RECOMMENDATION:
Authorize Request for Qualifications for Technical Consultant Services.
BACKGROUND AND DISCUSSION:
Clean Energy Alliance has several activities related to becoming registered as a community
choice aggregation (CCA) program and to meet regulatory requirements of a CCA that require
the services of a qualified technical consultant. These include preparation and filing of a
Renewable Portfolio Standards Procurement Plan, submittal of year-ahead Resource Adequacy
forecast (due April 2020), preparation and filing of an Integrated Resource Plan and developing
a financial proforma that can be updated and maintained throughout the year for budgeting
and planning purposes, as well as assist with the long-term renewable energy procurement
process.
A request for qualifications (RFQ) process is recommended to seek a consultant with the
technical expertise to ensure CEA meets the regulatory requirements as established by the
California Public Utilities Commission and California Energy Commission.
