RECOMMENDED ACTION: If Housing and Redevelopment Advisory Commission concurs your action is to adopt Resolution No. 82 amending the Village Design Manual.
I ITEM EXPLANATION
The California Coastal Commission has reviewed all City documentation in our request for permit authority for the Village Redevelopment Segment of the Local Coastal Plan. Coastal Commission staff has requested some minor changes to the Village Design Manual. The changes are as follows:
Section XII is amended by the amendment of the regulations for sub-area 6 by the addition of the following paragraph to the 1tDesisn*1 regulations:

Lagoon shall be designed to maintain in open space
to the recordation of open space easements those
portions of the bluff area containing slopes in
excess of 25% grade. Any wetland area as defined
by the California Coastal Act within the boundaries
of a project shall be preserved in open space

These amendments shall become effective upon certification by the executive director of the California Coastal Commission. The Coastal Commission will hear this item at their March 1987 meeting pending this action.

Staff feels these amendments are minor and further the intent of the Design Manual and the Redevelopment Plan.

Certain restrictions on amendments and exemptions of portion of the Village Redevelopment Area which are within the coastal zone.

2 A RESOLUTION OF THE HOUSING AND REDEVELOPMENT COMMISSION OF THE CITY OF CARLSEW), CALIFORNIA
3 TO AMEND THE VILLAGE DESIGN MANUAL.
4 WHEREAS, on June 14, 1985, the California Coastal
5 Commission certified the City of Carlsbad Village Area Segment
6 Local Coastal Program Land Use Plan consisting of the City of
7 Carlsbad Village Area Redevelopment Plan and the Village Design
8 Manual; and
9 WHEREAS, on June 14, 1985, the Coastal Commission
lo conditionally certified the implementing ordinances for the
ll land use plan on the condition that certain modifications to
l2 the Village Design Manual made by the City of Carlsbad; and
13 NHEREAS, the Housing and Redevelopment Commission
14' desires to amend the Village Design Manual to satisfy the
15 conditions imposed by the California Coastal Commission,
16 NOW, THEREFORE, the Housing and Redevelopment Commission
l7 of the City of Carlsbad resolves as follows:
18 1. That the foregoing is true and correct.
19 2. That the Village Design Manual adopted by Housing
20 and Redevelopment Commission Resolution No. 14 is amended as
21 follows:
22 a. Section XII is amended by the amendment of the

In addition, an appropriate public access trail shall be provided along the southern shoreline of Buena Vista Lagoon to facilitate public awareness of the natural habitat resources of the Lagoon, provided that the appropriate agency or organization accepts the dedication of the public access easement."
3. These amendments shall become effective upon certification by the executive director of the California Coastal Commission.
PASSED, APPROVED AND ADOPTED at a special meeting of the
Housing and Redevelopment Commission of the City of Carlsbad,
California, held on the 24th day of February, 1987, by the
following vote, to wit:
