ITEM EXPLANATION This item is an appeal by the applicant (Domino's Pizza) of a Design Review Board decision to DENY RP 86-4. The applicant is requesting a minor redevelopment permit to allow renovation of an existing retail space and change use to delivery and carry-out only pizza establishment at 2965 State Street within the Village Center Special Treatment Area of Subarea 1. The Design Review Board unanimously denied the minor redevelopment permit at their meeting of March 5, 1986, because of the following finding: 1) The proposed project is inconsistent with the goals and objectives of the Village Design Manual for uses in the Village Center Special Treatment Area of Subarea 1 of the Village Redevelopment Area for reasons stated in the staff report. Staff believes that the proposed use by its transient nature (delivery and take-out only) does not meet the criteria of the Design Manual and service offered does not contribute to the focal point concept of encouraging pedestrian circulation and complementary relationships among businesses. Staff suggests that the proposed project is inconsistent with the goals and objectives of the Village Design Manual and recommends denial. FISCAL IMPACT It cannot be determined whether economic benefits from the project, including tax increment increases and fees, would offset the anticipated burdens the project will have on the area. Denial of this project is not anticipated to have any direct economic impact on the City. I. RECOMMENDATION It is recommended that the Design Review Board ADOPT Resolution No. 069 DENYING RP 86-4. II. PROJECT DESCRIPTION The applicant is requesting a permit to renovate the existing 1400 square foot retail space at 2965 State Street. the former use was a card shop. The proposed use is a delivery and carry out only Pizza establishment. There will be no sit down eating facilities on site. The hours of operation are 4 PM to lOPM, seven days a week. Staff does not feel this use would require additional parking as the nature of the business traffic is similar to the former use. The proposed project is located in the Village Center Special Treatment Area of subarea 1 of the Village Redevelopment Area. among the encouraged uses are: Bonafide restaurants, boutiques, retail shops, craft shops and speciality shops. It should be noted that no use is permitted by right in this special treatment area but that emphasis is placed on those uses that lend themselves to a Village atmosphere. Village atmosphere ("Village Towness") is defined in the Village Design Manual. as a unique feeling spawned by an emotional relationship between denizens and‘their City. This feeling is founded upon a sense of belonging. It is intended that the Village Center serve as the focal point for subarea 1 and become the major attracting force for the redevelopment Area. Staff believes that the proposed use by its transient nature (delivery and take out only) does not meet the criteria mentioned above. The service offered does not contribute to the focal point concept of encouraging pedestrian circulation and complementary relationships among businesses as suggested by the Village Design Manual. Staff suggests that the proposed project is inconsistent with the goals and objectives of the Village Design Manual and recommends denial of RP 86-4. III. ARCHITECTURE/DESIGN There is to be no alteration of the exterior except for moving the inset front door forward until flush with the front wall. Finish will match existing. IV. The Planning Director has determined that this project qualifies for a Class I exemption (Existing Facilities). These dollars will stay right in the community, to meet the needs of the community. Being a local franchisee, we have the ability to focus in on the pulse of the towr.and support those needs through individualized promotions. The Village Domino's Pizza store will open during the day to provide a lunch service and at night to provide a dinner service. An effective marketing plan will target this sector of the market. At the same time, we will direct our efforts to creatively market the carry-out segment which is on the increase. At a recent Domino's Pizza National Strategic planning meeting for 1987, a system wide goal to obtain a 27% share of the carry-out segment was established. We plan to make the Village Center Domino's Pizza location one of those markets and by doing so, create more traffic flow through the area. OBJECTIVES: - To increase carry-out awareness. - To increase lunch traffic. - To increase customer interaction. - To increase community involvement. STRATEGY: A cohesive marketing plan with a support team can accomplish these objectives. This can be done through: 1. ADVERTISING - Create Ads targeting special markets, Lunch Ads for specials, Carry-out customer ads and Image Ads that support the high standards of the village atmosphere. - Boxtopping is a unique vehicle to advertise. Utilizing the top of pizza boxes alows the advertising message to go directly to the customer. Domino's Pizza could boxtop a Village Center promotion with daily deliveries. SALES PROMOTION, throughout the year Domino's Pizza would be engaged in sales promotion campaigns with premium items to attract new carry-out customers. - Special T-shirts for carry-out customers. - A Domino's Pizza HOT BAG , a bag to carry their pizza home in. - Domino's Pizza packer cups. - Business lunch card promotion, a Domino's Pizza employee wif% visit different businesses weekly and collect their business card, in exchange for a free coke card with pick-up service. Drawings are held weekly and different businesses receive a free Domino's Pizza lunch. - Direct mail for business lunch only. - Safety Halloween bag for carry-out customers only. 3. PUBLIC RELATIONS is a major component of the marketing plan. The public relations department believes in "FANAFI", find a need and fill it. Domino's Pizza can provide year round events as an incentive for the public to visit The Village Center in Carlsbad. Not only are the events fun and entertaining, they attract people of all ages. Listed are a few ideas and projects that have been successfully implemented in other Domino's Pizza stores in similar locations. - Entertaining: The Domino's Pizza store is always open to the public to view the creative way of making a pizza. Carry-out customers are encouraged to return, we supply the children with balloons and cups. ? Fieldtrips/Store tours: are offered for children in day cares, public and private schools, from the pre-school age through the high school years. The schools are initially contacted by letter to set up a date and time. Children are brought into the store for the tour, explained the nutritional value of pizza, given a quiz and premium items. They then are allowed outside where they eat pizza and drink coke. Domino's Pizza could distribute Village Center bags stuffed with Merchant's goodies, and discounts to encourage their parents to return. (see enclosure) - Public School System: Domino's Pizza is currently involved in a Positive Incentives Program with public schools in North County. We would become active in the the Carlsbad school system and encourage other merchants to do the same. Grand Opening: A grand opening is scheduled for every new Domino's Pizza location. Includes media coverage with a remote from KKOS. All print and media coverage would include information about our new location and the revitalization efforts. The day is planned extensively , using community resources, such as talent. A local fund could be set up for the city to use profits from pizza sales during the day, to go towards the revitalization efforts. The event would attract people from the surrounding area. 3. - Festivals: CARLSBAD LOVES KIDS and the CARLSBAD STREET FAIR are perfect events for Domino's Pizza to get involved with. We would feed the volunteers for the day and also provide several fun activities: A Madd Hatters booth, children can make creative hats out of Domino's Pizza boxes. A play dough area for pre-schoolers, obstacle courses and wheel of fortune are just a few of the events we have sponsored at other festivals. We are also active in areas with our SAFETY push. A Safety information booth in conjunction with Missing Children and and Safety Haven are great to have at festivals. - "Pizza Patrol" is a new program we are establishing in residential areas. This is a new SAFETY concept where a Domino's Pizza driver, while workinglis on duty and watch at all times for any suspicious activities. The driver makes a call to the local police and reports the activity. This is done in con- junction with the local police department. - KKOS and Domino's Pizza will be involved periodically in promotions. This would involve area merchants and increase traffic to the area. - Domino's Pizza will become active members in the Chamber of Commerce and get involved in the Merchant's Association. SEASONAL EVENTS: APRIL - A downtown Easter Egg Hunt for children, The Golden Egg promotion with KKOS. Area merchants rotate the golden egg in different windows, on a day to day basis. Prizes are awarded if the egg is found. (Easter egg hunts in local areas draw huge crowds, Vista - 1,500, Oceanside - 5,000, San Marcos - 1,500, Escondido-3,000 MAY - A Street Pet Show, local children bring their home pets for judging. Judges should be local VIP's and catagories include everything from The Ugliest to The Funniest. (draws 1~500~2,_8~O~~pebple) JUNE - "International Food Fair" would involve area restaurants in a side walk cafe atmosphere. Food tasting would be free, and attire would be that of the country represented. JULY- Sponsor events for the Fourth of July Festival. Events such as, Block Parties, fireworks or a band. OCTOBER - "Pumpkin Patch", Domino's Pizza will provide a truckload of pumpkins for kids to pick up and carve. Then they will return them to be judged by local celebrities. (Draws 2;OOO) kids) NOVEMBER-DECEMBER - Sponsor a major food drive with KKOS. Which would involve area merchants. 4. DECEMBER - "The Twelve Days of Christmas" A holiday promotion where the public registers at any of the stores. Each day, 12 days before Christmas, KKOS draws names over the radio for daily winners. Each merchant provides a gift. MARCH - Nutrition Month, a slide presentation is given at %bcal?ca.? schools and field trips are scheduled daily. "Walk for Mankind", Domino's Pizza,is the major sponsor of this event. It begins at Holiday Park and would end at the Domino's Pizza store in the Village Center. This event draws 1800 people and is considered the largest walk in the county. CONCLUSION: Domino's Pizza could be a vital asset to the Village Center in Carlsbad. Domino's Pizza is an influencing factor to the consumer because the consumer allows us to become a part of their family. We enter their homes and their lives and we get involved. We support each community where we have stores. Through our advertising and marketing efforts, the Village Center at Carlsbad will receive more visibility, an increase in awareness and more traffic to the village area. They will be held Monday thru Thursday anywhere between 1:00 and 3:00 pm. We feel it would be best for all involved to take half of each class at a time. The tour will last approximately 30 minutes, so we can schedule the first group of children for the beginning part of an hour and the second group for the latter part of the hour. Domino's Pizza would need at least one parent to bring the children to and from the store and supervise them during the tour. (It's our under- standing that the teachers will need to stay at the school to supervise'that ha1.f of the class waiting for their turn to tour the store.) Outline of format: ,(l) Brief history of Domino's Pizza: - began in Ypsilanti, Michigan by Tom Monaghan. - started with 1 store - now has about 2,000. - stress 30 minutes or less delivering motto. / (2) Franchising: - define franchising - briefly explain ranks in system (MIT, manager, owner). - tell a brief story about Rick Midlick and how he began with Domino's Pizza. (He is the owner of the Esccndido store.) (3) Domino's Pizza as a business: - discuss profit, loss - explain how labor and food costs affect both. - briefly discuss salaries of employees (phone person, driver, etc.). Show how pizzas are made: - Tour the walk-in, makeline areas, ovens - point out temperatures of each. - run through a "fake" pizza order. - make pizza. - while pizza is cooking - discuss ordering food, prepping and cleanliness. - take pizza from oven - show how to cut. Briefly explain routing, delivery- again stressing 30 minutes or less. Domino's Pizza would like to give each child a small slice of pizza, napkin, cup of Coca-Cola, a menu, and a balloon. We would also like to make up a "Domino's Pizza Quiz" involving mathematics and a small section on the Domino's Pizza policies. We would like to give a Domino's Pizza button to those children with high scores on the quiz. We hope you will find this format to be a learning experience as well as a fun outing for the children. She worked 7 hours that shift. What was the average number of phone calls she answered per hour? (9 calls) If Mrs. Smith calls Domino's Pizza at 7:15, what time does her pizza need to arrive if it's not going to be free? (At 7:45 - stressing the 30 minutes or free motto) These are sample questions for the quiz. Each teacher can revise them to fit his or her class. Domino's Pizza would like to give those children that did well on it a pizza button. (Buttons can be found in the principal's office. There will be between 5 and 10 buttons available for each class).
