PW-TRAN AUTHORIZATION TO APPLY FOR A GRANT FROM SANDAG'S ACTIVE TRANSPORTATION PROGRAM AND APPROPRIATION OF $545,000 FOR THE TAMARACK AVE AND CARLSBAD BLVD PEDESTRIAN IMPROVEMENT PROJECT CITY MGR. )^ 3^F^ RECOMMENDED ACTION; Adopt Resolution No. 2015-056 authorizing the City of Carlsbad Public Works Director to apply for a grant from the San Diego Association of Governments (SANDAG) under the Active Transportation Grant Program for Tamarack Ave and Carlsbad Boulevard Pedestrian Improvements, accepting the terms of the grant agreement, and if awarded, reduce the gas tax fund appropriation and appropriate grant funds to the TransNet Fund in an amount not to exceed $270,000. Adopt Resolution No. 2015-057 authorizing the appropriation of gas tax funds in the amount of $545,000 for the Tamarack Ave and Carlsbad Blvd Pedestrian Improvements Project 6058. ITEM EXPLANATION; The San Diego Association of Governments (SANDAG) is offering Active Transportation Grants to be awarded on a competitive basis. There is no match required for the funding, but if a match is provided, it improves the competitive chances. Only cities and the County of San Diego are eligible recipients of grant funds. There is approximately $3 million in Active Transportation Grant funds to award in this call for projects. The grant application is due March 20, 2015 and the grant will be awarded during the Summer of 2015. Applicants will be required to give a brief presentation on their project to the evaluation panel in April. All applications must include a copy of the Resolution passed by the local city council or governing board. The Resolution must authorize the submittal of the application, authorize the local jurisdiction staff to execute the Grant Agreement, and commit to allocate the resources necessary to implement and complete the proposed activities and outcomes within the schedule identified in the project application. Grantee's authorized representative must execute the grant agreement within 45 days from the date SANDAG presents the grant agreement to the prospective grantee for execution. The grant agreement states that the project will be completed within 1.5 years of the award of a construction contract for the proposed capital effort. The goals are to encourage the planning and development of Complete Streets and to provide multiple travel choices for the region's residents through safe and well-connected bicycle and pedestrian networks. The Carlsbad Transportation Department would like to submit a grant application to be considered for Active Transportation grant funding. The Tamarack Ave. and Carlsbad Blvd. Pedestrian improvements project was selected forthe grant because it promotes a comprehensive, neighborhood-based approach to planning and implementing active transportation improvements and traffic calming by coordinating existing and planned land use and transit to increase connectivity for bicyclists and pedestrians. The project location is at the intersection of Tamarack Avenue and Carlsbad Boulevard and then southerly to the south side of the Aqua Hedionda Bridge. Construction includes an ADA compliant pedestrian path through the intersection of Tamarack Avenue and Carlsbad Boulevard (west side), then continuing the path to the south side of the Agua Hedionda Bridge by widening the sidewalk (west side) and providing a pedestrian refuge island aligned with the lagoon trail on the east side of Carlsbad Boulevard and the beach access stairwell on the west. The project will require the removal ofthe existing "pork chop" island and installation of new concrete curb, gutter, sidewalk and pedestrian ramps. Relocation of traffic signal equipment including signal poles and controller and electric service cabinets will also be required. Due to the age/deterioration of existing traffic conduit, the traffic signal will be completely re-wired. The existing pedestrian travel path on the west side of the intersection is not ADA-compliant. Proposed improvements will provide ADA compliance and increase pedestrian and bike safety at this popular beach location. FISCAL IMPACT; The Tamarack Ave and Carlsbad Blvd Pedestrian Improvements Project is currently appropriated in the Gas Tax Fund in the amount of $455,000. Staff is requesting that an additional $545,000 be appropriated to the project from the Gas Tax Fund to create a total budget of $1,000,000. A portion of these funds will be used as matching funds for the grant request in the amount of $270,000. If SANDAG awards an Active Transportation Grant to the city in an amount up to $270,000, this amount will be reduced from the Gas Tax Fund and appropriated via the TransNet Fund. If the grant is not awarded, the entire $1,000,000 project will be funded with Gas Tax funds.
