RECOMMENDED ACTION:
Housing and Redevelopment Commission adopt Resolution No. 22 approving
RP 82-9.
I ITEM EXPLANATION
A public hearing was held by the Design Review Board on February 9, 1983,
to consider RP 82-9. The applicant is requesting a Redevelopment Permit for
a use change and remodel of a vacant building located at 2943 State Street.
The applicant proposes to convert the vacant building into a combination
coffee shop/restaurant. This will result in a significant upgrading of the
existing structure. Staff report is attached hereto as Exhibit I.
The Design Review Board voted unanimously to adopt Design Review Board
Resolution No. 012 recommending approval of a Redevelopment Permit for this
project.
FISCAL IMPACT
This action will result in no fiscal impact to the City.

building and change the use into a coffee shop/restaurant
at 2943 State Street.
I. RECOMMENDATION
It is recommended that the Design Review Board ADOPT Resolution No. 012 APPROVING
RP 82-9.
II. DISCUSSION
The proposed application for a change of use involves the remodelling of a
vacant building into a Greek restaurant. This building was previously occupied by a nightclub which has been out of business for some time. As shown on the
location map, the restaurant is to be located at 2943 State Street, between Elm
Avenue and Grand Avenue. This site is within Subarea 5 of the Redevelopment
Area, which encourages restaurant uses.
Exhibit "A" shows the parking layout for the entire block. The applicant has
indicated a willingness to pave and stripe the parking area along the east side
of the rear alley. The west side is to be striped by the City. As such, sufficient
convenient parking for this restaurant as well as the remainder of the block
will be soon forthcoming.
In addition, the applicant and owner have agreed to remodel the facade of the
restaurant, including a recessed entrance and other architectural features.

A RESOLUTION OF THE HOUSING AND REDEVELOPMENT .
COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA
APPROVING A REDEVELOPMENT PERMIT TO ALLOW A
COFFEE SHOP/RESTAURANT AT 2943 STATE STREET.
APPLICANT: SKONDROYIANNIS
CASE NO: RP 82-9
WHEREAS, a verified application has been'filed with the City of: Carlsbad
and referred to the Housing and Redevelopment Commission; and
WHEREAS, said verified application constitutesa request assprovided.by
Title 21 of the Carlsbad Municipal Code; and
WHEREAS, pursuant to the provisions of the Municipal Code, the Housing
and Redevelopment Commission did on the 15th day of March, 1983, hold a duly
noticed public hearing to consider said application on property described as:
Lots 10, 11, 12, Block 1 Town of Carlsbad, amended Map 775
(365,535)
WHEREAS, at said public hearing, upon hearing and considering all
testimony and arguments, if any, of all persons desiring to be heard, said
Commission considered all factors relating to RP 82-9.
NOW THEREFORE, BE IT HEREBY RESOLVED by the Housing and Redevelopment
Commission of the City of Carlsbad, as follows:
A) That the foregoing recitations are true and correct.
B) Based on the evidence presented at the public hearing, the
Commission approves RP 82-9, based on the following conditons.

COiDITIONS
1) Approval is granted for RP 82-9 as shown Exhibits "A" and "B", on file
in Redevelopment Office dated January 31, 1983,.incorporated by reference.
I) The east side of the rear alley shall be paved and striped as per
the design shown on Exhibit "A", dated .January 31, 1983, to the
satisfaction of the Community Redevelopment Manager.
