DEPT. RE D I RECOMMENDED ACTION: Housing and Redevelopment Commission adopt Resolution No, 20 approving RP 82-10. ITEM EXPLANATION: A public hearing for RP 82-10 was held by the Design Review Board at their meeting of January 12, 1983. The applicant is requesting a Redevelopment Permit to allow a sit-down delicatessen in an existing single story building on the northwest corner of Elm Avenue and Carlsbad Boulevard. No significant external modifications to the structure are anticipated, however, the interior will be redesigned as shown in Exhibit I. Additionally, an undersirable existing parking situation will be eliminated by the applicant's redesign and landscaping of the lot. The Design Review Board voted to adopt Design Review Board Resolution No. 007 recommending APPROVAL of a Redevelopment Permit for this use change. EXHIBIT I DATE: TO: FROM: SUBJECT: STAFF REPORT January 12, 1983 Design Review Board Redevelopment Office RP 82-10 - JAVID - Request for a use permit to allow a sit-down delicatessen at the northwest corner of Elm Avenue and Carlsbad Boulevard. I. RECOMMENDATION It is recommended that the Design Review Board ADOPT Resolution No. 007 APPROVING RP 82-10. II. DISCUSSION The applicant is requesting approval to allow a sit-down delicatessen in an existing single-story, stucco building with wood trim, located as described above. This location is in Subarea 5 of the Village Redevelopment Zone. No significant external modifications to the structure are anticipated, however, the interior will be redesigned approximately as shown on Exhibit "A " . The applicant has also agreed to redesign the existing parking layout to that shown on this exhibit. This parking redesign is a major advantage in that it alleviates the back-out conflict with the public streets, and the landscaping buffer will help screen the parked cars from the intersection. The Design Review Board recently denied a proposed liquor estab- lishment for the site due to insufficient parking. Although liquor establishments and sit-down delicatessens both require a parking ratio of one space per 100 square feet of gross floor area, the deli request includes a smaller portion of the building. The parking situation for this request is as follows: Delicatessen - 1,000 square feet (10 spaces at 1 space per 100 square feet) Remaining Area (Office) - 1,275 square feet (4 spaces at 1 space per 400 square feet) These 14 required parking spaces can be accommodated by 10 on site spaces and 4 street frontage parallel spaces along Carlsbad Boulevard. Since Subarea 5 of the Village Redevelopment Plan encourages restaurants, and because the proposal can adequately accommodate its parking requirements, staff recommends approval of the use. 3 , ATTACHMENTS 1. APPLICANT: JAVID CASE NO. 82-10 WHEREAS, a verified application has been filed with the City of Carlsbad and referred to the Housing and Redevelopment Commission; and WHEREAS, said verified application constitutes a request as provided by Title 21 of the Carlsbad Municipal Code; and WHEREAS, pursuant to the provisions of the Municipal Code, the Housing and Redevelopment Commission did on the 15th day of February, 1983, hold a duly noticed public hearing to consider said application on property described as: Map 1661 - northeasterly 100 feet excluding the southwesterly 35 feet of the southeasterly 75 feet of Tract No. 95.
