RECOMMENDED ACTION:

COUNSEL
Adopt Resolution 2019-1 approving the Board's nomination and election of a Vice-Chair to the
Carlsbad Tourism Business Improvement District (CTBID) Board.
ITEM EXPLANATION:
At its January 24, 2018 Board meeting, the CTBID Board elected Ulrich Samietz as Vice-Chair of
the CTBID Board for a two-year term. Mr. Samietz resigned his position on the Board in August
2018 so the Board needs to elect a Board member to the Vice-Chair position for a two-year term.
A suggested process for electing officers is attached at Exhibit 1.
FISCAL IMPACT:
None.
ENVIRONMENTAL IMPACT:
This action does not qualify as a project under the California Environment Quality Act ("CEQA")
and will not have a physical adverse effect on the environment. (CEQA Regulation 15378(b ).

RESOLUTION OF THE BOARD OF DIRECTORS OF THE
CARLSBAD TOURISM BUSINESS IMPROVEMENT DISTRICT,
ELECTING ITS BOARD VICE-CHAIR
EXHIBIT 2
WHEREAS, The City Council of the City of Carlsbad adopted Ordinance No. NS-778
enacting Chapter 3.37 of the Carlsbad Municipal Code on November 15, 2005 thereby creating
the Carlsbad Tourism Business Improvement District (CTBID);
WHEREAS, at its January 24, 2018 meeting, the CTBID Board elected Ulrich Samietz
as Vice-Chair; and
WHEREAS, Ulrich Samietz resigned hid position on the CTBID Board in August 2018,
so a new Vice-Chair needs to be elected; and
WHEREAS, the Board conducted an election of officers at its January 16, 2019 meeting.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad
Golf Lodging Business Improvement District, as follows:
