DEVELOPMENT AND THE CITY OF CARLSBAD FOR FY 1980-81 OPERATIONS

The United States Department of Housing and Urban Development (HUD) and the City of Carlsbad
have appropriated money to support two programs in the Housing and Redevelopment Department
for which the Commission, as a corporate body, is responsible. In Redevelopment this means
that the City has approved funds for program operation on a loan basis, while the Housing
Program's funding has been approved by HUD on a grant-type basis. Now that the funding levels have been approved it is necessary for the Commission to take formal action accepting the funds from the City and the Department of Housing and Urban Development respectively.
The HUD amended Section 8 budget is included as Exhibit "A" to the attached resolution. The
funds are granted by the Federal Government and not subject to repayment. The Redevelopment Program operational budget is shown in Exhibit "B" of the attached resolution. The funds in this budget are loaned to the Commission by the City for repayment at such time as the
Commission receives its own funding. This is done through a cooperation agreement entered into by the City and the Commission on February 5, 1980.
The proposed budgets were reviewed by the Housing and Redevelopment Advisory Committee at its
meeting of August 25, 1980. The Committee recommended that the Commission accept the budgets
by a vote of 6-0-1, with member Hayes abstaining and members Mariz and Runzo absent.
A resolution 'is included for the Commissions' consideration.

FY 80-81 Redevelopment Budget
FINANCIAL STATEMENT - HUD has increased the overall budget by $17,148 over the amount
estimated in the 1980-81 City budget. Acceptance of the Redevelopment Budget increases

NOW THEREFORE, BE IT REWLVED by the Carlsbad Housing and Redevelopmen
ommission as follows:
a) That the above recitations are true and correct
b) That the approved HUII budyt Exhi bit "A," is hereby accepted
for operating the Section 8 Housing Assistance Payment Program;
c) That the approved Rer,evelopnlent budget, Exhibit "B" is hereby
accepted as a loan for the purC.ose of adninistering the Village
Redevelopmnt Prograr subject to the conditions of the agreement
cstahlishing City-Conilnission relationships adopted by Colnmission
Resolut,ion #2, dated February 5, 1980.
