HomeMy WebLinkAbout2016-07-27; Carlsbad Tourism Business Improvement District; ; CTBID Grant Final ReportsAB# 07-16-134 MTG. 7-27-16 CARLSBAD TOURISM BUSINESS IMPROVEMENT DISTRICT AGENDA BILL 2015-16 CTBID STAFF CTBID Grant Recipient's GENERAL Final Reports COUNSEL RECOMMENDED ACTION: Receive final reports from 2015-16 CTBID grant recipients. ITEM EXPLANATION: (1(=<(/ At its 3-18-08 meeting, The CTBID board established a formal grant program. The objectives of the grant program are to: • Fund projects or events that are going to increase the overnight stays in hotels; • Encourage the development of innovative tourism products; • Promote collaboration within and across sectors of the tourism industry; • Reach important travel segments such as multicultural, family and senior markets; • Strengthen the marketing capacity of our partnering organizations; and Combine the resources of the CTBID and its tourism partners to leverage their collective marketing efforts. The CTBID Board appropriated $150,000 in its 2015-16 budget to fund these grants. The following amounts were awarded: $12,000 to In Motion Events, the producers of the Carlsbad Marathon, $20,000 to the Carlsbad 5000, $10,000 to the La Costa Film Festival, $25,000 to the Carlsbad Classic, tennis tournament at Aviara, $2500 to the Carlsbad Brewfest, $25,000 to the LPGA Kia Classic, and $5,000 to the Carlsbad Music Festival. In addition, $20,000 was awarded to the Bike MS event which takes place in October 2016. That report will be included in next year's final reports. A requirement of the grant is that the recipient must submit a final report detailing how the money was spent and the results of the event. Attached at Exhibits 1-7 are the final reports from each of the grant recipients. FISCAL IMPACT: The CTBID 2015-16 Budget contains an appropriation of $150,000 for CTBID grants. No further appropriation is required. ENVIRONMENTAL IMPACT: This action does not qualify as a project under the California Environment Quality Act ("CEQA") and will not have a physical adverse effect on the environment. Internationally known as the 'World's Fastest 5K,' the 2016 event exceeded the hype adding a new World Men's Masters Record to the books. American Bernard Lagat broke the 25 year old World Master's 5K record of 13:41 by 3 seconds, finishing in 13:38, breaking his own time from 2015. Ethiopian Meseret Defar, a two-time Olympic gold medalist in the 5000 and the top-seeded runner on Sunday lived up to expectations to clearly dominate the woman's race. For the third year in a row there was a shorter race day schedule, American only prize money and medals for all finishers. Attendance for the event was up over 9.5% year over year. With the help of over 168 volunteers, we have demonstrated our broad potential to bring greater recognition to the community as an arts and culture destination. Supporting that effort, the Omni La Costa Resort & Spa has expressed their desire to remain our permanent host and has set annually recurring dates of the first Thursday after Labor Day for our Opening Night. We are incorporated in their 2016 marketing budget and part of their promotional strategies for the resort. We welcomed the presence of Mayor Matt Hall, who read the Carlsbad Proclamation declaring 1La Costa Film Festival Dai as well as most of the members of the Carlsbad City Council, who were also in attendance. Carlsbad's Arts & Culture director, Vincent Kitch, and his department provided financial support, and has served as an important mentor to our efforts as well. District 5 Supervisor Bill Horn approved grant funds for the second year in a row, and was joined by District 3 Supervisor Dave Roberts, who also believed that the Festival offered key economic elements to promote the film industry in our area. The Festival itself continued to grow even after we printed the Program for it. We offered 48 films, with 18 featuring filmmaker Q&A's, and 5 world premiere films. Three free panels played to packed audiences, with the 1Reel Pitch' actually standing room only. This collaboration with our Hollywood partner, Mandalay Sports Media (MSM) provides a compelling new incentive that will attract promising future filmmakers to the Festival. Patterned after 'Shark Tank' but with an exclusive focus on filmmakers, top studio executives selected winners to assist in fulfilling their dreams and bring ultimate distribution of their ideas. We utilized the same PR firm, Q&A Marketing for local and regional media outreach, and supplemented with Stan Rosenfield & Associates for outreach in LA and their Hollywood connections. We were part of a national promotional campaign with Mamma Chia products complete with a video contest and marketing displays in grocery stores across America. We added a professional social media team this year to expand our exposure through Face book, Twitter, and lnstagram. We used GoldStar for a discounted ticketing outreach, and created a partnership with YELP locally and also for feeder markets in Orange County and LA. Overall we again hit approximately 50 million media impressions. The overall Festival attendance exceeded 4,000, but needed a better strategy for the marketing of our individual films. Online ticket sales did show purchases from 8 states outside of California, and 38 cities outside of San Diego County. The Opening Night 'Sip & Savor' Red Carpet Gala attracted our largest audience to date for that event and was spectacular. Most of our restaurant and craft beer vendors are returning for the third time, and have praised the experience and the exposure that they have received. We had a truly magical9/11 tribute night with the 1000 sq. ft. skydiver flag drop. The La Costa Honors Awards night featured the $1,000 high school short film prize winner; the 'Reel Pitch' winners; and the tribute to John C. McGinley. The special events attendance was up, but some ofthe films didn't attract as large an audience as expected. All the films did, however, average 4 out of 5 in approval ratings from the theater ballots, and several achieved perfectS's. The grant funds were used primarily for printing and design needs, so I'll attach the invoices for those expenses. It successfully drew a record-breaking 3500 attendees, including visitors from San Diego County, Orange County, Los Angeles County, and beyond. The CTBID Grant for the August Festival was utilized to execute the following: a direct mail and social media campaign, a grassroots and online campaign with our partnering hotels, creation of program guides and directories, and obtaining Festival photography and video footage (to be used towards future promotions and branding of the Festival on social media and on our website, including our Village Music Walk on June 2016). Some of these campaign details included: 1. Direct Mail Postcards were mailed and distributed to traded lists with like-minded organizations including Ojai Music Festival and Long Beach Opera, in addition to past ticket buyers located outside of Carlsbad, to help draw in cultural tourists. 2. Facebook ads were launched to reach outside of Carlsbad, with a combined paid reach of over 44,000 and garnering over 2,500 engagements. 3. Hotels were listed on our website with google tracking links and promo codes where possible, and were promoted on our Facebook page. We look forward to reporting those final marketing results following our June event. The grant further supported the Village Walk through the hiring of a marketing consultant, additional direct mail and targeted social media campaigns. Details include: 1. Marketing Specialist/Consultant-The Festival brought on a marketing and social media consultant, Marjy Taylor with a contract extending from April1 through August 31, 2016. We are allocating a portion of that contract to this project. Ms. Taylor served as the Director of Marketing at Mainly Mozart for 6 years and as Executive Director of the San Diego Music Foundation for 5 years. She is widely experienced in marketing both popular and classical concerts, has significant graphic design expertise and acts as a marketing and engagement contractor for other arts groups around San Diego. 2. Social Media advertising (Facebook}-Gee-targeted out of market ads for the "drive market" 3. Direct Mail campaign-Historically the Festival's tourism draw accounts for between 22% and 28% of attendees. As such, we allocated 25% of printed materials to these attendees and charged that amortized amount to this grant. As mentioned in our grant proposal, Carlsbad Music Festival is a unique artistic musical experience that continues to grow each season in both attendance and reputation. Attendance grew by 20% this year alone. In reviewing the zip codes provided by our ticket buyers this past August, we are proud to report that 45% of Festival ticket buyers reside outside of the North County region. We reached these attendees to promote the Village Music Walk via targeted email, direct mail and social media promotion, and we know that many of them came back to attend this year's Village Music Walk. The Festival helps to set Carlsbad apart from other beach towns as a destination city with cultural offerings beyond the beach and the Festival experience in the heart-of-the-Village, walking from venue to venue, allows visitors to see the charm and appeal of Carlsbad as a place to visit year-round. Added Festival Elements (August and June): 1. An artisan market, food trucks and beer garden on the campus at St. Michaels by-the-Sea 2. A new partnership with San Diego Opera as Festival artists. SDO marketed their participation in the Festival to their robust mailing list, providing additional exposure. 3. The addition of Food trucks to the Magee Park in August and St. Michaels in June, providing a better overall experience at that location. 4. The introduction of the ballroom at Carlsbad by-the-Sea's retirement residence as a venue. We are actively working to establish or strengthen relationships with local hotels and businesses, and are excited about new initiatives for August which include better tracking of hotel room nights, more promotional partnerships with local business and a systematized reward plan for attendees who visit local retail and restaurants.
