DEPT. RX-D STREETSCAPE DESIGN CHANGE ORDER NO. 1 RECOMMENDED ACTION: Adopt Resolution No. 089 approving Change Order No. 1 amending the agreement for design of the Elm Avenue/Carlsbad Blvd. Streetscape to include design for a storm drain on Elm Avenue and appropriating funds in the amount of $50,000.00. ITEM EXPLANATION On January 20, 1987, the Housing and Redevelopment Commission adopted Resolution No. 081 selecting Austin, Hansen, Feldman and Associates to complete a streetscape design for Elm Avenue and Carlsbad Blvd. Through investigation and discussion with the City Engineering Department, it has been determined that a storm drain needs to be installed on Elm Avenue. This system needs to be installed prior to, or concurrent with the construction of the streetscape improvements scheduled to begin construction in February 1988. Design of the storm drain needs to be commenced immediately in order to assure coordination with the streetscape project. Estimated cost to design the storm drain is $50,000, which will be temporarily funded from the existing Redevelopment Fund balance. Ultimately, the final cost will come from the Tax Allocation Bond Issue scheduled to be completed in September 1987. If the Commission concurs, your action is to authorize Change Order No. 1 adding $50,000 to the streetscape design. FISCAL IMPACT The Commission has previously appropriated $198,895 for design of the streetscape. The addition of $50,000 brings the total design cost to $248,895. Cost will temporarily be funded from the Redevelopment Fund balance, with final cost to come from the proceeds of the Tax Allocation Bond Issue. EXHIBITS 1. Resolution No. 089 2. STREETSCAPE AND APPROPRIATING FUNDS Whereas, the Housing and Redevelopment Commission has authorized design of the Elm Avenue/Carlsbad Blvd. Streetscape, and Whereas, the Housing and Redevelopment Commission has appropriated $198,895 for design, and Whereas, the Housing and Redevelopment Commission has determined the necessity to change the agreement for design of the project; NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Commission of the City of Carlsbad as follows: 1. That the above recititations are true and correct. 2. Change Order No. 1 in the amount of $50,000 is hereby approved for the design of Elm Avenue storm drain. 3. The Finance Director is hereby authorized to appropriate $50,000 from the Redevelopment Fund balance to be added to the Elm Avenue/Carlsbad Blvd. Streetscape Project. PASSED, APPROVED AND ADOPTED at a regular meeting of the Housing and Redevelopment Commission on the 21st day of July, 1987 by the following vote to wit: AYES: Commissioners Lewis, Kulchin, Pettine, Mamaux and Larson NOES: None ABSENT: None KAUDE A.
