CUORVlNATOR. 9 SUBJECT: Annual Activity Report STATEMENT OF TffE MATTER: .. - zi Council Resolution 3958, adopted July 6, 1976, esta'blished the Redc ment Agency Administrative Fund and the mechanism for providing Cil fiscal assistance to the Agency. As a .ccndition of the granting 0- assistance, the Council required the Agency to submit a report of i transactions by September 30 following the close of each fiscal yea Additionally, section 33080 of the California Community Redevelopme Law requires the Agency to file a report of its activity with the State Department of Housing and Community Development by. October 1 following the close of each fiscal year. MEMORANDUM September 13, 1977 TO : Chairman and Members of the Redevelopment Agency FROM: Paul Bussey, Executive Director SUBJECT: Annual Report of Agency Activity The Redevelopment Agency of the City of Carlsbad has, during .the fisca? year., embarked upon a program of attempting to formulate a revitalization approach for the Village Area. It's first actions related to operationalizing the Agency through adoption of bylaws an agreement with the City. On July 6, 1976 the Agency, at a duly noticed meeting, adopted th following documents by resolution: Bylaws - This document designated officers of the Agency, meeting times, notice requirements and other operational i tems. Agreement Establishing CitylAgency Relationships - This agreement pledged City support to Agency operations on a reimbursable basis. The agreemer?t also provided a five- thousand ,dollar loan from the City to the Agency as sed money to initiate Agency operations. Since July, 1976, .the Agency has been involved in preliminary stu of the central area of the City. A redeve7opment coordinator was in May of 1977 and a .work program subsequently developed for prep of a plan for Village Area revitalization. Fiscal Status . During fiscal year 1976-77 the City of Carlsbad under the terms a conditions of the City/Agency cooperative agreement advanced the a total of $5000. The funds were deposited in and disbursed from Agency administrative fund. A total of $4,426.44 was expended le a..closing balance of $573.56. Legislative Recommendation In addition to its reporting provisions, section 33080 requires t recommendations be included in the annual report for fegislation to carry out an effective program of housing and community develo in California. .. I 9 @ Presently a large number of communities' are establishing housing rehabilitation programs in which 1o.w (or 'no) interest loans are mad available to specific area residents based upon, among other items, abil i ty to repay. In many instances these funds are available to owners of.non-owner occupied units who are willing to accept a conditioned loan. This probably as close as the state and federal governments, under exist guideline interpretation, can come to encouraging and permitting effective rehabilitation of income producing property. If a program of commercial rehabilitation were to be introduced, it is recognized that parameters to ensure appropriate utilization of funding would have to be developed. Two such items are contained i most effective housing rehabilitation programs, i .e. applicant's bankabil ity and structural conditions. Other parameters could be established through the legislative proce One example could be to limit use of a commercial rehabilitation ve to older core areas of smaller communities, i.e. less than 100,000 population. These areas probably exhibit the greatest need for fis assi,stance in that they normally do not have high value financial a administrative centers which have high revenue generating potential In short, an effective housing rehabilitation program coupled with workable commercial rehabilitation program could encourage a type a total revitalization- which would not require the large amounts of clearance, acquisition and dislocation currently associated with redevelopment programs. An effective core area redevelopment program in a smaller communitg dependent upon an approach which addresses residential & commerci rehabilitation. A commercial program, such as that generally outli above, utilized in concert with existing housing rehabilitation prc would go a long way toward improving the effectiveness of redevelol: in-Cal i fornia e PB:JEH: jp * -2-
