RED DESIGN OF PUBLIC PARKING LOT CITY MO&i!?& I RECOMMENDED ACTION: If Commission concurs your action is to adopt Resolution No. 078 approving closure of Garfield Street between Elm and Grand Avenue and authorizing staff to request proposals for design of a public parking lot. ITEM EXPLANATION At their meeting on September 8, 1986, the Traffic Safety Commission recommended closing Garfield Street to through traffic between Elm and Grand Avenues and converting to a public parking lot. Housing and Redevelopment Advisory Committee, at their meeting on July 28, 1986, also recommended this action. For several years, this proposal has been considered as a method of creating public parking in a highly used area close to the beach. The recent successful development in the area is again forcing the issue. Also, Commission has just allocated funds for major streetscape improvements on the Elm Avenue corridor from I-5 to the ocean. This streetscaping project would likely eliminate all on-street parking on Elm and increase demand in the Village Area. The completion of Elm Avenue to El Camino Real will generate additional access to the beach area. Finally, two recent studies, one of the Redevelopment Area and one of the Special Treatment Area, indicate a demand for beach public parking. All existing property access would be accommodated. The project would also bring into conformance some illegal parking spaces now scattered throughout the block. The closure could accommodate 40-60 parking spaces and still provide one-way traffic circulation. If Commission concurs, staff will request design proposals and return for Commission approval of the design. I FISCAL IMPACT Design cost would be approximately $3,000-$5,000 with construction cost estimated at $25,000-$40,000. Funds are available in the Redevelopment Fund Account. WHEREAS, the Housing and Redevelopment Commission of the Carlsbad, California has determined it necessary and in the public interest to close Garfield Street to through traffic between Elm and Grand Avenues; and WHEREAS, the Housing and Redevelopment Commission has determined the necessity of constructing a public parking lot on the site; NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Commission of the City of Carlsbad as follows: 1. 2. 3.
