SECTION 23 LEASED HOUSING PROGRAM:

BACKGROUW: HOUSING AND REDEVELOPMENT
As a part of a contract entered into with George A. Peterson & Co., on April 29, 1980,
documents werg prepared to permit the closing of the Section 23 Program. This program
actually ceased active functioning as of March 1, 1979, at which time all Section 23
units were converted to the Section 8 Program.
It is now necessary to adopt a Resolution which formally closes the program, subject to
clearance of a final independent public audit and certifies that all applicable HUD
regulations have been followed in the close-out.

RESOLUTION OF THE CARLSBAD HOUSING AND REDEVEL-
LEASED HOUSING PROGWI AND FORWAPDING FINAL
WHEREAS, on March 1979, the Carlsbad Housing Authority converted units
alldcated to it under the Section 23 Leased Housing Program to its predecessor
the Section S Rental. Assistance Payments Programs, and
WHEREAS, the Carlsbad Housing Authority was subsequently reorganized
i.nto the Carlsbad Housing and Redevelopment Commission as permitted under
the Cdifornia Health and Safety Code, and
WHEREAS, the Commission desires to proceed with final close-out of. the
inactive Section 23 Leased Housing Program in accordance with all applicable
Housing and Urban Development regulation.
NOW, THEREFURE, BE IT XESOLVED that the Carlsbad Housing and Redevelopment
Cowissiou that:
a. the foregoing statements are hereby determined to be true and correcf.
b. the Commission certifies that close-out of the Section 23 program has
been conducted in accordance with U.S. Department of Housing and
Urban Development .- Notice H 80-14 (Public Housing Agency) and is
complete with the exception of the Independent Public Audit and that
all assets and cash remaining from the Section 23 pr0gr.m have been
disposed of in accordance with HUD Notice H 80-14 (Public. Housing
Agency)
