ITEM EXPLANATION A public hearing for RP 83-16 was held by the Design Review Board at their meeting of January 25, 1984. The a2plicant is requesting a Redevelopment Permit to construct a 10,600 square foot, two-story office/retail building on the south side of Elm Avenue, between Carlsbad Boulevard and the railroad tracks. The project is consistent with the encouraged uses in sub-area 5 of the Redevelopment Area. The Coastal Commission has indicated that this project is consistent with the Local Coastal Plan. The Design Review Board voted to adopt Design Review Board Resolution No. 27 recommending approval of a Redevelopment Permit for this proposal. FISCAL IMPACT This action will result in no fiscal impact to the City. January 25, 1984 Design Review Board Land Use Planning Office RP 83-16 - KAMAR CONSTRUCTION - Request to construct an office/retail building at 325 Elm Avenue. RECOMMENDATION It is recommended that the Design Review Board APPROVE the Negative Declaration issued by the Land Use Planning Manager, and ADOPT Resolution No. 027 recommending APPROVAL of RP 83-16 to the Housing and Redevelopment Commission based on the findings and subject to the conditions contained therein. II. PROJECT DESCRIPTION AND BACKGROUND The proposed project involves the construction of a 10,600 square foot, two story office/retail building, on the south side of Elm Avenue, between Carlsbad Boulevard and the railroad tracks where the Kamar Construction building presently exists. As shown on Exhibit "A", the project is proposed to be constructed with wood and plaster siding, and metal roofing. Exhibit "B" demonstrates the site plan and floor layouts. The ground floor includes parking, retail space at the front of the building, and some office space. The second floor, with 6600 square feet of office area, is situated over the ground floor as well as over much of the parking area. A similar, three story building was approved for this site by the Design Review Board in April, 1982. This earlier project, however, had some difficulty in acquiring Coastal Commission approval. This revised, scaled down plan, is consistent with the Local Coastal Plan. III. ANALYSIS Planning Issue 1) Does the project meet the land use goals and design standards of the Village Design Manual? Discussion The proposed project is on the periphery of Sub-area 5 of the redevelopment area. This Sub-area focuses on the tourist trade, encouraging tourist-serving uses , particularly along Carlsbad Boulevard. Retail shops, such as that proposed by this project, are encouraged. Incidental and compatible uses, such as office buildings are permitted. The site is one-half block from Sub- area 1, the central business district, and would also be considered compatible with those permited uses. Design concepts in this area include the encouragement of mixed uses, easily accessible to pedestrians, with attractive and interesting building elevations. After reviewing the proposed development, staff concludes that this project, containing ground floor retail and upstairs office, with appealing building elevations, conforms particularly well to the land use goals and design standards, as stated in the Design Review Manual. ARCHITECTURAL COMPATIBILITY The building will be constructed of wood and plaster with a heavy emphasis on wood. There is currently a variety of building styles in the vicinity including Victorian (Twin Inns) and a modified tudor style (Runzo's Candy). Staff feels that the heavy emphasis on wood in this project will make it compatible with the surrounding buidings and an attractive addition to Sub-area 5. IV. ENVIRONMENTAL REVIEW The Land Use Planning Manager has detemined that this project will not have a significant impact on the environment and has issued a Negative Declaration on January 11, 1984. APPLICANT: KAMAR CONSTRUCTION CASE NO.: RP 83-16 WHEREAS, a verified application has been filed with the City of Carlsbad and referred to the Design Review Board; and WHEREAS, said verified application constitutes a request as provided by Title 21 of the Carlsbad Municipal Code; and WHEREAS, pursuant to the provisions of the Municipal Code, the Design Review Board did, on the 25th day of January, 1984, hold a duly noticed public hearing to consider said application on property described as: Northeasterly 100 feet of Southwesterly 200 feet of Tract 98 of Carlsbad Lands, Map 1661 filed March 1, 1915, City of Carlsbad, County of San Diego. WHEREAS, at said public hearing, upon hearing and considering all testimony and arguments, if any, of all persons desiring to be heard, said Board considered all factors relating to RP 83-16. In addition, the Design Review Board has added a condition that a note shall be placed on the final map that building permits may not be issued for the project unless the City Engineer determines that sewer service is available, and building cannot occur within the project unless sewer service remains available, and the Design Review Board is satisfied that the requirements of the public facilities element of the general plan have been met insofar as they apply to sewer service for this project. b) All necessary public improvements have been provided or will be required as conditions of approval. cl The applicant has agreed and is required by the inclusion of an appropriate condition to pay a public facilities fee. Performance of that contract and payment of the fee will enable this body to find that public facilities will be available concurrent with need as required by the general plan. All landscaped areas shall be maintained in a healthy and thriving condition, free from weeds, trash, and debris. Any signs proposed for this development shall be designed in conformance with the City's Sign Ordinance and shall require review and approval of the Redevelopment Manager prior to installation of such signs. All roof appurtenances, including air conditioners, shall be architecturally integrated and shielded from view and the sounc buffered from adjacent properties and streets, pursuant to Building Department Policy No. 80-6, to the satisfaction of the Redevelopment Manager and Building and Planning Director. ALL colors (roof, siding, stucco and wood) to be as shown by samples viewed by the Board and on file with Community Redevelopment Manager's office. Enqineering Conditions 9) This project is approved upon the express condition that building permits will not be issued for development of the subject property unless the City Engineer determines that sewel capacity is available at the time of application for such permits and will continue to be available until time of occupancy. 10) The developer shall obtain a grading permit prior to the commencement of any clearing or grading of the site. 11) The developer shall provide a cross drain per City of Carlsbad Standard DS-2 or an approved alternate, for stormwater passing under the sidewalk. 12) The developer shall replace all sidewalk, curb, and gutter along the property frontage as directed by the City Engineer, prior to ooccupancy of the building.
