RECOMlhENDED ACTION:
Housing and Redevelopment Commission adopt Resolution No. 19
approving RP 82-5.
ITEM EXPLANATION
A public hearing for RP 82-5 was held by the Design Review Board at
their meeting of December 22,' 1982. The applicant is requesting a
Redevelopment Permit to develop a 3,859 square foot office building
on a . 22 acre parcel located on the northwest corner of Beech Avenue
and Roosevelt Street. The staff report from the Land-Use Planning
Office is attached.(Exhibit I)
The Design Review Board voted to adopt Design Review Board Resolution
No. 003 recommending approval of a Redevelopment Permit for this
development proposal.
I FISCAL IMPACT
This action will result in no fiscal impact to the City.

RP 82-5 - WEBER - Request for a Redevelopment Permit to allow the establishment of an office building on the north west corner of Beech Avenue and Roosevelt Street.
I. RECOMMENDATION
It is recommended that the Design Review Board APPROVE the Negative Declaration issued by the Land Use Planning Manager and ADOPT Resolution No. 003 APPROVING RP 82-5.
II. PROJECT DESCRIPTION
The applicant is requesting a redevelopment permit to develop a 3859 square foot office building on a .22 acre parcel located as described above. The site is relatively flat with an existing duplex on it.
The underlying zone for this parcel is R-P (residential- professional) which allow business-professional office uses such as that proposed by the applicant.
III. ANALYSIS
1. Does the proposed office building satisfy the development standards of the V-R zone?
2. Is the circulation system adequate enough to handle traffic circulated by the site?
Discussion
The proposed use is consistent with the goals outlined in the Village Design Manual for sub area 6. This area is planned for an office/professional buffer around existing residential uses.
The project satisfies all basic development standards required by the underlying V-R(RP) zone including setbacks, landscaping height limit provisions, and parking. The proposed building will have a total of 3,859 square feet of building area which requires
10 parking spaces The trafic generated from this use will be fairly light. The circulation system is more than adequate to handle the traffic generated from this size of office building. All issues have been resolved and therefore staff is recommending approval of this project.
IV. ARCHITECTURAL DESIGN
The proposed office building will be a combination one story/two story stucco building with woodsiding on all but the north side. The wood siding will be a clear redwood type and the stucco will have a textured finish. The roof would be covered entirely by "dimensional shadow" asphalt shingles.
There are several structures in the vicinity of the proposed office building that have a wooden texture to them. Staff feels that the proposed office building is compatible with the surrounding area and also with the redevelopment concept of a "village" atmosphere.
V. ENVIRONMENTAL REVIEW
The Land Use Planning Manager has determined that this project will not have a significant effect on the environment and therefore, has issued a Negative Declaration on December 6, 1982.

of Carlsbad and referred to the Housing and Redevelopment Commissio

ded by Title 21 of the Carlsbad Municipal Code; and
WHEREAS, pursuant to the provisions of the Municipal Code, the

January, 1983, hold a duly noticed public hearing to consider said
application on property described as:
All the southeasterly 60 feet of Seaside Lands, according to
map thereof No. 1722 filed July 28, 1921.
WHEREAS, at said public hearing, upon hearing and considering
all testimony and arguments, if any, of all persons desiring to be
heard, said Commission considered all factors relating to RP 82-5.
NOW THEREFORE, BE IT HEREBY RESOLVED by the Housing and
Redevelopment Commission of the City of Carlsbad, as follows:
A) That the foregoing recitations are true and correct.
B) That based on the evidence presented at the public hearing
the Commission approves :RP 82-5, based on the following
findings.
FINDINGS:
1) The proposed project satisfies all the development
1 standards and design criteria of the V-R (RP)Zone.
2 2) That the proposed project is compatible with the goals and
3 policies of the Village Design Manual.
4 3) That the project is compatible with the surrounding uses.
5 PASSED, APPROVED AND ADOPTED at a regular meeting of the
6 Housing and hzdevelopment Commission of the City of Carls.bad,
