EACK680V?iD: The Village Area Redevelopment Plan, is now ready for adoption. The recent completio
of the City’s Housing Element permits the plan to proceed through the Public Hearing
procesp for adoption.
The purpose of this action is to formally record the Commission action recommending
apprbval by the City Council of the City of Carlsbad.
PLAN CONTENT SUMMARY: -
The Redevelopment Plan for the Village Area is designed to promote the orderly growth,
revitalization and stability in the project area. It will also arrest physical and economic
decline and blight while firmly preserving the residential characteristics of the surrounding
community. The Plan is flexible in design and purposely provides a general and conceptual proposal for redevelopment upon which municipal and private project plans could be jointly developed.

COMI,~ISSIO~~-.~~ARD RECO~IIWIDATION: The Planning Commission and Housing and Redevelopment
Advisory Committee have previously taken actions recommending approval of the Plan.
RECOMMENDAT ION :
The Commission should adopt Resolution No. // approving the Plan for the Village Area
Redevelopment Project and recommending to the City Council of the City of Carlsbad that the Plan
be adopted. .
ACTION: The matter was referred to the Planning Ccmmission for report and recomnendation on the bornday change re deletion of all or part of Sub-Area 6 frm the Flan. 6-a-8. The public hearing was continued to the next meeting, July 7, 1981.

RESOLUTION NO. 11
RESOLUTION OF THE CARLSBAD HOUSING AND REDEVELOPMENT COMMISSION APPROVING THE
REDEVELOPMENT.PLAN FOR THE VILLAGE AREA ~ ~ ~ ~ ~~~~~~~ REDEVELOPMENT PROJECT AND THE EIR PREPARED THEREFOR, CERTIFYING AS TO ITS REVIEW OF THE EIR AND MAKING CERTAIN FINDINGS AND RECOMMENDING TO THE CITY COUNCIL OF THE CITY
OF CARLSBAD THAT THE PLAN BE ADOPTED
WHEREAS, the Housing and Redevelopment Commission of the City of
Carlsbad, has prepared the Redeveqopment Plan for the Village Area
Redevelopment Project (the "Redevelopment Plan"); and,
WHEREAS, The Housing and Redevelopment Advisory Conmittee has represented
the owners and tenants in the formation of the said Plan and supports
its adoption as the Project Area Committee for the Village Area Redevelopment
Project; and,
WHEREAS, a joint Public Hearing has been duly noticed by the City
Council of the City of Carlsbad and the Commission as provided by law; and,
WHEREAS, the City Planning Commission has made and filed with the Cokission
its Resolution reporting that the Redevelopment Plan is in conformity with
the General Plan of the City, and recommending approval of the Redevelopment
Plan; and,
WHEREAS, the City Planning Conmission has reviewed the Environmental
Impact Report for the Village Area R.edevelopment, Plan ("EIR #567") and
recommended that it be certified as the Final EIR for the Plan; and,
WHEREAS, pursuant to notice'duly given, the Commission and, the City
Council have held a full and fair public hearing on the Redevelopment Plan.
NOW, THEREFORE, BE IT RESOLVED, DETERMINED AND ORDERED BY THE
CARLSBAD HOUSING AND REDEVELOPMENT COMMISSION. AS 'FOLLOWS:
SECTION 1: This Conmission hereby certifies that EIR #567 for the
Redevelopment Project has been completed in compliance with the California
Environmental Quality Act, Public Resources Code Sections 21000 - et %.,
the Guidelines for Implementation thereof, 14 California Administrative
Code Sections 15000 - et x., and the CEQA Guidelines established by the
Agency. The Agency hereby certifies that it. has reviewed and considered
the information contained therein.
- SECTION 2: All steps required by law for the adoption of the
Redevelopment Plan having been taken and the full and fair public hearing
having been held on fhe.Redevelopment Plan, the Commission having considered
all oral and written comments and testimony relating thereto, hereby
approves said Redevelopment Plan, attached hereto as Exhibit "A" and by
'this reference incorporated herein.
SECTION 3: The Conmission hereby finds and determines that changes or
alterations have been required in, or incorporated into the redevelopment
of the Project Area pursuant to the Redevelopment Plan which mitigate
or avoid any significant environmental effects thereof as identified
and'described in EIR #567. The Commission further finds and determines
that several of such changes or alteratiokare within the .responsibility
and jurisdiction of public entities other than the Conmission which changes
have either been adopted by such public entities or can and should be
adopted by such public entities.

SECTION 4: The Executive Director of the Commission, in cooperation
with the City Clerk, is hereby authorized and directed to file with the
County Clerk of the County of San Diego, a Notice of Determination,
pursuant to 14 California Administrative Code SecJion. 15085(h).

Redevel opment P1 an.
PASSED, APPROVED, and ADOPTED at a regular meeting of the Carlsbad
Housing and Redevelopment Co.mmission on the 7th day of July, 1981, by
the following vote, to wit:
