ITEM 7: Authorization of Request for Proposal for Communications and Marketing Services
RECOMMENDATION:
Clean Energy Alliance Board authorize the Interim Chief Executive Officer to issue a Request for
Proposal for Communications and Marketing Services return to Board for award July 16, 2020.
BACKGROUND AND DISCUSSION:
The City of Carlsbad has been providing the initial communications and marketing services to
Clean Energy Alliance (CEA). Through the great work of the Carlsbad staff, CEA's website was
launched, email addresses established, and press releases issued.
In the coming fiscal year, CEA's communications and marketing efforts will be ramping up as it
develops a comprehensive customer outreach and education campaign designed to minimize
opt outs and meet regulatory compliance requirements. With the growing needs, it is
appropriate to seek the services of a communications and marketing firm through a Request of
Proposal (RFP) process.
The scope of work will include:
• Develop comprehensive customer outreach & education campaign including
required CCA mailers
• Media relations and press release development
• Maintain CEA website
• Update CEA website related to CCA implementation
CEA staff will issue a RFP and return to the Board with results and recommendation at its July
16, 2020 meeting.
FISCAL IMPACT
Funding for the Communications and Marketing Services will be included in the proposed FY
20/21 budget to be before the Board for approval June 18, 2020.
