The general prevailing rate of wages for each craft or type of worker needed to execute the contract
shall be those as determined by the Director of Industrial Relations pursuant to Sections 1770, 1773
and 1773.1 of the Labor Code. Pursuant to Section 1773.2 of the Labor Code, a current copy of the
applicable wage rates in on file in the Office of the Ci Engineer. The contractor to whom the contract
is awarded shall not pay less than the said specified prevailing rates of wages to all workers employed
by him or her in execution of the contract.

Commercial General Liability, Automobile liability and Wolkers' Compensation Insurance:
The successful contractor shall provide to the City of Carisbad, a Certification of Commercial General
Liability and Property Damage Insurance and a Certificate of Workers' Compensation Insurance
indicating coverage in a form approved by the California Insurance Commission. The certificates shall
indicate coverage during the period of the contract and must be furnished to the Ci prior to the start
of work. The minimum limits of liability Insurance are to be placed with insurers that have: (1) a rating
in the most recent Best's Key Rating Guide of at least A-:V and (2) are admitted and authorized to
transact the business of insurance in the State of California by the Insurance Commissioner.
Commercial General Liability Insurance of Injuries including accidental death, to any one person in an

The Contractor shall assume the defense of, pay all expenses of defense, and indemnify and hold
harmless the Ci, and its officers and employees, from all claims. loss, damage, injury and liability of
every kind, nature and description, dimly or indiredly arising from or in connection with the
performance of the Contract or work; or from any failure or alleged failure of Contractor to comply with
any applicable law, rules or regulations including those related to safety and health; and from any and
all claims, loss, damages, injury and liability, howsoever the same may be caused, resulting directly or
indiredly from the nature of the work covered by the Contract, except for loss or damage caused by
the sole or active negligence or willful misconduct of the Ci. The expenses of defense include all costs and expenses including attorneys' fees for litigation, amration, or other dispute mlution method.

City of Carlsbad Wood Floor Retinishing
The City of Carlsbad is soliciting proposals from qualified contractors to perform
floor refinishing at four separate facilities in the City of Carlsbad. Speclfications
specific to each location for Scope of Work and Schedule Requirements are listed
separately below.
The City of Carlsbad will supply all finishing materials for the project. The Contractor
must be familiar with the following products and must demonstrate to the
Administrator that he has performed at least four (4) similar projects in the last four
(4) years.
Huntington Court Master I1 Finish.
Huntindon Court Master I1 Cmss tinker.
The Contractor will supply all needed tools, equipment, labor and preparation
materials to prepare the wood floors in accordance with these specifications. This
includes all materials for sanding, screening of the floor surfaces and cleaning prior
to applying finish. The Contractor will supply all needed tools, equipment and labor
to apply the finish to the wood floors in accordance with these speufications. This
includes applicator pads or other application tools or devices. The Square Footage
listed is for information purposes. The Contractor agrees to verify all dimensions
prior to bidding.
The Contractor will prepare and apply all finish products in accordance with the
Manufacturers Instructions. The City has omitted application of Sealer to the
flooring. The Manufacturers Instructions are attached and are a part of this
Contract.
The Contractor is to protect all areas outside the limits of his work and shall replace
any items damaged or soiled by his operations to their original condition to the
satisfaction of the City of Carlsbad's authorized representative.
The Contractor agrees that $250.00 per day, per location, will be deducted for
liquidated damages for each calendar day the work is not completed beyond the
stipulated schedule periods.
In progress inspection of all work including sanding, screening and finish application
will be required.
Weekend and Holiday work will be allowed. The Contractor must submit a request
in writing to work on weekends or holidays 48 hours in advance from the Project
Manager.

The following facilities are included in this Contract and all work is to be
accomplished as detailed in the Scope of Work and Schedule Requirements.
1. CALAVERA HILLS COMMUNITY CENTER BASKETBALL COURT AND
ACTMTY ROOM
Location: 2997 Glasgaw Drive, Carlsbad California.
Tvpe of Surface: Basketball (Sports) Court and Separate Activity Room.
Sauare Footaae: 12,000 Square Feet
Schedule Reauirements: All work is to be performed between December 22,2003
and January 3,2003.
Scow of Work: Screen floor surface, clean and prepare for re-mating. Recoat
floor with two (2) coats of Huntington Court Master II Finish. The final coat will
require the addition of Huntington Court Master I1 Cross Linker for added durability.
(Court Master II products will be supplied to the Contractor by the City of Carlsbad).
2. STAGECOACH PARK COMMUNITY CENTER BASKETBALL COURT AND
ACTMTY ROOM
Location: 3520 Camino de 10s Coches, Carlsbad California.
Tvpe of Surface: Basketball (Sports) Court and Separate Activity Room.
Sauare Footme: 12,000 Square Feet
Schedule Requirements: All work is to be performed between December 22,2003
and January 3,2003.
Scow of Work: Screen floor surface, clean and prepare for reaating. Recoat
floor with two (2) coats of Huntington Court Master II finish. The final coat will
require the addition of Huntington Court Master II Cross Linker for added durability.
(Court Master II products will be supplied to the Contractor by the City of Carlsbad).
3. HARDING COMMUNITY CENTER DANCE FLOOR
Location: 3096 Harding Street, Carlsbad California.
Tvm of Surface: Dance Floor.

Scope of Work: Remove existing floor finish to wood surface, clean and prepare for
recoating. Recoat floor with four (4) coats of Huntington Court Master II finish.
The final coat will require the addition of Huntington Court Master II Cross Linker for
added durability. (Court Master I1 products will be supplied to the Contractor by the
City of Carlsbad).
3. HERITAGE HALL MULTI-PURPOSE FLOOR
Location: 258 Beech Avenue, Carlsbad California.
Tv~e of Surface: Multi Purpose Room Floor.
Sauare Footacle: 1,250 Square Feet
Schedule Reauirements: All work is to be performed between December 19,2003
and January 9,2003.
Scope of Work: Remove existing floor finish to wood surface. Sand wood surface,
as directed, to remove uneven edges of cupped tongue and groove flooring. The
Contractor shall perform this sanding in the presence of the City of Carlsbad's
authorized representative. The City's authorized representative will determine when
the sanding process is acceptable and will dire the Contractor to proceed with the
finishing of the floor. Clean and prepare for recoating. Recoat floor with four (4)
mats of Huntington Court Master I1 finish. The final coat will require the addition of
Huntington Court Master II Cross Linker for added durability. (Court Master I1
products will be supplied to the Contractor by the City of Carlsbad).

Court Master II SPECIFICATIONS FOR A NEW FLOOR INSTALLATION
Introduction
These proposed specifications are general in nature and are guides for use by architects, engineers, contractors, and wood flooring owners. It is hoped that these specifications will
be of particular value to those who do not have a detailed knowledge of wood flooring, and
that they will aid in maintaining high performance and safety standards. Ecolab
Professional Products does not warrant these specifications as proper under all conditions.
As with any product, please consult the manufacturers' guidelines before use. The
customer agrees to install the flooring system and maintain the floor strictly in accordance
with Maple Flooring Manufacturers Association (MFMA) procedures and guidelines.
Floors shall be sanded after all other trades are finished (except bleachers if resting on
gym floors). All preventative maintenance on bleachers will be performed before sanding.
All gym floors shall be sanded, using dust control filtration devices, with a minimum of three
cuts using coarse, medium, and fine sandpaper. Final sanding of pattern floors should be
performed with a screen and disk sander. This final sanding should provide a smooth and
even surface, free from scratches, drum stop marks or gouges. After sanding, contractor
shall thoroughly vacuum floor with heavy-duty commercial type vacuum,
Procedures for Sealing and Finishing
There are two basic methods for application of seal and finish for wood athletic floors.
Both are four-coat specifications. The first uses one coat of seal and three coats of finish,
and the second uses two coats of seal and two coats of finish. The number of coats
required may change with the use of a water-based product versus an oil-modified product.
Always follow your material manufacturers' guidelines for application of seal and finish, as
procedures vary from product to product.
The MFMA has authorized an independent testing laboratory to test floor sealer and finish
products in accordance with strict standards. Contact the MFMA at 708/480-9138 or
9080 to obtain the current floor finish List, and be sure to specify that your floor finish
products meet the MFMA standards.

guarantee does not apply unless these procedures are followed

10. Tack entire floor with water dampened Turkish towels tightly wrung out and allow the floor to dry.
11. Tack painted areas with Seal-0-Solv dampened Turkish towels
tightly wrung out to remove fine dust and allow the floor to dry.
12. Tack entire floor with water dampened Turkish towels tightly wrung out and allow the floor to dry.

13. Apply NON-CROSSLINKED Court Master II using one of the
applicators* listed below. Work steadily without stopping, feathering as you
go, until the entire coat is applied.
FINAL COAT OF CROSSLINKED COURT MASTER II
1. Open Crosslinker bottle and add water to the “add water to here” line.
Close bottle and mix (Do not premix or pre-add Crosslinkerhnrater mixture
until ready to use.).
2. Add the Crosslinkerhater mixture to the Court Master II within 16
minutes. of adding water to the Crosslinker. Shake or mix CROSSLINKED
Court Master II, and let set a minimum of 10 minutes before applying to the
floor.
3. Pot life (the time within which CROSSLINKER Court Master II can be
applied) is 8 hours. Only mix enough for final coat of CROSSLINKED
Court Master II (cannot be stored or used after 8 hours).
