I• RECOMMENDATION That the Design Review Board recommend APPROVAL of the Negative Declaration issued by the Planning Director and ADOPT Resolution No. 079, recommending APPROVAL of RP 86-11, based on the findings and subject to the conditions contained therein. II. PROJECT DESCRIPTION The applicant is requesting approval of a redevelopment permit to enclose the existing swimming pool and remodel the Oak Avenue facade of the Carlsbad Boys and Girls Club located at 3115 Roosevelt Street. The proposed pool enclosure elevations show masonry walls with metal awning windows separated by concrete columns. There is a stucco cap running around the pool at the top of the walls. The roof contains skylights and composition shingles. The facade remodel will include a new entrance approximately 40 feet to the west of the existing Oak Avenue entrance, a new handicapped access ramp, and a new planter. A five foot vacation of, or encroachment into the existing excess right-of-way would be required along the Oak Avenue frontage. Construction details show stucco walls wth concrete columns and masonry planters and dividers. A gable roof with composition shingles comes off the ridge of the existing building providing additional relief and variation. III. ANALYSIS 1) Does the project conform to the guidelines of the Village Design Manual and the goals of Subarea 4 of the Village Redevelopment area? 2) Is the addition architecturally compatible with the existing building? 3) Are adequate safety and convenience provisions maintained for the pedestrian? As this project includes an existing use in an existing building where no expansion of gross floor area is proposed, typical questions regarding zoning concerns are moot. Complimentary design elements and materials (concrete columns, shingled gable roof, stucco) are proposed to integrate the pool facility with both the gymnasium and game room/office area. This institutional-look, utilitarian project will allow year-round use of the facility's pool providing an additional supervised recreational amenity necessary to the redevelopment area. The engineering department has conditioned the project to provide landscape elements in the public right-of-way which will help soften the pool elevations. The remodel of the Oak Avenue facade moves the main entrance approximately forty feet closer to the Tyler Street intersection. A field survey of the property at peak operating hours reveals double parked vehicles with children (with or without direct adult supervision) threading their way among cars from the traffic lane to the curb. The addition of heavy commercial and light industrial traffic from Tyler Street only serves to exacerbate the potential conflict between safety and circulation. The solution proposed is a green "passenger zone" curb in front of the main entrance, thereby getting the cars and the children out of the traffic lane. The City Traffic Engineer indicates concurrence with this suggestion and has dircted the Utilities and Maintenance Department to proceed with the curb painting. In summary, since the project provides for the expended use of a supervised recreational amenity necessary to the redevelopment area, is architecturally compatible with the existing structure, and maintains adequate safety and convenience provisions for the pedestrian staff is willing to support the request for approval of RP 86-11. ENVIRONMENTAL REVIEW The Planning Director has determined this project will not have a significant effect on the environment and, therefore, has issued a Negative Declaration on June 28, 1986. APPLICANT: CASE NO: CARLSBAD BOYS AND GIRLS CLUB RP-86-11 WHEREAS, a verified application has been filed with the Carlsbad and referred to the Design Review Board; and WHEREAS, said verified application constitutes a request as provided by Title 21 of the Carlsbad Municipal Code; and WHEREAS, pursuant to the provisions of the Municipal Code, the Design Review Board did, on the 13th day of August, 1986, hold a duly noticed public hearing to consider said application on property described as: Lots 17, 18 and 19 of Block 32 of the Town of Carlsbad, in the City of Carlsbad, in the County of San Diego, State of California, according to Map Thereof No. 533, filed in the Office of the County Recorder of San Diego County, WHEREAS, at said hearing, upon hearing and considering al testimony and arguments, if any, of all persons desiring to be heard, said Board considered all factors relating to RP-86-11. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Design Revie Board of the City of Carlsbad as follows: (A) That the foregoing recitations are true and correct. (B) That based on the evidence presented at the public hearing, th Board APPROVES RP-86-11, based on the following findings and subject to the following conditions: /Ill Ill/ l 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Findings: 1 ) 2 ) 3 ) 6 ) 7 ) 8 ) The project conforms to the guidelines of the Village Design Manual and the goals of Subarea 4 of the Village Redevelopment area. The project will allow year-round use of the facility's pool providing an additional supervised recreational amenity necessary to the redevelopment area. The site is physically suitable for the type and density of the development since the site is adequate in size and shape to accommodate a Boys and Girls Club project as proposed. The project is consistent with all City public facility pol- icies and ordinances since: a) The Design Review Board has, by inclusion of an appropriate condition to this project, ensured building permits will not be issued for the project unless the City Engineer determines that sewer service is available, and building cannot occur within the project unless sewer service remains available, and the Design Review Board is satisfied that the requirements of the Public Facilities Element of the General Plan have been met insofar as they apply to sewer service for this project. This project will not cause any significant environmental impacts and a Negative Declaration has been issued by the Planning Director on June 28, 1986 and approved by the Design Review Board on July 13, 1986. This project requires the construction of the improvements or facilities listed in the conditions of approval or the payment of fees in lieu of construction. This project creates a direct need for the improvements or facilities for the reasons stated in the staff report. If the improvements or facilities are not provided, the project will create an unmitigated burden on existing improvements and facilities. Further, the improvements and facilities are necessary to provide safe, adequate and appropriate service to future residents of the project consistent with City goals, policies and plans. The applicant is by condition, required to pay any increase in public facility fee, or new construction tax, or development fees, and has agreed to abide by any additional requirements established by a development management or public facility program ultimately adopted by the City of Carlsbad. This will ensure continued availability of public facilities and will mitigate any cumulative impacts created by the project. Conditions: 1 ) Approval is granted for RP 86-11, as shown on Exhibits "A" and "B", dated June 10, 1986, incorporated by reference and on file in the Planning Department. Development shall occur substantially as shown unless otherwise noted in these conditions. DRB RESO NO. 079 -2- l 2) This project is approved upon the express condition that 2 building permits will not be issued for development of the subject property unless the City Engineer determines that 3 sewer facilities are available at the time of application for such sewer permits and will continue to be available until 4 time of occupancy. 5 3) The applicant shall prepare a 24"x36" reproducible mylar of the final site plan incorporating the conditions contained 6 herein. Said site plan shall be submitted to and approved by the Community Redevelopment Manager prior to the issuance of 7 building permits. 8 4) The applicant shall prepare a detailed landscape and irrigation plan which shall be submitted to and approved by 9 the Community Redevelopment Manager prior to the issuance of building permits. 10 5) All landscaped areas shall be maintained in a healthy and 11 thriving condition, free from weeds, trash, and debris. 12 6) Any signs proposed for this development shall be designed in conformance with the City's Sign Ordinance and shall require 13 review and approval of the community Redevelopment Manager prior to installation of such signs. 14 7) Trash receptacle areas shall be enclosed by a six-foot high 15 wall with gates pursuant to City standards. Location of said receptacles shall be approved by the Community 16 Redevelopment Manager. 17 8) All roof appurtenances, including air conditioners, shall be architecturally integrated and concealed from view and the 18 sound buffered from adjacent properties and streets, pursuant to Building Department Policy No. 80-6, to the satisfaction o 19 the Directors of Planning and Building. 20 9) Building identification and/or addresses shall be placed on all new and existing buildings so as to be plainly visible 21 from the street or access road; color of identification and/o addresses shall contrast to their background color. 22 10) If any condition for construction of any public improvements 23 or facilities, or the payment of any fees in lieu thereof, imposed by this approval or imposed by law on this project ar 24 challenged, this approval shall be suspended as provided in Government Code Section 65913.S. If any such condition is 25 determined to be invalid this approval shall be invalid unles the City Council determines that the project without the 26 condition complies with all requirements of law. 27 //// 28 Ill/ DRB RESO NO. 079 -3- l Engineering Conditions: 2 11) The applicant shall apply for a street vacation of the excess right-of-way of Oak Avenue. Said vacation must be approved 3 by the City Council prior to issuance of a building permit. 4 12) In the event that the street vacation of the excess right-of- way of Oak Avenue is denied, the applicant shall apply for an 5 encroachment permit for the proposed structures in the public right-of-way. Said encroachment permit must be approved by 6 the City Council prior to issuance of a building permit. 7 13) The applicant shall install a wheelchair ramp at the intersection of Roosevelt Street and Oak Avenue prior to fina 8 approval of the proposed construction. Said ramp shall be built in accordance with Carlsbad standards and to the 9 satisfaction of the City Engineer. 10 14) Prior to final approval of the proposed improvements, the applicant shall landscape and provide an irrigation system to 11 the following locations: 12 13 14 15 16 17 a) The parkway area between the existing curb and sidewalk along Roosevelt Street. b) A strip adjacent to the northerly wall of the structure covering the existing pool. The landscaping is to be properly maintained by the applicant. Fire Conditions: 15) Prior to the issuance of building permits, complete building 18 plans shall be submitted to and approved by the Fire Department. 19 16) All fire alarm systems, fire hydrants, extinguishing systems, 20 automatic sprinklers, and other systems pertinent to the project shall be submitted to the Fire Department for approva 21 prior to construction. 22 17) Additional exiting may be required to the satisfaction of the Fire Marshal. 23 24 25 26 27 28 II/I Ill/ I/II /Ill Ill!
