CITY MGR..~ I RECOMMENDED ACTION: Housing and Redevelopment Commission adopt Resolution No. 038, APPROVING RP/CUP 84-5. ITEM EXPLANATION A public hearing for RP/CUP 84-5 was held by the Design Review Board at their meeting of April 11, 1984. The applicant is requesting a Redevelopment Permit to construct a 7,000 square foot warehouse at 3135 Tyler Street in sub-area four of the V-R zone. Presently an existing commercial building and warehouse are located on the site. The applicant proposes to remove the existing warehouse and construct a new larger one. The project is consistent with the encouraged uses in sub-area four of the Village Design Manual. The Design Review Board voted to adopt Design Review Board Resolution No. 035, recommending 'APPROVAL of a Redevelopment Permit for this proposal. FISCAL IMPACT This action will result in no fiscal impact to the City. APPLICATION SUBMITTAL DATE: FEBRUARY 29, 1984 STAFF REPORT March 28, 1984 Design Review Board Land Use Planning Office RP 84-5 - INDIANA PLUMBING - Request for approval of a mayor redevelopment permit to construct a 7000 square foot warehouse at 3135 Tyler Street. RECOMMENDATION It is recommended that the Design Review Board APPROVE the Negative Declaration issued by the Land Use Planning Manager and ADOPT Resolution No. 035, APPROVING RP 84-5 based on the findings and subject to the conditions contained therein. II. DISCUSSION The applicant is requesting approval of a major redevelopment permit to construct a 7000 square foot warehouse. Presently, an existing commercial building and warehouse are located on the site. The applicant proposes to remove the existing warehouse and construct a new larger one to the rear of the lot away from the existing commercial building (see site plan). The project site is located in sub-area four of the Village Redevelopment Area. The goal of this area is to create a light manufacturing/heavy commercial area. The addition of this warehouse would be consistent with this goal. The proposed warehouse would not constitute a change in use nor create a demand for additional parking facilities. Staff believes that the proposal is consistent with the goals and objectives of the Village Design Manual, therefore, staff recommends approval of RP 84-5. III. ARCHITECTURAL DESIGN The proposed warehouse will be a combination of block and corrugated metal. This combination is consistent with the buildings on the site. Though this combination is not aesthetically pleasing, the construction of the larger warehouse will serve to clean up some of the clutter that presently exists on 'the site. Staff believes this new construction will improve the overall appearance of the site. IV. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this project will not have a significant impact on the environment and, therefore, issued a Negative Declaration on March 13, 1984. APPLICANT: INDIANA PLUMBING CASE NO.: RP 84-5 WHEREAS, a verified application for certain property to wit: The northeasterly 140 feet of Lot 2 of industrial tract according to Map no. 1743 filed January 23, 1923 and that portion of Lot 3 of industrial tract according to Map. Performance of that contract and payment of the fee will enable this body to find that public facilities will be available concurrent with need as required by the general plan. Development shall occur substantially as shown unless otherwise noted in these conditions. This project is approved upon the express condition that the applicant shall pay a public facilities fee as required by City Council Policy No. 17, dated April 2, 1982, on file with the City Clerk and incorporated herein by reference, and according to the agreement executed by the applicant for payment of said fee, a copy of that agreement, dated January 23, 1984, is on file with the City Clerk and incorporated herein by reference. If said fee is not paid as promised, this application will not be consistent with the General Plan and approval for this project shall be void. This approval shall become null and void if building permits are not issued for this project within one year from the date of project approval. Water shall be provided to this project pursuant to the Water Service Agreement between the City of Carlsbad and the Costa Real Water District, dated May 25, 1983. The applicant shall prepare a detailed landscape and irrigation plan which shall be submitted to and approved by the Land Use Planning Manager prior to the issuance of building permits. All landscaped areas shall be maintained in a healthy and thriving condition, free from weeds, trash, and debris.
