The proposal will Commission and analysis by the City Attorney’s Office, the Commission’s eliminate the necessity of having bills ratified by the Commission by transfering that responsibility to the City Council. In addition, the amendment will clarify.the manner in which demands for payment are to be processed by formally adopting the City’s warrant procedure. The proposed amendment was reviewed by the Carlsbad Housing and Redevelopment Advisory Committee on August 25, 1980 and recommended for Commis*.ion approval by a vote of 6-0 with members Mariz, Runzo and Hayes absent. That the above recitatiocs are true and correct 2. That the Carlsbad Housing and Redevelopment Colnniission does hereby amend Section 403 of its By-law referring t.0 "Payment of Money, Flotes, or other Indebtdness ," to read as shown in Exhibit A attached hereto and incorporated hy refe'rence. COMMISSION BY-LAWS ARTICLE IV GENERAL (EXISTING) Section 403: Payment of Yoney, Notes or other Indebtdness: All checks, drafts, or other orders for the payment of money, notes or other evidence of indebtdness issued in the name of or payable to the commission shall be signed or endorsed by such person or persons and in such a manner as from time-to-time shall be determined by the members of the commission. (PROPOSED AMENDMENT) ARTICLE IV, GENERAL SECTION 403, PAYMENT OF MONEY, NOTES OR OTHER INDEBTEDNESS All checks, drafts, or other orders for payment of money, notes, or other evidence of indebtdness issued in the name of or payable to the Commission shall be processed in the same manner as provided in the Carlsbad Municipal Code (3.32.0.0 - .020), with the exception that the Finance Director in his role as Commission Treasurer shall perform all duties, which under such code, are assigned to the City Treasurer. The bills of the Commission shall be ratified by the City Council at the same time and in the same manner as those of the City of Carlsbad. ATTACHFIENT 1
