RECOMMENDED ACTION:
If Housing and Redevelopment Commission concurs your action is to approve Resolution 084 approving application submittal for additional units under Housing and Urban Development Housing Voucher Program.
ITEM EXPLANATION
On February 18, 1987 the Commission took action approving the Carlsbad Housing Department's first Housing Voucher Program. The addition of this program added 25 units to the City's Housing Program.
On April 8, 1987 the Housing and Redevelopment Department was notified that the Department of Housing and Urban Development wished to increase emphasis on the Housing Voucher Program by providing available funds. The information bulletin states that the Department of Housing and Urban Development will be giving priority to rapid processing of Housing Voucher applications and Annual Contributions Contracts (ACC). Since rapid progress in converting Housing Vouchers to leases is of major concern to BUD, primary consideration will be given in selecting applications for funding to Housing Authorities that have prior approval from their Commissioners.
The Housing and Redevelopment Commission is asked to approve application submission for housing vouchers which may become available. The Commission needs to authorize the Chairperson to execute the ACC when the documents are received from HUD.
FISCAL IMPACT
As Housing Vouchers are approved by BUD, the City will receive fees which will continue to cover Housing Department expenses.

A RESOLUTION OF THE HOUSING AND REDEVELQPMENT COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA TO APPROVE APPLICATION SUBMITTAL FOR ADDITIONAL UNITS UNDER THE HOUSING VOUCHER PROGRAM.
WHEREAS, Housing and Redevelopment Commission
desires to express its interest in receiving additional
units under the Housing and Urban Development (HUD)
Housing Voucher Program; and
WHEREAS, the Housing and Redevelopment Department
was notified by HUD that priority processing of Housing
Voucher applications would be given to those Housing
Authorities with prior approval from their Commissions.
NOW, THEREFORE, BE IT HEREBY RESOLVED, that the
Housing and Redevelopment Commission of the City of
Carlsbad:
1. Authorizies the application submission for Housing Vouchers which may become available from HUD.
2. Authroizes the Chairperson to execute the Annual Contributions Contract when the documents are received from the Department of Housing and Redevelopment.
PASSED, APPROVED AND ADOPTED at a regular meeting
of the Housing and Redevelopment Commission held on the
21st day of April, 1987, by the following vote, to wit:

SUBJECT: Housing Voucher Program
The Department of Housing and Urban Development (HUD) is placing
increased emphasis on the Housing Voucher Program because, in terms of
available funds for additional assisted housing, it is the nation's primary
housing program. HUD Regional and Field Offices and PHA's throughout the
country are being called upon to provide housing vouchers to eligible'
families as rapidly as possible.
In recognition of this emphasis, Field Offices in Region IX will be
giving priority to rapid processing of Housing Voucher Applications and
Annual Contributions Contracts (ACC). To facilitate PHA efforts to convert
fund reservations to leases with landlords the following procedural
modifications have been made:
1. PHAs are being requested to obtain Resolutions from their Boards
of Commissioners for both application submission and ACC execution
at the same time.
2. PHAs are being requested to obtain early Section 213 clearance to
avoid the usual 30 day waiting period.
3. PHAs need not submit budgets until the first quarter requisition
of funds is submitted to avoid delays in ACC execution which might
result from budget reviews.
Because rapid progress in converting Housing Vouchers to leases is of
major concern, PHA performance in this area will be a primary consideration
in selecting Applications for funding. It is, therefore, necessary that
Field Offices receive a Program Utilization Report (Form HUD-526831 from
each applicant PHA covering the Housing Voucher Program for the quarter ending March 31, 1987. Where mitigating circumstances exist that have prevented a PHA from expeditiously using its current Housing Voucher
Program, adescription of such circumstances in the Application with an
explanation of actions taken or planned to improve performance would assist
Field Offices in assessing PHA capability.

Housing Voucher Program than any other Region in the coun ry.
