TITLE: ___ REQUEST FOR AUTHORIZATION TO SEEK PROPOSALS FOR 2 YEAR INDEPENDENT PUBLIC AUDIT
OF FEDERAL HOUSING PROGRAMS.

BACKCROUND:
The Commission, as a function of its involvement in the Section 8 and Section 23
Federal Housing programs, is required to conduct an independent public audit of its
programs every two years.
The recently completed George A. Petersen, & Co., report was prepared to correct and
reconstruct the programs accounting data base so that futue audit activity would have
a solid basis. Now that this ‘report is complete, proposals should be sought to
comply with the Department of Housing and Urban Development’s requirement for biennial
(2 Year) audit of our program.
ATTACHED :, Resolution Ordinance Agreements * P1 at
FINANCIAL STATEMENT. Funding is provided -for this purpose in the approved Section
8 budget. ($6,000 estimate)
COMMISSION-BOARD RECOMMENDATION:
Committee reviewed on July 29, 1980, and recommended that the report be forwarded
to the Commission and transmitted to HUD. RECOMMENDATION: “ff to solicit proposals for the provision of an Independent Public Audit
as required by the Department of Housing and Urban Development.
PUBLIC NOTICE
The Carlsbad Housing & Redevelopment Commission
is requesting proposals from independent public
accounting firms for the audit of operations for
the 24 month period ended June 30, 1980.
This audit is to be performed in accordance with the
HUD audit manual 7476.1 and is to include both
Section 23 and Section 8 contracts.
Interested parties should contact James F. Elliott,
Treasurer,Carlsbad Housing & Redevelopment Comission,
1200 Elm Avenue, Carlsbad, CA 92008 (PH: 438-5628).
Proposals are to be submitted by December 11, 1980.
Proposals should be prepared on forms available from
the Treasurer.
