The ac- ceptance will be made only by an action of the Board of Directors of the District in session. The acceptance by the contractor of said final payment shall con- stitute a waiver of all claims against the District arising under this contract. McGlellan (Attorney for the District Carlsbad (Attorney-in-fact) Labor and Material Bond - 2 CARLSBAD MUNICIPAL WATER DISTRICT San Diego County, California A PORTION OF SANTA FE CHLOR.INATION STATION (CHLORINATION BUILDING AND APPURTENANCES) SPECIAL PROVISIONS SECTION I - DEFINITIONS AND TERMS Whenever the following terms, or pronouns are used in their stead, occur in the contract documents, the intent and meaning shall be interpreted as follows: (a) District - The Carlsbad Municipal Water District, San Diego County, California. (b) Engineer - Boyle Engineering, 3913 Ohio Street, San Diego 4, California. (c) District's Representative - The person appointed by the Board of Directors of the District to supervise the project and represent the District. (d) Contract - The regular agreement executed between the District and the contractor, covering the performance of the work and the fur- nishing of labor and materials in the construction of the work. (e) Contractor - The person, firm, or corporation entering into contract with the District for the performance of work required by the con- tract, and the legal representative of said party, or the agent appointed to act for said party in the performance of the work. (f) Subcontractor - The person, firm, or corporation supplying labor, or labor and materials at the site of the work as a part of the contractor's obligation under the contract. (g) Bidder - Any individual, firm, or corporation submitting a proposal for the work contemplated, acting directly or through a duly authorized representative. (h) Accepted Bid - The Bid of Proposal accepted by the Board of Directors of the Carlsbad Municipal Water District. (I) flans - The official plans, profiles, typical cross-sections, working drawings, detail drawings and supplemental drawings, or exact re- productions thereof, approved by the Engineer, which show the locations, character, dimensions, and details of the work to be done. (j) Specifications - The directions, provisions and requirements per- taining to the method and manner of performing the work, and to the qualities and quantities of materials to be furnished under the contract. Special Provisions - 1 (k) Project, The Work - The entire public improvement proposed by the District to be constructed in whole or in part pursuant to the contract. (l) Surety - Any person, firm or corporation that executes as surety the contractor's performance bond, the contractor's labor and material bond or the contractor's bid bond. (m) Laboratory - The laboratory designated by the District's Represents tive and/or District to test materials and work involved in the contract. (n) Whenever in the specifications or upon the plans, the words directed, required, permitted, ordered, designated, prescribed, or words of like Import are used, it shall be understood that the directions, requirements, permission, order, designation, or prescription of the District's Representative is intended and similarly the words approved, acceptable, satisfactory, or words of like import, shall mean approved by, or acceptable to, or satisfactory to the District's Representative, unless otherwise expressly stated. SECTION II - TIME FOR COMPLETION - EXTENSION OP TIME Authorization to begin work will be given the Contractor by the District sub- sequent to the notice of award of the contract, but not later than 30 days after such award. Work shall be commenced within 10 days from and after the date of said authorization to begin work and it shall be completed within SIXTY (60} CONSECUTIVE CALENDAR DAYS from and after said date of commencing. For the purpose of the above prescribed time limit, the work Involved in site paving, road and street resurfacing, painting and final clean-up is not in- cluded. It is understood and agreed by the parties to the contract that an additional fifteen (15) consecutive calendar days following the expiration of the above prescribed number of days will be allowed the contractor for com- pletion of site paving, road and street resurfacing, painting and final clean- up. If the work is not completed in accordance with the foregoing, it is mutually agreed that the District will suffer damage, and it being mutually agreed that it is impractical and infeasible to determine the amount of actual damage, it is agreed that the contractor shall pay to the District, as fixed and liquidated damages and not as a penalty, the sum of Two Hundred Dollars ($200) for each and every calendar day of delay; and the contractor and his Surety shall be liable for the amount thereof, provided that the contractor shall not be charged liquidated damages because of any delays in the com- pletion of the work due to unforeseeable causes beyond the control and without the fault of negligence of the contractor (including but not restricted to acts of God, or of the public enemy, acts of the Government, acts of the District, or acts of another contractor in the performance of a contract with the District, fires, floods, epidemics, quarantine restrictions, strikes, freight embargoes, and unusually severe weather, or delays of subcontractors due to such causes). Carlsbad Special Provisions - 2 The contractor shall within ten (10) days from the beginning of any such de- lay (unless the District shall grant a further period of time prior to the date of final settlement of the contract) notify the District in writing of the cause of delay, whereupon the District shall ascertain the facts and extent of the delay and extend the time for completing the work in its judgment the findings of fact justify such an extension, and its findings of fact thereon shall be final and conclusive on the parties hereto. SECTION III - CONTRACT SECURITY Contractor shall furnish a surety bond in an amount of one hundred per cent (100#) of the contract price, as security for the faithful performance of this contract, and shall furnish a separate bond in an amount at least equal to one hundred per cent (100#) of the contract price as security for the pay- ment of all persons performing labor and furnishing materials, in connection with the Contract. The aforesaid bond or bonds shall be in form satisfactory to the District. SECTION IV - CONTRACTOR'S INSURANCE The contractor shall not commence work under this contract until he has ob- tained all insurance required under this paragraph, and such insurance has been approved by the District, nor shall the contractor allow any subcon- tractor to commence work on his subcontract until all similar insurance required of the subcontractor has been obtained and approved. (a) Workmen's Compensation Insurance; The contractor shall take out and maintain during the life of this contract workmen's compensation insurance for all of his employees engaged on or at the site of the project, and in case any of his work is sublet, the contractor shall require the subcontractor similarly to provide workmen's compensation insurance for all the latter1s employees, unless such employees are covered by the protection afforded by the workmen^s compensation insurance carried by the contractor. In case any class of employees engages in hazardous work under this contract, on or at the site of the project, is not protected under the Workmen's Compen- sation Statute, and in case any other class of employees is not protected under the Workmen's Compensation Statute for any other reason, the contractor shall provide and shall cause each subcontractor to provide adequate insurance cover- age as shall be satisfactory to the District for the protection of such employees not otherwise protected, (b) Public Liability and Property Damage Insurance; The contractor shall take out and maintain during the life of this contract such public liability and property damage insurance as shall protect him and the District from all claims for personal injury, including accidental death, as well as from all claims for property damage arising from operations under this contract. The amounts of such Insurance shall be as hereinafter set forth. The contractor shall require the subcontractors, if any, to take out and maintain similar public liability and property damage insurance. The amounts of such insurance shall be as hereinafter set forth. In case any of the work under this contract is to be performed on or at the site of the project by a subcontractor, the contractor shall also take out and maintain such contractor's contingent or protective insurance as will protect him and the District from damage claims arising from the operations of any subcontractor. The amounts of such insur- ance shall be as hereinafter set forth. If any subcontractor shall subcontract Carlsbad Special Provisions - 3 any portion of his subcontract, the contractor shall require him to take out and maintain such contingent or protective insurance as will protect such subcon- tractor from damage claims arising from operations of the second subcontractor. Such contingent or protective insurance shall be in the same amount as the primary subcontractor's public liability and property damage insurance. As provided above, the contractor shall take out and maintain public liability insurance for injuries, including accidental death to any one person, in an amount not less than One Hundred Thousand Dollars ($100,000.00) and subject to the same limit for each person; on account of any one accident in an amount not less than Three Hundred Thousand Dollars ($300,000.00); and property damage insurance in an amount not less than Fifty Thousand Dollars ($50,000.00); contractor's contingent or protective insurance for public liability and pro- perty damage in amounts not less than the respective amounts as noted above. As provided above, the contractor shall require all subcontractors whether primary or secondary, if any, to take out and maintain public liability and property damage insurance in amounts hereinbefore set forth for the contractor. (c) Insurance Covering Special Hazards; The following special hazards shall be covered by rider or riders to the above mentioned public liability insurance or protective damage insurance policy or policies or by special policies of insurance in amounts as follows: automotive and truck, where operated, in amounts as above; material hoists, where used, in amounts as above. (d) Proof of Carriage of Insurance and Notice Cancellation; The con- tractor shall furnish the District satisfactory proof of full compliance with all of the insurance requirements herein prior to execution of the contract. The Contractor shall also furnish the District a certificate from the carrier that said policies shall not be cancelled without ten (10) days advance notice in writing to the District. SECTION V - PERMITS AND LICENSES Except for the permits and licenses required by the San Diego County Road Department, the contractor shall procure all permits and licenses* The District will obtain the permits required by San Diego County Road Department. The contractor shall give all notices necessary and incidental to the due and lawful prosecution of the work and shall pay all charges and fees including those required by the permits issued by the San Diego County Road Department. The contractor shall comply fully with the terms and conditions of all permits, SECTION VI - RIGHTS- OF WAY The right of way for the work to be constructed will be provided by the Dis- trict. The contractor shall make his own arrangements and pay all expenses for additional area required by him outside of the limits of such rights of way. Carlsbad Special Provisions - SECTION VII - DISTRICT TO PLACE CHLORINATION. STATION AMD PIPELINES INTO SERVICE When the contractor has completed the chlorination station, connections, and pipelines ready to be operated as set forth in Section II of these Special Provisions, the District shall have the right to place the chlorination station and pipelines into service and to operate same, and the contractor will be relieved of the duty of maintaining that portion of the work so placed into service. The placing of portions of the work into service by the District shall not be construed as relieving the contractor of the full responsibility for making good defective work or materials, or for repairing any damage that may result from the contractor's operations, or for completing all of the work, or as altering in any manner the method of payments prescribed in Section VII of the Standard Provisions. Carlsbad Special Provisions - 5 CARLSBAD MUNICIPAL WATER DISTRICT San Diego County, California A PORTION OF SANTA PE CHLORINATION STATION (CHLORINATION BUILDING AND APPURTENANCES) STANDARD PROVISIONS Section I - EXECUTION OF CONTRACT (a) Contract Bonds; The contractor, simultaneously with the execu- tion of the Agreement, will be required to furnish a labor and material bond in an amount equal to one hundred per cent (100$) of the contract price and a faithful performance bond in an amount equal to one hundred per cent (100$) of the contract price; said bonds shall be secured from a surety company satisfactory to the District and whose name is on file with the County Clerk of San Diego County as an approved and financially sound surety company, authorized to transact business in thJs State. Said bonds shall meet all of the requirements and contain all of the con- ditions required by Sections 4200 and 4205, inclusive, of the Government Code of the State of California. (b) Insurance Requirements; The contractor shall furnish the District satisfactory proof of full compliance with all of the insurance requirements prior to execution of the Contract. (c) Execution of Contract; The agreement, bonds, and other documents to be executed by the contractor shall be executed in original-triplicates stamped according to law, one of which original-triplicate shall be filed with the Secretary of the Carlsbad Municipal Water District, and the others with the Attorney and the Engineer for the Carlsbad Municipal Water District. Standard Provisions - 1 SECTION II - SCOPE OP WORK (a) Work to be Done; The work to be done consists of furnishing all labor, materials, methods or processes, implements, tools, and machinery which are required for or appurtenant, to the construction and completion of the entire project designated in the contract, and to leave the grounds in a neat condition. (b) Extra, Additional or Omitted Work; The District upon proper action by its Board of Directors may require changes in, additions to or deductions from the work to be performed or to the materials to be furnished pursuant to the provisions of this agreement or any other contract document. 'Adjustment, if any, in the amounts to be paid to the contractor, by reason of any such change, addition or deduction, shall be determined by one or more of the following methods: By an acceptable lump sum proposal from the contractor. By unit prices contained in the contractor's original bid and incorporated in the contract documents or fixed by subsequent agreement between the District and the Contractor. By ordering the contractor to proceed with the work and to keep and present in such form as the District may direct, a correct amount of the cost of the change, together with all vouchers therefor. The cost may include allowance for overhead and profit not to exceed fifteen per cent (15#) of the net cost. No extra work shall be performed or change made unless in pursuance of a writ- ten order from the District stating that the extra work or change is authorized, and setting forth the basis upon which payment therefor is to be made, and no claim for an addition, to the contract sum shall be valid unless so ordered, provided, however, that nothing in this article shall excuse the contractor from proceeding with the prosecution of the work so changed. The contractor shall, when required by the District, furnish an itemized breakdown of the quantities and prices used in computing the value of any change that might be ordered. The Engineer may authorize extra work for single change orders not exceeding $500.00 and up to an aggregate sum of $2,500.00 for the total contract. (c) Removal of Obstructions; The contractor shall remove and dispose of all structures, debris or other obstructions of any character to the construc- tion of the work. Where such obstructions consist of improvements not required by lav; to be removed by the owner thereof, all such improvements shall be removed, maintained and permanently replaced by the contractor at his expense. (d) Public Utilities; In case it should be necessary to move the property of any owner of a public utility or franchise, the cost of which, because of the terms of any franchise or for any other reason, must be borne by the owner thereof, such owner shall upon proper application by the contractor be notified by the District's Representative to move such property within a specified reasonable time, and the contractor shall not interfere with said property until after the expiration of the time specified. Standard Provisions - 3 In case it should be necessary to move or temporarily maintain the property of any public utility or any other property, the cost of which is not required to be borne by the owner thereof, the contractor shall bear all expenses in- cident to the removal or temporary maintenance at such property in a manner satisfactory to the owner thereof; it being understood that in such cases the owner has the option of doing such work with his own forces, or permitting the work to be done by the contractor. The right is reserved to the State, County or District and to owners of public utilities and franchises to enter at any time upon any street, alley, right of way or easement for the purpose of making changes in their property made necessary by the work, for the purpose of maintaining and making repairs to their property. (e) Final Clean-Up; Upon completion and before making application for acceptance of the work, the contractor shall clean the street, borrow pits and all ground occupied by him in connection with the work of all rubbish, excess materials, temporary structures and equipment, and all parts of the work shall be left in a neat and presentable condition. SECTION III - CONTROL OF THE WORK; (a) Authority of the District's Representative; The District shall ap- point a representative who shall have general supervision and direction of the work and may be represented on the work by duly authorized assistants. The District's Representative shall decide any and all questions which may arise as to the quality or acceptability of materials furnished and work performed, and as to the manner of performance and rate of progress of the work; all questions as to the interpretation of the Plans and Specifications and all questions as to the acceptable fulfillment of the Contract on the part of the contractor. (b) Plans; The approved Plans shall be supplemented by such working drawings as are necessary to control the work adequately. All such drawings shall be consistent with the contract documents, true developments thereof, and reasonably inferable therefrom. All such drawings delivered to the contrac- tor shall be deemed written instructions to the contractor. The District will furnish to the contractor, free of charge, all copies of drawings and Specifications reasonably necessary for the execution of the work. The contractor shall keep one set of drawings and Specifications in good order available to the District's Representative and to his representatives at the site of work, i'he Plans for the work will show conditions as they are supposed or believed by the Engineer to exist; but it is not intended or to be inferred that the conditions as shown thereon constitute a representation by the District or its officers that such conditions are actually existent, nor shall the District or any of its officers be liable for any loss sustained by the contractor as a result of any variance of the conditions as shown on the Plans and the actual conditions revealed during the progress of the work, or otherwise. Standard Provisions - 3 (c) Conformity with Plans and Allowable Deviations; Finished surfaces in all cases shall conform with the lines, elevations, grades, cross-sections, and dimensions shown on the approved Flans, or if no specific elevations are shown on the plans, the elevations and grades furnished by the Engineer shall govern. (d) Coordination of Plans and Specifications; The Specifications, Plans, and all supplementary documents are essential parts of the contract, and a requirement occurlng in one is as binding as though occuring in all. They are intended to be cooperative, to describe and provide for a complete work. (e) Supervision by Contractor; The contractor shall give efficient supervision to the work, using his best skill and attention. Unless personally present on the premises where the work is done, the contractor shall designate and keep an agent or representative on the work at all times during its pro- gress, and any written or verbal directions or requests of the Engineer delivered to such representative shall'have the same force and effect as if delivered to the contractor personally. (f) Reference Points; The Engineer shall establish all reference points and survey all lines and grades necessary for the execution of the work. The contractor shall carefully preserve all reference points, bench marks and other survey points and, in case of willful or careless destruction, he shall be liable for and charged with the cost of their replacement, and of any ex- pense resulting from their unnecessary loss or distrubance. Such surveys shall constitute instructions from the Engineer, and the contractor shall not pro- ceed with the work until he has made timely demand upon the Engineer for such surveys, and until all necessary points, lines and grades have been established. (g) Inspection; The District's Representative shall at all times have access to the work during construction and shall be furnished with every reasonable facility for ascertaining full knowledge respecting the progress, workmanship and character of materials used and employed in the work. Whenever the contractor varies the period during which work is carried on each day, he shall give due notice to the District's Representative so that proper inspection may be provided. Any work done in the absence of the District's Representative will be subject to rejection. No valves, fittings, or other materials shall be installed until inspected and approved by the District's Representative or his representative. All instal- lations which are to be backfilled shall be inspected and approved by the District's Representative prior to backfilling and the contractor shall give due notice in advance of backfilling to the District's Representative so that proper inspection may be provided. The inspection of the work shall not relieve the contractor of any of his obligations to fulfill the contract as prescribed. Defective work shall be made good, and unsuitable materials may be rejected notwithstanding the fact that such defective work and unsuitable materials have been previously over- looked by the District's Representative and accepted. Standard Provisions - (h) Temporary, Suspension of Work; The District's Representative shall have the authority to suspend the work wholly or in part for such time as he may deem necessary due to the failure on the part of the contractor to carry out orders given, or to perform any provision of the contract. The contractor shall immediately comply with the written order of the District's Representative to suspend the work wholly or in part. The work shall be resumed when methods or defective work are corrected as ordered or approved in writing by the District's Representative. In the event that a suspension of work is ordered as provided above, such suspension of work shall not relieve the contractor of his responsibility to complete the work within the time limit set forth in Section II of the Special Provisions, and shall not be considered cause for extension of the time for completion, and further, such suspension of work shall not entitle the con- tractor to any additional compensation. (i) Errors or Discrepancies Noted by Contractor: If the contractor, either before commencing work or in the course of the work, finds any dis- crepancy between the Specifications and the.drawings, or between either and the physical conditions at the site of the work, or finds any error or omission in any of the drawings or in any survey, he shall promptly notify the District's Representative in writing of such discrepancy, error or omission. If the con** tractor observes that any drawings or Specifications are at variance with any applicable law, ordinance, regulation, order or decree, he shall promptly notify the District's Representative in writing of such conflict. The District's Representative, on receipt of any such notice, shall promptly investigate the circumstances and give appropriate instructions to the con- tractor. Until such instructions are given, any work done by the contractor, either directly or indirectly after his discovery of such error, discrepancy of conflict, will be at his own risk and he shall bear all costs rising there-* from. (j) Equipment; The contractor must furnish adequate equipment to per** form properly the work in a workmanlike manner in accordance with these Specifications. Such equipment must be in a good state of repair and maintained in such state during the progress of the work. No worn or obsolete equipment shall be used, and in no case shall the maker's rating of capacity for any equipment be exceeded. (k) Shop Drawings: The contractor shall at his own expense furnish for the approval of the Engineer shop drawings for all material and equipment he proposes to use. These shop drawings shall be checked by the Engineer and returned to the contractor within five (5) working days of their receipt by the Engineer. All shop drawings shall be submitted in quadruplicate, ac** companied by a letter of transmittal, and shall be addressed to the Engineer for approval. The letter of transmittal shall give a list of the numbers of the drawings submitted. All drawings must be marked with the name of the project and the name of the Contractor and be numbered consecutively. All drawings must be complete in every respect. Standard Provisions « 5 The contractor shall make such corrections as shall be required by the Engineer and receive the Engineer's stamp of approval before commencing the work in- volved. If the shop drawings show variations from the contract requirements because of standard shop practices or other reasons, the contractor shall make specific mention of such variations in his letter of transmittal in order that (if acceptable) suitable action may be taken for proper adjustment of the con- tract; otherwise, the contractor will not be relieved of the responsibility for executing the work in accordance with the contract, even though the shop drawings have been approved. Approval of shop drawings will be general and shall not relieve the contractor from the responsibility for proper fitting and construction of the work, nor from furnishing the material and work required by the contract which may not be indicated in the shop drawings when approved; neither does it relieve him from responsibility for errors in shop drawings* SECTION IV ~ CONTROL OF MATERIAL (a) Quality of Materials; All equipment, materials and supplies to be incorporated in the work shall be new unless otherwise specified. Unless otherwise specifically provided for in the Specifications, all workmanship, equipment, material and articles incorporated in the work covered by the contract are to be of the best available grade of their respective kind. Whenever in the Specifications any material, process or article is indicated or specified by grade, patent or proprietary name, or by name of manufacturer, such specification shall be deemed to be used for the purpose of facilitating description of the materials, process or articles desired, and shall be deemed to be followed by the words "or equal", and the contractor may offer any material or process which shall be substantially equal or better in every re- spect to that so indicated or specified, provided, however, that if the material, process or article offered by the contractor is not, in the opinion of the Engineer and/or District's Representative substantially equal or better in every respect to that specified, then the contractor must furnish the material, process or article specified or one that in the opinion of the Engineer and/or District's Representative is the substantial equal or better thereof in every respect. In the event that the contractor furnishes the material, process or article better than the specified, the difference in cost of such material, process or article so furnished shall be borne by the contractor, (b) Samples and Tests; At the option of the District's Representative the source of supply of each of the materials shall be approved by the District's Representative before delivery is started and before such material is used in the work. Representative preliminary samples of the character and quality prescribed shall be submitted by the contractor or producer of all materials to be used in the work for testing or examination as desired by the District's Representative. All tests of materials furnished by the contractor shall be made in accordance with commonly recognized standards of national organizations and such special methods and tests as are prescribed in the Specifications. The contractor shall furnish such samples of materials as are requested by the District's Representative without charge. No material shall be used until it has been approved by the District's Representative. Samples will be secured and tested whenever necessary to determine the quality of material. Standard Provisions •* 6 (c) Defect!ve Materisis; All materials not conforming to the requirements of the Specifications shall be considered as defective and all such materials, whether in place or notr shall be rejected and shall be removed immediately from the site of the work unless otherwise permitted by the District's fiepre~ sentative. No rejected material, the defects of which have been subsequently corrected shall be used until approved in writing by the District's Representative, Upon failure on the part of the contractor to comply with any order of the District's Representative made under the provisions of this article, the District shall have authority to remove and replace defective material at the expense of the contractor* (d) Storage of Materials; All materials for use in the work shall be stored by the contractor in such a manner as to prevent damage from exposure to the elements, admixture of foreign materials or from any other cause. The contractor shall be entirely responsible for damage or loss by weather or other causes as to work under the contract. SECTION V - LEGAL RELATIONS AND RESPONSIBILITY (a) Laws to be Observed: The contractor shall keep himself fully in- formed of all laws, ordinances, and regulations which in any manner affect those engaged or employed in the work, or the materials used in the work, or which in any way affect the conduct of the work, and of all such orders and decrees of bcdies or tribunals having any jurisdiction or authority over the same. If any discrepancy or inconsistency is discovered in the Plans, drawings, Specifications, or other contract document in relation to any such law* ordi** nance, regulation, order or decree, the contractor shall forthwith report the same to the District's Representative in writing. He shall at the time observe and comply with and shall cause all of his agents and employees to observe and comply with all such existing and future laws, ordinances, regulations, orders and decrees, and shall protect and indemnify the District, the Board of Directors, the Engineer, and all of its and their officers and agents, against any claim or liability arising from or based on the violation of any such law, ordinance, regulation, order or decree, whether by himself or his employees. (1) Hours of Labor - The contractor shall forfeit to the District Ten Dollars ($10.00) for each workman employed in the execution of this Contract by the contractor or by any subcontractor for each calendar day during which any workman is required or permitted to labor more than eight (8) hours in violation of the provisions of Part 7 of Division 2 of the Labor Code of the State of California, (2) Alien Labor - The contractor and any subcontractor, agent or representative shall not employ and shall not cause or allow to be employed any alien except in cases of extraordinary emergency caused by fire, flood or danger to life or property. The contractor end any subcontractor shall for~ feit as a penalty to the District Ten Dollars ($10.00) for each alien employed in the execution of this Contract, for each calendar day, or portion thereof, during which such alien is permitted or required to labor in violation of the provisions of Part 7 of Division 2 of the Labor Code of the State of California. Standard Provisions «• 7 (3) Prevailing Wage:* The contractor shall, as a penalty to the District, forfeit Ten Dollars ($10.00) for each calendar day or portion there- of, for each workman paid less than the general prevailing rate of wages in the locality of the District as set forth in the Notice Inviting Sealed Pro- posals (Bids). The specified wage rates are minimum only, and the District will not consider any claims for additional compensation made by the contractor, because of payment by the contractor of any wage rate in excess of the appli-* cable minimum rate, (4) Apprentices - The minimum wage rates, if any, specified for ap- prentices shall apply only to persons working with the tools of the trade they are learning under the direct supervision of journeyman mechanics, except as otherwise required by law. The number of apprentices in each trade or occupa- tion employed by the contractor or any subcontractor shall not exceed the number permitted by the applicable standards of the United States Department of Labor, or in the absence of such standards, the number permitted under the usual practice prevailing between the unions and the employer*s associations of the respective trades or occupations. (5) Domes tic Materials - Only such unmanufactured articles, materials or supplies as have been mined or produced in the United States of Anerica, and only such manufactured articles, materials or supplies that have been manufactured in the United States of Anerica substantially from such articles, materials and supplies shall be employed under this contract in the construe- tion of the project. (6) Convict-Made Materials - No materials manufactured or produced in a penal or correctional institution shall be incorporated in the project under this contract. (b) Permits and Licenses: The contractor's attention is directed to the applicable section of the Special Provisions. (c) Patents: The contractor shall assume all costs arising from the use of patented materials, equipment, devices or processes used on or incorporated in the work and agrees to indemnify and save harmless the District, the Board of Directors, and the Engineer and their duly authorized representatives from all suits of law, or action of every nature for or on account of the use of any patented materials, equipment, devices, or processes. (d) Public Convenience and Safety; The contractor shall so conduct his operations as to cause the least public obstruction and inconvenience to pub- lic travel. Convenient access to driveways, houses and buildings along the line of work shall be maintained and temporary crossing shall be provided and maintained in good condition. Not more than one crossing or intersecting street or road shall be closed at any one time without the approval of the District's Representative. The contractor shall furnish, erect and maintain such fences, barriers, lights and signs as are necessary to give adequate warning to the public at all times of any dangerous conditions to be encountered as a result of the construction work. The contractor shall furnish the District's Representative with the name, address and local telephone number of the person responsible for the maintenance of barriers, signs, lights and all other accident prevention devices. Standard Provisions - 8 (e) Use of Explosives: When the use of explosives is necessary for the prosecution of the work, the contractor shall use the utmost care not to en- danger life or property. All explosives shall be stored in a secure manner in accordance with the provisions of Division XI of the Health and Safety Code, Chapter 68, Statutes of 1939, as amended, and shall be used in compliance with all State and County Laws, ordinances and regulations governing such use, and all such storage places shall be clearly marked "DANGEROUS EXPLOSIVES". (f) Preservation of Property; The contractor shall exercise due care to avoid injury to existing District owned improvements or facilities, utility facilities, adjacent property, and other improvements, and trees and shrubbery that are not to be removed. All trees and shrubbery that are not to be removed, and pole lines, fences, signs, survey markers and monuments, buildings and structures, conduits, pipelines under or above ground, sewer and water lines, all highway or street facilities and any other improvements or facilities within or adjacent to the work shall be protected from injury or damage, and if ordered by the District's Representative, the contractor shall provide and install suitable safeguards to protect such objects from injury or damage* If such objects are injured or damagec} by reason of the contractor's operation, they shall be replaced or restored, at the contractor's expense, to a condition as good as when the contractor en* tered upon the work, or as good as required by the Specifications, if any such objects are a part of the work being performed. The fact that any such pipe or other underground facility is not shown on the Plans shall not relieve the contractor of his responsibility under this article. It shall be the contractor's responsibility to ascertain the existence of any underground improvements or facilities which may be subject to damage by reason of his operations. (g) Responsibility for Damage; The District, the Board of Directors, the Engineer or their authorized assistants shall not be answerable or ac- countable in any manner for any loss or damage that may happen to the work or any part thereof, or for any material or equipment used in performing the work, or for injury or damage to any person or persons, either workmen or the public, or for damage to adjoining property from any cause whatsoever during the progress of the work, or any time before final acceptance of the work. The contractor shall indemnify and save harmless the District, the Board of Directors, the Engineer or their authorized assistants from any suits, claims or actions brought by any person or persons for or on account of any injuries or damages sustained or arising in the construction of the work. (h) Personal Liability; Neither the Board of Directors, the Engineer, nor any other officer or authorized assistant or agent of the District shall be personally responsible for any liability arising under the contract. (i) Contractor's Responsibility for Work: The contractor shall be re- sponsible for all damages to persons or property that occur as a result of his fault or negligence in connection with the prosecution of the contract, and shall be responsible for the proper care and protection of all materials delivered and work performed until completion and final acceptance by the District. Standard Provisions «• 9 The contractor shall provide such sheet covering and enclosures as are neces- sary to protect all work and materials against damage by weather conditions. The contractor shall take adequate precautions in protecting existing curbs, trees, sidewalks, pavements, utilities, adjoining property and structures and avoid damage thereto, and he shall at his own expense completely repair any damage thereto caused by his operations. As required by law, the contractor shall shore up, brace, underpin and protect as may be necessary all foundations and other parts of all existing structures adjacent and adjoining the site of the project which are in any way affected by the excavation or other operations connected with the performance of the work under this contract. Whenever any notice is required to be given by the District or the Contractor to any adjacent or adjoining landowner or other party before commencement of any work under this contract, such notice shall be given by the contractor. The contractor shall indemnify the District and save it harmless from any damages on account of settlements or the loss of lateral support of adjoining property, or from all loss and expense, and from all damages for which the District may become liable in consequence of such injuries or damage to trees and to adjoining and adjacent structures and their premises. In an emergency affecting the safety of life or property, including adjoining property, the contractor, without special instructions or authorizations, is authorized to act at his discretion to prevent such threatened loss or injury, and he shall so act as though instructed to do so by the District. (j) Mutual Responsibility of Contractors: If through acts of neglect on the part of the contractor, any other contractor or any subcontractor shall suffer loss or damage on the work, the contractor agrees to settle with such other contractor or subcontractor by agreement or arbitration, if such other contractor or subcontractor will so settle. If such other contractor or sub- contractor shall assert any claim against the District on account of any damage alleged to have been so sustained, the District shall notify the con** tractor, who shall indemnify and save harmless the District against any such claim. The contractor must ascertain to his own satisfaction the scope of the project and the nature of any other contracts that have been or may be awarded by the District in the prosecution of the project, to the end that the con- tractor may perform this contract in the light of such other contracts, if any. Nothing herein contained shall be interpreted as granting to the contractor exclusive occupancy of the site of the project. The contractor shall not cause any unnecessary hindrance or delay to any other contractor working on the pro- ject. If the performance of any contract for the project is likely to be interfered with by the simultaneous performance of some other contract or contracts, the District, through its Representative, shall decide which con- tractor shall cease work temporarily and which contractor shall continue, or whether the work under the contracts can be coordinated so that the contractors may proceed simultaneously. In all questions concerning conflicting interests of contractors performing related work, the decision of said District's Repre- sentative shall be binding upon all contractors concerned and the District shall not be responsible for any damages suffered or extra costs incurred by the con- tractor resulting directly or indirectly from the award or performance or at- tempted performance of any other contract or contracts on the project, or caused by a decision or omission of the District respecting the order of precedence in the performance of the contract. Standard Provisions «• 10 (k) Notice and Service Thereof; Any notice required or given by one party to the other under the contract shall be in writing and shall be dated and signed by the party giving such notice or by a duly authorized represen- tative of such party. Any such notices shall not be effective for any purpose whatsoever unless served in the following manner namely: If the notice is given to the District, by personal delivery thereof to the Secretary, or by depositing the same in the United States mail, enclosed in a sealed envelope addressed to the District, 601 Elm Avenue, Carlsbad, California, to the attention of said Secretary, postage prepaid and regis- tered. If the notice is given to the contractor, by personal delivery thereof to said contractor or to his authorized representative at the site of the project, or by depositing the same in the United States mail, enclosed in a sealed envelope addressed to said contractor at his regular place of business or such other address as may have been established for the conduct of the work under this contract, postage prepaid and registered. If the notice is given to the surety or any other person, by personal delivery to said surety or other person, or by depositing the same in the United States mail, enclosed in a sealed envelope addressed to such surety or persons at the address of said surety or persons last communicated by him to the party giving the notice, postage prepaid and registered. (l) Warranty of Title; No materials, supplies or equipment for the work under this contract shall be purchased subject to any chattel mortgage or under a conditional sale contract or other agreement by which an interest therein or any part thereof is retained by the seller or supplier. The contractor warrants clear and good title to all materials, supplies and equipment installed and incorporated in the work, and agrees upon completion of all work to deliver the premises, together with all improvements and appurtenances constructed or placed thereon by him, to the District free from any claims, liens, encum- brances or charges, and further agrees that neither he nor any person, firm or corporation furnishing any material or labor for any work covered by the con- tract shall have any right to a lien upon the premises or any improvement or appurtenance thereon, provided that this shall not preclude the contractor from installing metering devices or other equipment of utility companies or of municipalities, the title of which is commonly retained by the utility company or the municipality. Nothing contained in this article, however, shall defeat or impair the right of such persons furnishing materials or labor under any bond given by the contractor for their protection, or any right under any law permitting such persons to look to funds due the contractor, in the hands of the District. The provisions of this article shall be inserted in all sub- Contracts and material contracts, and notices of its provisions shall be given to all persons furnishing materials for the work when no formal contract is entered into for such materials. Standard Provisions - 11 (m> Termination for Breach; If the contractor refuses or fails to prosecute the Work or any separable part thereof with such diligence as will insure its completion within the time specified herein, or any extension there- of, or fails to complete such work within such time, or if the contractor should be adjudged a bankrupt, or if he should make a general assignment for the benefit of his creditors, or if a receiver should be appointed on account of his insolvency, or if he or any of his subcontractors should violate any of the provisions of this contract, the District may serve written notice upon the contractor and his surety of its intention to terminate this contract, said notice to contain the reasons for such intention to terminate this contract; and unless within ten (10) days after the service of such notice such viola- tions shall cease and satisfactory arrangements for the corrections thereof be made, this contract shall, upon the expiration of said ten (10) days, cease and terminate. In the event of any such termination, the District shall immediately serve written notice thereof upon the surety and the contractor, and the surety shall have the right to take over and perform the contract, provided however, that if the surety within fifteen (15) days after the serving upon it of a notice of termination does not give the District written notice of its intention to take over and perform the contract, or does not commence performance thereof within thirty (30) days from the date of serving said notice, the District may take over the work and prosecute the same to completion by contract or by any other method it may deem advisable for the account and at the expense of the contractor, and his surety shall be liable to the District for any excess cost or other damage occasioned the District thereby, and in such event the District may, without liability for so doing, take possession of and utilize in completing the work such materials, appliances, plants and other property belonging to the contractor that may be on the site of the work and be necessary therefor. The foregoing provisions are in addition to and not in limitation of any other rights Or remedies available to the District. (n) Prohibitive Interests: No officer of the District who is authorized in such capacity and on behalf of the District to negotiate, make, accept or approve, or to take part in negotiating, making, accepting or approving any architectural, engineering, inspection, construction or material supply con-- tract, or any subcontractor in connection with the construction of the project, shall become directly or indirectly interested personally in this contract or any part thereof. No officer, employee, architect, attorney, engineer or in- spector of or for the District who is authorized in such capacity and on behalf of the District to exercise any executive, supervisory or other similar function in connection with the construction of the project, shall become directly or indirectly interested personally in this contract or any part thereof. SECTION VI * PROSECUTION AND PROGRESS (a) Subcontracting: Specialty subcontractors shall be utilized for the performance of such part of the work under this contract as under normal con- tract practices are performed by specialty subcontractors, unless the District determines that the general contractor has heretofore customarily performed Standard Provisions »- 12 such specialty work with his own organization and is equipped to do so, or unless the District determines that the performance of specialty work by specialty contractors will result in increased cost or inordinate delays, pro- vided however, that.the contractor shall not subcontract any work to be performed or any materials to be furnished in the performance of this contract without the prior written consent of the District. If the contractor shall subcontract any part of this contract, the contractor shall be as fully re~ sponsible to the District for the acts and omissions of his subcontractor and of the persons either directly or indirectly employed by his subcontractor as he is for the acts and, 004ss,ions of persons directly employed by himself. Nothing contained in the contract documents shall create any contractual re- lationship between any subcontractor and the District. The contractor shall bind every subcontractor (and every subcontractor of a subcontractor) to be bound by the terms of the contract documents as applicable to his work, unless specifically noted to the contrary in the subcontract in question, approved in writing as satisfactory to the District. (b) Assignment of Contrast; The contractor shall not assign this contract or any part thereof nor any monies due or to become due thereunder, without the prior written consent of the District. No assignment of this contract shall be valid unless it shall contain a provision that the funds to be paid to the assignee under the assignment are subject to a prior lien for services rendered or materials supplied for performance of the work called for under said con<* tract in favor of all persons, firms or corporations rendering such services or supplying such materials. (c) Construction Schedule: tiithin five (5) days after execution of the contract, the contractor shall deliver to the District's Representative a con- struction progress schedule in form satisfactory to the District's Representa- tive showing the proposed dates of commencement and completion of each of the various subdivisions of the work required under the contract documents', and the anticipated amount of each monthly payment that will become due the con- tractor in accordance with the progress schedule. (d) Character of Workmen: Any person who may be in the employ of the contractor and whom the District's Representative may deem incompetent or uh~ fit shall be dismissed from the work and shall not again be employed on it except with the written consent of the District's Representative. (e) Temporary Suspension of Work; The District's Representative shall have the authority to suspend the work wholly or in part for such time as he may deem necessary due to the failure on the part of the contractor to carry out orders given, or to perform any provision of the contract. The contractor shall immediately comply with the written order of the District's Represents^ tive to suspend the work wholly or in part. The work shall be resumed when methods or defective work are corrected as ordered or approved in writing by the District's Representative. In the event that a suspension of work is ordered as provided above, such sus- pension of work shall not relieve the contractor of his responsibility to complete the work within the time limit set forth in Section II of the Special Standard Provisions - 13 Provisions, and shall not be considered cause for extension of the time for completion, and further, such suspension of work shall not entitle the con- tractor to any additional compensation. (f) Time of Completion and Liquidated Damages; The contractors at- tention is directed to the provisions of Section II of the Special Provisions, SECTION VIT- ESTIMATES AND PAYMENTS (a) Partial Payments; The District shall on or before the tenth (10) day of each calendar month after actual construction work is started, except in case of final estimate hereinafter provided, cause an estimate in writing to be made by the District's Representative of the total amount of the work done and materials furnished by the contractor and incorporated into the work to the first (1st) day of the month in which the estimate is made. In estimating such value, the District's Representative may take into consideration, along with other facts and conditions deemed by him to be proper, the ratio of the dif- ficulty of the work done to the probable difficulties of the work to be done. The District snail retain ten per cent (10%) of such estimated value as part security for the fulfillment of the contract by the contractor, and shall within ten (10) days after the preparation of such estimate pay to the con- tractor the balance of such estimated value after deducting therefrom all previous payments and all sums to be kept or retained under the terms of the contract. (b) Final Payment; The District's Representative shall, after the satis- factory completion of the work, make a final estimate of the amount of work done thereunder and the value of said work, and the District shall pay the entire sum so found to be due after deducting therefrom all previous payments and all amounts to be retained under the provisions of the contract. All prior partial estimates and payments shall be subject to correction in the final estimate and payment. The final payment shall not be due and payable until the expiration of thirty-five (35) days from the date of acceptance of the work by the District. No certificate given or payments made under the contract, except the final certificate or final payment, shall be conclusive evidence of the performance of the contract, either wholly or in part, and no payment shall be construed to be an acceptance of any defective work or improper materials. (c) Payments to be Made by Contractor; The contractor shall pay: (1) For all transportation and utility services, not later than the twenty-fifth (25th) day of the calendar month following that in which said services are rendered. (2) For all materials, tools and other expendable equipment to the extent of ninety per cent (90%) of the cost thereof, not later than the twenty- fifth (25th) day of the calendar month following that in which said materials, tools and equipment are delivered at the site of the project, and the balance of the cost thereof not later than the thirtieth (30th) day following the completion of that part of the work in or on which such materials, tools and equipment are incorporated or used. Standard Provisions - 14 (3) To each of his subcontractors within five (5) days following each payment to the contractor, the respective amount allowed the contractor on account of the work performed by his subcontractors, to the extent of each subcontractor's interest therein. (d) District's Right to Withhold Certain Amounts and Make Application Thereof; In addition to the amount which the District may retain under the above, the District may withhold a sufficient amount or amounts or any payment or payments otherwise due to the contractor as in its judgment may be necessary to cover: (1) Payments which may be past due and payable for just claims against the contractor or any subcontractors, for labor or materials furnished in or about the performance of the work and on the project under this contract. (2) For defective work not remedied. (3) For failure of the contractor to make proper payments to his subcontractor. The District may apply such withheld amount or amounts to the payment of such claims in its discretion. In so doing, the District shall be deemed the agent of the contractor and any payments so made by the District shall be considered as a payment made under the contract by the District to the contractor, and the District shall not be liable to the contractor for such payment made in good faith. Such payments may be made without prior judicial determination of the claim or claims. The District will render to the contractor a proper ac- counting of such funds disbursed in behalf of the contractor. SECTION VIII - GUARANTEES Besides guarantees required elsewhere, the contractor shall and hereby does guarantee all work for a period of one (1) year after the date of acceptance of the work by the District and shall repair and replace any and all such work, together with any other work which may be displaced in so doing that may prove defective in workmanship and/or materials within the one (1) year period from date of acceptance, without expense whatsoever to the District, ordinary wear and tear and unusual abuse or neglect excepted. In the event of failure to comply with the above mentioned conditions within a week after being notified in writing, the District is hereby authorized to proceed to have the defects repaired and made good at the expense of the contractor, who hereby agrees to pay the cost and charges therefor immediately on demand. In emergencies demanding immediate attention the District shall have the right to repair the defect or damage and charge the contractor with the actual cost thereof. Standard Provisions - 15 CARLSBAD MUNICIPAL WATER DISTRICT San Diego County, California A PORTION OF SANTA FE CHLORINATION STATION (CHLORINATION BUILDING AND APPURTENANCES) DETAIL SPECIFICATIONS SECTION 1. GENERAL CONDITIONS 1.01. Description of the Work; The work to be done by the contractor under these specifications shall consist of performing all operations and furnishing all materials and equipment, EXCEPT DISTRICT FURNISHED EQUIPMENT AMD MATERIALS, and doing all work necessary for the construction of an aqueduct connection between the District's existing supply main and the San Diego County Water Authority's outlet structure; the installation of a l6-inch pressure regulating valve in the existing valve vault at the District's Santa Fe Valve and Meter Station; the Installation of an all welded 21-inch inflow water main between the new pressure valve and the District's Regulating Reservoir; and the construction of a chlorination station together with all other new piping and piping modifications as indicated on the plans and specified herein to make the installations complete. 1.02. District Furnished Materials; The District will furnish the following equipment and materials: (a) All water pipe, 4-1/2 inches in diameter and larger, including fittings, flanges, and couplings. Contractor is to furnish bolts/ gaskets and welding. (b) Two Wallace and Tiernan, Series A-731, Chlorinators. (c) Chlorinator control equipment consisting of a Wallace and Tiernan, Series A-744, controller and an automatic plug positioner for each Chlorinator. (d) Control transmitters for installation at the aqueduct connection and at the District's Santa Fe Valve and Meter Station. Trans- mitters are B-I-F Chronoflo Flow Transmitters, Model CTUA-4, with power pack and water proof case that operate from a 110-volt, single-phase circuit. The transmitted signal will be a direct current pulse duration signal sent over leased telephone lines. (e) Motor and booster pumps for chlorinators. Motors will be 220-volt, three-phase, five horsepower, and have a speed of 1760 rpm. Pumps will be two stage turbine APCO 5RTL Series with 1-1/4 inch suction (f) The motor control center for the three-phase pumps. Contractor is to furnish all other electrical and electrical equipment. Detail Specifications - 1 (g) Hoist and trolley will be Yale Pul-llft "Army Type" two-ton capacity, (h) Scales will be Fairbanks Morse dial type, eight thousand (8,000) pound capacity. (i) Fittings for chlorinator consisting of strainers, pressure relief valves, distribution hoses, distribution panel, uscolite check valves, Alyco valves, and solution dispensers for the injector water supply and chlorine solutions. Header valves, flexible connections and flexible connection adaptors for the chlorine gas supply. Contractor is to furnish brass, copper and wrought iron pipe, fitting for the respective type of pipe, and gate, globe, and check valves for the injector water supply. (j) Sixteen-inch gate valves will be Rensselaer, List 13.. (k) Pressure regulating valve will be Clayton Automatic Valve No. 92 with stainless steel trimmed seat. 1.03. Point of Delivery, District Furnished Items; (a) Pipe furnished by the District will be delivered f.o.b. trucks, trench- side, where trucks can travel under their own power. Where trucks cannot travel under their own power, the contractor shall make all arrangements for and pay for all expenses involved in transporting the pipe to the site. Unloading of the pipe is a part of the work to be performed by the contractor. The contractor shall pay all demurrage charges. (b) All other District furnished items will be furnished the contractor at the District's yard in the City of Carlsbad. 1.04. Water to be Furnished by Contractor; Water for construction shall be furnished by and at the expense of the contractor. 1.05. Protection and Repair of Existing Pavement and Surfaces; The con- tractor shall take precautions to prevent damage to all pavement and other surfaces outside the limits of necessary excavation, whether in County or State rights of way, District rights of way or private property. All damaged pavement and surfaces within State or County rights of way shall be replaced in accordance with the conditions of the permits issued for the construction within the respective rights of way. The contractor shall bear all expense resulting from compliance with any and all conditions of the permits issued by the San Diego County Road Department and/or the State Division of Highways. All damaged pavement or surfaces within District rights of way shall be re- placed in kind, and Portland cement concrete, asphaltic concrete, plant-mixed surfacing, bituminous macadam, road mixed surfacing and bituminous surface treatment shall be replaced to the existing thickness plus one inch (1"). For the purposes of this Article, the terms pavement and surfaces shall be deemed to include base materials. Carlsbad Detail Specifications - 2 1.06. Stand ard Spec1fie at ions; The standard specifications herein re- ferred to are to be found at the end of these Detail Specifications. 1.07. Repair and Replacement of Obstructions; All fences, walls, cul- verts or other obstructions which are removed, damaged or destroyed in the course of the work shall be replaced or repaired to original condition and to the satisfaction of the District's Representative, by and at the expense of the contractor. SECTION 2. ORDER OF WORK 2.01. Genera^; It is the intent of this specification to outline the order of work and to minimize the number and duration of flow interruptions of the Carlsbad Municipal Water District's primary water supply. 2.02. Work to be Completed Before Plow Interruption; (a) At Aqueduct Connection; (1) Install 21-inch pipe and connect to San Diego County Water Authority's outlet structure. (2) Construct the anchor and thrust blocks, (3) Prepare for connecting into existing 21-inch main by ex- posing the pipe and assemblying all materials, equipment and workmen necessary to complete and backfill the connection in the least possible time. (b) At Santa Fe Valve and Meter Station; (1) Install and backfill anchor block. (2) Prepare for connection by opening excavation, removing sections from valve vault, and assemblying all men, materials, and equipment to complete and backfill the connection in the least time. (c) At Regulating, Reservoir and Chlorination Station: (1) Install District furnished 21-inch pipe in flow main from Station 0+02.50 to approximate Station 16+90. (2) Complete chlorination station to the extent that it can chlorinate the inflow main. (3) Assemble all required materials, workmen and equipment to remove the required portions of existing 24-inch outflow main and install and backfill the new main connections in the least possible time. (d) Prior to any service interruption the contractor will review his schedule of equipment, men and materials with the District's Representa- tive to insure all necessary materials are at the job site and all the necessary arrangements have been made to complete the connections in the time permitted. Carlsbad Detail Specifications - 3 2.03. Work Required During Flow Interruption; (a) At Aqueduct Connection; (1) Cut and remove the required section of existing 21-inch main and install new fabricated tee. (2) Backfill the installation. (b) At Santa Pe Valve and^Meter Station; (1) Remove existing motorized plug valve. (2) Blind flange the existing 24-inch tee. (3) Install the District furnished pressure regulating valve. (4) Complete the connection to newly laid inflow main. (5) Backfill the excavation. (c) At the Regulating Reservoir; (1) Remove the necessary portions of existing 24-inch main. (2) Install the remainder of 24-inch inflow main and 16-inch valve. (3) Install new sections of 24-inch outflow main, (4) Install 16-inch valved by-pass. (d) Restore flow to the District. SECTION 3. DURATION OP WATER SUPPLY INTERRUPTION All items of work specified in Section 2.03 shall be completed and full water supply shall be restored to the District in ONE CONTINUOUS 48 HOUR PERIOD. No work of a nature that would interfere with the operation of the existing mains will be permitted until the contractor has on hand at the site of each of the connections all materials as deemed by the Engineer necessary for the orderly prosecution of the work. SECTION 4. NOTICE TO THE DISTRICT IN ADVANCE OP WATER SUPPLY INTERRUPTION The contractor shall give the Engineer and the Carlsbad Municipal Water District notice in writing at least one (1) week in advance of the date on which he intends to start work on any portion of the connections which will require shutting of the existing mains, and shall make arrangements with the District for the necessary 48 hour shut down* Carlsbad Detail Specifications - 4 SECTION 5. SITE GRADING AND EARTHWORK Earthwork and site grading shall conform to the Standard Specifications for Water System Earthwork, except that surplus excavated material, if any, shall be removed from the site of the work and disposed of by and at the expense of the contractor. Particular attention is called to Section B-1.16 of the Standard Speci- fication for Earthwork for shoring along existing water mains and structures. SECTION 6. WATER MAIN AND FITTINGS 4-1/2-INCH OP AND LARGER 6.01. General; The contractor shall install District furnished pipe and fittings in accordance with the Standard Specifications for Steel Pipe Water Main and Fittings and/or the Standard Specifications for Concrete Cylinder Water Main and Fittings. For purposes of the pipe identification symbol shown on the plans the term "S" shall also be deemed to mean "C". 6.02. Sterilization; Sterilization of water mains and fittings is NOT a part of the work to be done under this contract. 6.03. Testing; Because all joints are either welded or flanged, a hydrostatic pressure test after installation WILL MOT be required. However, any perceptible leaks or defective joints which are discovered subsequent to placing the mains into service shall be repaired by the contractor. SECTION 7. WATER SUPPLY CHLORINATIQN Prior to shutting down the existing mains as set forth in Section 3 of these Detail Specifications, the chlorination station shall be completed to the extent necessary to permit continuous chlorination of the reservoir inlet and outlet mains. SECTION 8. GATE VALVES Gate valves shall be installed in accordance with the Standard Specifica- tions for Gate Valves and Standard Drawing No. 8 of the District. Valves will be furnished by the District. The contractor shall furnish nuts, bolts, gaskets, and valve wells and covers. Carlsbad Detail Specifications - 5 SECTION 9. ANCHOR BLOCKS 9.01. General; Reinforced concrete anchor blocks shall be constructed as shown on the plans at the Aqueduct Connection and at the Santa Fe Valve and Meter Station. 9.02. Concrete..and Reinforcing Steel; Concrete and reinforcing steel shall conform to the Standard Specifications for Portland Cement Concrete. SECTION 10* AQUEDUCT CONNECTION 10.01. General; The work to be done for the Aqueduct Connection consists of installing a 21-inch connecting water main between the San Diego County Water Authority's outlet structure and the Carlsbad Municipal Water District's exist- ing 21-inch water supply main* 10.02. Pipe; Pipe will be furnished by the District and shall conform to Section 6 of these Detail Specifications. 10.03. Anchor Block; Anchor block shall conform-to Section 9 °f these Detail Specifications. 10.04. Existing 21-Inch Water Main; The existing 21-inch water main is of the concrete cylinder type and is 22-25/32 inch OD and its thickness is 10 gage. 10.05. Butt Strap Closure; Butt strap closures shall conform to Section B-7,2 of the Standard Specifications for Steel Pipe. Prefabricated butt strap closure bands will be furnished by the District. 10.06. Electrical; The contractor shall install District furnished B-I-P transmitter inside the San Diego County Water Authority's Metering Structure and provide 110-volt electrical service for its operation. Electrical shall comply with Section 14 of these Detail Specifications. 10.07. Flow Interruption; Plow interruption shall be in strict ac- cordance with Sections 2 through 4 of these Detail Specifications. SECTION 11. REGULATING VALVE INSTALLATION 11.01. General; A District furnished pressure regulating valve shall be installed in place of an existing 20-inch motorized plug valve at the Santa Pe Valve and Meter Station. 11.02. Regulating Valve; The regulating valve will be District furnished and is a 16-inch pressure reducing and pressure sustaining valve, Clayton Automatic, Valve No. 92 with stainless steel trimmed seat and ASA Class 250 flanges. 11.03. Existing Plug Valve; The existing 20-inch motorized plug valve shall be removed and delivered to the District's yard in the City of Carlsbad. Wall mounted electrical controls shall also be removed and delivered with the Carlsbad Detail Specifications - 6 valve. Caution shall be used In removing and handling the valve and its equipment as not to damage it in any way. 11.04. Piping; Piping shall conform to Section 6 of these Detail Specifications. 11.05. Concrete Anchor Block; The concrete anchor block shall conform to Section 9 of these Detail Specifications. 11.06. Earth Backfill; Excavation for the connection shall be back- filled to a compaction of ninety per cent (90#) to conform to Section B-2.21 of the Standard Specification for Earthwork. Backfill shall be completed to one foot (l1) above., tdp ..of pipe in tie,time stipulated in Section 3 of these Detail Specifications, 11.07. Vault Membrane Water Proofing; Backfill over the vault is not required during the time allotted in Section 3, but it should be accomplished as soon as practical thereafter. Prior to backfilling over the vault, the removable sections shall be cleaned of used tar and felt and a membrane water proofing of two layers of saturated cotton fabric and three moppings of water proofing asphalt shall be applied. 11.08. Blow-Off: The blow-off piping will be of 4-1/2 inch OD, 10 gage, mortar lined and coated and will be furnished by the District. The blow-off valve is to be furnished by the Contractor. Blow-off and valve shall conform to Carlsbad Municipal Water District's Standard Drawing and Specifications for Blow-off Assemblies. The existing stream bed into which the blow-off discharges shall be "V" trenched at -l/2# to daylight for drainage. SECTION 12, REGULATION RESERVOIR PIPING 12.01. General; Included in the work to be done shall be the installation of a 24-inch inflow main from the Santa Pe Valve and Meter Station to the Regulating Reservoir; the removal and replacement of a portion of the existing outflow main; the installation of a l6-inch bypass and the installation of valves and fittings as shown on the plans. 12.02. Pipe; Pipe for the inflow and outflow mains will be furnished by the District. Piping is to be placed as shown on the plans and in ac- cordance with Section 6 of these Detail Specifications. 12.03. Valves; Sixteen inch gate valves will be furnished by the District, Installation of valves will comply with the Standard Specifications for Gate Valves. Carlsbad Detail Specifications - 7 12.OU. Flow Interruptions; Flow interruptions shall be in strict ac- cordance with Sections 2 through 4 of these Detail Specifications. SECTION 13. DUAL CHLORINATION STATION !3'01' General; A dual chlorination station shall be constructed at the locations shown on the plans. It is the intent of this Specification to provide for a completed chlorination station capable of operating one chlorinator at a time or both simultaneously. The controls, pumps, injector water supplies, solution discharges and chlorine supply shall be so arranged with interconnections to permit one chlorinator to operate from any one or all of the connecting lines of the other. Each chlorinator shall be capable of chlorinating into either the inflow or outflow mains. 13.02. Earthwork; Earthwork shall conform to the Standard Specifica- tions for Earthwork except that any fill material on which the building slab will be placed shall have a relative compaction of ninety-five per cent 13.03. Paving; New paving shall be 1-1/2" of plant-mixed surfacing over 3-inches of compacted base material. Existing paving is road-oil mix over decomposed granite. Where existing paving is damaged or removed for construction it shall be replaced in kind plus the depth of one inch in accordance with Section 1.05 of these Detail Specifications. Carlsbad Detail Specifications - 8 (a) Order of Work; Paving shall not be done until all structures, pipe- lines and appurtenances within the area to be paved have been completed. (b) Base Material; Materials and construction shall conform to the provisions for imported borrow as set forth in the San Diego County Road Department "Specifications for the Improvement of New Streets" dated August 1, 1957. Thickness of base material after compaction shall be four inches (4"). (c) Plant-Mixed Surfacing; Material and construction shall conform to the applicable provisions of Sections 20 and 5^ of the Standard Specifi- cations of the San Diego County Road Department. Mineral aggregate shall be Type "C", one-half inch (1/2") maximum. Bituminous binder shall be paving asphalt having a penetration of 85-100 or 120-150, the range of penetration to be designated by the District's Representative at the time of construction. The finished surface shall be true to grade and free from depressions which would pond water. The compacted thickness of the surfacing shall not be less than one and one-half inch (1-1/2"). A seal coat shall not be applied. 13. 0^. Concrete Construction; Concrete construction shall conform to the Standard Specifications for Portland Cement Concrete. 13.05. Masonry Construction; Concrete block masonry shall be in ac- cordance with the Standard Specifications for Concrete Block Masonry. 13.06. Structural Steel; Structural and miscellaneous steel shall con- form to the Standard Specifications for Steel for Bridges and Buildings, ASTM Designation A7-46. Galvanizing where noted on the plans shall be in ac- cordance with the requirements of ASTM Designation A123 and A153. 13.07. Doors; Doors shall be furnished and installed complete with hardware, cylinders, locks and glass. (a) Single Doors; Single doors shall be Truscon 3070, Type G-2. The exterior door of the chlorinator room shall be supplied with standard fixed louvers. The door between chlorinator and storage room shall be without louvers. (b) Double Sliding Door: Double sliding door shall be Truscon 100-100, Type G-8 , comp le te wi th we athe rp roo f track and trolley. (c) Glass; All glass shall be lA" polished wire glass. (d) Painting; All doors and frames shall be bonderized and given one coat of light gray (phenol-resin) paint, oven baked. Field painting shall be in accordance with Section 13*19 and Section 15 of these Detail Specifications 13.08. Chlorinators; Chlorinators will be furnished by the District and will be of the automatic proportioning type, Wallace and Tiernan, Series A-731. Carlsbad Detail Specifications - 9 12.09. Electrical: (a) General; The work to be done under this section consists of fur- nishing and installing all electrical equipment in the chlorination station as follows: (1) 220-volt, 3-phase service entrance conduit and wiring. (2) 120/240-volt, 1-phase service entrance conduit and wiring, (3) 120/240-volt meter mount, main breaker, circuit breaker, distribution panel, wiring, conduit, switches and fixtures for the building lighting, convenience outlets, and other 110-volt equipment as specified or indicated on the plans. (4) Conduit and wiring between motor starters and the pump motors. (5) A four-pole, two-way switch to transfer chlorinator control circuits from one receiver to the other. (6) Conduit and wiring to chlorinator controls and chlorinator heaters. (b) The District will furnish the combination 220-volt, three-phase motor control center and meter mount, and the automatic control equip- ment for the chlorinators. All work shall be done as shown on the plans and specified, and as re- quired for a complete installation ready to operate. (c) Fixtures; Overhead interior lighting fixtures shall be industrial type with standard R.L.M. dome reflectors with IP lamps. Exterior lighting fixtures shall be weatherproof 300-watt flood lights mounted as shown on drawings with PAR 56 lamps. (d) Switches: All inside switches shall be 20-amp, 120-277 volt AC similar to Hubbell 1221 AC complete with metal plate. Exterior switches shall be 20A 120-volt Hubbell 798! or equal. (e) Convenience Outlets; All convenience outlets shall be 3-wire 115-volt, 15-amp rating equal to Hubbell 5252. (f) Single phase, 120-240 volt lighting service shall be complete with wall mounted meter section; 7-0-amp, 2-pole main breaker and 6 20-amp, single-pole breakers. 13.10. Pumps and Motors; Chlorine booster pumps and motors will be furnished by the District. The pump motors will be drip proof, five (5) horsepower, 220-volt, 3-phase, 6o-cycle with a speed of 1760 rpm* The pumps will be two (2) stage Aurora APCO 5RTL Series pumps. Suction and discharge of the pumps will have 1-1/V1 threaded outlets. Carlsbad Detail Specifications - 10 13.11. Chlorine Gas Manifold and Header Assembly; The chlorine gas manifold and header assembly shall be 3/4 inch extra heavy black genuine wrought iron pipe with extra heavy malleable iron fittings and shall be wall mounted. Provision for four (4) ton cylinder connections to the header manifold shall be provided in the chlorine storage and weighting room. Two connections shall be provided in the chlorinator room, one to each chlorinator. Header valves and flexible connectors for connecting ton cylinders and chlori- nators to the manifold and header assembly will be provided by the District. 13.12. Injector Water Supply; Water supply to the chlorinator injectors shall be taken from the inflow and outflow mains as shown by the schematic on the plans. Two inch copper tubing outside of building shall be Type "K". Corporation stops shall be James Jones or approved equal. One inch and one and one-quarter inch gate and globe valves shall be Crane No. 438 and Crane No. 1 respectively. Check valves shall be Crane No. 34 or approved equal. All injector water piping inside building shall be brass. The pressure relief valves and needle valve bypasses will be furnished assembled to the pumps as part of the materials furnished by the District. "Y" strainers will be furnished by the District for installation by the con- tractor. 13.13. Chlorine Solution Distribution; Solution distribution hoses valves, diffusor and distributor manifold will be furnished by the District. Solution hoses and attachments will be 1-1/2 inch. Solution diffusors, valves and check valves shall be arranged as shown on the detail drawing on the plans. 13.14. Diffusor Manholes; Precast manhole sections and eccentric cones shall be as manufactured by American Pipe and Construction Company or approved equal. Manhole frames and covers shall be Alhambra Foundary Series A1250, Plate Number A1254 with 24 inch clear opening. 13.15. Platform Scales; The chlorine scales will be District fur- nished for installation by the contractor. Scales will be 8000 pound, Fairbanks Morse No. 27, Chlorine Scale having a 60 inch by 48 inch platform equipped with ton cylinder cradling blocks. 13.16. Chlorine Ton Grab; A chlorine ton container grab complying with the Specifications of the Chlorine Institute is to be furnished by the contractor. 13.17. Hoist Assembly; The hoist assembly will be furnished by the District. It will be a combination chain hoist and trolley of two (2) ton capacity Yale "Army" type. 13.18. Painting: Painting shall be done in accordance with the Standard Specifications for Painting and Section 15 of these Detail Specifi- cations. Surfaces to be Painted and Color; (1) All exposed exterior masonry and concrete surfaces including the roof slab and concrete foundation above ground line. Color to match that of adjacent concrete reservoir. Carlsbad Detail Specifications - 11 (2) All interior masonry and concrete surfaces except the floor. Color to be seafoam green. (3) All exposed metal surfaces and piping except brass pipe, brass fittings, brass valves, flexible connections and hoses. Color of chlorine gas heads shall be bright yellow. All other metal surfaces shall match interior masonry* Trolley beam shall be painted except top of lower flanges upon which the trolley rides. This surface shall be lightly lubricated after painting. Color shall match interior masonry. (4) Doors and Frames. Color to match exterior masonry. (5) Exposed Electrical Conduit. Color to match that to which conduit is attached. (6) Exterior service pole and entrance conduit. Color to match exterior masonry. (7) Bump guard and supports. Color to match exterior masonry. SECTION 14. ELECTRICAL 14.01. General; The work to be done under this section shall include the installation of two District furnished flow transmitters, the installation of the District furnished 220-volt, three-phase motor control panel and the installation and furnishing of all other electrical equipment indicated on the plans or specified herein. 14.02. Electrical at the Chlorination Station; Electrical at the chlorination station shall be furnished and installed in accordance with Section 13.09 of these Detail Specifications. 14.03. Electrical at the Aqueduct Connection; Electrical at the aqueduct connection shall consist of furnishing and installing a 120-volt, single-phase service entrance complete with wiring, meter mount, circuit breaker, and the installation of one convenience outlet for the District furnished flow trans- mitter. Service entrance and meter mount is to be located adjacent to that supplying power to the San Diego County Water Authority. A pair of No. 14 wires in a 1/2 inch galvanized conduit shall be extended from the vault for Telephone Company pick up of the controls circuit. The District furnished transmitter will be of the pulse duration type requiring a 110-volt alternating circuit for operation and will transmit direct current signals over leased telephone lines. It will be capable of providing a fifteen second timed signal at a flow of 16,000 gpm through the existing 24 inch by 13*55 inch Venturi tube. The transmitter will be a B-I-P Chronoflo Transmitter, Model CTUA-4. 14.04. Electrical at the Santa Fe Valve and Meter Station; Electrical at the Santa Pe Meter Vault shall consist of installing a District furnished flow transmitter identical to the one described above for installation at the Aqueduct Connection. The transmitter is to be connected to existing 110-volt service in the vault. An additional pair of No. 14 wires shall be installed in the existing telephone circuit conduit between meter vault and entrance pole for connection of flow transmitter to leased telephone wires. Carlsbad Detail Specifications - 12 14.05. Compliance with Codes; All work and materials shall comply with the Electrical Safety Orders of the Division of Industrial Safety of the State of California; the National Electric Code; the ordinances of the County of San Diego; and the Rules and Regulations of the San Diego Gas and Electric Company. 14.04. Conduit; All wiring shall be installed in rigid galvanized steel conduit of standard weight. Conduit in new construction shall be con- cealed in walls, floor and roof slab. Wiring in underground runs shall be installed at a depth of twelve inches (12") below finish grade and shall be watertight, 14.05. Conductors; Conductors shall be Type RHW. SECTION 15. PAINTING 15.01. General: The work to be done under this Section consists of furnishing all labor and materials to paint in a thorough and complete fashion and in accordance with the Standard Specifications for Painting the surfaces indicated below. 15.02. At the Aqueduct Connection; Entrance service and interior con- duits and piping shall be painted to match the color of adjacent surfaces, conduits or piping. 15.03. At the Santa Fe Valve and Meter Station; The regulating valve and all new and exposed metal surfaces and piping shall receive two (2) coats of red lead primer and one coat of aluminum finish paint. New conduits and piping installed for the transmitter shall be painted to match the existing conduits and piping. 15.04. Chlorination Station; Surfaces to be painted at the chlorination station shall be as indicated in Section 13.18 of these Detail Specifications, SECTION 16. DISPOSAL OF PIPE REMOVED DURING CONSTRUCTION All existing pipe which is to be removed shall become the property of the contractor after removal. Carlsbad Detail Specifications - 13 STANDARD SPECIFICATIONS FOR CONCRETE BLOCK MASONHY A. General: Concrete block masonry construction shall include the fur- nishing of all labor, materials, tools and equipment necessary to complete the masonry constructions shown on the plans and herein specified, B. Materials and Workmanship B-l. Materials: 3-1.1 Concrete Masonry Units; Masonry units shall be eight by four by sixteen (8 x 4 x 16) Standard Block Grade A units conforming to the ASTM Specification C90»52 and manufactured in accordance to requirements of the Concrete Masonry Association Specifications, B-l .2. Cement; Cement for mortar shall be Type I Portland cement conforming to the Standard Specifications for Portland Cement, ASTM Designation C 150-52. . Mortar; Mortar shall be freshly prepared and uniformly mixed in the ratio of 1 part Portland cement, 1/4 part minimum to 1/2 part maximum lime putty or hydrated lime, not less than 2-1/2 and not more than 3 times the sum of the volumes of the cement and limes used, and shall conform to ASTM Specification C270-52T, B-l. 4. Grout; Grout shall be of fluid consistency and mixed in ratio 1 part cement, 3 parts sand for' grout spaces less than four inches in any dimension, Grout shall be of fluid consistency and mixed in ratio 1 part cement, 2 parts sand, 2 parts pea gravel, where the maximum dimension of grout space is greater than four inches. Fluid consistency shall mean that consistency fluid enough for pouring and yet not so fluid that the constituent parts of the grout separate when grout is poured. B~1.5» Aggregate; Aggregate shall be clean, sharp and well graded, and free from injurious amounts of dust, lumps, shale, alkali, surface coatings and organic matter. Sand shall conform to the Specifications for Aggregates for Masonry Mortar, ASTM Designation C144-52T. Concrete Block Masonry Standards - Pea gravel shall be graded with 100 per cent passing the three-eighths inch sieve and not more than 5 per cent passing the No. 8 sieve* B-1.6. Lime; Hydrated lime shall conform to Standard Specifications for Hydrated Lime for Masonry Purposes. ASTM Designation C207-49, B-1.7. Admixtures: No admixtures shall be used in mortar or grout unless specifically approved by the Engineer. 3-1.8. Reinforcing Steel; Reinforcing steel shall be deformed bars conforming to ASTM Specification A15-52 and A305-50 except that one- quarter inch (1/4") ties may be plain bars. B-2, Workmanship; B-2,1. General; All work shall be executed in the best workmanlike manner and in full compliance with the applicable building ordinances. Masonry units shall not be wet before being used. Proper masonry units shall be used to provide for all windows, doors, bond beams, lintels, pilasters, etc., with a minimum of unit cutting. B-2,2. Bonding; The walls shall be laid up in straight uniform courses with stack bond. Metal ties shall be provided horizontally at twenty- four inches (24") O.C. maximum. Intersecting masonry walls and partitions shall be bonded by the use of steel ties at twenty-four inches (24") O.C, maximum B-2.3. Joints; Mortar joints shall be straight, clean and uniform in thickness. Exposed walls shall have horizontal joints tooled with a round bar (or V-shaped bar) two feet (21) long to produce a dense, slightly concave surface well bonded to the block at the edges. Vertical joints shall be raked out to a depth of one-quarter inch (1/4"). Tooling shall be done when the mortar is partially set but still sufficiently plastic to bond. All tooling shall be done with a tool which compacts the mortar, pressing the excess mortar out of the joint rather than dragging it out. Horizontal and vertical mortar joints shall be 3/8" thick with full mortar coverage on the face shells and on the webs surrounding cells to be filled. Vertical head joints shall be buttered well for a full coverage of the face shell of the block and these joints shall be shoved tightly so that the mortar bonds well to both blocks. If it is necessary to remove a block so as to open a joint, the block shall be removed from the wall, cleaned and set in fresh mortar. Concrete Block Masonry Standards - 2 B-2.4. Reinforcing; Reinforcing bars shall be straight except for bends around corners or where bends or hooks are detailed on the plans. Vertical bars shall be held in position at top and bottom and at intervals not exceeding 192 diameters of the reinforcement. When a foundation dowel does not line up with the vertical core to be reinforced it shall not be bent over but shall be grouted into a core in direct vertical alignment, even though it is in an adjacent cell to the vertical wall reinforcing. B-2.5. Grouting; Reinforcing steel shall be in place and inspected before grouting starts* A cleanout hole shall be provided at the bottom of each cell to be poured when the height of grout pour exceeds four feet (41). All debris and projection mortar shall be cleaned out before pouring grout. Vertical cells to be filled shall have vertical alignment to maintain a continuous unobstructed cell area not less than 2" x 3". Cells containing reinforcement shall be solidly filled with grout in lifts not to exceed eight feet (8f) and pour shall be stopped one- half inch (1/2") below the top of a course to form a key at pour joints. Grouting of beams over openings shall be done in a continuous operation. All bolts, anchors, etc., inserted in the wall shall be solid grouted in place. B-2.6. Wall Care; Where masonry walls are to be left bare or painted, care shall be taken to prevent mortar splotches. No construction supports shall be attached to the wall except where specifically permitted by the Engineer* All forms shall be made tight (special attention is necessary for bottom form of block bond beams) and concrete and grout spilled on the walls shall be washed off before it can set up. After the wall is constructed it shall not be saturated with water for curing or any other purposes. B«2.7» Cleaning; At conclusion of the masonry work, the contractor shall clean down all masonry walls, remove scaffolding and equipment used in the work, clean up all debris, refuse and surplus materials and remove them from the premises. Concrete Block Masonry Standards - 3 CARLSBAD MUNICIPAL WATER DISTRICT STANDARD SPECIFICATIONS FOR CONCRETE CYLINDER PIPE WATER MAIN AND FITTINGS A. General Concrete cylinder pipe water main and fittings shall be Installed at the locations and to the lines and grades shown on the plans and as herein specified. B. Materials and Fabrication The materials and fabrication shall be in accordance with the requirements of Federal Specifications for Pipe; Pressure, Reinforced Concrete, Pretensloned Reinforcement (Steel Cylinder Type) SS-P-381, September 14» 1955. The pipe to be Installed at the various locations is identified on the plans by symbol indicating type of pipe, inside^ diameter of pipe and pressure class. For example, pipe identified as C-14"~150 would be the designation for concrete cylinder pipe, 14" Inside diameter pipe, 150 psi working pressure. The inside diameter of the pipe shall be measured to the internal face of the cement mortar lining. C. Installation C-l. Excavation &fld Backflllr Excavation and backfill shall conform to the Standard Specifications for Earthwork. C-2. Installation Procedures and Workmanship: Prior to laying the pipe, the bottom of the trench shall be graded and prepared to provide a firm and uniform bearing throughout the entire length of each joint of pipe. Bell holes of ample dimension shall be dug in the bottom of the trench at the location of each Joint to facilitate the joining. The trench shall have a flat or semi-circular bottom conforming to the grade to which the pipe Is to be laid. Pipe shall not be laid on earth mounds. When the pipe is being laid, the ends of the pipe shall be thoroughly cleaned and the gasket placed on the groove on the spigot ring and the spigot end of the pipe shall then be entered into the bell of the adjoining pipe and forced into position. The gasket and the inside surface of the bell shall be lubricated with a suitable vegetable soap compound which will facilitate the telescoping of the joints. Just prior to joining the two ends together,, each end of the pipe shall be "buttered" with cement mortar in such a manner and in sufficient quantity to completely fill the space between the respective mortar linings. After the Joining is completed the pipe interior shall be swabbed to remove all excess mortar by drawing an approved type swab or squeegie through the pipe. Concrete Cylinder Pipe Standards - 1 The outside Joint recess shall be poured with grout after a felt sheet or other suitable material has first been placed around the pipe at the joints and held securely in place to prevent leakage while the joint is being poured. The grout shall consist of one part cement to one and one-half part sand and be mixed to the consistency of thick cream. The Joints shall be poured and rodded from one side only until the grout shows on the other side. Care shall be used" to fill the Joint completely. Approximately two hours subsequent to the pouring of the joint it shall be rechecked and if any settlement, leakage or shrinkage has taken place the Joint shall be refilled with grout. C-3. Field Welded Joints: : Where welded joints are designated on the plans, the pipe shall first be Joined with rubber gaskets as above described. The outside recess between the bell and spigot may then be filled with wire to facilitate the welding. The weld shall be continuous for the full circum- ference of the joint. C-4. Concrete Thrust Blocks: Concrete thrust blocks shall be placed as shown on the plans and shall consist of Class B Portland cement concrete containing not less than five (5) sacks of Portland cement per cubic yard and shall conform to the applicable provisions of Sections 26 and 27 of the State of California, Department of Public Works, Division of Highways Standard Specifications dated August, 195^> except that the cement used shall conform to ASTM Specifications C 150-49 Type II. Concrete blocks shall be placed between the undisturbed ground and the fitting to be anchored. Quantity of concrete and the area of bearing on the pipe and undisturbed soil shall be as shown on the plans. The concrete shall be so placed, unless specifically shown otherwise on the plans, that the pipe joints and fittings will be accessible to repairs. C-5. Preventing Foreign Matter from Entering the Pipe: At times when the pipe laying is not in progress, the open ends of the pipe shall be closed by a wooden plug or by other means. This provision shall apply during the noon hour as well as overnight. C-6. Testing: After the pipe has been laid, the pipe line or any valved section of it shall be subjected to a hydrostatic pressure test of fifty pounds per square inch (50 psi) in excess of the designated working pressure for the pipe being tested. The duration of the pressure test shall be four (4) hours and the test shall be conducted in the following manner: All air shall be expelled from the pipe. To accomplish this, if air valves, hydrants or other outlets are not available, taps shall be made at the high points in the pipe line to expell the air and these taps shall be tightly plugged afterwards. The pressure in the pipe line shall then be pumped up to the specified test pressure. When the test pressure has been reached, the pumping shall be discontinued until the pressure in the line has dropped 25 psi, at which time the pressure shall again be pumped up to the specified test pressure. This procedure shall be repeated until four (4) hours have elapsed from the time the specified test pressure was first applied. At the end of the four (4) hour period the pressure shall be pumped up to the test pressure for the last time. Concrete Cylinder Pipe Standards - 2 The leakage shall be considered as the total amount of water pumped into the pipe line during the four hour period Including the amount required in reaching the test pressure for the final time. Leakage shall not exceed the rate of twenty (20) gallons per inch of diameter per mile of pipe per twenty-four (24) hours. Any noticeable leak shall be stopped and all defective pipe, fittings, valves and other accessories discovered in consequence of the test shall be removed and replaced by the Contractor with sound material and the test shall be re-. peated until the total leakage during a test of four (4) hours duration does not exceed the rate specified above. All concrete anchor blocks shall be allowed to cure for at least five (5) days prior to testing and all mortared joints shall be allowed to cure for not less than three (3) days prior to testing. C-7- Sterilization: Subsequent to the pressure tests and prior to acceptance of the work, the entire pipe line, including all valves, fittings and other accessories shall be sterilized in accordance with American Water Works Association "Standard Procedure for Disinfecting Water Mains, AWWA C 601-54". Treated water shall be retained in the pipes for at least twenty-four (24) hours and a residule at not less than ten (10) ppm shall be produced in all parts of the line after the twenty-four (24) hour period has elapsed. During the sterilization process all valves and other accessories shall be operated. After chlorination, the water shall be flushed from the line at its extremities until the replacement water tests are equal chemically and bacterlologically to those of the permanent source of supply. The water required for sterilization and flushing shall be furnished by and at the expense^ of the Contractor. D. Measurement and Payment D-l. Measurement: Measurement for payment for concrete cylinder pipe and fittings will be made along the center line of the pipe from pipe end to valve flange or to center line of intersecting pipe, as the case may be, as actually constructed, complete, in place and in accordance with the plans and these specifications. D-2. Payment: The price paid per linear foot for concrete cylinder pipe shall include full compensation for furnishing all labor, materials, tools and equipment and doing all the work involved in furnishing and installing concrete cylinder pipe and fittings, complete, in place, as herein specified. Concrete Cylinder Pipe Standards - 3 STANDARD SPECIFICATIONS FOR PORTLAND CEMENT CONCRETE A. General; The contractor shall furnish all labor, materials, tools and equipment for the construction of plain and reinforced concrete as shown on the plans and herein specified. B. Materials and Workmanship; B-l. Cement; Cement shall be Portland cement Type II. B~2. Aggregate; All aggregates used in grout, mortar, and in concrete shall conform to the provisions of Section 26 of the Standard Specifi- cations of the California Division of Highways dated August, 1954. The maximum nominal size of coarse aggregate shall be one and one-half inch (1-1/2"). 8~3. Water; The water used shall be of potable quality. 8-4. Admixtures; Admixtures to prevent segregation and to improve workability or to accelerate the setting of the concrete will be per- mitted provided the admixture proposed shall first be approved in writing by the Engineer and the proportions of the admixture to be used shall be fixed by Engineer. B-5. Strength Requirements: All concrete shall be proportioned to attain a minimum cylinder strength of 3,000 psi in twenty-eight (28) days. The compressive strengths are to be determined in accordance with ASTM C39. Not less than six sacks of cement shall be used per cubic yard. B~6. Proportioning: The exact proportions of the concrete ingredients shall be established by a material testing laboratory selected by the Engineer. The contractor shall notify the Engineer of his proposed source of aggregate in sufficient advance time to permit the design of the mix. B~7* Mixing: The cement, sand and coarse aggregates shall be so mixed and the quantity of water added shall be such as to produce a homogeneous mass of uniform consistency. Each mixer used shall be of the batch type and be of a design to insure uniform distribution of all the materials throughout the mass during the mixing operation, when operated at the speed and capacity recommended by the manufacturer and the mixer shall be so operated. Each mixer shall be so constructed that the Engineer can conveniently observe the consistency and uniformity of the concrete in the mixer during the operation. Only sufficient water shall be used in mixing any class of concrete to produce a workable mass suitable for the particular type of construction Portland Cement Concrete Standards ** 1 involved. Water shall be added prior to or during the mixer charging operation. The mixing of each batch after all materials have been placed in the mixer shall continue for not less than ninety (90) seconds for a stationary mixer smaller than two (2) cubic yards in capacity and for not less than two (2) minutes for a larger stationary mixer. If transit mix concrete is used, the mixing time shall not be less than three (3) minutes for each cubic yard of capacity* The mixture shall be continuously agitated until all of the concrete has been discharged from the mixer drum. The total elapsed time between the introduction of water to the batch and depositing the complete mix in the forms shall not exceed sixty (60) minutes for concrete mixed in transit mixers* Placing; Concrete shall be placed only in the presence of a duly authorized representative of the Engineer and not until all form work, reinforcement, installation of fixtures to be embedded, and preparation of concrete surfaces to be bonded to have been approved by him. All concrete placed in violation of this provision will be rejected. Concrete surfaces on or against which other concrete is to be placed shall be thoroughly cleaned of surface laitance and clean aggregate shall be exposed by wire brushing, sand blasting or air and water pressure jet. Each concreting operation shall be continuous until the placing in the course, section or monolith is completed. Fresh concrete shall not be permitted to fall from a height greater than six feet (6*) without the use of adjustable length pipes or "elephant trunks". In order to assure that there will be no interruption in such continuous placing, the contractor shall have available stand-by concrete mixing equipment ready for use in case of breakdown or he shall make arrangements, satisfactory to the Engineer, with the supplier of concrete, if transit mix concrete is being used, so that the Engineer may be assured that once placement is started it can be completed without interruption. The vibrating equipment, including stand-by equipment, shall be at the site and tested in the presence of the Engineer's representative during the day preceding the planned day of placement. Appropriate mechanical vibration shall be used in placing concrete to eliminate stone pockets and voids, to consolidate each layer with that previously placed, to completely embed reinforcing bars and other fixtures, and to bring just enough fine material to the faces of top and exposed surfaces to produce a smooth, dense and even texture. Vibrators shall be of the high frequency internal type and ttie number in use shall be ample to consolidate the incoming concrete to a proper degree within fifteen (15) minutes after it is deposited in the forms. In all cases, at least two (2) vibrators shall be available at the site. The use of approved external vibrators for compacting concrete will be permitted when the concrete is otherwise inaccessible for adequate com** paction, provided the forms are constructed sufficiently rigid to resist displacement or damage from external vibration. Portland Cement Concrete Standards » 2 B-9. Forms; All forms shall be smooth, mortar tight, true to the required lines and grades and of sufficient strength to resist any appreciable amount of springing out of shape during the placing of concrete. All foreign matter shall be removed from forms before con- crete is placed therein. Forms previously used shall be thoroughly cleaned before re-use. Prior to placing concrete, all forms shall be oiled with a high penetrating form oil which leaves no film on the surface that can be absorbed by the concrete. Immediately prior to placing concrete, all forms shall be thoroughly wetted. Forms shall not be removed until the concrete has hardened sufficiently to safely support its own weight and possible construction loads. Forms supporting concrete members which are subject to direct bending stress shall not be removed or struck until concrete test cylinders show that a strength of not less than 2,500 psi in compression has been attained. In no case, however, shall forms be removed or released prior to the expiration of forty-eight (48) hours following placing of the concrete. Forms for all surfaces which will not be completely enclosed or hidden below the final surface of the ground shall be made of surfaced plywood. Insofar as practicable, forms shall be so constructed that the form marks will conform to the general lines of the structure. All sharp edges shall be chamfered with one inch by one inch (1M x 1") triangular filets. Form clamps and ties with effective water stops shall be used to main- tain accurately the specified wall thicknesses. These ties shall be either of the threaded or snap-off type so that no metal will be left within one and one-half inches (1-1/2") of the surface of the wail. The use of twisted wire ties will not be permitted. B-10. Openings; Pipe sleeves,, inserts for pipe connections, anchors, and forms for pipe holes must be accurately placed and securely fastened to the forms in such a manner that the placing of concrete and stripping of forms will not alter their alignment or location. Openings may be formed at sleeve locations and sleeves placed and grouted with cement mortar containing fifteen (15) pounds of EMBECO, or equal, per bag of cement, after wall concrete is placed. B-ll. Joints; Construction joints shall be made only where shown on the plans unless otherwise approved by the Engineer. In case of emergency, construction joints shall be placed as directed by the Engineer. Con- struction joints shall be mechanically bonded by means of keys cast into the joint surfaces. B-12. Curing; All newly placed concrete shall be kept wet by the con- tinuous application of water for the first seven (7) days after the concrete has been placed. The use of curing compounds will not be per- mitted. B-13. ourf ace Finishes; During the placing of concrete, care shall be taken in vibrating or otherwise consolidating the concrete to insure surfaces of even texture free from voids. Immediately after the forms Portland Cement Concrete Standards » 3 have been removed, all form bolts shall be removed to a minimum depth of one and one-half inches (1-1/2") below the surface of the concrete. All holes and depressions caused by the removal or cutting back of such form bolts shall be cleaned arid filled with cement mortar composed of one part by volume of cement to two parts of sand. The mortar shall con- tain fifteen (15) pounds of EftBECO, or equal, per bag of cement used. Care shall be exercised to obtain a perfect bond with the concrete. All rock pockets and honeycombed areas shall be repaired by chipping back to solid concrete and filling the resulting space in the same manner as specified for bolt holes* This work shall be done immediately fol- lowing the removal of forms. If in the judgment of the Engineer rock pockets are of such an extent or character as to affect the strength of the structure materially or to endanger the life of the steel reinforce- ment, he may declare the concrete unacceptable and require the removal and replacement of that portion of the structure. Except for surfaces which are to be buried, all fins and other pro- jections shall be removed and the surfaces shall be brushed with stiff wire brushes or otherwise finished until a uniform color has been ob- tained. The use of carborundum stones may be required to remove unsightly bulges or discolorations. The object of these operations is to obtain smooth, even surfaces of uniform appearance, free from un- sightly bulges or depressions due to form marks and other imperfections. The contractor's attention is called to the fact that the degree of care exercised in building forms and the character of materials used in formwork are the main factors affecting the amount of finishing which will be required. All flat work shall be finished and worked from the poured slab and floated and troweled to a smooth hard finish. B-14. Reinforcement: Reinforcing bars shall conform to the requirements of the Standard Specifications for Minimum Requirements for the Deforma- tions of Deformed Steel Bars for Concrete Reinforcement, ASTM Designation A305 and of the Standard Specifications for Billet Steel Bars for Concrete Reinforcement, ASTM Designation A15; or Standard Specifications for Rail-Steel Bars for Concrete Reinforcement, ASTM Designation A16; or Standard Specifications for Axle-Steel Bars for Concrete Reinforcement, ASTM Designation A160. Welded wire fabric or cold-drawn Wire for concrete reinforcement shall conform to the requirements of the Standard Specifications for Cold-Drawn Steel Wire for Concrete Reinforcement, ASTM Designation AB2, or Standard Specifications for Welded Steel Wire Fabric for Concrete Re- inforcement, ASTM Designation A185. Bends for stirrups and ties shall be made around a pin having a diameter not less than three (3) times the minimum thickness of the bar. Bends for other bars shall be made around a pin having a diameter not less than six (6) times the minimum thickness of the bar, except that for bars larger than one inch (1M) the pin shall be not less than eight <8) times the minimum thickness of the bar. All bars shall be bent cold. Portland Cement Concrete Standards - 4 Metal reinforcement shall be accurately placed in accordance with the plans and shall be securely held in position by wiring at intersections with No. 16 or larger wire and by using concrete spacers. Reinforcement, at the time concrete is placed, shall be free from rust, scale or other coatings that will destroy or reduce the bond. Metal supports may be used provided no portion of the support extends to within one and one-half inch (1-1/2") of the surface of the concrete. Wooden supports shall not be used* 3-15. Rubber Water Stops: Water stops shall be extruded from plain or synthetic rubber as manufactured by the Gates Rubber Company, or approved equal. Special corner sections shall be shop fabricated. Shop and field splices shall be full molded in a splicing mold and shall have a tensile strength of not less than fifty per cent (50%) of the unspliced section. Stops shall be firmly supported during concrete placement to prevent dislocation and to insure that ends remain at right angles to the construction joints. Portland Cement Concrete Standards - 5 CARLSBAD MUNICIPAL WATER DISTRICT STANDARD SPECIFICATIONS FOR EARTHWORK A. General Conditions A-l. Earthwork Defined: Earthwork shall consist of performing all opera- tions to excavate and backfill for the installation of pipelines and appurtenances and for the construction of foundations, structures, roads, reservoirs and pumping stations; all as shown on the plans and herein specified. A"2. Earthwork in County and State Rights of Way: Earthwork within the rights of way of the State Division of Highways and the County Road Depart- ment, shall be done in accordance with requirements and provisions of the permits issued by those agencies for the construction within their respective rights of way. A-3. Scope of Work: The Contractor shall provide all labor, materials, tools and equipment necessary to complete all of the earthwork as shown on the plans and herein specified. Excavation shall include the removal ..of water and all material of whatever nature. Excavation shall also include clearing of the site. All water used in compacting backfill shall be furnished by and at the expense of the Contractor. A-if. Safety Precautions: All excavations shall be protected and supported as required for safety and in the manner set forth in the rules, orders and regulations prescribed by the Industrial Accident Commission of the State of California. Barriers shall be placed at each end of all excavations and at such places as may be necessary along excavations to prevent accidents. Lights shall also be placed along excavations from sunset each day to sunrise of the next day until such excavation is entirely refilled. A-5. Obstructions; The Contractor's attention is directed to the possible existence of pipe and other underground improvements which may or may not be shown on the plans. All reasonable precautions shall be taken to pro-serve and protect any such improvements whether shown on the plans or not. Where it is necessary to remove and replace or to relocate such improvements in order to .prosecute the work, they shall be removed, maintained and permanently replaced by the Contractor at his expense. B. Materials and Workmanship B~1. Trench Excavation and Backfill B-1.1. Trench Excavation: Excavation for pipelines, .fittings, valves, and appurtenances shall be open trench to the depth and in the direction necessary for the proper installation of the same as shown on the plans. Earthwork Standards - 1 B-l.ll Trench Width; The minimum width of unsheattd trenches shall conform to the following tabulation: Nominal Inside Pipe Diameter Trench Width 4" through 12" Outside diameter plus 12" 14" through 24" Outeide diameter plus l6B B-1.12 Correction of Faulty Grades; Should the excavation for the pipe line be carried below grade without Instructions from the District's representative, it shall be refilled to proper grade with sand, gravel or loose earth free from stones, clods, etc,, which shall be furnished and tamped firm and unyielding at the expense of the Contractor, Bl-lol3 Foundation in Good Soil; The trench shall have a flat or semi-circular bottom conforming to the grade to which the pipe is to be laid. The bottom of the trench for steel pipe and concrete cylinder pipe shall be graded and prepared to provide a firm and uniform bearing throughout the entire length of each Joint of pipe. Steel pipe and concrete cylinder pipe SHALL NOT be laid on earth mounds. Asbestos cement pipe shall be laid on earth mounds located at one-fifth of the pipe length from each end* B-1.14 Foundations in Poor Soils All soft, spongy or unstable material in the bottom of the trench shall be removed to a depth as determined in the field by the District's representative. Payment for the removal of material to a depth of two feet (21) below the bottom of pipe grade shall be considered to be Included in the contract prices paid for the various items of work and no additional allowance will be made therefor. The removal of material from depths greater than two feet (2') below the bottom of pipe grade will be paid for as extra work, B-1.15 Foundations in Rock; Where rock is encountered, it shall be removed below grade and the trench backfilled with sand, gravel, or loose earth frees from stones, clods, etc,, which shall be tamped or otherwise compacted to provide a cushion with a thickness under the pipe of not less than one-half inch (1/2") per inch of nominal diameter of pipe to be installed with a minimum allowable thickness of six inches (6"). B-1.16 Shoring, Sheeting and Bracing of Trenches; Whenever it is necessary to prevent caving, trenches shall be adequately sheeted and braced. Where sheeting and bracing are used, trench widths shall be increased accordingly. Sheeting shall remain in place until the pipe has been placed, tested for defects and repaired if necessary, and the backfill in the "pipe zone" has been completed. B-1.2 Trench Backfill: All trenches shall be backfilled after pipe, fittings'," valves and appurtenances have been installed,, Earthwork Standards - 2 B-1.21. Procedure at Pipe Zone: Selected backfill material con- sisting of sand or loose earth free from stones, clods or other deleterious material shall be placed in the trench simultaneously on each side of the pipe for the full width of the trench in layers of about six inches (6") in depth. Each layer shall be thoroughly compacted by tamping or, where the material is suf- ficiently granular in nature as determined by the District's representative, by water settling. Particular attention is to be given to the underside of the pipe and fittings to provide a firm support along the full length of the pipe. Care shall be exercised in backfilling to avoid damage to the pipe covering. The pipe zone shall be considered to extend six inches (6") above the top of steel pipe and concrete cylinder pipe and twelve inches (12") above the top of asbestos cement pipe. B-1.22. Procedure Above Pipe Zone: Prom the top of the selected backfill to ground surface, the material for backfill may contain stones ranging in size up to eight inches (8") in diameter, in quantity not exceeding forty per cent (40$) of the volume when said course materials are well distributed throughout the finer material and the specified compaction can be attained. B-1.221. Compaction Where Settlement is Important: Where it is important that the backfill be made safe for vehicular traffic or for the support of structures, the backfill above the "pipe zone" shall be thoroughly compacted to a relative minimum density of ninety per cent (90$) in accordance with the method of test set forth in paragraph B-1.23 below. The Contractor's attention is directed to paragraph A-2, Earthwork in County and State Rights of Way. B-1.222. Compaction Where Settlement is Unimportant: In open terrain or whenever in the opinion of the District's representative settlement is not important, tamping or water settling may be omitted in the backfill above the "pipe zone". After filling to the top of trench, the back- fill shall be rolled with the wheels of a truck loaded to five (5) tons or with other equivalent equipment. B-1.23. Tamping Method: When the tamping method is used, properly moistened fill material in uniform layers shall be tamped until compacted to a relative minimum density of ninety per cent (90$) in accordance with the following requirements. At the time of compaction, the moisture content of the fill material shall be the optimum or such that a relative compaction of at least ninety per cent (90$) will be obtained. The optimum moisture content and density shall be determined in accordance with ASTM Method D698-42T, except that the compaction force shall be 35,000 to 40,000 foot pounds per cubic foot. Earthwork Standards - 3 B-1.24-. Water Settling Method: When the water settling method is used, the trench shall be backfilled in uniform layers not exceeding eighteen inches (l8") in thickness. Each layer shall be diked across at suitable intervals and the trench between the dikes shall be kept filled with water during and after deposit of backfill material until sufficient time has elapsed for the layer to become saturated. This method shall not be used if in the opinion of the District's representative the backfill material Is not sufficiently granular in nature to consolidate properly by such method; if the adjacent soil will not readily drain, or if the adjacent street may be damaged. B-l.J. Excess Excavated Material: The Contractor shall make the necessary arrangements for and shall remove and dispose of all excess excavated material. In open terrain, surplus material may be disposed of within the right of way by spreading, provided that such surplus material does not contain any rocks or lumps which cannot be readily covered by spreading. B-1.4. Imported Backfill Material: Whenever the excavated material is not suitable for backfill, the Contractor shall arrange for and furnish suitable Imported backfill material at his expense. He shall dispose of the excess trench excavation as specified In the preceding paragraph. The backfilling shall be done in accordance with the methods described above. B-1.5. Final Clean-Up: After backfill has been completed, the right of way shall be dressed smooth and left in a neat and presentable con- dition. On slopes where in the opinion of the District's representative rainfall runoff would create an erosion problem, the Contractor shall excavate at approximately two hundred foot (200') intervals V-type Interception ditches to collect and carry runoff to the low side of the right of way. The interception ditches shall be approximately one foot (I1) deep and shall be skewed approximately forty-five degrees (45°) with the center line of the right of way. B-2. Structure Excavation and Backfill: B-2.1. Structure Excavation: Structure excavation shall include the removal of all material of whatever nature necessary for the construction of structures and foundations in accordance with the plans and specifi- cations.. It shall include the furnishing of all labor, materials, tools, and equipment and doing all the work in the installation and subsequent removal of all shoring, sheeting, bracing, and other details which may be necessary. B-2.2. Structure Backfill: After structures and foundations are in place, backfill shall be placed to the original ground line or to the limits designated on the plans. No material shall be deposited against the walls of concrete structures for a period of fourteen (14) days following pouring of the concrete. Earthwork Standards - B-2,21, Compaction; Backfill shall be placed in uniform horizontal layers and shall be moistened and thoroughly tamped, rolled or otherwise compacted to a minimum relative density of 90$ in accordance with the method of test set forth in Paragraph B-1.23 above. Water settling will not be permitted. B-2.22. Material; Backfill material shall consist of sand or loose earth, free from stones, clods or other deleterious material. When material from the excavation is unsuitable for use in backfill, it shall be disposed of as specified in Para- graph B-1.3 above and suitable material shall be arranged for and furnished by the Contractor at his expense. B-2.3. Surplus Excavated Material: Surplus material from the excavation remaining after backfilling shall be disposed of as speci- fied in Paragraph B-1.3 above. B-3. Excavation and Embankment for Roads, Reservoir Sites, Chlorlnatlon Sites, Pumping Station Sites, and Other Structure Sites B-3.1. Excavation; Excavation shall include the performance of all necessary operations to clear the right of way or site and to excavate all materials of whatever nature necessary for the construction of reservoir sites, chlorination station sites, pumping station sites, structure sites, parking areas, ditches and roadways to the line and grades shown on the plans or required by these specifications. B-3.11. Rock Excavation; In solid rock excavation or other material which cannot be readily plowed, the material shall be loosened and broken up so that any ribs or solid projections will be at least six inches (6") below finished grade. B-3.12. Water Channels; Water channels and ditches shall be excavated at the locations shown on the plans and/or as staked in the field. B-3.2. Embankment; It is the intent of the plans and specifications that all excavated material be placed in embankments or disposal areas designated on the plans. Finished contours and grades shown on the plans are subject to modification in the field by the District's representative if necessary to accomplish this balance between exca- vation and embankment. B-3-21. Original Ground Preparation: Areas over which embankments are to be constructed shall first be cleared of all deleterious materials, plowed, scarified or otherwise broken up to allow new fill material to unite with the old earth. B-3.22. Compaction: Embankment shall be carried up in layers not exceeding one foot (I1) in thickness and equipment shall be driven as evenly as possible over the whole surface of each layer, both coming and going. Earthwork Standards - 5 . Slopes: Excavations and embankments shall be finished with all slopes in conformity with the lines and grades shown on the plans and/or staked in the field. B-2.4. Finish Grade: After the roadbed or site has been constructed to the line and grade as herein specified, the entire area shall be watered and shaped to provide a finish surface that is true to grade and cross-section and free from bumps and irregularities. D. Payment Payment for earthwork and for conforming to all of the provisions of these specifications shall be considered to be included in the contract unit or lump sum prices paid for the various items of work and no additional allowance will be made therefor. Earthwork Standards - 6 CARLSBAD MUNICIPAL WATER DISTRICT STANDARD SPECIFICATIONS FOR GATE VALVES A- General : Gate valves, together with all appurtenances, shall be furnished and Installed by the contractor at the locations shown on the Plans and/or established In the field by the District. B. Materials and Workmanship: B"1- Gate Valves: All gate valves shall be of the same size as the mains in which they are installed, unless otherwise indicated on the Plans, Valves four (4") inches and over shall be iron bodied, solid bronze internal working parts, parallel faced, double disc with non-rising stem, .and shall open by turning counterclockwise. Ends may be flanged or 0-ring rubber gasket hub ends. Where hub and flange valves are designated on the plans, the contractor may of his option install flanged valves with hub and flange adaptors, Smith Blair or approved equal. B-l.l. 3" and Smaller Gate Valves: The body and all Interior work- ing parts, except the stem, "shall be constructed of A.S.T.M.-B62 (85$ copper - 5# tin, 5# zinc, 5% nickel) bronze. The stems shall be of bronze and have the additional strength requirements as specified below: Minimum Tensile Strength 60,000 pal Minimum Yield Strength 30,000 psl Minimum % elongation in 2" B-1.2. V and Larger Gate Valves: All interior working parts, except those specifically covered, shall be constructed of A.S.T.M. B62 (85$ copper - 5$ tin, 5$ zinc, 5$ nickel) bronze. Bronze for all internal parts of valves shall not contain more than two (2) per cent aluminum nor more than, seven (7) per cent zinc, and shall have the additional strength requirements as specified below: Disc & Wedges Stems (14" & 16") Minimum Tensile Strength 60,000 psi 60,000 psi Minimum Yielding Strength 30,000 psl 2^,000 psi Minimum % Elongation in 2" 10$ l6# The following types of valves shall be used: Rensellaer List B-A Rich Series 200 and 215 Iowa List Ik B~2> Gate We 11 Si Gate wells shall conform in every respect to the details shown on the Plans. The steel pipe shall be coated with the best grade of Gate Valve Standards - 1 air blown California asphalt pipe dip. Gate well covers shall be cast Iron Alhambra Foundry Co. No. A*296o8 or approved equal, and shall be marked "WATER". The top side of the cover shall be painted with one (1) coat of Dutch Boy Naleo Synthetic Finish Paint No. 20-53, or approved equal . Bolts: Bolts for flanged-end gate valves shall be standard square head machine bolts, conforming to A.S.T.M. Specification A-107. Nuts shall be hexagonal, cold pressed, semi -finished steel, manufactured in accordance with A.S.T.M. Specification A-194, Class "0". All bolt threads shall be lubricated with graphite and oil. All bolts installed underground shall be thoroughly coated with asphalt after installation. B-4. Gaskets: Gaskets for flanged-end gate valves shall be of duck inserted rubber, Garlock No. 19 and 319 > °r approved equal. B-5. Rubber Rings: Coupling rubber rings for use with gate valves with 0-rlng rubber gasketed ends shall be manufactured of a molded and vulcan- ized rubber compound and shall conform to the dimensions and tolerance given in Section B-2.22 of the Asbestos Cement Pipe Standard Specifications. B-6. Marker Posts: Each gate valve shall be marked with a marker post to be located as directed by the District's representative in the field. Timber for guard posts shall be dense structural grade redwood, graded according to the current standards of the California Redwood Association. Posts shall be 4" x 4" x 5'U" surfaced on four (4) sides and chamfered. The posts shall be painted in accordance with the Standard Specifications for Painting. On the side facing the water main or roadway, the word "WATER" and the distance in feet from the post to the gate valve shall be stenciled In black letters two inches (2") high. Posts shall be set 2 '4" into the ground. B-7. Markings : All gate valves shall be plainly marked with raised lettering cast on the valve cover or on the side of the valve casing to indicate the following: a. Company Name b. Size of Valve c. List (or Number) of Valve d. Valve Working Pressure Payment : Payment will be made at the applicable contract unit price for gate valves, which price shall include full compensation for furnishing all labor, materials, tools and equipment and doing all work Involved in furnish- ing and installing the gate valves complete in place as herein specified, except that payment for all gate valves which are shown on the contract drawings as incorporated in or part of an assembly or station for which unit or lump sum prices are provided, shall be considered to be Included in the contract price for such assembly or station and no additional allowance will be made therefor. Gate Valve Standards - 2 STANDARD SPECIFICATIONS FOR PAINTING General; All surfaces which are to be painted shall be cleaned and painted in accordance with the applicable sections of this Specification. A-l. Scope of Work: The work shall include all labor, materials, equip- ment and scaffolding for the cleaning and preparation of surfaces to receive the paint and for all painting and enameling as herein specified. Materials and Workmanship; B-l. General Requirements: All materials shall be unadulterated and shall be delivered to the jobsite in original, unbroken packages bearing the brand and manufacturer's name. They shall be opened and mixed at the jobsite. All work shall be done by skilled and experienced painters. All work- manship shall be of a kind and quality meeting the requirements of the best standards of the painting industry. Spray painting will not be permitted. Each coat shall be applied in such a manner as to assure an even, smooth, uniform coat free from dirt, runs, brush marks and laps and must be applied during favorable weather. Drop cloths shall be used to protect floors, equipment, piping, and other exposed surfaces from spatters. 3~2. Painting Metal Surfaces; All surfaces to be painted shall first be thoroughly cleaned to remove dirt, loose scale, rust, oil and grease and other foreign matter before painting. Cleaning shall be done with abrasives, scrapers, wire brushes or other means approved by the District's Representative* The paint to be applied shall consist of two (2) coats of red lead primer and two (2) coats of finish paint. Red lead paint shall be Dutch Boy, Quick-drying Red Lead Primer No. 052 or approved equal. Finish paint shall be Dutch Boy Nalco Synthetic Finish Paint, or ap- proved equal, color to be selected. Paint shall be allowed to dry thoroughly between successive coats. B-3. Painting Wood Surfaces: All surfaces to be painted shall be thoroughly cleaned of all dirt,, oil, grease and other foreign sub- stances. The paint to be applied to exterior wood surfaces shall consist of one (1) coat of wood primer and two (2) coats of exterior wood finish paint. Wood primer shall be Dutch Boy Exterior Wood Primer No. 010 or approved equal. Finish paint shall be Dutch Boy Exterior House Paint or approved equal, color to be selected* Painting « 1 The paint to be applied to interior wood surfaces shall consist of one (1) coat of enamel undercoat and two (2) coats of enamel finish paint. Undercoat shall be Dutch Boy Enamel Undercoat No. 005 or approved equal. Finish coats shall be Dutch Boy Quick Drying Enamel or approved equal, color to be selected. Paint shall be allowed to dry thoroughly between successive coats. 3-4. Painting Concrete and Masonry Surfaces; Surfaces to be painted shall first be thoroughly cleaned to remove dirt, dust, or other foreign matter that might prevent adhesion of the paint. The paint to be applied to exterior surfaces shall consist of three coats as follows: First Coat Synkoloid Prime-n-Fill or approved equal Second Coat Dutch Boy Nalprep or approved equal Third Coat Dutch Boy Nalcrete, or approved equal, color to be selected The paint to be applied to interior surfaces shall consist of a prime coat of Dutch Boy Nalprep, or approved equal and a finish coat of Dutch Boy Nalcrete or approved equal, color to be Sea Foam Green. C. Payment; Payment for paint and for conforming to all of the provisions of this Specification shall be considered to be included in the contract unit or lump sum prices paid for the various items of work and no ad- ditional allowance will be made therefor. Painting - 2 CARLSBAD MUNICIPAL WATER DISTRICT STANDARD SPECIFICATIONS FOR STEEL PIPE WATER MAIN MD FITTINGS A. General Requirements; A-l. General: This specification designates the requirements for the manu- facture, .installation, measurement and payment for steel pipe for use in supply lines and distribution systems which carry water under pressure. A-2. Additional Requirements: Materials and workmanship in the manufacture and installation of steel water mains shall conform to the applicable require- ments of the following specifications or the latest revisions thereof which are hereby included and made a part of this specification. (1) American Society of Testing Materials Specification A- (2) American Society of Testing Materials Specification A-139 (3) American Society of Testing Materials Specification A-211 (4) American Water Works Association C-201 (5) American Water Works Association C-202 (6) Dimensions for Steel Water Pipe Fittings AWWA C-208-55T A-3- Scope of Work; The Contractor performing the work under this specifi- cation shall furnish all labor, materials, tools and equipment not specifically provided by others which are necessary to install complete and ready for operation the steel water mains shown on the plans and herein specified, B. Materials and Fabrication: B"l- General: Steel pipe shall be automatic electric fusion welded steel pipe with centrifugally-spun cement mortar lining and cement mortar coating as herein specified. The pipe to be installed at the various locations is identified on the plans by symbol indicating type of pipe, inside diameter of pipe and pressure class. For example, pipe identified on the plans as S-l4"-l50 would be the designation for steel pipe, 14" diameter pipe, 150 psi working pressure class. The inside diameter of the pipe shall be measured to the internal face of the cement mortar lining. B-2. Steel Cylinders: Steel plates or sheets used in the manufacture of the pipe shall conform to the physical properties of ASTM Specification A-283 , Grade B (for plates) or Specification A-24-5 , Commercial Grade (for sheets) both of the latest revision. B-2.1. Design; The wall thickness of the steel cylinder shall be computed on the basis of having a maximum stress of 13,500 psi in the steel at the specified working pressure with no allowance for tensile strength of the concrete, except that the following minimum gauges shall prevail: Steel Pipe Standards - 1 Nominal diameter Minimum gauge 4" through 14" 14 16" through 20" 12 - The following formula shall be used to determine the stress In the steel: s = PD 2t where s = Stress, Ibs. per square Inch P a working pressure, Ibs. per square Inch D - Inside disuneter of steel cylinder Inches (measured In the bell end at the rubber gasket seat where rubber ring Joints are used) t • wall thickness, Inches B-2.2. Seams: The pipe shall be manufactured In sections not less than 18 feet nor more than 40 feet In length and having not more than one (l) longitudinal welded seam per section, except where shorter lengths or more than one (1) longitudinal welded seam Is required by special conditions. Spiral welded pipe is acceptable under these specifications. Pipe manufactured in sections of 20 feet or less in length shall have not more than one (1) circumferential seam; sections more than 20 feet, but less than 30 feet in length shall have not more than two (2) circumferential seams; and sections 30 feet or more in length shall have not more than three (3) circumferential seams, except where it is necessary to increase the number of such seams, because of special conditions. All seams shall be butt-welded on electric welding machines in such $ manner as to build up a full oval bead on the outside and to effect complete penetration, perfect fusion of the welding rod with the parent metal and a smooth interior. Imperfections in the weld, if any, shall be repaired by rewelding. B-3. Field Joints: Field Joints may be any one of the following types except at locations where a specific type is designated on the plans. (1) Welded (2) Rubber Ring (PreSeal or approved equal) (3) Flanged B-3.1. "Welded Joints: One (l) end of each section shall be swaged out to form a female or bell end which shall permit the male or spigot end to enter approximately one (1) inch with a clearance of approximately 1/32 inch. The spigot end shall be "sized" to permit it to enter the bell end of the adjacent section and the weld bead shall be ground flush for the distance it is to enter the bell end. Steel Pipe Standards - 2 B-3.2. Rubber Ring Joints: One (1) end of each pipe section shall be swaged approximately M- inches deep with a flared lip to form the bell. The spigot end shall have a groove formed by rolling or other suitable means. Both ends shall be formed in such a manner as to assure perfect roundness of the ends with a groove of uniform dimensions. Each side of the groove shall be beaded or "shouldered" to help form the ring gasket recess. B-3.3. Flanged Joints: Pipe section ends required to be fitted with flanges shall have the weld bead ground flush for the distance the flange is to slip over the end. Flanges shall be machine faced steel and shall be welded to the pipe ends with full circumferential fillet welds both inside and outside. All flanges shall be suitable for the specified operating pressures and shall be designed to fit the valve or fitting to which they connect. Flanges shall conform to A.W.W.A. Tentative Standard Specifications for Steel Pipe Flanges (C-207-52). Bolts shall be standard square head machine bolts, conforming to A.S.T.M. Specification A-107. Nuts shall be hexagonal, coldpressed, semi-finished steel manufactured in accordance with A.S.T.M. Specification A-19^, Class "0". All bolt threads shall be lubricated with graphite and oil. All bolts installed underground shall be thoroughly coated with asphalt after installation. Gaskets shall be of duck inserted rubber, Garlock Nos. 19 and 219 or approved equal,, B-3.4. Dresser Type Coupling Joints: The pipe sections shall have plain ends for dresser-type couplings in accordance with A.'W.'W.A. Specifications for Steel later Pipe. Couplings shall be Dresser Coupling Style 38 or Smith-Blair Series 4S. Diameter and number of bolts and sleeve lengths and thicknesses shall conform to the following minimums: Nominal Bolts Sleeve Pipe Diameter Number Diameter Length Thickness 4" 4 1/2" 5" lA" 6" 5 5/8" 5" lA" 8" 6 5/8" 5" lA" 10" 8 5/8" 7" 12" and 14" 9 5/8" 7" 16" 5/8" 7" 5/l6" B-4. Hydros t at 1 c Te s t: Each section of pipe shall be shop tested under an internal pressure of not less than that computed from the following formula: P - 44,000 x t D where P = test pressure, Ibs. per square inch t s minimum thickness of plate course in pipe section tested in inches D « Internal diameter of steel pipe, in inches Steel Pipe Standards - 3' Wiile under this pressure the pipe shall be sharply struck at six (6) inch intervals along the weld with a 1-1/2 pound hammer with blows equivalent to dropping the hammer a distance of two (2) feet. The blows shall be struck in such a manner as to Jar thoroughly the weld. Immediately after the hammer test has been completed, the pressure shall be maintained for a sufficient length of time to allow for the inspection of the section for tightness. All leaks shall be repaired by chipping to sound metal, hand welding and the section then re-tested. B- 5 • Interior Cement Mortar Lining : B-5vl. Preparation of Surfaces : Prior to lining, the pipe shall be cleaned of all loose mill scale, moisture, rust, sand, dust, oil, grease and/or other objectionable matter. B-5.2. Materials : The mortar shall consist of one (1) part Portland Cement to 2-1/2 parts, by volume, of clean sharp sand. Cement used for cement mortar shall conform to the latest revision of A.S.T.M. Specjr fication C-150-4-9, Type II. Sand shall consist of clean, inert, sharp durable material of a size so that 100 per cent will pass a sieve having clear openings of the size nearest to one-half (1/2) the specified minimum thickness of the lining. Mortar shall be thoroughly mixed and made workable with a minimum quantity of clear potable water. All cement mortar shall develop an ultimate compressive strength of J5>000 to 4,000 psi at 28 days as determined by Paragraphs 19 and 20 of A..S.T.M. Specification C-39 °r the latest revision thereof. B-5.3. Application and Treatment; The mortar shall be applied to the interior surface of the pipe by means of equipment specifically designed for the purpose, using a trough or troughs or a retracting feed line or lines in such a manner that uniform distribution throughout the length of pipe is attained. The pipe shall be slowly rotated with its axis in a horizontal position while the mortar is being introduced to assist in uniformity of distribution. Both ends shall be provided with suitable end dams during the spinning operation. These dams shall assist in controlling the thickness of the mortar coating being applied and shall provide a square-finished end for the lining. After application of the mortar, the rate of rotation of the pipe shall be uniformly Increased to a speed that will compact the mortar. This speed shall be maintained until all excess water has been forced to the surface. During the spinning operation surplus water shall be expelled from the pipe by means of a blower or other suitable means. The peripheral speed and the length of spinning time shall be sufficient.. to obtain a dense, well-compacted lining with a smooth surface free from all defects. The thickness of the lining shall be as shown in the following table : Nominal Diameter Lining Thickness — 8. " 3/16" 10" 1/4" 12" , lA" 14" 1/2" 16" 1/2" 18" 3An 20" 3A" Steel Pipe Standards - 4- Immediately after completion of the above operation, the lining shall be water cured without being disturbed for at least seven (7) days in a manner that will prevent loss of moisture. This curing time may be reduced to a minimum of four (4-) days if an exterior cement mortar coating is to be applied to the pipe. B-6. Exterior Coating: Steel pipe lines shall receive an exterior cement mortar coating. B-6.1. Materials: Materials for the exterior cement mortar coating shall be the same as those used for the interior cement mortar lining as specified in Paragraph B-5.2, above. B-6.2. Application and Treatment: After the interior of the pipe has been lined, a cement mortar coating shall be applied to the outside of each section of pipe by means of a nozzle or nozzles, through which the mortar is forcibly expelled against the outside surface of the pipe in such a manner as to form an even, dense and tightly adhering coating. During the coating operation, the pipe shall be rotated and moved in a longitudinal direction beneath the nozzles. The rotation and longitudinal travel of the pipe shall be uniform and at the proper rate to provide a coating having a minimum thickness of 3/1*- inch. The standard reinforcing for the cement mortar coating shall be spirally wound steel reinforcing wire embedded in the center of the coating. The wire shall be a bright basic wire of low carbon, open hearth steel, not annealed after the last draw, with an approximate ultimate tensile strength of 80,000 psi and shall be No. 15-1/2 gauge at a pitch of one inch (ln). Immediately after the coating has been completed, the outside of each end of each section shall be cleansed to bare metal and shall have the mortar trowelled and shaped to suit the type of Joint being used. All bare metal exposed at the ends of each section of pipe shall be cleaned and protected against corrosion. Each day's production of cement mortar lined and eoatccl pipe shall be plainly identified by indelible markings inside of one (1) of each joint. The coating shall then be water cured for at least seven (7) days without being disturbed. B-7. Fabricated Fittings: All bends, ells, tees, crosses, reducers and other special fittings shall be constructed of cement mortar lined steel pipe with cement mortar coating as specified for pipe mains and shall be fabricated at the plant for delivery and installation in the work in accordance with the • Tentative Standard Specifications for Dimensions for Steel Water Pipe Fittings, A.¥.¥.A. C-208-55T. No field fabrication of fittings will be permitted except for butt closure joints. B-7.1. Tapers: Each taper shall be provided at each end with a stub of pipe six inches (6") in length and of the same size and gauge as the connecting pipe. The tapered section shall be of the same gauge as the larger diameter pipe and shall be approximately 12" at length for each reduction of 2" in the nominal pipe diameter. Steel Pipe Standards - 5 B-7-2. Butt Closure Joints: Butt closure Joints shall conform to the details shown on the plans and shall be Installed at any point where a butt closure Is made. The butt straps shall be of the same thickness as the pipe wall, at least ten Inches (10") wide, and rolled to fit the outside diameter, and shall be centered over the ends of the pipe sections they are to Join. They shall be field welded to the outside of the pipe along both edges by full circum- ferential fillet welds or one of the edges may be shop welded and other field welded. A half of a standard five inch (5") pipe coupling shall be shop welded to the top section of the butt strap to permit access for mortaring the inside of the Joint. After welding and mortaring, this coupling shall be closed with a standard cast iron plug. In addition, the Joint shall be coated with the same material used to coat the pipes. B-8. Inspection: The District's representative shall at all times have the right to inspect the work and materials in the course of manufacture. The manufacturer shall furnish the District reasonable facility for obtaining such information as it may desire regarding the progress and manner of the work and the character and quality of materials used.fr B'9- Shop Plans: Shop drawings of all pipe and fittings shall be submitted to the District's representative and shall be approved by him prior to fabri- cation of the pipe and fittings. B-10. Loading and Transporting Pipe: During loading and unloading operations the pipe shall be handled with slings of sufficient width to prevent damage to the exterior coating and in such a manner to prevent injury to the cement mortar lining. Pipe loaded for transporting to the Job site shall be supported and chocked with sawdust bags or by other means which will properly support the pipe and prevent its being damaged while in transit. Unloading shall be accomplished in a workmanlike manner and every precaution shall be taken'to prevent damage to the pipe. Under no circumstances are pipe, sections to be dropped or bumped in handling. Pipe sections which are damaged in any way shall be immediately returned to the manufacturer for repair or replacement. C. Installation: C-l. Excavation and Backfill: Excavation and backfill shall conform to the Standard Specifications for Earthwork. C-2. Installation Procedures and Workmanship: Prior to laying the pipe, the bottom of the trench shall be graded and prepared to provide a firm and uniform bearing throughout the entire length of each Joint of pipe. Bell holes of ample dimension shall be dug in the bottom of the trench at the location of each Joint to facilitate the Joining. The trench shall have a flat or semi-circular bottom conforming to the grade to which the pipe is to be laid. Pipe shall not be laid on earth mounds. Steel Pipe Standards - 6 C-2.1. Welded Joints: Joints shall be welded after the pipe has been laid in the trench to the grade and elevation shown on the plans. When the pipe is being laid, both the spigot and the bell ends shall be thoroughly cleaned of all foreign matter and all protective material shall be removed from the surfaces that are to be in contact at the Joints. Just prior to Joining the two ends together, each end of the pipe shall be "buttered" with cement mortar in such a manner and in sufficient quantity to completely fill the space between the respective mortar linings. After the Joining is completed, the pipe interior shall be swabbed to remove all excess mortar by drawing an approved type swab or squeegie through the pipe. All welding shall be done by experienced welders qualified in accordance with the standards of the American Welding Society. Welding electrodes shall comply with the requirements of A.S.T.M. Designation A233. In all hand welding the metal shall be deposited in successive layers and the minimum number of passes or beads in the completed weld shall be as follows: Steel Cylinder Thickness Fillet Weld Inches Minimum Number of Passes 3/l6" or smaller 1 lA" 2 5/16" 3 3/8" 3 After the Joints have been welded and inspected, a cement mortar coating shall be applied over the Joint and lapped and bonded with the existing coating on the pipe in such a manner as to insure continuous uniform protection over the entire pipe line. Each Joint shall be shaded with moistened backfill material or at the option of the Contractor coated with an impervious membrane (Hunt's Process or approved equal) immediately following the application of the cement mortar coating. C-2.2. Rubber Ring Joints: When the pipe is being laid, the ends of the pipe shall be thoroughly cleaned and the gasket placed in the groove on the spigot ring and the spigot end of the pipe shall then be entered into the bell of the adjoining pipe and forced into position. The gasket and the inside surface of the bell shall be lubricated with a suitable vegetable soap compound which will facilitate the telescoping of the Joints. Just prior to Joining the two ends together, each end of the pipe shall be "buttered" with cement mortar In such a manner and in sufficient quantity to completely fill the space between the respective mortar linings. After the Joining is completed the pipe interior shall be swabbed to remove all excess mortar by drawing an approved type swab or squeegie through the pipe. The outside Joint recess shall then be poured with grout after a felt sheet or other suitable material has first been placed around the pipes at the Joints and held securely in place to prevent leakage while the Joint is being poured. The grout shall consist of one part cement to Steel Pipe Standards - 7 one and one-half parts sand and be mixed to the consistence of thiok. cream. The Joints shall be poured and rodded from one side only until the grout shows on the other side. Care shall be exercised to fill the Joint completely. Approximately two hours subsequent to the pouring of the Joint, the Joint shall be re-checked and if any settle- ment, leakage, or shrinkage has taken place, the Joint shall be re- filled with grout. C-2.3. Flanged Joints: Flange faces and gaskets shall be thoroughly cleaned Just prior to Jointing. Following tightening of the bolts, all exposed metal surfaces shall be cleaned, primed, and coated with two (2) coats of hot asphalt. Primer shall be Union Bituminous Primer or approved equal and asphalt shall be Union Pipe Dip or approved equal. The primer shall be allowed to dry one-half (1/2) to two (2) hours prior to applying the first hot sling coat of asphalt. The second hot sling coat of asphalt shall not be applied until the first has been allowed to cool. Care shall be taken to insure that all exposed metal surfaces are coated. C-2.4. Dresser Type Coupling Joints: Just prior to installation each pipe, and for a distance of 6 to 8 inches back from the end, shall be thoroughly cleaned to remove oil, dirt, loose scale, rust and other objectionable foreign matter. Flanges, gaskets, sleeves shall then be assembled on the pipe ends in accordance with the manufacturer's recommendations. Gaskets, pipe ends and coupling sleeve flare shall be lubricated with a vegetable soap compound to facilitate the Joining. Coupling sleeves shall be accurately centered over the pipe ends and one pipe end shall touch the other or pipe ends shall touch the coupling sleeve centering stop if the coupling sleeve is so equipped. Bolts shall be tightened to the torque recommended by the manufacturer and the Contractor shall provide and keep at the site a torque wrench for checking the torque or the bolts. Prior to applying the asphalt coating specified below, the torque on all bolts shall be checked in the presence of the District's representative and, where necessary, shall be adjusted so that all bolts are at recommended torque. All exposed coupling and pipe surfaces shall be primed and asphalt coated as specified for flanged Joints in Paragraph C-2.3. above. "Buttering" with cement mortar and swabbing or pointing of the inside of the Joints is not required. C-3. Concrete Thrust Blocks: Concrete thrust blocks shall be placed as shown on the plans and shall consist of Class B Portland cement concrete containing not less than five (5) sacks of Portland cement per cubic yard and shall conform to the applicable provisions of Sections 26 and 27 of the State of California, Department of Public Works, Division of Highways Standard Specifications dated August 195^, except that the cement used shall conform to A.S.T.M. Specifications C-150-49, Type II. Concrete block shall be placed between the undisturbed ground and the fitting to be anchored. Quantity of concrete and the area of bearing on the pipe and undisturbed soil shall be as shown on the plans or directed by the District's representa- tive. The concrete shall be so placed, unless specifically shown otherwise on the plans, that the pipe Joints and fittings will be accessible to repairs. Steel Pipe Standards - 8 C-4. Preventing Foreign Matter from Entering the Pipes: At times when the pipe laying is not in progress, the open ends of the pipe shall be closed by a wooden plug or by other means approved by the District's representative. This provision shall apply during the noon hour as well as overnight. C-5- Testing: After the pipe has been laid, the pipe line or any valved section of it shall be subjected to a hydrostatic pressure test of fifty pounds per square inch (50 psi) in excess of the designated working pressure for the class of pipe being tested,, The duration of the pressure test shall be four (4) hours and the test shall be conducted in the following manner: All air shall be expelled from the pipe. To accomplish this, if air valves or hydrants or other outlets are not available, taps shall be made at the high points in the pipe line to expell the air and these taps shall be tightly plugged afterwards. The pressure in the pipe line shall then be pumped up to the specified test pressure. When the test pressure has been reached, the pumping shall be discontinued until the pressure in the line has dropped 25 psi, at which time the pressure shall again be pumped up to the specified test pressure. This procedure shall be repeated until four (4) hours have elapsed from the time the specified test pressure was first applied. At the end of the four (4) hour period the pressure shall be pumped up to the test pressure for the last time. The leakage shall be considered as the total amount of water pumped into the pipe line during the four (4) hour period including the amount required in reaching the test pressure for the final time. Leakage shall not exceed the rate of twenty (20) gallons per inch of diameter per mile of pipe per twenty-four (24) hours. Any noticeable leak shall be stopped and all defective pipe, fittings, valves and other accessories discovered in consequence of the test shall be removed and replaced by the contractor with sound material and the test shall be repeated until the total leakage during a test of four (4) hours duration does not exceed the rate specified above. All concrete anchor blocks shall be allowed to cure for at least five (5) days prior to testing and all mortared joints shall be allowed to cure for not less than three (3) days prior to testing. C-6. Sterilization: Subsequent to the pressure tests and prior to acceptance of the work, the entire pipe line Including all valves, fittings and other accessories shall be sterilized in accordance with American Water Works Association "standard Procedure for Disinfecting Water Mains A.W.W.A. C-601-54". Steel Pipe Standards - 9 Treated water shall be retained In the pipes for at least twenty-four (24) hours and a residule at not less than five (5) ppm shall be produced in all parts of the line after the twenty-four (24) hour period has elapsed. During the sterilization process all valves and other accessories shall be operated. After chlorinatlon, the water shall be flushed from the line at its extremities until the replacement water tests are equal chemically and bacteriologically to those of the permanent source of supply. D. Measurement and Payment D-l. Measurement: Measurement for payment for steel pipe water main and fittings will be made along the center line of the pipe from pipe end to valve flange or to center line of intersecting pipe, as the case may be, as actually constructed, complete in place, and in accordance with the plans and these specifications. D-2. Payment: The price paid per linear foot for steel pipe water main shall include full compensation for furnishing all labor, materials, tools and equipment, and doing all the work involved in furnishing and installing steel pipe water main and fittings complete in place as herein specified. Steel Pipe Standards - 10 STANDARD SPECIFICATIONS COVERING WORK DONE UNDER SAN DIEGO COUNTY ROAD DSPARIMENT EXCAVATION PERMITS !• Notice of Commencement and Completion of Work; At least twenty-four (2*0 hours before the work is started, the per- mittee shall give notice of the time of commencement of the work to the Permit Division of the Road Department. When all work under the permit is completed, the tear-off completion slip at the bottom of the permit shall be returned to the Permit Division of the Road Department so that final inspection may be made. 2. General Requirements in Performance of Work: All work shall be in conformance with applicable sections of County of San Diego Ordinance No. 989 (New Series), as amended. Free and un- obstructed access shall be provided to all mail boxes, fire hydrants, water gates, valves, manholes, drainage structures and/or other public service structures and property as may be required for emergency use. The working areas shall be confined so as not to obstruct roadways, driveways and sidewalks, and that at least two lanes of traffic may be maintained unless specific permission is granted otherwise. Temporary roadways, driveways and walks for vehicles and pedestrians shall be con- structed where required. Upon written application, streets, driveways, or areas may be closed for limited periods where, in the opinion of the Road Commissioner, the public interests can best be served thereby. 3- Inspection; All work shall be subject to inspection by representatives of the County Road Department, who shall decide, within the provisions of these regulations and Ordinance No. 989 (New Series), questions which may arise concerning the acceptability of any portion of the excavation, backfill and surfacing. Any unsatisfactory work shall be corrected, whenever die- covered, even if occurring after completion of the work. 4. Preservation of Monuments Within Roadway; Where plans are submitted, it shall be the responsibility of the Engineer of the work to show all monuments of record which may be necessary to move. The Permittee shall not disturb any monuments of record found on the line of the improvements without permission from the County Surveyor and the Permittee shall bear the expense of resetting any monuments or stakes which may be disturbed. 5« Restoration of Existing Improvements; When, during the progress of the work, it becomes necessary to remove any existing pavement, sidewalk, curb, landscaping or other existing improve- ments, the Permittee shall replace or restore the improvement required to be removed by such work, in a manner that will restore the improvements as nearly in their original location and condition as is reasonably possible. 6. Notice to Permittee; Written notice of inspections and of any imperfections in the work de- livered to the Permittee's agent in charge of the work, shall be considered as notice to the Permittee. 7- Lights, Barriers, Warning Signals; The Permittee shall take all necessary measures to protect the traveling public during the construction. As prescribed in Sec. 83 of Chapter III, San Diego County Ordinance No. 989 (Hew Series), he shall place and maintain warning lights and barriers at each end of any excavation or obstruction, and at distances of not more than fifty feet apart, along such excavation or obstruction. Obstruction lights shall be on from sunset of each day to sun- rise of the next day, until such excavation is entirely refilled or such obstruction is removed. Said barriers shall not be less than three feet in height. Barriers at each end of the work shall have a substantial sign approxi- mately one foot high and four feet wide and on each side thereof bearing a sign complying with one of the following requirements: (a) In letters not less than three inches high and neither yellow nor black, bearing the name of the Contractor, on a background of alternate three-inch black and yellow stripes. The stripes shall be at an angle of between forty-five and sixty degrees from the horizontal. (b) In letters not less than six inches high, bearing the work "excava- tion", or "obstruction", (c) In conformity with the regulations adopted by the State Division of Highways pursuant to Section 465.7 of the Vehicle Code. 8. Traffic Control; When permission is granted to reduce traffic to a single lane for an appreciable distance or where it is necessary to stop or divert traffic for any reason, flagmen shall be used. Flagmen shall be properly dressed and equipped so that they are easily recognizable and shall be properly trained to guide drivers. Operations of the Permittee or Contractor shall not cause a public road to become impassable for longer than thirty (30) minute intervals unless he is specifically authorized in writing by the County Road Department Inspector. -2- If operations of the Contractor do cause a public road to become impassable, but for no longer than thirty (30) minute intervals, and where a detour is not practical, he shall post and maintain at both ends of the work a V x 5* sign to read in large letters "WARNING - CONSTRUCTION WORK, TRAFFIC SUBJECT TO A 30 MINUTE DELAY". Reference is here made to a pamphlet titled, "Traffic Interference Control Manual", published by cooperation of the County of San Diego, City of San Diego, Pacific Telephone & Telegraph Company, and San Diego Gas & Electric Company, as a manual designed as a handy reference guide for construction and maintenance foremen in an effort to standardize methods of keeping traffic flowing safely with a minimum of delay. 9« Detours; If the construction work requires a detour, permission shall be ob- tained from the Traffic Engineer of the County Road Department prior to establishment. At the beginning and end of a detour, signs shall be erected notifying of the detour and the direction of the traffic flow. These signs shall be similar to Standard Type DR of the California Division of Highways and shall be at least 12" high by ko" long, yellow background with the word "DETOUR" in black letters 5 inches high and a black arrow to indicate the direction. When the detour is maintained after dark, these signs shall be reflectorized or, if not, they shall be adequately illuminated. Detour signs shall be placed on barricades at each intersection along the entire route. 10. Excavation: a. Length of open trench. There shall not be more than 500 linear feet of trench opened and partially backfilled per trench excavation machine in operation, including manhole locations, during any two (2) day period without advance authorization in writing from the County Road Department Inspector. The entire area of work, exclusive of 500 feet of open trench allowable per machine, shall be available for safe vehicular and pedestrian traffic at all times. Any trench not filled to the surface is included in the words, "partially filled". Any violation of this provision will be cause for the Inspector to stop further excavation until back filling has progressed in accordance with the requirements. b. Blasting; In the event that blasting is necessary in excavation, the blasts shall be blanketed with mats, or other approved protection, such as to avoid damage or injury to the public. c. Excavated Material; Excavated material shall be deposited along the trench side in a manner such as not to obstruct the traffic lane or cause undue inconvenience to the traveling public. If the roadway section is insufficient to adequately maintain through traffic, the Permittee or Con- tractor may be required to remove the spoil material. 11. Backfilling; a. Backfill to Subgrade; From one (l) foot above the top of the pipe to the subgrade of the roadway section, or to within one (1) foot of the earth surface outside of gutters or shoulders, the material for backfill shall not contain clods which will not readily disintegrate in water nor stones larger than six (6) inches in diameter. This layer may contain stones, broken concrete, bituminous pavement or oil cake ranging in size up to six (6) inches maximum diameter, in quantity not exceeding twenty* five (25) per cent of the volume, when such coarse materials are well distributed throughout finer material. In the earth surface outside of gutters or shoulders, the upper twelve (12) inches of the trench or excavation shall not contain material which will not pass a 1-1/2" sieve. b. Cushion Course; In roadways which are surfaced with Portland cement concrete, plant-mixed surfacing, road-mixed surfacing or bituminous surface treatment, the top twelve (12) inches or more of backfill shall be a cushion course of material having a maximum size so that 100 per cent will pass a 2-1/2" sieve, shall 'have a Resistance Value (R-Value) not less than 60 when tested according to the Standard Specifications of the Road Department of the County of San Diego, shall have a plasticity index of not more than 7> A.A.S.H.O. test T-91-U2, a linear shrinkage of not more than 3 per cent, A.S.T.M. test DU27-39, and a sand equivalent of not less than 30, tested as prescribed by the California State Division of Highways. In roadways where the surface is decomposed granite or earth, the top six (6) inches or more of backfill shall consist of a cushion course of material as described immediately above, except that the maximum size shall be 3/V, In locations where the depth of existing decomposed granite exceeds the thicknesses mentioned above, or where there is a concrete cement treated, asphalt treated, or other high-type sub-base, such cushion course or sub- base shall be replaced in kind to a thickness at least equal to that existing prior to the excavation. c. Compaction; Down to a trench depth of 10 feet, the backfill shall be done in such a manner as to obtain a relative compaction of not less than 90 per cent as determined by the impact or field compaction test made as specified in Section 13, Chapter I, Article A of Standard Specifications of the Road Department of the County of San Diego. However, on deep excava- tions, the minimum density required below a trench depth of ten (10) feet will be reduced to eighty (80) per cent. Compaction may be obtained by means of machine tamping, water settling or both. Jetting will not be per- mitted. When hand tamping or hand operated pneumatic tamping methods are used, the moistened fill material shall be tamped in uniform layers not to exceed six (6) inches in thickness, loose measurement. When flooding method is used, the trench sha^l be diked at suitable intervals, depending on the grade of the ditch. The depth of water must be such that when earth or sand is shoveled or pushed into the trench, it will become completely saturated. Sufficient water must be kept in the trench so that the backfill material will at all times be dropping into water. -k- When excavated material in excess of the volume of the pipe is hauled away or wasted, compaction tests will be taken throughout the project to determine whether the specified requirements have been met. d. Backfill in Tunnels; Unless otherwise specified, backfill in tunnels shall consist of carefully selected earth, sand or gravel, free from large clods, stones, adobe, or any deleterious matter, and shall be rammed with proper tools until thoroughly compacted to the density of the adjacent original material. 12. Resurfacing; a. General; In all streets or alleys in which the surface is removed, broken or damaged by equipment, or in which the ground has caved in or settled, due to the installation of the improvements, the surface shall be restored to the original grade and crown section by the Permitee. This shall include areas beyond the actual limits of the trench which may be damaged by equipment or by unusually heavy traffic volume created by the trenching operations. In the absence of specific designation on the plans, and where the street has been improved with roadway surface, base course, curb, sidewalk or gutter, trenches or damaged sections shall be restored with the type of improvement conforming to that which existed at the time the Permittee entered upon the work. All work shall match the appearance of the existing improvements and finished pavement shall not deviate from existing grade by more than 1/8" in ten (10) feet and shall be free from ruts, depressions and irregularities. Unless otherwise specified in the Excavation Permit, pavement re- placement shall be as hereinafter specified. b. Portland Cement Concrete Pavement; The pavement shall have a thickness equal to that of the existing pavement plus one (l) inch placed on the cushion course as hereinbefore specified. The existing pavement shall be scored to approximately one-fourth its thickness by saw cut along a straight line deviating not more than two (2) inches in 20 feet, and shall be broken out to provide clean, solid, vertical faces, free of loose material. Where large irregular surfaces are removed, such cuts shall be parallel with the centerline of the roadway and at right angles to same. Joints shall be constructed to coincide with the existing pavement. The pavement shall be finished true to grade and cross-section and free from irregularities. c. Asphaltic Concrete Pavement; Plant-mixed surfacing, in accordance with Standard Specifications of the County Road Department, shall have a thickness equal to that of the existing pavement plus one (1) inch placed on the cushion course as hereinbefore specified. The new asphaltic concrete shall be brought up in maximum lifts of two (2) inches, compacted thickness, each lift being rolled with a steel wheel roller. Before placing pavement, edges of existing pavement shall be trimmed or cut to a straight line de- viating not more than two (2) inches in 20 feet. Where large irregular surfaces are removed, such trimming or cut shall be parallel with the center- line of the roadway and at right angles to same. The edges of such a cut shall provide clean, solid, vertical faces, free of loose material, and paint binder or asphaltic emulsion shall be applied to the vertical faces against which the replacement material is to be placed. The complated sur- face, when ready for acceptance, shall be thoroughly compacted true to grade and cross-section, and shall, be free from ruts, lumps, depressions or irregularities. -5- Unless otherwise authorized by the County Road Department Inspector, a seal coat shall be applied to the finish surface. d. Road Mixed Surfacing; Road mixed surfacing, in accordance with Standard Specifications of the County Road Department, shall have a minimum thickness of three (3) inches placed on the cushion Course as hereinbefore specified. Mixing of materials shall be done off of the roadway. The new surfacing shall be brought up in maximum lifts of two (2) inches, com- pacted thickness, each lift being fully compacted before the next lift is applied. If necessary, hand tamping shall be applied to assure full com- paction at the edges, where failure of patches is most prevalent. Before placing pavement, edges of existing pavement shall be trimmed to a straight line deviating not more than two (2) inches in 20 feet. Where large irregular surfaces are removed, such trimming or cut shall be parallel with the center- line of the roadway and at right angles to same. The edges of such a cut shall provide clean, solid, vertical faces, free of loose material, and paint binder, or asphaltic emulsion shall be applied to the vertical faces against which the replacement material is to be placed. The completed surface, when ready for acceptance, shall be thoroughly compacted true to grade and cross-section, and shall be free from ruts, depressions and irregularities. Unless otherwise authorized by the County Road Department Inspector, a seal coat shall be applied to the finished surface. e. Replacement of Curbs and Sidewalks, etc.; All concrete curbs, gutters, driveways and sidewalks which are broken or damaged by the Instal- lation of the improvement shall be reconstructed by and at the expense of the Contractor, of the same kind of material and in not less than the same dimensions as the original work, with the minimum requirement that Class A concrete shall be used. The repairs shall be made by removing and replacing the entire portions between joints or scores and not by refinishlng the damaged part. f. Center-Line Stripes: All pavement surfaces which are replaced, and which were originally striped for traffic control shall be marked in their original position with heavy spots of white paint spaced at two (2) foot intervals using at least a 3-inch brush.
