ON GARFIELD STREET PARKING LOT
I RECOMMENDED ACTION:
If Commission concurs your action is to adopt Resolution No. 096 authorizing the Finance Director to appropriate funds for Garfield Street parking lot.
ITEM EXPLANATION:
On October 28, 1987, the Housing and Redevelopment Commission Adopted Resolution No. 78 which approved the closure of Garfield Street to through traffic between Elm and Grand Avenues and authorized design proposals for a public parking lot. The area will accommodate 47 parking spaces and provide one-way north traffic circulation.
The project went out to bid in May 1987. B.S.I. Consultants of San Diego came in with the lowest acceptable bid and was awarded the contract administratively because the cost was under $10,000. Subsequent issues involving the Elm Avenue streetscape project, circulation and the rerouting of NCTD has increased the design costs. This increase requires the Housing and Redevelopment Commission to authorize selection of the consultant and appropriate funds.
FISCAL IMPACT:
Design cost would be $13,611. Funds are available in the Redevelopment Fund Balance.

RESOLUTION NO. 096
A RESOLUTION OF THE HOUSING AND REDEVELOPMENT COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, APPROPRIATING FUNDS FORR THE COMPLETION OF A
PARKING LOT DESIGN FOR GARFIELD STREET BETWEEN ELM ANDGRANDAVENUES.
WHEREAS, The Housing and Redevelopment Commission has
determined the necessity of designing a Public Parking lot;
and
WHEREAS, Proposals for this design have been solicited
and reviewed; and
WHEREAS, funds for the design in the amount of $13,611
are available in the Redevelopment Agency fund balance.
NOW, THEREFORE, BE IT RESOLVED that by Housing and
Redevelopment Commission of the City of Carlsbad, California,
as follows:
1. That the foregoing recitations are true and correct.
2. That the Finance Director is hereby authorized to appropriate $ 13,611 from the Redevelopment Fund Balance.
