MT& 10120187 STREETSCAPE DESIGN CHANGE ORDERS NO. 2, 3 AND 4. I I RECOMMENDED ACTION: If the Commission concurs, your action is to adopt Resolution No. 095 approving change order No. 2 amending the agreement for design of the Elm Avenue/Carlsbad Boulevard Streetscape to include services for coordination of artist design incorporation into streetscape, approving Change Order No. 3, adding traffic signal design and signal system interconnect and approving Change Order No. 4 to provide for pot-holing to determine location of utilities for project. ITEM EXPLANATION On January 20, 1987, the Housing and Redevelopment Commission adopted Resolution No. 081 selecting Austin, Hansen, Fehlman and Associates to complete a streetscape design for Elm Avenue and Carlsbad Blvd. On July 21, 1987, the Commission approved Change Order No. 1 adding design for a storm drain on Elm Avenue to the Agreement. Subsequently, the City Council took action authorizing Cultural Arts funding for art work in the downtown area. Artists Andrea Blum and James Hubbel were contracted to design an art/park and entry pieces, respectively. Incorporation of the art work into the streetscape was not a part of the original streetscape design contract. Approval of Change Order No. 2 will amend the contract to add $13,400 for coordination of artist James Hubbells and Andrea Blum's art work into the streetscape. Change Order No. 3 is necessary to provide traffic signal designs for four new signals and a signal interconnect system between the existing and new signals. The new signals to be located at Elm/Jefferson, Elm/Roosevelt, Grand/Jefferson and Grand/Roosevelt are recommended by traffic studies and the City's Consulting Traffic Engineer, Marty Bouman. Costs for this design is $23,400. 9 Change order No. 4 is necessary to provide for pot-holing to s determine the location-of utilities for the proposed storm drain and street improvements. Costs for this addition is g 1$6,604 . % Total addition to the Streetscape contract for these Change Orders is $43,404. AGENDA BILL NO. 089 PAGE 2 FISCAL IMPACT: The Commission has previously appropriated $248,895 for Streetscape design. The addition of $43,404 brings the total design cost to $292,299. Cost will be temporarily funded from the Redevelopment Fund balance, with final cost to come from the proceeds of the Tax Allocation Bond Issue. EXHIBITS: 1. WHEREAS, the Housing and Redevelopment Commission has authorized the design of the Elm Avenue/Carlsbad Boulevard Streetscape, and m-1 the Housing and Redevelopment Commission appropriated $248,895 for design including change order no. 1, and WHEREAS, the Housing and Redevelopment commission has determined the necessity to change the agreement for design of the project. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Commission of the City of Carlsbad, as follows: 1. That the above recitations are true and correct. 2. Change Order No. 2 in the amount of $13,400 is hereby approved for the coordination of artist James Hubbel's and Andrea Blumls art work. 3. Change Order No. 3 in the amount of $23,400 for streetscape design for provision of traffic signal designs. 4. Change Order No. 4 in the amount of $6,604 to provide for pot-holing to determine location of utilities. 5.
