RE D CITY MGV - 1‘ RECOMMENDED ACTION: Housing and Redevelopment Commission adopt Resolution No. 026 approving RP.83-3. ITEM EXPLANATION A public hearing for RP 83-3 was held by the Design Review Board on April 13, 1983, The proposed amendment to the Design Manual would allow two types of temporary signs in the Redevelopment Area with the approval of a Temporary Sign Permit by the Community Redevelopment Manager. The permitted signs under this amendment would include portable signs and grand-opening type signs. The purpose of this addition to the Design Manual is to give the downtown merchants some added flexibility in signing until the various redevelopment projects and programs are constructed and implemented. This amendment would only last for a period of two years. Staff feels that the proposed ordinance is compatible with the goals of; the Redevelopment Area. The Design Review Board voted unanimously to adopt Design Review Board Resolution No. 017 recommending approval of RP 83-3. FISCAL IMPACT This action will result in no fiscal impact to the City. RESOLUTION NO, 026 -A RESOLUTION OF THE HOUSING AND REDEVELOPMENT COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING AN AMENDMENT TO THE VILLAGE DESIGN MANUAL OF THE CITY OF CARLSBAD BY THE AMENDMENT OF SECTION X, TO ALLOW CERTAIN TEMPORARY SIGNS IN THE REDEVELOPMENT AREA. APPLICANT: CITY OF CARLSBAD WHEREAS, the Housing and Redevelopment Commission did, on the 17th, day of May, 1983, hold a duly noticed public hearing as prescribed by law to :onsider said request; and WHEREAS, at said public hearing, upon hearing and considering all testimony ind arguments, if any, of all persons desiring to be heard, said Commission zonsidered all factors relating to the Village Design Manual amendment. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Housing and Redevelopment 1ommission as follows: A. That the above recitations are true and correct. B. That based on the evidence presented at the public hearing, lousing and Redevelopment Commission recommends that Section X of the design Manual be amended to delete the paragraph reading: "Temporary signs exhibited for less than one week with a area of 50% of the building's allowable sign area may be permitted." Ind to add the following paragraphs in place of the deleted paragraph the Vi1 lage sign ' A small portable sign, generally made of wood, or similar material, which does not exceed five feet in height three feet in width, and has no more than.two sign faces per sign may be . permitted by the Community Redevelopment Manager. Individual sign faces on protable signs shall not exceed ten square feet. Portable signs shall not be bolted, nailed or affixed to any permanent object (such as walls, trees or the ground). Permits for portable signs may be granted up to four months by the Community Redevelopment Manager. Following the initial approval, extensions may be granted for maximum periods of six months at a time. The application for a portable sign permit or an extension shall be accompanied by a fee set by the City Council. This paragraph shall be effective until May 31, 1985 unless before that date the provisions of this paragraph are extended by action of the Housing and Redevelopment Commission. Temporary Sign Permits may be'issued for special advertising signs announcing,the grand opening of a new business. These signs should be generally in the form of banners or streamers (narrow colored vinyl, canvas or non-paper type materials). The Community Redevelopment Manager may approve a Temporary Sign Permit for grand opening signs for a maximum of thirty days. No extensions in time will be permitted for grand opening signs. The application for a temp- orary sign permit shall be accompanied by a fee set by the City Council. I. RECOMMENDATION It is recommended that the Design Review Board ADOPT Resolution No. 016 recommending APPROVAL of RP 83-3. II. PROJECT DESCRIPTION Section 21.41 of the Municipal Code (Sign Ordinance) does not allow for temporary signs in the City of Carlsbad. The proposed amendment to the Design Manual would allow two types of temporary signs in the Redevelopment Area with the approval of a Temporary Sign Permit by the Community Redevelopment Manager. The permit- ted signs under this amendment would include portable signs and grand-opening type signs. The purpose of this addition to the ordinance is to give the merchants downtown some additional help until the various redevelopment programs get off the ground. This ordinance would only last for a period of two years. III. ANALYSIS Issues 1) Is the proposed provision for temporary signs consistent with the goals of Downtown Redevelopment? 2) Would the proposed changes create visual impacts on the downtown area? 3) Will the standards provided in the proposed code amendment ensure high quality signs? Discussion Staff feels that the proposed amendment to the Design Manual is compatible with the goals of the Redevelopment Area. The Village Design Manual indicates that signs in the downtown area should be simple, direct, harmonious and attractive. If properly implemented the amendment will give merchants some additional flexibility in signing and will also give the City a lot of control over the use of temporary type signs. d The proposed amendment requires an applicant to apply to the Community Redevelopment Manager for a Temporary Sign Permit. In approving the permit, the Community Redevelopment Manager must look at certain standards established in the ordinance and may also regulate the color, size, location, materials and time the sign may be up. For this reason, staff feels that there will be no negative visual impacts created by the proposed ordinance and that the amount of discretion given the Community Redevelopment Manager will ensure quality signs in the downtown area. IV. ENVIRONMENTAL REVIEW The Community Redevelopment Manager has determined that this project will not have a significant effect on the environment and, therefore, has issued a Negative Declaration March 11, 1983.
