Recommended Action Adopt a Resolution approving a Professional Services Agreement for the preparation of technical studies, permit applications, construction plans, specifications, and cost estimates with GHD, Inc. for an amount not to exceed $563,060 for the Kelly Drive and Park Drive Road Diet and Multiuse Trail Improvements, Project No. 6075 (Project). Executive Summary This Project will reconfigure both Kelly Drive and Park Drive to create complete streets and to provide a trail linkage from El Camino Real to Agua Hedionda Lagoon as identified in the Carlsbad Comprehensive Active Transportation Strategy (CATS), which was developed in coordination with the Trails Master Plan. Discussion The Project is aligned with the community vision statement, "walking, biking, public transportation, and connectivity," and the City Council goal to become a leader in multimodal transportation systems and creative approaches to moving people and goods through and within Carlsbad. During the preparation of the CATS staff conducted an extensive public outreach process in concert with the early stages of the Trails Master Plan Update Project. The outreach included public open house meetings as well as on line surveys. As a result of this work, the CATS included as a set of six projects which were identified to demonstrate various types of active transportation improvements throughout the city. These six projects, one of which is the subject Project, were then added to the city1s Capital Improvement Program. The recently constructed Trails Roadway Crossing Project is another one of the six projects. As described in the CATS, the Kelly Drive and Park Drive Project scope of work includes the creation of buffered bike lanes, enhanced sidewalks and crosswalks, protected multi-use trails, and new circular intersections at Hillside Drive and Park Drive. The Project will also provide a trail linkage from El Camino Real to Agua Hedionda Lagoon. Page 95 #8 On March 16, 2017, the Transportation Engineering Division requested Statements of Qualifications (SOQs) for professional services for the Kelly Drive and Park Drive Road Diet and Multiuse Trail Improvements, Project No. 6075. On May 12, 2017, eight SOQs were received and a selection committee composed of city staff rated the submittals. The SOQs were evaluated pursuant to Carlsbad Municipal Code section 3.28.060 on the quality of each consultant's experience related to the project specific elements, performance of similar work, ability to provide the services, quality of the written response and the consulting services rate schedule. Based on a review of the SOQs and the negotiation of an acceptable scope of work and fee, in accordance with the city's Purchasing Policies and Procedures Manual, staff recommends awarding the agreement for the preparation of technical studies, permit applications, construction plans, specifications, and cost estimates to GHD, Inc. in an amount not to exceed $563,060.
