HLk: iId5n SQUARE FOOT AUTOMOTIVE REPAIR FACILITY CITY Al-IT vu ON WEST SIDE OF ROOSEVELT STREET BETWEEN -32 ELM AVENUE AND OAK AVENUE CITY MGRw I RECOMMENDED ACTION: Housing and Redevelopment Commission adopt Resolution No. 027 APPROVING RP 83-9. 1 ITEM EXPLANATION The Design Review Board on May 11, 1983, held a duly noticed public hearing to consider RP 83-9. The applicant is requesting a Redevelopment Permit to construct a 2300 square foot automotive repair facility located on the west side of Roosevelt Street between Elm Avenue and Oak Avenue. This proposal will allow Joe’s Transmission currently located on the north west corner of State Street and Elm Avenue to relocate to the subject project. The Design Review Board and staff have found the proposed project to comply with the requirements of the Carlsbad Zoning Ordinance and the underlying C-2 (General Commercial) Zone for this property, the development of this project will therefore add consistency to the goals of the Village Design Manual. Joe’s Transmission, at its present location, does not comply with the goals of sub-area one. The Design Review Board voted unanimously to adopt Design Review Board Resolution No. 020 APPROVING RP 83-9. FISCAL IMPACT This project will result in no fiscal impact to the City. EXHIBIT 1 - STAFF REPORT DATE: May 11, 1983 TO: Design Review Board FROM: Land Use Planning Office SUBJECT: RP 83-9 - MORALES - Request for a Redevelopment Permit for a 2300 square foot automotive repair facility on the west side of Roosevelt Street between Elm Avenue and Oak Avenue in sub-area 4 of the V-R Zone. I. RECOMMENDATION It is recommended that the Design Review Board ADOPT Resolution No. 020 recommending APPROVAL of RP 83-9 to the Housing and Redevelopment Commission based on the findings and subject to the conditions contained therein. II. PROJECT DESCRIPTION The applicant is requesting a Redevelopment Permit to construct a 2300 square foot automotive repair facility located as described above. Construction of the proposed facility would allow Joe's Transmission to move from its present location on the corner of State Street and Elm Avenue to the subject property. The Redevelopment Committee approved a site plan and elevations for the proposed facility at this site in February, 1981. These plans included a detailed facade on Roosevelt Street and a second story residence. The revised plans have eliminated this detailed facade and the second story residence. The revised plans propose a large rectangular building with a one story gable roofed office attached to the easterly portion of the building. The main portion of the automotive building will be approximately 22 feet high. The applicant proposes to provide a five foot landscape strip in front of the building and along the northerly side of the property. Six on-site parking spaces will be provided. III. ANALYSIS Planning Issues 1. Does the proposed project conform with the requirements of the zoning ordinance? 2. Does the proposed project conform with the goals of sub- area 6 of the Village Redevelopment Area? 3. Does the project conform with the architectural standards of the Village Design Manual? d Discussion As proposed, this project complies with all the requirements of the Carlsbad Zoning Ordinance and the underlying C-2 (General Commercial) zone for this property. This project is being developed in accordance with the goals of sub-area 4 of the Village Redevelopment Area. One of the goals of sub-area 4 is to encourage auto related service facilities. In addition, construction of the proposed building will faciliate the relocation of Joe's Transmission from its present location within sub-area 1 of the Village Redevelopment Area. Joe's Transmission does not comply with the goals of sub-area 1. ARCHITECTURAL COMPATIBILITY Staff has concerns about the architectural compatibility of the proposed building. The applicant proposes a 22 foot high blank wall that will face south. Staff believes that this would be very unsightly to the existing single family home on the lot immediately to the south of the subject property. If the proposed site plan was flipped over so that the building and parking area were located on the north side of the property and the driveway were on the south, this problem would be somewhat mitigated. A six foot high block wall along the southerly property line would screen any vehicles stored on the property from the adjacent residence and traffic along Roosevelt Street. An additional advantage of flipping the design would be providing the interior of the automotive facility and the office with a southerly exposure. This could significantly increase opportunities for solar heating of the faciliy. Vehicles are stored and loaded on the portion of the lot to the north that is adjacent to the subject property. Any future development that would occur on this lot will be oriented to Elm Avenue and should not be adversely impacted by the rear wall of the proposed automotive repair facility. As conditioned, this building will be compatible with the surrounding buildings, design concepts of the Village Design Manual, and the goals of sub-area 4 of the Village Redevelopment Area. Staff, therefore, recommends approval of RP 83-9. IV. APPLICANT: MORALES CASE NO.: RP 83-9 WHEREAS, a verified application has been filed with the City of Carlsbad nd referred to the Housing and Redevelopment Commission; and WHEREAS, said verified application constitutes a request as provided by itle 21 of the Carlsbad Municipal Code; and ,~WHEREAS, pursuant to the provisions of the Municipal Code, the Housing nd Redevelopment Commission did, on the Elst.day of June, 1983, hold a duly oticed public hearing to consider said application on property described as: Lots 23.and 24 in Block 33 in the Town of Carlsbad according to Map 535 filed May 2, 1888. Y 6 7 E 9 1c 11 12 it? 14 15 16 17 18 19 20 21 22 23 24 25 26 27 20 The project is consistent with all City public facility policies and ordinances since: londitions: a) All necessary public improvements have been provided or will be required as conditions of approval. b) The applicant has agreed and is required by the inclusion of an appropriate,condition to pay a public facilities fee. Performance of that contract and public facilities will be available concurrent with need as required by the General Plan. Approval is granted for RP 83-9, as shown on Exhibits "A" - "D", dated April 27, 1983, incorporated by reference and on file in the Land Use Planning Office. Development shall occur substantially as shown unless otherwise noted in these conditons. This project is approved upon the express condition that building permits will not be issued for development of the subject property unless the City Engineer determines that sewer facilities are available at the time of application for such sewer permits and will continue to be available until time of occupancy. This note shall be placed on the final map. This project is approved upon the express condition that the applicant shall pay a public facilities fee as required by City Council Policy No. 17, dated April 2, 1982, on file with the City Clerk and incorporated herein by reference, and according to the agreement executed by the applicant for payment of said fee , a copy of that agreement, dated May 5, 1983 , is on file with the City Clerk and incorporated herein by reference. If said fee is not paid as promised, this application will not be consistent with the General Plan and approval for this project shall be void. Approval of this request shall not excuse compliance with all sections of the Zoning Ordinance and all other applicable City ordinances in effect at time of building permit issuance. Water shall be provided by the City of Carlsbad unless some other arrangement is approved by the City Council. The applicant shall prepare a detailed landscape and irrigation plan which shall be submitted to and approved by the Land Use Planning Manager prior to the issuance of building permits. All landscaped areas shall be maintained in a healthy and thriving condition, free from weeds, trash, and debris. Any signs proposed for.this development shall be designed in conformance with the City's Sign Ordinance and shall require review and approval of the Land Use Planning Manager prior to installation of such signs. Trash receptacle areas shall be enclosed.by a 6-foot high masonry wall with gates pursuant to city standards. Location of said receptacles shall be approved by the Land Use Planning Manager. 1 10) The site plan shall be reversed so that the building is located on the north side of the lot. 2 11) 3' A six foot block wall shall be constructed along.the southerly property line. 4 Engineering: 5 12) The developer shall obtain a grading permit prior to the commencement of any clearing or grading of the site. 6 13) The grading for this project is defined as "regular grading" by Section 11.06.170(a) of the Carlsbad Municipal Code. The developer shall submit a grading plan for approval which shall include all required drainage structures and any required erosion control measures. The developer shall also submit soils, geologic or compaction reports if required and shall comply with all provisions of Chapter 11.06 of the Carlsbad Municipal Code. lo: 14) The applicant shal-l enter into a future improvement agreement for the 11 portion of the alley adjacent to this property. 12 15) The existing curb cut adjacent to this property shall be removed and replaced with standard improvements.
