessary for the execution of the work. The Contractor shall keep one set of drawings and Specifications in good order available to the District's Representative and to his representatives at the site of the work. Carlsbad MWD Standard Provisions - 3 The Plans for the work show conditions as they are supposed or believed by the Engineer to exist; but it is not intended or to be inferred that the conditions as shown thereon constitute a representation by the District or its officers that such conditions are actually existent. The District, any of its officers, and the Engineer shall not be liable for any loss sustained by the Contractor as a result of any variance of the conditions as shown on the Plans and the actual conditions revealed during the progress of the work. (c) Conformity with Plans and Allowable Deviations: Finished surfaces in all cases shall conform with the lines, elevations, grades, cross sections, and dimensions shown on the Plans, or if no specific elevations are shown on the Plans, the elevations and grades furnished by the District's Representative shallgovern. (d) Coordination of Plans and Specifications: The Plans, Specifications, and all supplementary documents are essential parts of the Contract and a requirement occurring in one is as binding as though occurring in all. They are intended to be cooperative and to describe and provide for a complete work. In the event of an apparent difference between Plans and Specifications, reference shall be made to the District's Representative, whose decision thereon shall be final. (e) Interpretation of Plans and Specifications: Should it appear that the work to be done or any of the matters relative thereto are not sufficiently detailed or explained in the Specifications or on the Plans, the Contractor shall apply to the District's Representative for such further explanations as may be necessary and shall conform to them as part of the Contract, so far as may be consistent with the original Specifications; and in the event of any doubt or question arising respecting the true meaning of the Specifications, reference shall be made to the District's Representative, whose decision thereon shall be final. and the as correct, In the event of any discrepancy between any drawing figures written thereon, the figures shall be taken (f) Supervision by the Contractor: The Contractor shall give efficient supervision to the work, using his best skill and attention. Unless personally present on the premises where the work is done, the Contractor shall designate and keep an agent or representative on the work at all times during its progress, and any written or verbal directions or requests of the District's Representative delivered to such representative shall have the same force and effect as if delivered to the Contractor personally. (g) Inspection: The District's Representative shall at all times have access to the work during construction and shall be furnished with every reasonable facility for ascertaining Carlsbad MWD Standard Provisions - 4 full knowledge respecting the progress, workmanship and character of materials used and employed in the work. Whenever the Contractor varies the period during which work is carried on each day, he shall give due notice to the District's Representative so that proper inspection may be provided. Any work done in the absence of the District's Representative will be subject to rejection. No materials shall be installed until approved by the District's Representative or his representative. All installations which are to be backfilled shall be inspected and approved by the District's Representative prior to backfilling and the Contractor shall give due notice in advance of backfilling to the District's Representative so that proper inspection may be provided. The inspection of the work shall not relieve the Contractor of any of his obligations to fulfill the Contract as prescribed. Defective work shall be made good, and unsuitable materials may be rejected notwithstanding the fact that such defective work and unsuitable materials have been previously overlooked by the District's Representative and accepted or estimated for payment. Any defective material or workmanship, or any unfaithful or imperfect work which may be discovered before the final *» acceptance of the work shall be corrected immediately on the request of the Engineer, or if such should be discovered within one year after the final acceptance, it shall be corrected Immediately on demand of the District. All such corrections of defective materials or workmanship, or any unfaithful or imperfect work shall be made by the Contractor without extra charge, notwithstanding that it may have been overlooked in previous inspections and estimates. (h) Removal of Defective and Unauthorized Work: All work which has been rejected shall be remedied, or removed and replaced by the Contractor in an acceptable manner and no compensation will be allowed him for such removal or replacement. Any work done beyond the lines and grades shown on the Plans or established by the District's Representative, or any extra work done without written authority, will be considered as unauthorized and will not be paid for. Work so done may be ordered removed at the Contractor's expense. Upon failgre on the part of the Contractor to comply promptly with any order of the District's Representative made under the provisions of this Article, the District's Representative shall have authority to cause defective work to be remedied or removed and replaced, and unauthorized work to be removed, and to deduct the costs from any monies due or to become due the Contractor. Carlsbad MWD Standard Provisions - 5 (i) Temporary Suspension of Work: The District's Representative shall have the authority to suspend the work wholly or in part for such time as he may deem necessary due to the failure on the part of the Contractor to carry out orders given, or to perform any provisions of the Contract. The Contractor shall immediately comply with the written order of the District's Representative to suspend the work wholly or in part. The work shall be resumed when methods or defective work are corrected as ordered or approved in writing by the District's Representative. In the event that a suspension of work is ordered as provided above, such suspension of work shall not relieve the Contractor of his responsibility to complete the work within the time limit specified, and shall not be considered cause for extension of the time for completion, and further, such suspension of work shall not entitle the Contractor to any additional compensation. (j) Errors or Discrepancies Noted by Contractor: If the Contractor, either before commencing work or in the course of the work, finds any discrepancy between the Specifications and the drawings, or between either of them and the physical conditions at the site of the work, or finds any error or omission in any of the drawings or in any survey, he shall promptly notify the District's Representative in writing of such discrepancy, error or omission. If the Contractor observes that any drawings or Specifications are at variance with any applicable law, ordinance, regulation, order or decree, he shall promptly notify the District's Representative in writing of such conflict. The District's Representative, on receipt of any such notice, shall promptly investigate the circumstances and give appropriate instructions to the Contractor. Until such instructions are given, any work done by the Contractor, either directly or indirectly after his discovery of such error, discrepancy or conflict, will be at his own risk and he shall bear all costs rising therefrom. (k) Equipment: The Contractor must furnish adequate equipment to perform properly the work in a workmanlike manner in accordance with these Specifications. Such equipment must be in a good state of repair and maintained in such state during the progress of the work. No worn or obsolete equipment shall be used, and in no case shall the maker's rating of capacity for any equipment be exceeded. (1) Shop Drawings: The Contractor shall at his own expense furnish for the approval of the Engineer shop drawings for all material and equipment he proposes to use. These shop drawings shall be checked by the Engineer and returned to the Contractor within ten (10) calendar days of their receipt by Carlsbad MWD Standard Provisions - 6 the Engineer. Four (4) sets of all shop drawings shall be submitted, accompanied by a letter of transmittal, and shall be addressed to the Engineer for approval. The letter of transmittal shall give a list of the numbers of the drawings submitted. All drawings must be marked with the name of the proiect and the name of the Contractor and be numbered consecutively. All draw- ings must be complete in every respect. The Contractor shall make such corrections as shall be required by the Engineer and receive the Engineer's stamp of approval before commencing the work involved. If the shop drawings show variations from the Contract requirements because of standard shop practices or other reasons, the Contractor shall make specific mention of such variations in his letter of transmittal in order that (if acceptable) suitable action may be taken for proper adjustment of the Contract; otherwise, the Contractor will not be relieved of the responsibility for executing the work in accordance with the Contract, even though the shop drawings have been approved. Approval of shop drawings will be general and shall not relieve the Contractor from the responsibility for proper fitting and construction of the work, nor from fur- nishing the material and work required by the Contract which may not be indicated in the shop drawings when approved; neither does it relieve him from responsibility for errors in shop drawings. SECTION IV - CONTROL OF MATERIAL (a) Quality of Materials: All equipment, materials and supplies to be incorporated in the work shall be new unless otherwise specified. Unless otherwise specifically provided for in the Specifications, all workmanship, equipment, material and articles incorporated in the work covered by the Contract are to be of the best available grade of their respective kind. Whenever in the Specifications, any material, process or article is indicated or specified by grade, patent or proprietary name, or by name of manufacturer, such specification shall be deemed to be used for the purpose of facilitating description of the materials, process or articles desired, and shall be deemed to be followed by the words "or approved equal", and the Contractor may offer any material or process which shall be substantially equal or better in every respect to that so indicated or specified; provided, however, that if the material, process or article offered by the Contractor is not, in the opinion of the Engineer and/or District's Representative, substantially equal or better in every respect to that specified, then the Contractor must furnish the material, process or article specified or one that in the opinion of the Engineer and/or District's Representative is the substantial equal or better thereof in every respect. In the event that the Contractor furnishes the material, process or article better than that specified, the difference in cost of such material, process or article so furnished shall be borne by the Contractor. Carlsbad MWD Standard Provisions - 7 (b) Samples and Tests: At the option of the District's Representative the source of supply of each of the materials shall be approved by the District's Representative before delivery is started and before such material is used in the work. Representative preliminary samples of the character and quality prescribed shall be submitted by the Contractor or producer of all materials to be used in the work for testing or examination as desired by the District's Representative. All tests of materials furnished by the Contractor shall be made in accordance with commonly recog- nized standards of national organizations and such special methods and tests as are prescribed in the Specifications. The Contractor shall furnish such samples of materials as are requested by the District's Representative without charge. No material shall be used until it has been approved by the District's Representative. Samples shall be secured and tested whenever necessary to determine the quality of material. (c) Defective Materials: All materials not conforming to the requirements of the Specifications shall be considered as defective and all such materials, whether in place or not, shall be rejected and shall be removed immediately from the site of the work unless otherwise permitted by the District's Representative. No rejected material, the defects of which have been subsequently corrected shall be used until approved in writing by the District's Representative. Upon failure on the part of the Contractor to comply with any order of the District's Representative made under the provisions of this article, the District shall have authority to remove and replace defective material at the expense of the Contractor. (d) Storage of Materials: All materials for use in the work shall be stored by the Contractor in such a manner as to prevent damage from exposure to the elements, admixture of foreign materials or from any other cause. The Contractor shall be entirely responsible for damage to or loss of materials by weather or other causes. SECTION V - LEGAL RELATIONS AND RESPONSIBILITY (a) Laws to be Observed: The Contractor shall keep himself fully informed of all laws, ordinances, and regulations which in any manner affect those engaged or employed in the work, or the materials used in the work, or which in any way affect the conduct of the work, and of all such orders and decrees of bodies or tribunals having any jurisdiction or authority over the same. If any discrepancy or inconsistency is discovered in the Plans, drawings, Specifications, or other contract documents in relation to any such law, ordinance, regulation, order or decree, the Contractor shall forthwith report the same to the District's Representative in writing. He shall at the time observe and comply with all existing and future laws, ordinances, regulations, orders and decrees, and shall protect and indemnify the District, the Board of .Directors, the Engineer, and all of its and their officers and Carlsbad MWD Standard Provisions - 8 agents, against any claim or liability arising from or based on the violation of any such law, ordinance, regulation, order or decree, whether by himself or his employees. (1) Hours of Labor - The Contractor shall forfeit to the District Twenty-Five Dollars ($25.00) for each workman employed in the execution of this Contract by the Contractor or by any subcontractor for each calendar day during which any workman is, required or permitted to labor more than eight (8) hours and/or forty (40) hours in any one calendar week in violation of the provisions of Part 7 of Division 2 of the Labor Code of the State of California. (2) Alien Labor - The Contractor and any subcontractor, agent or representative shall not employ and shall not cause or allow to be employed any alien except in cases of extraordinary emergency caused by fire, flood or danger to life or property. The Contractor and any subcontractor shall forfeit to the District as a penalty Twenty-five Dollars ($25.00) for each alien employed in the execution of this Contract, for each calendar day, or portion thereof, during which such alien is permitted or required to labor in violation of the provisions of Part 7 of Division 2 of the Labor Code of the State of California. (3) Prevailing Wage - The Contractor shall forfeit to the District as a penalty Twenty-five Dollars ($25.00) for each calendar day or portion thereof, for each workman paid less than the general prevailing rate of wages in the locality of the District as set forth in the Contract documents. The specified wage rates are minimum only, and the District will not consider any claims for additional compensation made by the Contractor, because of payment by the Contractor of any wage rate in excess of the applicable minimum rate. (4) Apprentices - The minimum wage rates, if any, specified for apprentices shall apply only to persons working with the tools of the trade they are learning under the direct supervision of journeyman mechanics, except as otherwise required by law. The number of apprentices in each trade or occupation employed by the Contractor or any subcontractor shall not exceed the number permitted by the applicable standards of the United States Department of Labor, or in the absence of such standards, the number permitted under the usual practice prevailing between the unions and employer's associations of the respective trades or occupations. (5) Domestic Materials - Only such unmanufactured articles, materials or supplies as have been mined or Carlsbad MWD Standard Provisions - 9 produced in the United States of America, and only such manufactured articles, materials, or supplies that have been manufactured in the United States of America sub- stantially from such articles, materials and supplies shall be employed under this Contract in the construction of the project. (6) Convict-Made Materials - No materials manufactured or produced in a penal or correctional institution shall be incorporated in the project under this Contract. (b) Patents: The Contractor shall assume all costs arising from the use of patented materials, equipment, devices or processes used on or incorporated in the work and agrees to indemnify and save harmless the District, the Board of Directors, and the Engineer and their duly authorized representatives from all suits of law, or action of every nature for or on account of the use of any patented materials, equipment, devices, or processes. (c) Public Convenience and Safety; The Contractor shall so conduct his operations as to cause the least public obstruction and inconvenience to public travel. Convenient access to driveways, houses and buildings along the line of work shall be maintained and temporary crossings shall be provided and maintained in good condition. Not more than one crossing or intersecting street or road shall be closed at any one time without the approval of the District's Representative. The Contractor shall furnish, erect and maintain such fences, barriers, lights and signs as are necessary to give adequate warning to the public at all times of any dangerous conditions to be encountered as a result of the construction work. (d) Use of Explosives: When the use of explosives is necessary for the prosecution of the work, the Contractor shall use the utmost care not to endanger life or property. All explosives shall be stored in a secure manner in accordance with the provisions of Division XI of the Health and Safety Code, Chapter 68, Statutes of 1939, as amended, and shall be used in compliance with all State and County Laws, ordinances and regulations governing such use, and all such storage places shall be clearly marked "DANGEROUS EXPLOSIVES". (e) Preservation of Property: The Contractor shall exercise due care to avoid injury to existing District owned improvements or facilities, utility facilities, adjacent property, and other improvements, and trees and shrubbery that are not to be removed. All trees and shrubbery that are not to be removed, and pole lines, fences, signs, survey markers and monuments, buildings and structures, conduits, pipelines under or above ground, Carlsbad MWD Standard Provisions - 10 sewer and water lines, all highway or street facilities and any other improvements or facilities within or adjacent toSthe work shall be protected from injury or damage and the Contractor shall provide and install suitable safeguards to protect such objects from injury or damage. If such objects are injured or damaged by reason of the Contractor's operation, they shall be replaced or restored, at the Contractor's expense, to a condition as good as when the Contractor entered upon the work, or as good as required by the Specifications, if any such objects are a part of the work being performed. The fact that any such pipe or other underground facility is not shown on the Plans shall not relieve the Contractor of his responsibility under this article. It shall be the Contractor's responsibility to ascertain the existence of any underground improvements or facilities which may be subject to damage by reason of his operations. (f) Responsibility for Damage: The District, the Board of Directors, the Engineer and their authorized assistants shall not be answerable or accountable in any manner for any loss or damage that may happen to the work or any part thereof, or for any material or equipment used in performing the work, or for injury or damage to any person or persons, either workmen or the public, or for damage to adjoining property from any cause whatsoever during the progress of the work, or any time before final acceptance of the work. (^\ The Contractor shall indemnify and save harmless the District, ^""^ the Board of Directors, the Engineer and their authorized assistants from any suits, claims or actions brought by any person or persons for or on account of any injuries or damage sustained or arising in the construction of the work. (g) Personal Liability; Neither the Board of Directors, the Engineer, nor any other officer or authorized assistant or agent of the District shall be personally responsible for any liability arising under the Contract. (h) Contractor's Responsibility for Work; The Contractor shall be responsible for all damages to persons or property that occur as a result of his fault or negligence in connection with the prosecution of the Contract, and shall be responsible for the proper care and protection of all materials delivered and work performed until completion and final acceptance by the District. The Contractor shall provide such covering and enclosures as are necessary to protect all work and materials against damage by weather conditions. The Contractor shall take adequate precautions in protecting existing curbs, trees, sidewalks, pavements, utilities, adjoining property and structures and avoid damage thereto, Carlsbad MWD Standard Provisions - 11 and he shall at his own expense completely repair any damage thereto caused by his operations. The Contractor shall shore up, brace, underpin and protect as may be necessary all foundations and other parts of all existing structures adjacent and adjoining the site of the project which are in any way affected by the excavation or other operations connected with the performance of the work under this Contract. Whenever any notice is required to be given by the District or the Contractor to any adjacent or adjoining landowner or other party before commencement of any work under this Contract, such notice shall be given by the Contractor. The Contractor shall indemnify the District and save it harmless from any damages on account of settlements or the loss of lateral support of adjoining property, or from all loss and expense, and from all damages for which the District may become liable in consequence of such injuries or damage to trees and to adjoining and adjacent structures and their premises. In an emergency affecting the safety of life or property, including adjoining property, the Contractor, without special instructions or authorizations, is authorized to act at his discretion to prevent such threatened loss or injury and he shall so act as though instructed to do so by the District. (i) Mutual Responsibility of Contractors: If through acts of neglect on the part of the Contractor, any other contractor or any subcontractor shall suffer loss or damage on the work, the Contractor agrees to settle with such other contractor or subcontractor by agreement or arbitration, if such other contractor or subcontractor will so settle. If such other contractor or subcontractor shall assert any claim against the District on account of any damage alleged to have been so sustained, the District shall notify the Contractor, who shall indemnify and save harmless the District against any such claim. The Contractor must ascertain to his own satisfaction the scope of the project and the nature of any other contracts that have been or may be awarded by the District in the prosecution of the project, to the end that the Contractor may perform this Contract in the light of such other contracts, if any. Nothing herein contained shall be interpreted as granting to the Contractor exclusive occupancy of the site of the project. The Contractor shall not cause any unnecessary hindrance or delay to any other contractor working on the project. If the performance of any Contract for the project is likely to be interfered with by the simultaneous performance of some other contract or contracts, the District, through its representative, shall decide which contractor shall cease work temporarily and which contractor shall continue, or whether the work under the contracts can be coordinated so that the contractors may proceed simultaneously. On all questions concerning conflicting interests of contractors Carlsbad MUD Standard Provisions - 12 performing related work, the decision of said District's Representative shall be binding upon all contractors concerned and the District shall not be responsible for any damages suffered or extra costs incurred by the Contractor resulting directly or indirectly from the award of performance or attempted performance of any other contract or contracts on the project, or caused by a decision or omission of the District respecting the order of precedence in the performance of the Contract. (j) Notice and Service Thereof: Any notice required or given by one party to the other under the Contract shall be in writing and shall be dated and signed by the party giving such notice or by a duly authorized representative of such party. Any such notices shall not be effective for any purpose whatsoever unless served in the following manner, namely: If the notice is given to the District, by personal delivery thereof to the Secretary, or by depositing the same in the United States mail, enclosed in a sealed envelope addressed to the District, to the attention of said Secretary, postage prepaid and registered. If the notice is given to the Contractor by personal delivery thereof to said Contractor or to his authorized representative at the site of the project or by depositing the same in the United States mail, enclosed in a sealed envelope addressed to said Contractor at his regular place of business or such other address as may have been established for the conduct of the work under this Contract, postage prepaid and registered. (k) Warranty of Title: No materials, supplies or equipment for the work under this Contract shall be purchased subject to any chattel mortgage or under a conditional sale contract or other agreement by which an interest therein or any part thereof is retained by the seller or supplier. The Contractor warrants clear and good title to all materials, supplies and equipment installed and incorporated in the work, and agrees upon completion of all work to deliver the premises, together with all improvements and appurtenances constructed or placed thereon by him to the District free from any claims, liens, encumbrances, or charges, and further agrees that neither he nor any person, firm or corporation furnishing any material or labor for any work covered by the Contract shall have any right to a lien upon the premises or any improvement or appurtenance thereon, provided that this shall not preclude the Contractor from installing metering devices or other equipment of utility companies or of municipalities, the title of which is commonly retained by the utility company or the municipality. Nothing contained in this article, however, shall defeat or impair the right of such persons furnishing materials or labor under any bond given by the Contractor for their protection, or any right under any law permitting such persons Carlsbad MWD Standard Provisions - 13 to look to funds due the Contractor, in the hands of the District. The provisions of this articl-e shall be inserted in all subcontracts and material contracts, and notices of its provisions shall be given to all persons furnishing materials for the work when no formal contract is entered into for such materials. (1) Termination for Breach: If the Contractor refuses or fails to prosecute the work or any separable part thereof with such diligence as will insure its completion within the time specified herein, or any extension thereof, or fails to complete such work within such time, or the Contractor should be adjudged a bankrupt, or if he should make a general assignment for the benefit of his creditors, or if a receiver should be appointed on account of his insolvency, or if he or any of his subcontractors should violate any of the provisions of this Contract, the District may serve written notice upon the Contractor and his surety of its intention to terminate this Contract, said notice to contain the reasons for such intention to terminate this Contract; and unless within ten (10) days after the service of such notice such violations shall cease and satisfactory arrange- ments for the corrections thereof be made, this Contract shall, upon the expiration of said ten (10) days, cease and terminate. In the event of any such termination, the District shall immediately serve written notice thereof upon the surety and the Contractor, and the surety shall have the right to take over and perform the contract; provided however, that if the surety within fifteen (15) days after the serving upon it of a notice of termination does not give the District written notice of its intention to take over and perform the Contract, the District may take over the work and prosecute the same to completion by contract or by any other method it may deem advisable for the account and at the expense of the Contractor, and his surety shall be liable to the District for any excess cost or other damage occasioned the District thereby; and in such event the District may, without liability for so doing, take possession of and utilize in completing the work such materials, appliances, plants and other property belonging to the Contractor that may be on the site of the work and be necessary therefor. The foregoing provisions are in addition to and not in limitation of any other rights or remedies available to the District. (m) Prohibitive Interests: No officer of the District who is authorized in such capacity and on behalf of the District to negotiate, make, accept, or approve, or to take part in negotiating, making, accepting or approving any architectural, engineering, inspection, construction or material supply contract or any subcontract in connection with the construction of the project, shall become directly or indirectly interested Carlsbad MWD Standard Provisions - 11 personally in this Contract or any part thereof. No officer, employee, architect, attorney, engineer or inspector of or for the District who is authorized in such capacity and on behalf of the District to exercise any executive, supervisory or other similar function in connection with the construction of the project, shall become directly or indirectly interested personally in this Contract or any part thereof. SECTION VI - PROSECUTION AND PROGRESS (a) Subcontracting: Specialty subcontractors shall be utilized for the performance of such part of the work under this Contract as under normal contract practices are performed by specialty subcontractors, unless the District determines that the general Contractor has heretofore customarily performed such specialty work with his own organization and is equipped to do so, or unless the District determines that the performance of specialty work by specialty contractors will result in increased cost or inordinate delays, provided however, that the Contractor shall not subcontract any work to be performed or any materials to be furnished in the performance of this Contract without the prior written consent of the District. If the Contractor shall subcontract any part of this Contract, the Contractor shall be as fully responsible to the District for the acts and omissions of his subcontractor and of the persons either directly or indirectly employed by his subcontractor as he is for the acts and omissions of persons directly employed by himself. Nothing contained in the contract documents shall create any contractual relationship between any subcontractor and the District. The Contractor shall bind every subcontractor (and every subcontractor of a subcontractor) to be bound by the terms of the contract documents as applicable to his work, unless specifically noted to the contrary in the subcontract in question, approved in writing as satisfactory to the District. (b) Assignment of Contract: The Contractor shall not assign this Contract or any part thereof .nor any monies due or to become due thereunder, without the prior written consent of the District. No assignment of this Contract shall be valid unless it shall contain a provision that the funds to be paid to the assignee under the assignment are subject to a prior lien for services rendered or materials supplied for performance of the work called for under said Contract in favor of all persons., firms or corporations rendering such services or supplying such materials. (c) Construction Schedule: Within five (5) days after execution of the Contract, the Contractor shall deliver to the District's Representative a construction progress schedule in form satisfactory to the District's Representative showing the proposed dates of commencement and completion of each of the various subdivisions of the work required under the contract documents, and the anticipated amount of each monthly payment that will become due the Contractor Carlsbad MWD Standard Provisions - 15 in accordance with the progress schedule. (d) Character of Workmen: Any person who may be in the employ of the Contractor and who the District's Representative may deem incompetent or unfit shall be dismissed from the work and shall not again be employed on it except with the written consent of the District's Representative. (e) Temporary Suspension of Work: The District's Represen- tative shall have the authority to suspend the work wholly or in part for such time as he may deem necessary due to the failure on the part of the Contractor to carry out orders given, or to perform any provision of the Contract. The Contractor shall immediately comply with the written order of the District's Representative to suspend the work wholly or in part. The work shall be resumed when methods or defective work are corrected as ordered or approved in writing by the District's Representative. SECTION VII - ESTIMATES AND PAYMENTS (a) Partial Payments: The District shall on or before the tenth (10th) day of each calendar month after actual construction work is started, except in case of final estimate hereinafter provided, cause an estimate in writing to be made by the District's Representative of the total amount of the work done and materials furnished by the Contractor and incorporated into the work to the first (1st) day of the month in which the estimate is made. In estimating such value, the District's Representative may take into consideration, along with other facts and conditions deemed by him to be proper, the ratio of the difficulty of the work done to the probable difficulties of the work to be done. The District shall retain ten percent (10%) of such estimated value as part security for the ful- fillment of the Contract by the Contractor, and shall within fifteen (15) days after the preparation of such estimate pay to the Contractor the balance of such estimated value after deducting therefrom all previous payments and all sums to be kept or retained under the terms of the Contract. (b) Final Payment: The District's Representative shall, after the satisfactory completion of the work, make a final estimate of the amount of work done thereunder and the value of said work, and the District shall pay the entire sum so found to be due after deducting therefrom all previous payments and all amounts to be retained under the provisions of the Contract. All prior partial estimates and payments shall be subject to correction in the final estimate and payment. The final payment shall not be due and payable Carlsbad MWD Standard Provisions - 16 until the expiration of thirty-five (35) days from the date of acceptance of the work by the District. No certificate given or payment made under the Contract, except the final certificate or final payment, shall be conclusive evidence of the performance of the Contract, either wholly or in part, and no payment shall be construed to be an acceptance of any defective work or improper materials. (c) Payments to be Made by Contractor: The Contractor shall pay: (1) For all transportation and utility services, not later than the twenty-fifth (25th) day of the calendar month following that in which said services are rendered. (2) For all materials, tools and other expendable equipment to the extent of ninety percent (90%) of the cost thereof, not later than the twenty-fifth (25th) day of the calendar month following that in which said materials, tools and equipment are delivered at the site of the project, and the balance of the cost thereof not later than the thirtieth (30th) day following the completion of that part of the work in or on which such materials, tools and equipment are incorporated or used. (3) To each of his subcontractors within five (5) days following each payment to the Contractor, the respective amount allowed the Contractor on account of the work performed by his subcontractors, to the extent of each subcontractor's interest therein. (d) District's Right to Withhold Certain Amounts and Make Application Thereof; In addition to the amount which the District may retain under the above, the District may withhold a sufficient amount or amounts or any payment otherwise due to the Contractor as in its judgment may be necessary to cover: (1) Payments which may be past due and payable for just claims against the Contractor or any subcontractors, for labor or materials furnished in or about the performance of the work on the project under this Contract. (2) For defective work not remedied. (3) For failure of the Contractor to make proper payments to his subcontractors. (4) For amounts claimed by the District as liquidated damages or other offsets. The District may apply such withheld amount or amounts to the payment of such claims in its discretion. In so doing, Carlsbad MWD Standard Provisions - 17 the District shall be deemed the agent of the Contractor and any payments so made by the District shall be considered as a payment made under the Contract by the District to the Contractor, and the District shall not be liable to the Contractor for such payment made in good faith. Such payments may be made without prior judicial determination of the claim or claims. The District will render to the Contractor a proper account of such funds disbursed in behalf of the Contractor. Remove the 18" venturi meter, check valvesand plug valve from the two vaults" in the existing road and replace with 18" steel pipe spools. Deliver the venturi meter and valve to the District. Furnish and install all other items necessary to provide complete and operating system as shown on the plans for Laguna Riviera Metering Station. Carlsbad MWD 707 Detail Specifications - Z O B. Order of work - This entire pro.iect comprising extensions, relocations, and reconstruction of various water system facilities, is to accomodate the construction of the San Diego County Highway - Federal Aid Secondary Project - S-SU-1411(2) - El Camino Real - (RS-1800-1). The highway project is currently scheduled to commence on June 1,1970 and has a completion time of 240 working days. The Water District's contractor will be reauired to exercise a high degree of coordination between his construction activities for the water system and the construction activities for the highway project and the other public utilities and agencies. The following schedule for the work program shall be adhered to by the District's contractor to the extent that the work schedule of the highway contractor will permit: B-l . The 3 locations (schedules E, F & H) where the existing 20" steel transmission main willreauire relocation does not have sufficient work area in order to safely perform the work involved. Therefore, this District's work shall be performed after the highway contractor has completed the rough grade operations for the new highway. B-2. The 2 creek crossings - San Marcos Creek (part of schedule A) and Agua Hedionda Creek ( a part of schedule G) shall be completed within 90 calendar days after award of the contract. This deadline is coordinated with the time of commencement of work for the 2 bridges. B-3. The dismantling and removal of the Calavera Pressure Reducing Station and its appurtenant piping (a part of schedule I) and the reconstruction of the Terramar Metering Station (Item #11 of Schedule D) shall be accomplished within 60 calendar days after award of the contract by the District. This deadline is to accomo- date the first order of rough grading operations of the highway contrac- tor. B-4. There is on file in the office of the Project Engineer a complete set of the construction drawings for the San Diego County Highway Project for the information of the contractor. The District shall provide all necessary liaison between the contractor, the San Diego County Highway Department and the highway contractor. To summarize, the intent of identifying the specific order of work is solely to avoid conflicts of the various activities in the construction zone. In the event the schedule of the highway project is adjusted, the District's contractor will receive approp- riate instructions. If the time of completion, or changes in the scope of work occur, the District and the contractor will accomo- date them by an appropriate change order. The contractor shall proceed with all of the work set forth in these plans and specifi- cations in a prompt and timely manner and adhere to the schedule for the completion time deadline. Carlsbad MWD Detail Specifications - 3 707 SECTION II ASBESTOS-CEMENT PIPE A. General - Pipe and fittings shall conform to the specifi- cations for asbestos-cement pipe and fittings. Pressure Class 150 or Class 200, as designated on the plans. B. Asbestos-cement Pipe B-l . General - Where water mains shall be asbestos-cement, installation shall include all pipe fittings and thrust blocks, valves, and other service facilities and shall be installed as specified hereinafter. All pipe shall be carefully handled and stored to prevent damage and contamination. Fittings for asbestos-cement pipe, including tees, crosses, plugs, bends, and adapters shall be cast-iron. Other fittings, as required shall be provided for the various types of pipe connections as indicated and as hereinafter specified. B-2. Quality - Asbestos-cement pipe shall be of the class shown on the plans, as manufactured by Johns-Manvi1le Company, or approved equal. Each length of pipe and each coupling sleeve shall be tested to a hydrostatic pressure equal to four times the recommended maximum operating pressure. B-3. Couplings and Adapters - Couplings or sleeves shall be of a type recommended by the manufacturer of the pipe furnished. Adapters shall be of a type approved for this particular work by the pipe manufacturer, and the Engineer. B-4. Cast-iron Fittings - Cast-iron fittings shall conform to the specifications of the American Standards Association A21.10-1952 They shall be of the type required for the type of pipe used, and shall be cement mortar lined in accordance with Section III B-6 of these specifications. Bell ends of fittings for use with asbestos-cement pipe shall be cast or machined to meet the dimensions and tolerances recommended by the manufacturer of the pipe approved for use on the project. The ring groove and all interior surfaces of the bell shall be smooth and free from ridges, notches or uneven surfaces. B-5 Laying Pipe - Pipe of the various types and sizes indicated shall be furnished and installed in accordance with the drawings. Proper and suitable tools and appliances for the safe and convenient handling and laying of the pipes and special fittings shall be used. All pieces shall be carefully examined for defects and no piece shall be laid which is known to be defective. If any defective piece should be discovered after having been laid, it shall be removed and replaced with a sound one in a satisfactory manner by the Contractor at his own expense. The pipes and special fittings shall be thoroughly cleaned before they are laid, shall be kept clean until they are accepted in the completed work, and when laid shall conform accurately to the lines and grades given bv the Engineer. Open ends shall be plugged when work is stopped for the night or for any other reas'onT SPECIAL CARE SHALL BE EXERCISED TO AVOID LEAVING BITS OF WOOD, DIRT AND OTHER FOREIGN PARTICLES IN Carlsbad MWD Detail Specifications - 4 707 THE PIPE. If any such particles are discovered before the final acceptance of the work, they shall be removed and the Dine, valves and fittings replaced, as required by the Engineer, at the Contractor' expense. Pipe delivered to the site and subjected to excessive periods of dust or any other objectionable contamination before being placed in the trench shall be cleaned by air hose or other satis- factory method, then swabbed thoroughly with a chlorine solution of a strength satisfactory to the Engineer. The pipe shall then be hosed out with pure water. Where the objectionable contamination might be injurious to health, the pice so contaminated will be rejected and the Contractor shall remove same from the site. B-6. Bedding of Pipes shall be on an even grade and of good alignment, with continuous bearing on the bottom of the trench. Excavation shall be made for collars or bells. B-7. Asbestos-Cement Pipe shall be laid in the trench true to line and grade and shall be uniformly and continuously supported upon the bottom of the trench for the entire length of each section. Jointing shall be accomplished by placing the sleeve and rubber ring, or rings, over the exposed end of the last section of the pipe laid: then, placing the section of pipe in olace, and pulling the sleeve and rings over the joints by a means approved by the Engineer. The ends of the pipe sections shall be separated by a space of not less than one-eighth (1/8) of an inch, and not more than one-auarter (1/4) of an inch. After the coupling has been nulled into place, the location of the rubber rings shall be checked by a metal gauge. Joints between asbestos-cement pipe and cast-iron or steel pipe shall be made by using Smith-Blair type 431 adapters, flanged coupling adapters, or approved eoual . Changes in horizontal and vertical alignment shall be made whenever possible by deflecting the joints a maximum of three degrees (3°). Joints of less than 6'6" shall not be used for this purpose, and machined overall short lengths shall only be used for making closures at fittings and gate valves. Cast-iron fittings shall be used for all bends where a deflection of over three degrees (3°) would be reguired. The pipe shall be well bedded for its entire length between fire hydrants, and/or valves and/or fittings. Ample room shall be left around all fittings and valves for ease in inspection to insure that the fittings and valves do not support the pipe. The Contractor shall back all dead-ends and fittings with concrete as directed by the Engineer. Flanges shall be firmly bolted with machine, stud or tap bolts of the proper size as previously specified. B-8. Concrete Thrust Blocks of an adeguate size and mass shall be poured at all changes of direction of in reduction of size to resist thrust in either direction. The concrete shall be 5 sack mix (2000 psi in 28 days ). The thrust blocks shall completely fill the space between the pipe or fitting and the ditch wall. At all Carlsbad MWD Detail Specifications - 5 707 bends or angles the concrete shall be poured to the too of the pipe. At all reductions in size of pipe the thrust blocks shall be poured around the smaller pipe for a distance of one (1) foot from the reducing fitting, shall completely encircle the pioe, and shall be poured from wall to wall of the ditch, and to a height of three (3) inches above the top of pipe. C. Earthwork All earthwork shall conform to the Standard Specifications for Earthwork (Water Main) and Section 12, Special Provisions for Work under Excavation Permit. D. Connection to Existing Mains - Before work of any nature is begun which would interfere with the operation of the existing main, the Contractor shall have on hand at the site of the work all of the materials necessary for the orderly and uninterrupted prose- cution of the work. The Contractor shall make the necessary arrange- ments with the District and the District's Representative for the shutdowns and give ample notice of the period for which the shut- down can be scheduled. The opening and closing of all valves shall be done in the presence of the District's Representative. D-l. El Camino Real Extension - All connections to existing line will be made dry.The shutdown and connection to the existing 6" asbestos-cement pipe in Costa Del Mar Road shall be made during a normal workday, except Friday, Saturday or Sunday. All necessary thrust blocks shall be poured 5 days prior to shutdown and complete service restored within 4 hours. D-2. Extension of existing services - The Contractor shall give the District 72 hours notice prior to a planned shutdown of existing services so that the District can provide temoorary water service. The Contractor shall comolete the installation and restore service five days after shutdown. The work may start on any normal workday except Friday. D-3. Palomar Airport Road Extension - The Contractor shall give the District 72 hours notice prior to a planned shutdown of existing services. The Contractor shall shut down the 6" asbestos- cement pipe in Palomar Airport Road and place a temporary olug in the line and restore service within 4 hours. The Contractor may then proceed with the installation including connection to the existing 8" steel pipe in El Camino Real. After all the pipelines have been installed, tested and sterilized, the Contractor shall make the connection at the temporary plug and restore service within a 4 hour period. E. Field Testing and Sterilization - The Contractor shall provide temporary blocking, plugs, flanges, etc.»as may be necessary to field test and sterilize the pipes. The limit of testing and sterilizing required shall be at points of connection to existing pipelines. All testing and sterilization shall conform to the Standard Specifications for Testing and Sterilization. Carlsbad MWD Detail Specifications - 6 707 F. Payment - No separate payment for asbestos-cement pipe will be ffraete as such and all costs in connection therewith tihal 1 be included in the lump sum price for the various items of work unless unit prices are indicated in the bid schedule. SECTION III STEEL PIPE A. General - Pipe and fittings shall conform to the specifi- cations for steel pipe and fittings. B. Welded Steel Pipe B-l. Quality of Steel - Steel plates or sheets used'in the manufacture of the pipe shall conform to the physical properties of American Society for Testing Materials Specification A-283 Grade "C"' (for plates) or Specification A-245 Grade "B" (for sheets), both of the latest revision. The plates or sheets shall conform to the gauge or thickness shown on the plans, said gauges being in accordance with Manufacturers' Standard Gauge Table and having a definite thickness, equivalent for each gauge number (see American Iron and Steel Institute "Steel Products Manual" of September, 1949, Sections 6 and 11). B-2. Fabrication - Pipe shall be manufactured in accordance with AWWA Specification C-201 and C-202, except as herein provided. The diameter specified shall refer to the finished net inside dia- meter of the completed pipeline and the Contractor shall take into consideration lining thickness in placing orders for pipe. The pipe shall be manufactured in courses not less than 10 feet long having not more than two longitudinal and three circum- ferential seams per section, except where shorter lengths or more than one of either type of welded seam are required by special con- ditions . All longitudinal seams shall be butt welded from the exterior against copper faced mandrels with either single or twin arc electrodes, depending on the wall thickness. All circumferential seams shall be butt welded from the exterior and when required from the interior as well, using single arc electrodes for each such weld. All seams shall be welded by an approved shielded arc process which protects the weld metal from the atmosphere while cooling and which assures full fusion with the parent metal and complete penetration. All pipes and pipe joints shall be of uniform diameter and workmanship. Any pipe either before or after placing of cement mortar lining and cement mortar coating will be rejected if not in complete accordance with these specifications. Carlsbad MWD Detail Specifications - 7 707 C The manufacturer of the pipe to be furnished shall have had three (3) years of experience manufacturing pipe of a similar size and type. The Engineer shall be the sole /judge that this ex- perience qualifies the manufacturer to furnish the pipe. B-3. Ends of Pipe Sections - Standard ends of pipe sections shall be belland spigot,rubber gasket type, as shown on the drawings or approved by the Engineer, circular in shape and so designed and fabricated that when the pipe is laid, the joint will be self-center- ing. The joint shall be so designed that the gasket will be comple- tely enclosed by steel on all four sides. Both ends shall be formed in such a manner to insure perfect roundness of the ends and a groove of uniform dimensions. The difference in circumferential measurement between the outside circumference of the spigot and the inside cir- cumference of the bell shall be 0.060 inch minimum and 0.18 inch maximum. The gasket shall not be required to bear the weight of the pipe. The outlined interior surface of the bell and the uncoated exterior surface of the spigot shall be resistant paint. The joint shall be so shall be of such a size that the gasket sufficiently to make a watertight joint protected by a corrosion- proportioned and the gasket will be confined and compressed under the combined condition of maximum bell circumference and maximum unsymmetrical closure. The manufacturer shall keep production records of measurements made on the bell and spigot of each length of pipe. Other ends where called for the following types or equal. on the drawings shall be of Ends for Mechanically Coupled FieldB-3.1 Dresser type couplings shall be plain with the weld flush outside for the required distance back from each Victualic type couplings, ends shall be banded, or provided Joints - Ends for bead ground end. Flanges VII E-4 of these All flange bolts and nuts, except where otherwise speci- fied, shall be made of the best Quality refined iron or mild steel, and shall have sound, well fitting threads. Bolts shall be provided with standard hexagonal, cold-pressed nuts and standard square heads, unless hexagonal heads are reauired for clearance. Flange bolts for each size of flange shall be of the diameter required, and of such a length that, after installation, they will not project more than three-eighths (3/8) inch beyond the outer face of the nut. Carlsbad MWD 707 Detail Specifications - 8 Gaskets of "Granite" or equal, one-sixteenth (1/16) inch thick shall be used in all flanged joints, full face type. B-3.3 Ends of Pipe Sections - Welded Joints - One (1) of each section shaTTbe swaged out to form a female or bell end which shall permit the male or spigot end to enter approximately one (1) inch with a clearance of approximately 1/32 inch. The spigot end shall be "sized" to permit it to enter the bell end of the adjacent section and the weld bead shall be ground flush for the distance it is to enter the bell end. B-3.4 Welded joints shall be completed in the trench. When the pipe is being laid, both the spigot and the bell ends shall be thoroughly cleaned of all foreign matter and all protective material shall be removed from the surfaces that are to be in contact at the joints. Just prior to joining the two ends together, each end of the pipe shall be "buttered" with cement mortar in such a manner and in sufficient quantity to completely fill the space between the respective mortar linings. After the joining is completed, the oipe interior shall be swabbed to remove all excess mortar by drawing an approved type swab or squeegee through the pipe. For pipe 24 inches in nominal inside diameter and larger , a 1/2-inch recess between adjacent linings shall be provided and later pointed from the inside with cement mortar and troweled smooth. All welding shall be done by experienced welders, qualified in accordance with the Standards of the American Welding Society. Welding electrodes shall comply with the requirements of A.S.T.M. Designation A-233. In all hand welding, the metal shall be deposited in successi ve layers and the minimum number of passes or beads in the completed weld shall be as follows: Steel Cylinder Thickness, Fillet Weld Inches Minimum Number of Passes Smaller than 3/16" 1 3/16" and 1/4" 2 5/16" 3 3/8" 3 Where welded joints are designated on the Plans, the pipe may be joined with rubber gaskets as specified in the above provision for rubber ring joints in lieu of slip (lap) joints. The outside recess between the bell and spigot shall then be caulked with a rod to facilitate the welding. The weld shall be continuous for the full circumference of the pipe. After Jhe joints have been welded, the joint shall be grouted with cement mortar in the same manner as specified for rubber ring joints. B-4 Rubber Gasket - The rubber gasket used for sealing field joints shall be made of special composition rubber, shall be cir- cular, and of such size as to provide a watertight joint. The rubber compound shall consist of first grade natural rubber, synthetic rubber, Carlsbad MWD Detail Specifications - 9 707 or a suitable combination thereof. The gasket shall be the sole ele- ment depended upon to make the joint watertight. The gaskets shall be furnished with the pipe. Gaskets shall conform to the following physical requirements when tested in accordance with Federal Test Method Standard No. 601. B-4.1 Tensile Strength - The tensile strength of the com- pound shall be not less than 2,700 p.s.i. for natural rubber of 2,300 p.s.i. for synthetic rubber. (Method 4111). B-4.2 Elongation of Rupture - Two-inch gauge marks shall stretch to not less than ten inches (10")at rupture. (Method 4121) B-4.3 Specific Gravity - The specific gravity shall be between 1.15 and 1.25 (Method 3311) B-4.5 Tensile Strength After Aging - The tensile strength of the compound shall be not less than eighty percent (80%) of the tensile strength before aging after being subjected to an accelerated aging test in an air oven for 96 hours at 158°F. (Method 722): or in an oxygen bomb test for 48 hours, 158°F. 300 p.s.i. (Method 7111) B-5 Testing - Each section of pipe shall be hydrostatically tested under an internal pressure to 85% of the specified yield point fiber street of the plate or sheet furnished. While under this pressure the pipe shall be sharply struck at six inch intervals along tne Weld with a 1-1/2 pound hammer,.with blows equivalent to droooing the hammer a distance of one foot for No. 14 gauge pice, increased by an increment of six inches for each increase in thickness by one gauge number. The blows shall be struck in such a manner as to thor- oughly jar the weld. Immediately after the hammer test has been completed the pressure shall be maintained a sufficient length of time to allow for the inspection of the section for tightness. All leaks shall be repaired by chipping to s'ound metal, hand welding, and the section then re-tested. All tests shall be made against a fabricated field joint mandrel. B-6- Application of Cement Mortar Lining and Coating B-6.1 Materials Pipe shall comply with detail soecifications herein for Welded Steel Pipe, All objectionable matter, such as loose mill scale, rust, dirt, oil or grease, shall be removed from the pipe prior to the application of the cement mortar lining and coating. No strength value shall be given concrete mortar or any reinforcing material for with-standing internal pressure. Cement used in cement mortar shall comply with A.S.T.M. Specifications C-150, Type II. Aggregate used in cement mortar shall be composed of clear, sharp, durable grains graded as required by the application process. Water used in cement mortar shall be clean and free from objectionable quantities of organic matter, alkali, salts or other deleterious substances. The cement mortar used for the inside and outside coatings shall be composed of mixtures of cement, aggregate and water as above, well mixed and of the proper consistency to procure dense, homogeneous lining and coating materials. Carlsbad MWD Detail Specifications 10 707 <C All cement mortar shall develop an ultimate compressive strenqth of not less than 2,600 p.s.i. at 7 days and 4,500 p.s.i. at 28 days as determined by Paragraphs 19 and 20 of A.S.T.M. Specification C-39, latest revision. The mortar used for lining and coating shall consist of 1 part of Portland Cement to not more than 3 parts of aggregate by weight with a minimum amount of water to give the best overall results with the particular material and method used for the work. Steel reinforcing wire used in the outside cement mortar coating shall be a bright basic wire of low carbon, open hearth steel, not annealed after the last draw, and with a minimum ultimate tensile strength of 80,000 p.s.i., and conforming to A.S.T.M. Speci- fication A-82 - "Cold Drawn Steel Wire for Concrete Reinforcement." Interior Lining -B-6.2. to the inside of each ing feed lines while the position . During the spinning operation, surplus water, which has been forced to the surface of the lining, shall be removed by a blower or other suitable means, Immediately after the spinning operation, each section of pipe shall be tilted to drain off any excess water still remaining, and each end shall be capped with a waterproof cover, properly attached, to prevent the escape of moisture from the interior of the pipe. The pipe shall be carefully moved to a storage area and cured under sprinklers without being disturbed for not less than 4 days if an exterior cement mortar coating is to be applied, for not less than 7 days if the exterior coating is ommited. B-6.3 to the outside of each nozzles, through which outside surface of the dense and tightly adhering the pipe shall be neath the coating the. pipe shal 1 be of the specified mortar coating of the specified gauge, embedded 14 gauge at 1" pitch. Exterior Coating - The cement mortar shall be applied section of pipe by means of a nozzle, or the mortar is forcibly expelled against the pipe in such a manner as to form an even, coating. During the coating operation, rotated and moved in a longitudinal direction be- nozzles. The rotation and longitudinal travel of uniform and at the proper rate to provide a coating thickness. The standard reinforcing for the cement shall be a spirally wound steel reinforcing wire in the coating. The wire shall be Immediately after the coating has been completed, the outside of each end of each section shall be cleaned to bare metal and shall have the mortar troweled and shaped to suit the type of joint being used. All bare metal exposed at the ends of each section of pipe shall be cleaned and suitably protected. The pipe shall then be cured under sprinklers for not less than 7 days before being disturbed. Carlsbad MWD 707 Detail Specifications - 11 B-7. Inspection - The Engineer or his authorized representa- tive shall at all times have the right to inspect the work and mate- rials. The manufacturer shall furnish the Engineer reasonable facility for obtaining such information as he may desire regarding the progress and manner of the work and the character and quality of materials used. B-8. Loading and Transporting - After the pipe has been pro- perly cured, it shall be loaded on trucks or railroad cars and, when necessary, supported in such a manner, using adeauate dunnage, steel saddles and padding, to insure the safekeeping of the pipe while in transit. During the loading and unloading operations, the pipe shall be handled in a workmanlike manner, and every precaution shall be taken to prevent damage to the coating. Under no circumstances are sections to be dropped or bumped. B-9. Laying Pipe - Pipe of the various types and sizes indicated shall be furnished and installed in accordance with the drawings. Proper and suitable tools and appliances for the safe and convenient handling and laying of the pipes and special fittings shall be used. All pieces shall'be carefully examined for defects and no piece shall be laid which is known to be defective. If any defective piece should be discovered after having been laid, it shall be removed and replaced with a sound one in a satisfactory manner by the Contractor at his own expense. The pipes and special fittings shall be thoroughly cleaned before they are laid, shall be kept clean until they are accepted in the comoleted work, and when laid shall conform accurately to the lines and grades given by the Engineer. Open ends shall be plugged when work is stopped for the night or for any other reason.SPECIAL CARE SHALL BE EXERCISED TO AVOID LEAVING BITS OF WOOD, DIRT AND OTHER FOREIGN PARTICLES IN THE PIPE. If any such particles are discovered before the final acceptance of the work, they shall be removed and the pipe, valves and fittings replaced, as required by the Engineer, at the Contractor's expense. Pipe delivered to the site.and subjected to excessive periods of dust or any other objectionable contamination before being placed in the trench shall be cleaned by air hose or other satis- factory method, then swabbed thoroughly with a chlorine solution of a strength satisfactory to the Engineer. The pipe shall then be hosed out with pure water. Where the objectionable contamination might be injurious to health, the pipe so contaminated will be re- jected and the Contra-ctor shall remove same from the site. B-9.1 Bedding of Pipes shall be on an even grade and of good alignment with continuousbearing on the bottom of the trench. Excavation shall be made for collars of bells. B-10 Concrete Thrust Blocks shall be as shown on the plans and shall conform to Section II B-8 - Concrete Thrus.t Blocks. Carlsbad MWD Detail Specifications 12 707 C. Earthwork - All earthwork shall conform to the Standard Specifications for Earthwork (Water Main) and Section 12 - Special Provisions for work under excavation permit. D. Joints - All pipe joints shall be welded. E. Connection to Existing Mains - Before work of any nature is begun which would interfere with the operation of the existing main, the Contractor shall have on hand at the site of the work all of the materials necessary for the orderly and uninterrupted prosecution of the work. The Contractor shall make the necessary arrangements with the District and the District's Representative for the shutdowns and give ample notice of the period for which the shutdown can be scheduled. The opening and closing of all valves shall be done in the presence of the District's Representative. E-l. 20" Transmission Line (Schedules E,F,G & H) - The 20" steel transmission line is the main supply to the City of Carlsbad. The Contractor shall give five (5) working days notice prior to a planned shutdown of this main. The 20" water main may be taken out of service beginning on any day except Friday, Saturday and Sun- day, at 10:00 p.m. and must be back in service at 6:00 a.m. the follow- ing morning. The Contractor shall make all connections in this time period. The Contractor shall submit a work schedule and work plan to the Engineer for work planned during this time period. E-l.l Connection to Existing lines at Agua Hedionda Creek (Part of Schedule G) The Contractor shall give the District 5 days notice prior to shutdown on connection to the existi'ng 14" steel pipe and 6" steel pipe. A portion of the 14" steel pipe will have to be removed to relocate line "C" check valve station. The Contractor shall provide a temporary plug in 14" line to remain in place while this installa- tion is made. All services in this area shall be restored within five days after shutdown. E-l.2 Work at Existing Blind Flange Openings - Valves that are to be installed at existing flanged openings shall be hung during the shutdown of the 20" steel main for connection of the relocated 20" steel pipe, schedule E,F,G & H. The Contractor shall notify the District of all locations where valves are to be installed during the .shutdown, at the time the District is given notice of a planned shutdown for schedule E,F,G & H. E-l.3 New Connections to 20" Main - New connections to the 20" steel main shall be made dry during the shutdown for schedules E,F,G & H. E-l.4 Extension of Existing Services - The Contractor shall give the District 72 hours notice prior to a planned shutdown of an existing service so that the District may provide temporary water service. The Contractor shall complete the installation and restore service five (5) days after shutdown. Detail Specifications - 13 Carlsbad MWD 707 E-1.5 Calavera Metering Station - The Contractor shall remove the 18" venturi meter, check valve, and plug valve and install 18" steel pipe spools. This installation shall be made between the hours of 10:00 p.m. and 6:00 a.m. on any day except Friday, Saturday or Sunday. The installation shall be completed during this 8 hour period and the line returned to service. This work is subject to the same conditions as all other work on the 20" transmission line. F. Field Testing and Sterilization - The Contractor shall provide temporary blocking, plugs, flanges, etc., as may be necessary to field test and sterilize the pipes. The limits of testing and sterilization required shall be at butt strap closures and connections as shown on the plans. All testing and sterilization shall conform to the Standard Specifications for testing and sterilization. G. Payment - No separate payment for welded steel pipe will be made as such and all costs in connection therewith shall be included in the lump sum price for the various items of work, unless unit prices are indicated in the bid schedule. SECTION IV AIR RELEASE AND VACUUM VALVES ASSEMBLIES A. General - Air release and vacuum valve assemblies shall be furnished and installed or relocated in accordance with Section VII, Valves and Hydraulic Specialties of the specifications and Standard Drawing No. B. B. Materials B-l. New Air Release and Vacuum Valve Assemblies - All materials used in the fabrication and installation of air release and vacuum valve shall be new materials. B-2. Relocated Air Release and Vacuum Valves - The air release and vacuumvalve, RCP pipe and cover are to be salvaged and reused. All pipe and fitting from the point of connection shall be new. C. Relocated Air Release and Vacuum Valve Assemblies - The existing water main are to remain in service during the relocation of the relocation of existing air release and vacuum valves. D. Payment - No separate payment for Air Release and Vacuum Valve Assemblies will be made as such, and all costs in connection therewith shall be included in the lump sum price for the various items of work unless unit prices are indicated in the bid schedule. SECTION V BLOWOFFS A. General - Blowoffs shall be furnished and installed or reconstructed in accordance with Section VII - Valves and Hydraulic Specialties, and Section VII of the specifications, and Standard Drawing Nos. C and D. Carlsbad MWD Detail Specifications - 14 707 B. Material B-l. New Blowoffs - All materials used in fabrication and In- stallation of blowoffs shal1 be new materials. B-2. Reconstructed Blowoffs - All additional material required to modify the existing blowoffs shall be new. The Contractor shall salvage and use all valve cans and covers, valve and fittings. C. Reconstructed Blowoffs - The existing water mains are to remain in service during reconstruction. The Contractor shall extend existing valve boxes and pipe to new finish road grade. The District will make final adjustment of valve cans needed after paving of the highway. D. Payment - No separate payment for Blowoffs will be made as such and all costs in connection therewith, shall be included in the lump sum price for the various items of work, unless unit prices are indicated in the Bid Schedule. SECTION VI STRUCTURES A. General - Work on the various structures shall be done as indicated on the plans and in conformance with the applicable specifications. B. Special Requirements B-l. Vault at Station 259+22 - Reconstruct air intake and exhaust vents as shown on the plans. Extend the pressure relief discharge and sump pump discharge and modify to spill over curb. Install a new electric service and connect to the existing system. B-2. Point "D" Valve Station - Install new electric service and conduit as shown on the clans and connect to the existing system. B-3. Squires Dam Control Vaults Station 353+46 - Relocate air intake and exhaust vents and sump pump discharge. Install new electric and telephone service. The District shall be given 72 hours notice prior to disconnecting existing telephone and electric service, The connections shall be completed in one normal 8 hour workday and all service restored at the end of this 8 hour period. All salvaged material is to be delivered to the District. B-4 Terramar Meter Station - Remove the existing steel cover and deliver it to the District. The frame is to remain in place. Construct new reinforced concrete cover and manhole. Install new air intake and exhaust vents, complete with exhaust fan. Install new electric services and system and connect to existing as shown on the plans. Install new sump pump discharge and relocate pressure relief discharge. Carlsbad Detail Specifications 15 707 B-5 Laguna Riviera Valve and Meter Station - Work under this section includes the removal and salvage of all pipe, fittings, and valves in the Calavera Pressure Reducing Station and the removal of the 14" steel pipe to the vault and the demolition of the existing concrete vault. The installation of a new 8" crossing, and all other work indicated on the plans. All valves are to be delivered to the District for reconditioning. The Contractor shall construct a new reinforced concrete vault, pipelines and appurtenances and install valves that have been reconditioned by the District, install a District furnished water meter, and supply and install a new water meter, pressure reducing and relief valves, and electric and tele- phone systems, as shown on the plans. B-6. Line "C" Check Valve Station - The Contractor shall construct a new vault and reinstallthe plug valve and check valve and provide and install new pipe and valves as required on the drawing The Contractor shall remove the entire existing vault and fill with compacted materiel. C. Payment - No separate payment for structures will be made as such and al1 costs in connection therewith shall be included in the lump sum price for the various items of work. SECTION VII VALVES AND HYDRAULIC SPECIALTIES A. General - All valves and hydraulic specialties required by the plans and specifications and furnished by the Contractor shall be put into operation before acceptance of the work. Such operation shall be in accordance with every detail of operation, and such valves and/or hydraulic specialties shall show no sign of leakage. Glands and other appurtenances shall be in first class working order. B. Gate Valves - Gate valves shall be furnished by the Contractor and installed, complete with piping, fittings, valve boxes and covers, at the locations indicated on the plans, and in accordance with these specifications . Unless otherwise shown on the plans all gate valves shall have nonrising stems, and "0"- ring seals. B-l . Scope - These specifications cover iron body bronze mounted gate valves of the double disc, parallel seat, bottom wedging type, and non-rising stem, for cold water service for 150 p.s.i. or 250 p.s.i. Bronze for interior parts of valves shall be A.S.T.M. B-62 (85-5-5-5) bronze, and shall contain not more than two percent (2%) aluminum, and not more than seven percent (7%) zinc. Stems shall meet the s-trength requirements below: Minimum Tensile Strength 60,000 psi Minimum Yield Strength 30,000 psi Minimum percent Elongation in 2" 10 percent Carlsbad MWD Detail Specifications 16 707 ' B-2. QualIty - All Class 150 gate valves shall be Ludlow-Rensse- laer List ISA, Mueller, or approved equal, manufactured in accor- dance with the AWWA Specification C500 latest revision. All class 250 gate valves shall be Iowa List 16, Mueller Class 250, or approved equal . . B-3. Three Inch (3") and Smaller Gate Valves - The body and all interior working parts, except the stem, shall be constructed of A.S.T.M. B-62 (85-5-5-5) bronze.. The stems shall be of bronze and have the additional strength requirements as specified below: Minimum Tensile Strength 60,000 psi Minimum Yield Strength 30,000 osi Minimum Percent Elongation in 2" 10 percent B-4. Valve Boxes - The Contractor shall furnish new valve boxes and extensions for all new valves, Brooks 10-1/4" diameter Traffic Box 4-TT Series, or approved equal. All new valve boxes and existing valve boxes shall be set at existing grade and the District will make final adjustment to finish grade, after paving of highway. C. Meters - Water meters shall be Rockwell Series "W" Turbo- meters Model W-5500 complete with strainer and register operating range of 55 to 5500 G.P.M. accuracy of 1.5%+ or approved equal, and a Rockwell Single Register 6" Compound Meter furnished by the District. (Removed by Contractor from Calavera Station.) D. Pressure Reducing Valves D-l. Pressure Relief Valves - Pressure relief valves shall be Cla-Val No. 2050 KG, 125 lb., with delren stems, or approved equal. D-2. Combination Pressure Reducing, Pressure Sustaining and Check Valves - Combination pressure reducing, pressure sustaining and check valves shall be Cla-Val No. 92 KG, 250 lb., with delren stems and stainless steel trim or approved eaual. D-3. Combination Rate of Flow Controller and Pressure Reducing Valves - Combination rate of flow controllers and pressure reducing valves shal1 be Cla-Val No. 49 AKG, 250 lb., with delren stems and stainless steel trim, or approved equal. E. Hydraulic Specialties E-l. Victualic Couplings - Victualic couplings shall be designed for a water working pressure eoual to the design pressure for which they are to be installed. They shall be equipped with rubber gaskets for water service. They shall be designed for use with cast-iron pipe or fabricated steel pipe with shouldered ends. Bolts shall be of alloy steel. Couplings shall be Style No. 41, 44, 77 or a style approved by the Engineer, as manufactured by Victualic Company of America, or approved equal. Carlsbad MWD Detail Specifications - 17 E-2 Flexible Couplings - Flexible couplings shall be of the compression rubber gasket type as manufactured by Dresser, Style 38 (steel couplings for Cast-Iron Pipe), or by Smith-Blair Type 431, or approved equal, as required for the particular type of pipe involved and approved by the Engineer. E-3 Pressure Gauges - The Contractor shall furnish and install pressure gauges at the locations shown on the plans. Gauges shall be Marsh 103 MS with stainless steel case, or approved equal. The gauges shall be calibrated as indicated on the plans for each location. Each pressure gauge installation shall include a gauge cock - Marsh Type MF 34, or approved equal. E-4 Flanges, Gaskets, Studs and Nuts E-4.1 The pipe, fittings and gate valves shall be designed to operate at the safe working pressures as designated on the plans or as specified elsewhere in these specifications. All flanges shall be as specified in the American Standard Association Specifications with the'exceptions hereinafter noted. E-4.2 The Contractor shall furnish the Engineer certified copies of the Manufacturer's test reports that all types of valves, fittings and specials including their flanges have passed the hydrostatic test as set forth in the specifications. The Contractor shall furnish satisfactory test certificates that all flanges conform to these specifications. E-4.3 Cast iron flanges shall be A.S.A. Designation B 16.1, latest revision, for Class 125 and A.S.A. Designation B16.2, latest revision, for Class 250. 150 pound and 300 pound steel flanges shall be A.S.A. Designation B 16.5, latest revision. Flanges shall be as specified by A.S.A. Designation with the exception that all classes of flanges to be buried shall be flat faced with ring type gaskets. Flanges to be placed in structures, either under ground or above ground, shall be as follows; Cast-iron flanges Class 125 or 150 pound steel flanges shall be flat faced with ring type gaskets; Cast-iron Class 250 flanges or 300 pound steel flanges shall be raised faced with ring type gaskets. In any case, flange thicknesses shall not be less than that designated by applicable A.S.A. Specifications. E-4.4 Forged steel slip-on flanges or welding neck flanges, when called for on the drawings, shallbe furnished for all companion flanges and connections and shall be Taylor forged steel fittings or approved equal. E-4.5 Blind flang.es shall be plate-type flanges conforming to the requirements hereinafter specified or shall be Taylor forged steel or approved equal. Plate-type flanges shall be permitted for blind flanges, reducing flanges, special flanges and flanges which are greater in diameter than 24-inch nominal size. Flanges 26-inches or greater in diameter shall be manufactured to M.S.S. (Manufacturer's Standardization Society) SP-44 standards. Plate flanges less than Carlsbad MWD Detail Specifications 18 707 2-inches in thickness shall be machined from steel plate conforming to the requirements of A.S.T.M. Standard A285, firebox, Grade C. Plate flanges 2-inches or more in thickness shall be machined from forged steel conforming to the requirements of A.S.T.M. Standard A181, Grade 1. E-4.6 Gaskets for flanged joints shall be made of asbestos composition sheet packing, graphited on both sides, 1/16-inch thick and of the type required for the joining of the type facing on the flanges being used. Gaskets shall be of a quality equal to Crane Company's Granite, Johns-Manvil1e 60 Asbestos or Garlock No. 7021. E-4.7 The studs for flange connections shall conform to the requirements of A.S.T.M. Standard A193, Grade B7, except that the re- quirements specified herein shall control where at variance with said A.S.T.M. Standard. Studs threaded full length, each with one nut, shall be furnished for flange bolting. Nuts shall conform to the requirements of A.S.T.M. Standard A194, Grade 1 or Grade 2H, Heavy Series. The fit shall be free fit (Class 2), except that medium fit (Class 3) shall be provided in holes tapped for studs. Threads made by rolling will not be permitted. Studs will be of such length that not less than 1/4-inch nor more than 3/8-inch will project through the nut when drawn tight. F. Plug Valves - Plug Valves shall be furnished by the Contrac- tor or by the District, as indicated on the plans, and shall be installed complete with piping, fittings, valve boxes and covers at the locations indicated on the plans and in accordance with these specifications. F-l. Qual ity - All plug valves shall be Rockwell Nordstrom semi-steel plug valves with operators and road boxes, or approved equal, as indicated on the plans. F-2. Plug furnished by the District will be Rockwell Nordstrom Fig.1167, Fig. 1169, Fig. 1487, and Fig. 1489 for installation in the locations indicated on the plans. F-3. Plug Valves Furnished by the Contractor shall be Rockwell Nordstrom, Fig 1487, spur gear operated with or without enclosed gear housing and extensions with road boxes for underground service, or Fig. 1489, Worm gear operated \ or approved equal, as indicated on the plans. G. Air Release and Vacuum Valves - Air release and vacuum valves shall be furnished by the Contractor or by the District when the air release and vacuum valve is an existing valve to be relocated, and installed complete with piping, fitting, valve boxes and covers at the locations indicated on the plans. G-l. Air Release^ and Vacuum Valve furnished by the District All existing air release and vacuum valves shown on the plans as existing valves to be relocated shall be removed from the existing location and installed in the new locations indicated on the plans including the existing valve boxes and covers. The Contractor shall furnish all pipe and fitting required to relocate the air release and vacuum valves necessary for a complete and operating system. Carlsbad MWD Detail Specifications - 19 G-'2. Air Release and Vacuum Valve furnished by the Contractor The Contractor shallfurnish air release and vacuum valves at all locations shown on the plans where there are no existing air release and vacuum valves including all pipe, valves, fittings, valve boxes, and covers as shown on the plans and standard drawings necessary for a complete and operating system. G-3 Qua!i ty - Air release and vacuum valves shall be as manufactured by Rensselaer or approved equal size as indicated on the drawings. H. Fire Hydrants - Fire hydrants shall be Rich or approved equal and installed per District standards. I. Copper Water Tube - Copper water tube shall conform to "Standard Specifications for Seamless Copper Water Tube", A.S.T.M. Designation B-88, Type K, (soft), latest revision. Ji Buried F1anges - All underground flanges, nuts and bolts •shall be coated with 2 coats of E.C.244, as manufactured by 3-M Company, or approved equal and then double wrapped with 10 mil PVC and all seams taped to prevent the entry of moisture. K. Payment - No separate payment for valves and hydraulic specialties will be made as such and all costs in connection there- with shall be included in the lump sum proce for the various items of work, unless unit prices are indicated in the Bid Schedule. SECTION VIII ELECTRICAL WORK {• . - Special Note - The Contract and General Conditions of these Specifications, including Supplemental General Conditions, govern all parts of the work and are parts of and apply in full force to these specifications. The Contractor shall refer thereto as formina integral parts of his contract. A-l "This Section" shall mean the specifications referring tothe electrical work. A-2. "These Plans and Specifications" shall mean the plans and specifications pertaining to the electrical work. A-3. "This Contractor" shall refer to the Contractor, sub- contractor and/or contractors responsible for the furnishing and installation of the electrical work. A-4. "Material" shall refer to all material, equipment, fixtures, or devices furnished as part of the electrical installation. B. Scope of Work - The work under this Section shall include all labor, materials, equipment, supervision and other services required to provide for the complete electrical installations as herein specified and/or shown on the drawings. Carlsbad MWD Detail Specifications 20 C. Drawings C-l. These Specifications are accompanied by Drawings showing locations of all electrical devices, fixtures and equipment; the wiring layout; and such diagrams, schedules and details describing the work under the Section. C-2 The Drawings and Specifications are complementary to each other, and what is called for by one shall be as binding as if called for by both. C-3. The Drawings are diagrammatic but shall be followed as closely as the construction of the project will permit. C-4. Scaled dimensions of the Electrical Drawings are only approximate. All dimensions shall be taken on the job site, The exact location of all electrical work shall be governed by job conditions, and shall be subject to the Engineer's approval. C-5. All work shown or specified but not clearly defined shall be installed as directed by the Engineer. C-6. If this Contractor at any time believes he cannot secure proper results through the use of materials and methods specified, it shall be his obligation immediately to notify the Engineer IN WRITING setting forth his* reasons, and shall proceed as directed"" by the Engineer. C-7 Where shop drawings are specified or required by the Engineer for approval of material or methods of installation, this Contractor shall furnish four(4) co.pies of such drawings and obtain signed approval before fabrication or installation. The intent of these drawings and specifications is to indicate and call for complete and operable systems and installations. In every case they shall be so interpreted. D Permits and Regulations D-l. The Electrical Contractor shall secure and pay for all permits, inspections and tests applicable to his work required by local laws or regulations, and shall secure permit and inspection from the agency having jurisdiction for electrical work prior to final acceptance of work. D-2. Nothing in the Plans and Specifications shall be construed as permitting or requiring work not in accordance with governing ordinances, codes, or-safety orders and such ordinances, codes and orders shall be considered as part of these Specifications and as binding as if written herein. D-3. The work under this Section will not be considered complete until the installation has been inspected and approved by the proper authorities. Carlsbad MWD Detail Specifications - 21 707 E. General E-l Before submitting a bid it shall be the responsibility of each bidder to examine carefully all contract documents, plans, specifications and addenda thereto; he shall examine the job site: he shall consider all conditions and limitations applicable to the work and shall include in a bid a sum sufficient to cover the cost of all items In accordance with the intent of plans and specTfi- cations and contract documents. E-2. All work shall be installed in a neat and workmanlike manner by competent and qualified electricians under competent super- vision. E-3. Any work not installed in a neat and workmanlike manner or not in accordance with these Plans and Specifications or in accordance with governing regulations shall be corrected in a manner satisfactory to the Engineer. E-4. No change shall be made for these Plans and Specifications unless such change is by WRITTEN ORDER of the Engineer, and such change shall include the adjustment of the contract price due to the change. E-5. This Contractor shall make all provisions necessary to receive his work throughout the .iob. He is to install all necessary backing, supports, chases, sleeves, access holes and anchors re- quired by his work. E-6. This Contractor shall do all ditching, backfilling, cutting, patching and concrete or asphalt work required for his work all in accordance with that section of the specifications applying to said work. E-7. No backing, supports, chases, sleeves, holes, anchors or cutting in any way affecting structural or bearing foundations, slabs, floors, walls or members of any type shall be done or installed without approval of the Engineer or his representative. E-8. Any work of this trade or other trades damaged by the work or workmen under this Section of the Specifications shall be repaired or replaced in such manner satisfactory to the Engineer. E-9. This Contractor shall thoroughly clean all panels, and equipment installed under his contract. E-10. All rubbish, resulting from work under this Section shall be cleaned up and removed from the job site as quickly as oossible. Any dirt, stains, oil, grease, etc., on walls, floors, ceiling, or equipment due to work under this Section shall be removed in a manner satisfactory to the Engineer. E-ll. This Contractor shall secure inspection of all work before covering from the Inspector and the representative of the Engineer. He shall give adequate notice of the necessity of such inspections. Carlsbad MWD Detail Specifications 22 707 © E-12 This Contractor shall provide all tests required by the Electrical Inspector, by other authorities having /jurisdiction or by the Engineer necessary to show compliance with codes, regulations and plans and specifications. This Contractor shall repair or replace any damage caused by such tests: and make any corrections necessary to conform with governing codes, ordinances, orders and regulations and with the plans and specifications. E-13. This Contractor shall guarantee Section of the Specifications and any free from defects of workmanship and/or one year from date of acceptance of to eepair or otherwise make good any defects developing within the period to improper use or operation or all work installed under this work installed by him to be materials for a oeriod of the work; and- he shall guarantee without exoense to the District of the guarantee not due accidental or willful damage. E-14. Installation of service and meter section shall comely with power company service requirements. E-15. Any work on energized conductors shall be done in strict conformity with the California Electrical Safety Orders. F.Wiring Methods F-l . Conduits run outside of vaults shall be approved non- metallic conduit encased in concrete. F-2. All conduit dard weight threaded where not subject to exposed inside or outside shall be rigid stan- steel conduit. Aluminum conduit may be used corrosion or damage if approved by the Engineer, F-3. All exposed conduit shall"be parallel or at right angles to structural member, walls or lines of buildings and structures. Use proper offsets at all entrances to boxes, panels, etc. G.Materials 6-1. General - This Contractor shall deliver to the within 14 days after signing of the Contract, a list of requiring approval. He shall also provide, proof that all materials have been ordered, supplier and maximum date of delivery. Engineer material if required, definite including date of order, He shall be obligated to notify the Engineer at this time and at any later time of any possible inability to secure de- livery of materials in time to maintain the construction schedule. All materials shall be new, of the best quality, and in perfect condition. Materials for the same purpose shall be of the best of the same make and quality throughout the work, except such material as specified otherwise. Wire, conduit, and fittings may be of a different manufacturer if of the same style, type or pattern. Manufacturers' names, model and catalog numbers are used to describe type and quality- of material. Material approved as equal by the Engineer may be substituted. Carlsbad MWD 707 Detail Specifications 23 This Contractor shall remove from the job all material condemned by tjhe Engineer as not according to the specifications whether incorporated in the job or not and shall replace such material and make good all damage caused by such removal and/or replacement at no additional cost. G-2. Conduit and Conduit Fittings - Where conduit is called for in the Drawings and Specifications, it shall be rigid, standard weight conduit unless otherwise noted on Drawings or specified. G-2.1 Rigid conduit shall be galvanized or sherardized. Couplings, locknuts, bushings, and other fittings shall be malleable steel, galvanized or sherardized. G-2.2 Conduit joints must be made tight to prevent concrete leaks and conduit must be cleaned before installing cables. All underground metallic conduit not encased in concrete shall be covered thoroughly with two coats of black asphalt protective paint. G-2.3 Conduit fittings shall be of standard manufacture such as Timbie and Bush, Appleton, Grouse Hinds, etc. Locknuts, buchings, ground bushings, steel tube, and flexible conduit fittings, etc., shall all be malleable steel galvanized and sherardized. Cordulets shal1 be cast steel . G-3. Pullboxes - Pullboxes shall be installed where shown on drawings and in such additional places required to facilitate wiring. G-4 Conductors and Connectors G-4.1 All conductors unless otherwise noted shall be refined copper of 98 percent conductivity with Type "TW" 600 volt insulation. Wire used shall not be smaller than twelve gauge. G-4.2 Direct burial cable shall be 1 conductor No. 12 A.W.G. Type U.S.E. or approved equal. Splices shall be made with Scotch electrical tape to equal original insulation, and Scotch wrap taoe to equal original sheath. Splices shall be soldered. Comoleted splices shall be painted with Scotchcote Protective Compound. All work shall be performed by competent electricians, and al.l splices shall be completely waterproof. G-4.3 Wire is to be delivered to the site in original unbroken packages: except where quantity required by job is less than standard package or reel, it may be delivered cut to length in an undamaged condition. G-4.4 All splices and connections shall be made with aporoved solderless connectors in accordance with the code. Splices in small wire may be made mechanically secure and soldered. All joints shall be adequately insulated. G-4.5 All conduit shall be clean and secure before installing conductors. No mechanical means of pulling wires or cable shall be used without consent and supervision of the Engineer. Carlsbad MWD Detail Specifications 24 G-4.6 All circuit and wires shall be tagged in panels. 6-5. Connection of Equipment - Provide supply circuits, control circuits and connection of all equipment furnished under this and the other sections of these specifications, as specified herein and/or as indicated on the drawings., or required for complete in- stallation. 6-6. Power Company Service - All work shall conform with the service requirements of the San Diego 6as A Electric Company. The District will pay all charges due the power company for installa tion of the permanent services. K Payment - No separate payment for electrical work will be made as such,and all costs in connection therewith shall be included in the unit or lump sum price for the various items of work. SECTION IX PAINTIN6 A. Exterior Surfaces - All exterior metal surfaces, exposed pipe valves and metal appurtenances, shall be coated according to AWWA D102-64 Outside Paint System No. 1 (Alkyd) as herein modified: A-l Amercoat Alternate - Prime coat shall be Amercoat No. 25 Primer applied to a minimum dry film thickness of 2 mils (.002). Intermediate coat shall be Amercoat" No. 52 Intermediate White applied to a minimum dry film thickness of 2 mils (.002). Finish coat shall be Amercoat No. 52 applied to a minimum dry film thick- ness of 2 mils (.002). Total dry film thickness of the complete system shall be a minimum of 6 mils (.006). A-2. Engard Alternate - Prime coat shall be Engard No. 126 High Build Rust Inhibitive Primer applied to a minimum dry film thickness of 3 mils (.003). Intermediate coat shall be Engard No. 222 Intermediate Gray Steel & Tank Enamel applied to a mini- mum dry film thickness of 1 1/2 mils (.0015). Finish coat shall be Engard No. 222 Steel & Tank Enamel applied to a minimum dry film thickness of 1 1/2 mils (.0015). Total dry film thickness of the complete system shall be a minimum of 6 mils (.006). B. All colors shall be as approved by the Engineer in writing. C. Payment - No separate payment for painting will be made as such and all costs in connection therewith shall be included in the unit or lump sum price for the various ftems of work. Carlsbad MWD Detail Specifications 25 707 SECTION X WORK IN RIGHT OF WAY - EL CAMINO REAL A. General - All work in San Diego County right of way will be under an excavation permit issued by the San Diego County Road Department and Section 12, Special Provisions for Work done under Excavation Permit. B. Excavation Permit - The Contractor shall apply for and pay for an excavation permit from the San Diego County Road Depart- ment. The fee for this permit is $3.00, to be paid by the contractor, There will be no deposit required for road repair bonds and in- spection. C. Temporary Paving - The Contractor will be required to provide temporary road paving at all areas where work is done in an existing road that is in use. D. Payment - No separate payment for temporary paving will be made as such and all costs in connection therewith shall be included in the lump sum price for the various items of work unless unit prices are indicated in the bid schedule. SECTION XI CLEAN-UP AND DAMAGE REPAIRS The entire job site shall be thoroughly cleaned of rubbish and debris and any and all damage to road or shoulder surfaces,, fences, or other facilities shall be repaired at the expense of the Contractor. Such repairs for damage shall include, but are not limited to, all items of improvements along or adjacent to the work. SECTION XII PLACING IN OPERATION AND FINAL APPROVAL Upon completion of tests and sterilization the Contractor shall place the completed pipelines, vaults and apourtenances in operation under the direction of the Engineer. Such operation shall be in addition to the tests outlined above, and shall be at the expense of the Contractor. Final approval will not be given the work until this operation is conducted to the satisfaction of the Engineer. CarUbad MWD . Detail Specifications - 26 707 C CARLSBAD MUNICIPAL WATER DISTRICT STANDARD SPECIFICATIONS FOR EARTHWORK (WATER MAINS) A. General: A-l. Earthwork shall consist of performing all operations to clear, grub, excavate, backfill, and replace pavements for the installation of pipelines and appurtenances. Earthwork shall include the remo'val of water and all materials of whatever nature. A-2. Scope of Work; The Contractor shall provide all labor, materials, tools, and equipment necessary to complete all of the earthwork as required. A-3. Earthwork and repairs in City and County and State rights~o"f way shall be done in accordance with requirements and provisions of the permits issued by those agencies in addition to the requirements of these Standard Specifications. If a permit is not required, earthwork and repairs shall conform to the standards of the agency in whose right of way the work is done in addition to the requirements of these Standard Specifications. A-4. Relative compaction specified herein shall be a percentage of the maximum density at optimum moisture content as determined in accordance with the latest revision of California test method No. 216, A.S.T.M. Designation: D-1,557. (Note 2 in method C applicable onlv if the percentage of plus 3/4" material is greater than 10% by weight of the original sample. ) A-5. Safety precautions shall be observed in all phases of the work. Included shall be trench shoring, bracing, lighting, and barricades as dictated by reason and by the Safety Orders of the Division of Industrial Safety, State of California. A-6. Obstructions; The Contractor's attention is directed to the possible existence of pipe and other underground improvements which may or may not be shown on the Plans. The Contractor shall preserve and protect any such improvements whether shown on the Plans or not. Where it is necessary to remove and replace or to relocate such improvements in order to prosecute the work, they shall be removed, maintained and permanently replaced by the Contractor at his expense. A-7. Earthwork in County Right of Hay: Earthwork within the right of way of the County of San Diego Road Department shall be done in accordance with retirements and provisions of the permits issued by the County of San Diego for the construction within their right of'way. Such reouirements and provisions, where applicable, shall take precedence and supersede the provisions of these specifications. Carlsbad MWD Earthwork (Water Mains) - 1707 B. Materials and Workmanship: B-l. Clearing and Grubbing: All brush, roots, vegetation, rubbish, debris, and other deleterious material shall be removed and disposed of so as to leave the construction site clean and neat. B-2. Trench excavation for pipelines, fittings, valves and appurtenances shall be as follows: Minimum trench width shall be: Nominal Inside Pipe Diameter Trench Width 4" through 12" Outside diameter plus 12" 14" through 24" Outside diameter plus 16" 27" through 36" Outside diameter olus 20" Where shoring or encasement is required, trench widths shall be increased accordingly. Trench depth shall be adequate to accommodate the pipe and its foundation at the profile shown on the Plans. In the absence of such profile grade, the top of pipe grade shall be located 3 feet below the street subgrade or 4 feet below existing ground at the pipe location, whichever is lower. Pipe subgrade at the trench bottom shall have a flat or semi-circular cross section. The bottom of the trench for steel pipe shall be graded and prepared to provide a firm and uniform bearing throughout the entire length of each joint except for reouired "bell holes" at joints. Steel pipe shall not be laid on earth mounds. Asbestos-cement pipe shall be laid on compacted earth mounds located at one- fifth of the pipe length from one end. Asbestos-cement coup- lings shall not rest on the trench bottom. Foundations in poor soil shall be constructed by removing all soft, spongy, and deleterious materials below pipe bottom grade to a depth determined by the District's Representative. The void shall then be backfilled to pipe grade and cross section with sand compacted to a minimum relative compaction of 90%. The replacement of unsound materials to depths of 2 feet below bottom of pipe grade shall be considered part of the work. Replacement of materials greater than 2 feet will be paid for as extra work. Foundations in rock shall be constructed by removina rock to a minimum depth of 6 inches below bottom of pipe grade and backfilling with sand compacted to a minimum relative compaction of 90%. Correction of Faulty Grades: All excavations carried below pipe grade shallbe backfi11ed to proper grade and cross section with sand compacted to a minimum relative compaction of 90%. Carlsbad MWD Earthwork (Water Mains)-2 707 B-3. Backfil1; All trenches and excavations shall be backfi1 led after pipe, fittings, valves and appurtenances have been installed. B-3.1 Procedure in Pipe Zone; The pipe zone shall be considered to extend from the bottom of the excavation to 8 inches above the top of the pipe. Backfill material from the bottom of the excavation to the mid-point of the pipe or to a height of 12 inches above the bottom of the pipe, whichever is lower, shall be sand (except for the earth mounds on which asbestos-cement pipe is laid). Sand shall be free from foreign materials such as dirt, rocks, sticks, vegetation, etc. and shall be so graded that not more than 10% by weight shall pass a No. 200 sieve. Backfill material for the remainder of the pipe zone shall be sand or loose soil free from stones, clods, and other deleterious material. Backfill shall be placed in layers simultaneously on each side of the pipe for the full width of the trench. Sand may be placed and compacted in layers up to 12 inches in compacted thickness. All other material shall be placed and compacted in layers not exceeding 6 inches.in compacted thickness. In placing and compacting the backfill, particular attention is to be given to the underside of the pipe and fittings to provide a firm support along the full length of the pipe. Care shall be exercised in backfilling to avoid damage to the pipe coating. B-3.2 Procedure Above Pipe Zone; From the top of the pipe zone to the ground surface or finish grade, the material for backfill shall conform to that specified for the pipe zone except that it may contain stones up to 8 inches in diameter but shall be so graded that at least 40% of the material passes a No. 4 sieve. The coarser materials shall be well distributed throughout the finer material. Backfill material shall be placed in layers of a thickness which can be compacted throughout to the specified density with compaction equipment which will not damage the pipe and fittings. B-3.3 Densification; All backfill shall be compacted throughout by tamping or water settling to a minimum relative compaction of 90% or to the density required by the agency in whose right of way the work is located, whichever is the more compact. Carlsbad MWD Earthwork (Water Mains) - 3 707 Tamping Method: Backfill material shall be placed in uniform layers of the thickness specified above. The moisture content of the backfill material shall be near or at the optimum required for compaction and each layer shall be tamped until compacted to the required minimum relative compaction. Heavy duty compacting equipment having an overall weight in excess of 125 pounds shall not be used until backfill has been completed to a depth of 2 feet over the top of pipe. Water Sett!ing Method: This method may not be used when in the opinion of the District's Representative (1) the backfill material is not sufficiently granular to consolidate properly by this method, (2) the adjacent soils are not sufficiently pervious to permit the water to drain away, or (3) adjacent soils or nearby structures may be damaged. In the pipe zone, the backfill material shall be placed in uniform layers of the thickness specified above. At the top of each layer, the trench shall be diked at suitable intervals depending on the slope, and the trench between dikes shall be filled with sufficient water to inundate the backfill materials. The backfill material shall then be agitated to promote its consolidation. Care shall be exercised to prevent floating the pipe. Following backfilling of the pipe zone, the trench shall be diked at suitable intervals depending upon slope, and the trench between dikes shall be filled and maintained with sufficient water so that backfill materials subsequently placed will be inundated during and following placement. The water level shall be controlled to prevent floating of the pipe. Backfill materials above the pipe zone shall be placed in the water-filled trench in uniform layers not exceeding 18 inches in thickness. B-4. Excess Excavated Material: The Contractor shall make the necessary arrangements for and shall remove and dispose of all excess excavated material. In open terrain, surplus material may be disposed of within the right of way by spreading, provided that rocks or lumps which cannot be readily covered by spreading are removed. B-5. Final Clean-Up.; After backfill has been completed, the right of way shall be dressed smooth to the contour of the original ground and left in a neat and presentable condition, free of all cleared vegetation, rubbish and other construction wastes. Rocks and lumps which cannot be readily covered by spreading shall be hauled away and Carlsbad MWD Earthwork (Water Mains) - 4 707 disposed of by the Contractor. On slopes where, in the opinion of the District's Representative, rainfall runoff would create an erosion problem, the Contractor shall excavate at approximately 100-foot intervals V-type interception ditches to collect and carry runoff to the low side of the right of way. The interception ditches shall be approximately 1-foot deep and shall be skewed approximately 45 degrees with the centerline of the right of way. C. Payment; Payment for earthwork and for conforming to all the provisions included herein shall be considered to be included in the contract unit or lump sum prices paid for the various items of work, and no additional allowance will be made therefor. 0 Carlsbad MWD Earthwork (Water Mains) - 5 707 CARLSBAD MUNICIPAL WATER DISTRICT STANDARD SPECIFICATIONS FOR PORTLAND CEMENT CONCRETE A. General: The Contractor shall furnish all labor, materials, tools and equipment for the construction of plain and reinforced concrete as shown on the Plans and herein specified. B. Materials and Workmanship B-l to ASTM Cement shall be portland cement Type II, conforming M Designation: C150. B-2. Aggregates: All aggregates used in grout, mortar, and in concrete shall conform to the provisions of Section 90 of the Standard Specifications of the California Division of Highways dated July, 1964. The maximum nominal size of coarse aggregate shall be 1-1/2 inch. B-3. Water used shall be of potable quality. B-4. Admixtures to prevent segregation and to improve workability or to accelerate the setting of the concrete will be permitted provided the admixture proposed shall first be approved in writing by the District's Representative, and the proportions of the admixture to be used shall be fixed by the District's Representative. B-5. Strength Requirements: All concrete shall be proportioned ~to attain a minimum cylinder strength of 3,000 psi in 28 days. The compressive strengths are to be determined in accordance with ASTM C39. Not less than 6 sacks of cement shall be used per cubic yard. B-6. Proportioning: The exact proportions of the concrete ingredients shall be established by a material testing laboratory selected by the District's Representative. The Contractor shall notify the District's Representative of his proposed source of aggregate in sufficient advance time to permit the design of the mix. Aggregates shall be proportioned by weight. Cement shall be proportioned by the sack or by weight. B-7. Mixing: The cement, sand and coarse aggregates shall be so mixed and the quantity of water added shall be such as to produce a homogeneous mass of uniform consistency. Each mixer used shall be of the batch type' and be of a design to insure uniform distribution of all the materials throughout the mass during the mixing operation, when operated at the speed and capacity recommended by the manufacturer and the mixer shall be so operated. Each mixer shall be so constructed that the District's Representative can conveniently observe the consistency and uniformity of the concrete in the mixer during the operation. Carlsbad MWD Portland Comdnt Concrete - 1 707 Only sufficient water shall be used in mixing any class of concrete to produce a workable mass suitable for the particular type of construction involved. Water shall be added prior to or during the mixer charging operation. The mixing of each batch after all materials have been placed in the mixer shall continue for not less than 90 seconds for a stationary mixer smaller than 2 cubic yards in capacity and for not less than 2 minutes for a larger stationary mixer. If transit mix concrete is used, the mixing time shall not be less than 3 minutes for each cubic yard of capacity. The mixture shall be continuously agitated until all of the concrete has been discharged from the mixer drum. The total elapsed time between the introduction of water to the batch and depositing the complete mix in the forms shall not exceed 60 minutes for concrete mixed in transit mixers. The manufacturer's guaranteed capacity of the drum shall not be exceeded. B-8. Placing; Concrete shall be placed only in the presence of the District's Representative and not until 4 all form work, reinforcement, installation of fixtures to be embedded, and preparation of concrete surfaces to be bonded have been inspected and approved by him. Concrete surfaces on or against which other concrete is to be placed shall be thoroughly cleaned of surface laitance and clean aggregate shall be exposed. Abrasive blast cleaning may be required. Each concreting operation shall be continuous until the placing in the course, section or monolith is completed. Fresh concrete shall not be permitted to fall from a height greater than 6 feet without the use of adjustable length pipes or "elephant trunks". In order to assure that there will be no interruption in such continuous placing, the Contractor shall have available standby concrete mixing equipment ready for use in case of breakdown, or he shall make arrangements, satisfactory to the District's Representative, with the supplier of the concrete, if transit mix concrete is being used, so that the District's Representative may be assured that once placement is started it can be completed without interruption. The vibrating equipment, including standby equipment, shall be at the site and tested in the presence of the District's Representative during the day preceding the planned day of placement. Appropriate mechanical vibration shall be used in placing concrete to eliminate stone pockets and voids, to consolidate each layer with that previously placed, to completely embed reinforcing bars and other fixtures, and to bring just enough fine material to the faces of top and exposed surfaces to produce a smooth, dense and even texture. Vibrators shall be of the high frequency internal type and the number in use shall be ample to consolidate the Carlsbad MWD Portland Cement Concrete - 2 707 0 incoming concrete to a proper degree within 15 minutes after it is deposited in the forms. In all cases, at least 2 vibrators shall be available at the site. The use of external vibrators for compacting concrete will be permitted when the concrete is otherwise inaccessible for adequate compaction, provided the forms are constructed sufficiently rigid to resist displacement or damage from external vibration and the vibrators are approved by the District's Representative. B-9. Forms: All forms shall be smooth, mortar-tight, true to the required lines and grades, and of sufficient strength to resist any appreciable amount of springing out of shape during the placing of concrete. All foreign matter shall be removed from forms before concrete is placed therein. Forms previously used shall be thoroughly cleaned before re-use. Prior to placing concrete, all forms shall be oiled with a high penetrating form oil which leaves no film on the surface that can be absorbed by the concrete. Immediately prior to placing concrete, all forms shall be thoroughly wetted. Forms shall not be removed until the concrete has hardened sufficiently to safely support its own weight and possible construction loads. Forms supporting concrete members which are subject to direct bending stress shall not be removed or struck until concrete test cylinders show that a strength of not less than 2,500 psi in compression has been attained. In no case, however, shall forms be removed or released prior to the expiration of 48 hours following placing of the concrete. Forms for all surfaces which will not be completely enclosed or hidden below the final surface of the ground shall be made of surfaced plywood. Insofar as practicable, forms shall be so constructed that the form marks will conform to the general lines of the structure. All sharp edges shall be chamfered with 1-inch by 1-inch triangular fillets. Form clamps and ties with effective water stops shall be used to maintain accurately the specified wall thicknesses. These ties shall be either of the threaded or snap-off type so that no metal will be left within 1-1/2 inches of the surface of the wall. The use of twisted wire ties will 'not be permitted. B-10. Openings: Pipe sleeves, inserts for pipe connections, anchors, and forms for pipe holes must be accurately placed and securely fastened to the forms in such a manner that the placing of concrete will not alter their alignment or location. Carlsbad MWD Portland Cement Concrete - 3 707 C B-ll. Joints; Construction joints shall be made only where shown on the Plans unless otherwise approved by the District's Representative. In case of emergency, construction joints shall be placed as directed by the District's Representative. After the pour has been completed to the construction joint and the concrete has hardened, the entire surface of the joint shall be thoroughly cleaned of surface laitance and clean aggregate shall be exposed by abrasive blast cleaning. VWire brushing and air and water jets may be used while the concrete is fresh provided results equal to abrasive blast cleaning are obtained. Construction joints shall be keyed. Keyways shall be formed by bevelled strips or boards placed at right angles to the direction of shear. Except where otherwise shown on the Plans or specified, keyways shall be at least 1-1/2 inches in depth over at least 25 percent of the area of the section. When it is necessary to make a joint because of an emergency, reinforcing steel shall be furnished and placed across the joint as directed by the Engineer. Furnishing and placing such reinforcing steel shall be at the Contractor's expense and no payment will be made therefor. B-12. Curing; Except as described below, all newly placed concrete shall be kept wet by the continuous application of water for the first 7 days after the concrete has been placed. Concrete surfaces which will be .below ground after back- filling and minor structures, such as pipe headwalls, pipe anchor blocks, catch basins, and the like, may be cured by the application of pigmented curing compound. The curing compound shall meet the specifications of AASHO Designation: M148, Type II, White Pigmented. Application shall be done with hand spraying equipment in a manner satisfactory to the District's Representative. Surfaces to be cured by the pigmented curing compound method shall be kept moist or wet until the curing compound is applied, and the curing compound shall not be applied until all patching or surface finishing has been completed. The pigmented curing compound shall not be applied to the surfaces of'construction joints or on reinforcing steel. B-13. Surface Finishes: During the placing of concrete, care shall be taken in vibrating or otherwise consolidating the concrete to insure surfaces of even texture free from voids. Immediately after the forms have been removed, all form bolts shall be removed to a minimum depth of 1-1/2 inches below the surface of the concrete. All holes and depressions caused by the removal or cutting back of such form bolts shall be cleaned and filled with Carlsbad MWD Portland Comont Concroto - 707 C cement mortar composed of 1 part by volume of cement to 2 parts of sand. The mortar shall contain sufficient white cement to tint the mortar to the shade of the surrounding concrete. Care shall be exercised to obtain a good bond with the concrete. All rock pockets and honeycombed areas shall be repaired by chipping back to solid concrete and filling the resulting space in the same manner as specified for bolt holes. This work shall be done immediately following the removal of forms. If in the judgment of the District's Representative rock pockets are of such an extent or character as to affect the strength of the structure materially or to endanger the life of the steel reinforcement, he may declare the concrete unacceptable and require the removal and replacement of that portion of the structure. Except for surfaces which are to be buried, all fine and other projections shall be removed and the surfaces shall be brushed with stiff wire brushes or otherwise finished until a uniform color has been obtained. The use of carborundum stones may be required to remove unsightly bulges or discolorations. The object of these operations is to obtain smooth, even surfaces of uniform appearance, free from unsightly bulges or depressions due to form marks and other imperfections. The Contractor's attention is called to the fact that the degree of care exercised in building forms and the character of materials used in formwork are the main factors, affecting the amount of finishing which will be required. All flat work shall be finished and worked from the poured slab and floated and troweled to a smooth, hard finish. B-14. Reinforcement: Reinforcing bars shall be deformed and shall be either Billet Steel Bars for Concrete Reinforcement, ASTM Designation A-15, or A408, or Rail- Steel Bars for Concrete Reinforcement, ASTM Designation A16. The various grades of steel may not be used inter- changeably in. structures. Bars shall not be bent or straightened in a manner that would injure the material. Hooks shall conform to the manual of standard practice of the American Concrete Institute. Main reinforcing bars shall not be spliced except as shown on the Plans. Splices at points of maximum stress shall be avoided. Where bars are spliced, they shall be lapped at least 30 bar diameters and wired together to provide a minimum distance of 2 inches between the splice and the nearest adjacent bar or surface of the concrete. Splices shall be staggered at least 40 bar diameters. Carlsbad MWD Portland Cement Concrete - 5 707 c Metal reinforcement shall be accurately placed as shown on the Plans and shall be securely held in position by wiring at intersections with No. 16 or larger wire and by using concrete spacers. The minimum spacing center to center of parallel bars shall be three times the diameter, but in no case shall the clear distance between bars be less than 2 inches. All bars shall have a clear coverage of 1-1/2 bar diameters but not less than one inch measured from the surface of the concrete to the outside of the bar. Metal supports may be used provided no portion of the support extends to within 1-1/2 inches of the surface of the concrete. Wooden supports shall not be used. Wire mesh used for reinforcement shall be rolled flat before placing concrete and shall be supported and tied to prevent movement during concrete placement. Mesh shall conform to ASTM Designation A185. Reinforcement, at the time concrete is placed, shall be free from rust, scale, or other coatings that would destroy or reduce the bond. B-15. Rubber Waterstops - Materials, fabrication, and splices shall conform to the article on Rubber Waterstops in Section 51 of the Standard Specifications of the California Division of Highways dated January, 1968. Stops shall be firmly supported, during concrete placement to prevent dislocation and to insure that ends remain at right angles to the construction joints. B-16 Payment - Payment for Portland cement concrete and for conforming to all of the provisions of these Specifications shall be considered to be included in the contract unit or lump sum prices paid for the various items of work and no additional allowance will be made therefor. Carlsbad MWD Portland Cement Concrete - 6 707 STANDARD SPECIFICATIONS FOR TESTING AND STERILIZATION A. General - These Specifications designate the requirements for field testing and sterilization of all water mains and appurtenances intended for the conveyance of potable water under pressure. A-l. Scope of Work - The Contractor shall furnish all labor, materials (including water), tools, and equipment necessary to provide and complete field testing and sterilization as specified. B. Field Testing B-l. After the pipe and all appurtenances have been laid and backfilled sufficiently for required restraint, they shall be sub- jected to a 4-hour hydrostatic pressure test. This test shall consist of subjecting the pipeline to a hydrostatic pressure of 50 psi in excess of the designated working pressure specified for the class of pipe at the low point in the section being tested. The pressure test shall be made subsequent to any trench backfill compactive effort with heavy duty compacting equipment having an overall weight in excess of 125 pounds. B-2. Maximum Length of Pipe to be included in any* one test shall be not more than 2500 feet or- the distance between valves, whichever is greater. B-3 Preparation - The line shall be filled with water at least 72 hours prior to testing. While filling and immediately prior to testing all air shall be excelled from the pipeline. Where air valves or other suitable outlets are not available for releasing air or applying the test, taps and fittings approved by the District's Representative shall be installed and later securely plugged. B-4. Procedure - The pressure in the pipeline shall be pumped up to the specified test pressure. When the test pressure has been reached, the pumping shall be discontinued until the pressure in the line has dropped 25 psi, at which time the pressure shall again be pumped up to the specified test pressure. This procedure shall be repeated until 4 hours have elapsed from the time the specified test pressure was first applied. At the end of this period, the pressure shall be pumped up to the test pressure for the last time. B-5. Leakage shall be considered as the total amount of water pumped into the pipeline during the 4-hour period, including the. amount required in reaching the test pressure for the final time. Leakage shall not exceed the rate of 4 gallons per inch, of nominal inside diameter per 1000 feet of pipe per 24 hours. If leakage exceeds this rate, the weak points shall be located and stopped, and all defective pipe, fittings, valves and other accessories discovered shall be removed and replaced with sound material and Carlsbad MWD Testing and Sterilization - 1 707 O and the test shall be repeated until the leakage does not exceed the rate specified above. All perceptible leaks shall be similarly repaired. C. Sterilization C-l. After pressure testing, the entire pipeline including all valves fittings, hydrants, service laterials, and other accessories shall be sterilized in accordance with AWWA Specification C 601 which provides: Chlorine gas or chlorine compound solution shall be water mixed and introduced into the mains to form a chlorine concentration of approximately 25 ppm or that which will provide a minimum residual of 10 ppm in all parts of the line after 24hours have elapsed. During the sterilization process all valves, hydrants and other accessories shall be operated. After chlorination, the water shall be flushed from the line at its extremities until the replacement water is equal chemically and bacteriologically to that of the per- manent source of supply. The Contractor shall keep chlorine residual testing and indicating apparatus available on the site during the entire sterilization period. D. Payment - Payment for field testing and sterilization of water mains and appurtenances and for conforming to all the pro- visions included herein shall be considered to be included in the contract unit or lump sum prices paid for the various items of work and no additional allowance will be made therefor. Carlsbad MWD Testing and Sterilization - 2 707 o SECTION 12 SPECIAL PROVISIONS for WORK DONE UNDER EXCAVATION PERMIT General All work undertaken within the right-of-way of a County Road that is performed under an Excavation Permit shall conform to the Standard Specifications of the Engineer Department of the County of San Diego,f California, which specifications consist of Sections 1 to 9,inclusive, of the Standard Specifications of the San Diego County Engineer Depart- ment, and Sections 10 to 94, inclusive, of the State of California Department of Public Works, Division of Highways Standard Specifications, latest revision, a copy of which is on file in the office of the Clerk of the Board of Supervisors of San Diego County, and are hereby by this reference, incorporated herein. These sections 1 to 94 inclusive, constitute the Standard Specifications and except as herein modified by these Special Provisions, they shall prevail. If any portion or parts of the Standard Specifications conflict with these Special Provisions, then these Special Provisions shall prevail. A contractor performing work for a p-ublic agency to which a permit has been issued, except a contractor for this County for highway construc- tion, improvement or repair, shall also obtain a permit before starting work. B Control of Work The County Engineer shall decide all questions relating to work in the County Roadway which arise as to the quality or acceptability of materials furnished and the work performed and as to the manner of performance and rate of progress of work; all questions which arise as to the interpretation of plans and specifications, all questions as to acceptable fulfillment of the permit relating to the preserva- tion, reconstruction and safety of the County Road. B-T. Prior to issuance of the permit, the County Engineer's representa- tive shall be the Permit Engineer. B-2. Following issuance of the permit, the County Engineer's representa- tive shall be the Construction Engineer. B-3. Only equipment and materials suitable to produce the quality of work required will be permitted to operate or to be used on the project. Carlsbad MWD Soecial Provisions - 1 707 Special Provisions Excavation Permit Notice of Commencement and Completion of Work At least twenty-four (24) hours before the work is started, the permittee shall give notice of the time of commencement of the work to the Construction Division of the County Engineer Department. When all work under the permit is completed, the tear-off completion slip at the bottom of the permit shall be returned to the Construction Engineer so that final inspection may be made. General Requirements in Performance of Work All work shall be in conformance with applicable sections of San Diego County Code, Title 7, Division 1. Free and unobstructed access shall be provided to all mailboxes, fire hydrants, water gates, valves, manholes, drainage structures and/or other public service structures and property as may be required for emergency use. The working areas shall be confined so as not to obstruct roadways, driveways, and sidewalks, and so that not more than one lane of traffic shall be closed at any time, unless specific permission is granted otherwise. Temporary roadways, driveways, and walks for vehicles and pedestrians shall be constructed where required. Upon written appli- cation to the Construction Engineer, streets, driveways, or areas may be closed for limited periods where, in the opinion of the County Engineer the public interests can best be served thereby. No trench shall be excavated until all the pipe or other material to be installed in the excavation is on the site. The backfill shall be placed within forty-eight (48) hours after the trench has been cut to grade and prepared to place the utility, unless prior permission has been given in writing by the County Engineer or his representative to permit the trench to remain open. Inspection All work shall be subject to inspection by representatives of the County Engineer. Any unsatisfactory work shall be corrected whenever discovered,even if occurring after the completion of the work. Upon failure of the permittee to comply promptly with any order of the County Engineer made under this permit, the County Engineer may cause rejected or unauthorized work (other than the utility or struc- ture itself) to be remedied, removed or replaced and the costs thereof charged to the permittee. Deviations other than specified tolerances from the approved plans and working drawings as may be required by the exigencies of construc- tion will, in all cases, be determined by the County Engineer and authorized only when in writing. Carlsbad MWD Soecial Provisions - 2 707 O Special Provisions Excavation Permit Preservation of Monuments within Roadway Where plans are submitted, it shall be the responsibility of the Engineer of the work to show all monuments of record which may be necessary to move. The permittee shall not disturb any monuments of record found on the line of the improvements without permission of the County Engineer, and the permittee shall bear the expense of resetting any monuments or stakes which may be disturbed. Restoration of Existing Improvements When, during the progress of work, it becomes necessary to remove any existing pavement, sidewalk, curb, landscaping, culvert, or other existing improvements, the permittee shall replace or restore the improvement required by such work in a manner that will restore the improvements as nearly in their original location and condi- tion as is reasonably possible. Notice to Permittee Written notice of inspections and of any imperfections in the work delivered to the permittee's agent in charge of the work shall be considered as notice to the permittee. Lights, Barriers, Warning Signals The permittee shall take all necessary measures to protect the traveling public during the construction. As prescribed in Section 71.322, Chapter 111, Title 7, San Diego County Code, he shall place and maintain warning lights and barriers at each end of any ex- cavation or obstruction, and at distances of not more than (50) fifty feet apart, along such excavation or obstruction. Obstruction lights shall be on from sunset each day to sunrise of the next day, until such excavation is entirely refilled or such obstruc- tion is removed. Said barriers shall not be less than three (3) feet in height. On all projects involving excavations or obstructions which en- croach to within four (4) feet of the through traffic lane, a reflectorized "Road Construction Ahead" sign shall be installed at least 300 feet in advance of the work area. This sign shall be a Standard C-18-R as adopted by the California Division of Highways. Other signs, as deemed necessary, may be required throughout the project, and all signs shall conform to the regul- ations adopted by the California Division of Highways pursuant to Section 21406 of the California Vehicle Code. Carlsbad MWD Soecial Provisions - 3 O Special Provisions Excavation Permit Traffic Control When permission is granted to reduce traffic to a single lane for an appreciable distance, or where it is necessary to stop or divert traffic for any reason, flagmen shall be used. Flagmen shall be properly dressed with standard flagmen's clothing and equipped so that they are easily recognizable and shall be pro- perly trained to guide drivers. Operations of the permittee or contractor shall not cause a public road to become impassable for longer than thirty (30) minute inter- vals, unless he is specifically authorized in writing by the County Engineer Department Construction Engineer. If operations of the contractor do cause a public road to become impassable but for no longer than thirty (30) munite intervals and where a detour is not practical, he shall post and maintain at both ends of the work a 4' x 51 sign to read in large letters, "WARNING - CONSTRUC- TION WORK. TRAFFIC SUBJECT TO A 30-MINUTE DELAY". If traffic de- lays of more than thirty (30) minutes are anticipated, the contrac- tor shall provide a detour. All signs to be used on a County road shall be furnished and placed in conformance with the Planning Manual of Instruction, Part 8, Traffic of the Department of Public Works, Division of Highways, State of California. (Reference is here made to a pamphlet entitled "Traffic Inter- ference Control Manual", published by cooperation of the County of San Diego, City of San Diego, Pacific Telephone and Telegraph Company and San Diego Gas & Electric Company, as a manual designed as a convenient reference guide for construction and maintenance foremen in an effort to standardize methods of keeping traffic flowing safely with a minimum of delay). Its suggestions are to be followed wherever feasible. Detours If the construction work requires a detour, written permission shall be obtained from the Traffic Engineer of the County Engineer Department prior to establishment. The request for such a permit shall be made in writing and processed via the Construction Engineer. At the beginning and end of a detour, signs shall be erected notifying of the de.tour and the direction of the traffic flow. These signs shall be.s'imilar to Standard Type C-5-R of the Califor- nia Division of Highways and shall be at least 18 inches high by 48 inches long, black background with the work "DETOUR" in black letters 5 inches high on a white arrow to indicate the direc- tion. These signs shall be reflectorized. Detour signs shall be placed on barricades at each intersection along the entire route. Carlsbad MWD Soecial Provisions - 4707 O Special Provisions Excavation Permit Excavation All earthwork shall be performed in conformance with Section 19 of the Standard Specifications and these Special Provisions. L-l. Maximum Length of Trenching Operations Trenching Operation includes all work between the point of exca- vation and the point where the trench has been resurfaced and opened for traffic. The maximum length of trench which may be opened at any one time may vary for specific locations because of the local traffic volume or importance of the street. In ge- neral, the following maximum openings will be allowed, if the traffic is cared for. These allowable lengths may be shortened when considered necessary for the protection of the publicrin the opinion of the County Engineer. (1) Where the trench is cut along and under traffic lanes in streets or alleys, and where width of trench exceeds 28 inches and the depth exceeds 5 feet, at no time shall more than 2,000 feet of trench be under construction in any one work area, and all work operation in one area shall be confined to not more than 750 feet of trench opened and incompletely backfilled. The re- mainder of the area of trenching shall be available for safe vehicular and pedestrian traffic at all times. (2) Where width and depth of the excavation do not exceed 28 inches and 5 feet, respectively,' or where the work area is outside the traffic lanes, 4000 feet of trench may be under construction in any one work area. In such an area, there shall not be more than 1400 feet of trench opened and incompletely backfilled. The remainder of the area of trenching operation shall be available for safe vehicular and pedestrian traffic at all times. (3) Only when the contractor has entirely separate and complete crews, each of which is capable of doing the entire job in their area, will two or more operations be considered separate work areas. (4) Trench covered with temporary surfacing will be considered as open to traffic. Temporary surfacing shall conform to provisions of Paragraph 17 of these Special Provisions. L-2. Blasting In the event that blasting is necessary in excavation, a Permit to Receive and Transport and a Burning and Blasting Permit shall be obtained as required by the Health and Safety Code, the Motor Vehicle Code, and the Public Resources Code. The blasts shall be blanketed with mats or other approved protection to avoid damage or injury to the public. Signs warning of blasting area and re- questing that radio transmitters not be used in the blasting area shall be furnished and placed by the permittee. All blasting shall be performed in compliance with the requirements of the State of California "General Industry Safety Orders". Carlsbad MWD Soecial Provisions - 5 Special Provisions Excavation Permit L-3. Excavated Material Excavated material shall be deposited along the trench side in a manner that will not obstruct the traffic lane or cause undue inconvenience to the traveling public. If the roadway section is not sufficient to adequately maintain through traffic, the per- mittee or contractor may be required to contain or remove the spoil material. M Backfill Backfill shall conform to Section 19-3.06 of the Standard Specifications, except that Method "B" will not be permitted, and the following modi- fications shall apply: M-1. Backfill Around Utility The specifications of the utility company or utility district may be used where approved as a condition of the permit by the Permit Engineer, except that where no specifications are submitted or where the specifications of the utility company are not approved as a condition of the permit, the following specifications shall govern: Backfill around the pipe or utility, and to one foot above the top of the pipe shall be a granular material,sand or fine earth, 100% passing the 3/4" sieve and compacted to the density required in paragraph 13-D for the depth at which the pipe is laid. In no event shall this relative density be less than 85%. M-2. Backfill to Subgrade From one (1) foot above the top of the pipe to the subgrade of the roadway section, the material for backfill may be trench spoil which shall not contain clods that will not readily dis- integrate in water, nor stones larger than six (6) inches in diamet- er. This layer may contain stones, broken concrete, bituminous pavement or oil cake ranging in size up to six (6) inches maxi- mum diameter in quantity not exceeding twenty-five (25) percent of the volume when such coarse materials are well distributed throughout the finer material. M-3, Backfill Subgrade to Pavement When the structural section for the roadway shows base or subbase material (D.6. or decomposed granite shall be assumed to mean aggregate subbase), it shall be replaced in kind, except that the minimum section, or when there is no definite structural section available, shall be six (6) inches of Class 111 aggre- gate base furnished and placed in conformance with Section 26 of the Standard Specifications and the following modifications: Carlsbad MWD *M*i i n707 Special Provisions - 6 Special Provisions Excavation Permit Sand Equivalent 30 Minimum Resistance (R) Value 75 Minimumf Sieve Grading 3/4" Maximum as follows: Sieve Size % Passing 3/4 100 No. 4 80 - 100 No. 30 30 - 60 No. 200 5-15 When the R value is 75 or greater, the minimum asphalt concrete or paving cover shall be as specified in Paragraph 15. In the event the base material delivered on the job site has an R Value less than 75, but greater than 70, it may be left in place on the job, but its reduced structural strength shall be compensated for by providing an additional one-half (1/2) inch of asphalt surfacing, and these sections shall be considered to be structurally equal. In the event the R value of^the material is less than 70, it shall be removed from the project and replaced with suitable ma- terial . M-4i. Compaction The permittee shall have his compaction equipment on the project, and the equipment shall be approved by the Construction Engineer before backfilling is started. All base and subbase material shall be compacted to 95% relative density. Below subbase or base to a trench depth of five (51) feet measured from the top of the surfacing (pavement), the backfill shall be compacted to 90% relative density. Below five feet measured down from the top of the surfacing, the backfill shall be compacted to 85% relative density. All densities shall be determined in accordance with the latest revision of California Test Method No. 216, or A.S.T.M. Designation: D-1556 and Method "C" of A.S.T.M. Designation: D-1557. (Note 2 in Method C applicable only if the percentage of plus 3/4" material is greater than 10 percent by weight of the original sample.) Compaction tests will be taken throughout the project to determine whether the specified requirements have been met. The number of tests and their location and depth shall b.e left to the discre- tion of the Construction Engineer. The permittee shall excavate holes required for compaction tests at locations designated by the Construction Engineer and under his direction, and shall re- fill and recompact these to the densities required by these speci- fications for the depth tested. In areas outside the slope lines, in the median area, and not beneath any roadway or shoulder, when stated on the Excavation Permit, or approved by the Engineer, the compaction may be reduced to a minimum of eighty-five (85) percent. Carlsbad MWD Soecial Provisions - 7 707 Q Special Provisions Excavation Permit The permittee may backfill using any of the methods indicated below, if approved by the Engineer: M-4.1 Tamping Methods When machine tamping, hand tamping or hand-operated pneu- matic tamping methods are used, the moistened fill material shall be tamped in uniform layers not to exceed eight (8") inches in thickness, loose measurement, unless otherwise approved in writing by the Engineer. M-4.2 Water Methods When flooding or ponding method is used, the trench shall be diked at suitable intervals depending on the grade of the ditch. The depth of water must be such that when earth or sand is shoveled or pushed into the trench, it will become completely saturated. Ponding and jetting will be done in conformance with Section 19-3.06 of the Standard Specifications. After the trench has been initially filled and knocked down by water settling, further ponding or jetting will not be permitted in the upper two feet of the trench. NOTE: (a) If the permittee agrees in writing to place a temporary fill and temporary surfacing and to return in a specified time to rebuild the trench as necessary and to remove the temporary surfacing and to replace it with a permanent cover as required in Paragraph 18, the Construction Engineer may authorize the option of jetting the complete trench depth and providing temporary co- ver, (b) However, if the Construction Engineer determines that the water method will soften or damage the existing roadway, or that the material proposed for water settling is unsatisfactory for that purpose, water settling will not be permitted. Backfill Under Obstructions When an obstruction or other utility or structure is encountered and the new utility must pass under it, the area between the two utilities shall be backfilled with subbase material, sand or gravel, free from large clods, large stones, adobe, or any dele- terious matter, and shall be rammed with proper tools until thor- oughly compacted to.the density of the adjacent material. Carlsbad MWD Special Provisions - 8 707 Special Provisions Excavation Permit 0 Bored and Jacked Crossing * Where, as a condition of a permit, an open cut is not permitted, a 1/4 inch thick wall, steel casing or pipe, with an inside dia- meter at least six (6) inches greater than the maximum diameter of the utility shall be jacked under the road, except that when a pipe of sufficient strength to be jacked under the road is used, the steel casing will not b.e required, when approved by the Engi- neer. While the utility is being placed or after it is in place, the area between the casing and the new pipe shall be filled with sand. The length of the bored crossing shall be designated as a condition of the permit. P Special Circumstances On streets in commercial areas, urban type development, or having high traffic counts (5,000 cars per day or greater), the conve- nience and safety of the traveling public may require a higher type backfill which is installed rapidly and surfaced immediately. In such circumstances, trench spoil will not be allowed as back- fill material. The backfill material shall be sand compacted by wetting or material meeting the requirements for untreated rock base placed in loose layers eight inches thick before tamping and compacted to 95% relative density. The use of this paragraph and the time allowed for this "Special Circumstance" backfill will be stated as a condition of the per- mit. Only emergency work will be allowed in commercial areas between the dates of Thanksgiving and New Year's Day. Q Temporary Surfacing All trenches across paved traffic lanes shall be provided with temporary surfacing, unless the permittee immediately installs permanent resurfacing. The minimum requirements for temporary resurfacing shall be steel plating or "Road-Mixed Asphalt Sur- facing" conforming to Section 38 of the Standard Specifications, except that the liquid asphalt shall be SC 800, conforming to the latest specifications of the Asphalt Institute, and shall have a minimum thickness of two (2) inches. Temporary resurfacing shall be placed within twenty-four (24) hours after completion of trench backfill and. compaction and shall be properly maintained until permanent surfacing is replaced. The permittee will not be permitted to mix asphalt surfacing in the traveled way unless authorized in advance by the Construction Engineer. The permittee shall control dust as directed by the Construction Engineer, using methods of Section 10, of the Standard Specifica- tions. Carlsbad MWD Special Provisions - 9 707 Special Provisions Excavation Permit In the rainy season (October to May), when directed by the Con- struction Engineer, all trenches in paved traffic lanes shall be provided with temporary resurfacing, unless the permittee immedia- tely installs permanent resurfacing. Resurfacing R-l. General In all streets or alleys in which the surface is removed, broken or damaged by equipment, or in which the ground has caved in or settled, due to the installation of improvements, the surface shall be restored to the original grade and crown section by the permittee. This shall include areas beyond the actual limits of the trench which may be damaged by equipment or by unusually heavy traffic volume created by the trenching operations. In the absence of specific designation of the plans, and where the street has been improved with roadway surface, base course, curb, sidewalk or gutter, trenches or damaged sections shall be restored with the type of improvement conforming to that which existed at the time the permittee entered upon the work. All work shall match the appearance of the exist- ing improvements and finished pavement shall not deviate from existing grade, and shall be free from ruts, depressions and Irregularities. In all streets or alleys which are not paved but are traveled by the public, the surface of the area disturbed by the per- mittee's operations shall be replaced to a depth of at least six (6) inches with Class 111 aggregate base conforming with Section 26 of the Standard Specifications and as modified in Paragraph 13 (c ) • Unless otherwise specified in the Excavation Permit, pavement replacement shall be as hereinafter specified. R-2. Portland Cement Concrete Pavement Portland cement concrete pavement shall be furnished and placed in conformance with Section 40 of the Standard Specifications, except as herein modified. Unless otherwise specified in the Excavation Permit, the concrete shall be "Class B", con- forming to Section 90 of the Standard Specifications. Carlsbad MWD Special Provisions - 10 707 Special Provisions Excavation Permit The pavement shall have a thickness equal to that of the exist- ing pavement plus one (1) inch. The existing pavement shall be scored to approximately one-fourth (1/4) its thickness by saw cut along a straight line deviating not more than two (2) inches in twenty (20) feet, and shall be broken out to provide clean, solid, vertical faces, free of loose material. Where large irregular surfaces are removed,such cuts shall be parallel with the center line of the roadway and at right angles to same. Joints shall be constructed to coincide with the existing pave- ment. The pavement shall be finished true to grade and cross- section and free from irregularities. R-3. Asphaltic Concrete Pavement Asphalt concrete pavement shall be Type "B" plant-mixed surfacing, furnished and placed in accordance with Section 39 of the Stan- dard Specifications, except as herein modified. Paving asphalt shall conform to Section 92 of the Standard Specifications and shall be 40-50; 60-70 or 85-100 penetration, as determined by the Engineer. The pavement shall have a thickness equal to that of the existing pavement plus one (1) inch with, in any case, a minimum thickness of two (2) inches. The new asphaltic con- crete shall be brought up in maximum lifts of two (2) inches, compacted thickness, the upper lift being rolled with a steel wheel roller. Before placing pavement, edges of existing pave- ment shall be trimmed or cut to a straight line deviating not more than two (2) inches in twenty (20) feet. Where large ir- regular surfaces are removed, such trimming or cut shall be parallel with the center line of the roadway and at right angles to same. The edges of such a cut shall provide clean, solid, vertical faces, free of loose material, and a paint binder or asphaltic emulsion shall be applied to the vertical faces against which the replacement material is to be placed. The completed surface, when ready for acceptance, shall be thoroughly compacted true to grade and cross section, and shall be free from ruts, lumps, depressions, or irregularities. Where the existing asphalt concrete pavement is over five (5) inches thick, the pavement may be replaced with four (4) inches of Portland cement concrete (Class "B") and an asphalt concrete wearing surface not less than one (1) inch thick, and the remainder of the pavement thickness replaced with base material meeting these specifications for base material and compacted to 95% relative density. R-4. Road-Mixed Surfacing Road-mixed surfacing shall be furnished and placed in conformance with Section 38 of the Standard Specifications, except that the liquid asphalt shall be SC 800.conforming to the latest specifications of the Asphalt Institute, and shall have a thick- ness equal to that of the existing pavement plus one (1) inch , with, in any case, a minimum thickness of two (2) inches and a maximum compacted thickness of four (4) inches. Mixing of materials shall be done off the roadway unless other permission is granted by the Construction Engineer. Carlsbad MWD Soecial Provisions - 11 O Special Provisions Excavation Permit "he new surfacing shall be brought up in maximum lifts of two (2) inches, compacted thickness, each lift being fully compacted before the next lift is applied. Replacement of Curbs and Sidewalks, etc. All concrete curbs, gutters, driveways and sidewalks which are broken or damaged by the installation of the improvement shall be reconstructed, by and at the expense of the permittee, of the same kind of material and in not less than the same dimensions as the original work, with the minimum requirement that Class "B" concrete shall be used. The repairs shall be made by removing and replacing the entire portions between joints or scores and not by refinishing the damaged part. Cross gutters shall be replaced with Class "A" Portland cement concrete, conforming to Section 90 of the Standard Specifications. R-6. Centerline Stripes All pavement surfaces which are replaced and which were originally striped for traffic control shall be broomed clean, ready for restriping, and the permittee shall give adequate notice of the date of cleaning to the Construction Engineer in order that the paving restriping can be accomplished by County forces while it is clean. R-7. Seal Coat All pavements from which an existing chip seal was removed by trenching shall receive a chip seal after resurfacing.
