PROPOSAL TO CREATE A PARKING
DISTRICT IN REDEVELoPMEWC AREA
RECOMMENDED ACTION:
If Housing and Redevelopment Commission concurs, your action is to direct staff to prepare a report on formation of a parking district within the Redevelopment Area.
ITEM EXPLANATION
The Design Review Board and Housing and Redevelopment Advisory Committee have recommended forming a parking district in the Redevelopment Area. Formation of a parking district could require new permit applicants to pay assessments to the district. Funds generated would be used to purchase and/or create additional parking for use in the Area. A new parking authority, composed of persons within the Redevelopment Area, is recommended.
For the past several months, approved projects have been conditioned not to contest inclusion in a parking district and to pay appropriate fees when/if one is formed.
With the Commission's direction, staff will prepare a report on formation of a parking district and return for Commission action.
FISCAL IMPACT
No fiscal impact would result for the report preparation. If the Commission should take action forming a parking district, a fiscal impact could result. This would be discussed when the report is presented to the Commission.
