E-l UC, H RECOMMENDED ACTION: If Housing and Redevelopment Commission concurs, your action is to approve the design of Elm Avenue/Carlsbad Boulevard Streetscape Project and adopt Resolution No. 98 approving the Negative Declaration as issued by the Plan&g Director. ITEM EXPLANATION: On January 20, 1987, Housing and Redevelopment Commission selected the firm of Austin Hansen Fehlman to design the Elm Avenue/Carlsbad Boulevard streetscape project. The project consists of major pubic improvements along Elm Avenue from Pio Pica west to the ocean and on Carlsbad Boulevard from Buena Vista Lagoon to Walnut Street. This is the third streetscape project undertaken in the Redevelopment Area. A market/financial analysis of the Redevelopment Area by Economic Research Associates recommended this project to increase the economic potential in the area. The project also addresses several traffic and storm drain problems and incorporates art features. Its main elements are: Landscaped medians featuring a variety of plant material Street trees "Village Style" streetlights Four new traffic signals interconnected for phasing of traffic New curb, gutters and sidewalks featuring brick pavers in various colors Pedestrian crosswalks at intersections Various street furniture, benches, bollards, drinking fountains, newspaper kiosks, etc. Public arts program featuring gateways at three main entry points Two storm drain projects The design for the project was developed with input from public workshops, merchants task force, traffic engineers and consultants. Most public concern is with traffic issues. Four lanes of traffic on Elm Avenue will eliminate 95-100 on- street parking spaces. Access will be restricted in some locations by the center street medians. A report from the traffic consultant is attached. . l AGENDA BILL NO. 93 PAGE 2 Representatives from Austin Hansen Fehlman will present the project in detail at the Commission meeting. FISCAL IMPACT: The project as proposed is estimated to cost $5,935,000.00. This includes additions to the original scope of work such as storm drains, traffic signals and art work. The project would be funded by a Redevelopment Tax Allocation Bond. Before award of contract staff will return with a complete analysis of funding sources (Community Development Block Grant, Traffic Impact Fees, future improvement agreements/ bonds, etc.) and the impact of this project on the total Redevelopment Capital Improvement Program. I listened with great interest to the 24 citizens who appeared before the City Council on January 12, 1988. I've also reviewed the report of Monroy - Lopez, Traffic Engineering Consultants, which was presented to the Council that evening. I want to provide some straight answers to the issues raised. PARKING The actual parking inventory and survey conducted April 23 and 24, 1987, showed an average parking occupancy of 44% along the length of Elm Avenue between Harding Street and Carlsbad Boulevard. On the highest block face, the figure was 59%. These percentages are not consistent with claims of a critical parking shortage on Elm Avenue, nor with claims that curb parking directly in front of certain businesses represents their economic lifeblood. The fact is that many drivers consider parallel parking on a busy street to be awkward and dangerous. Clearly, adequate parking is essential to the success of the Village. Well designed, properly located off-street parking lots, with easy and safe access and egress, are the best means of meeting that need. TRAFFIC VOLUME It is claimed that the need for four lanes of traffic on Elm Avenue is based on future traffic volumes that may not be expected until the year 2010. That is not so, and has not been my position, nor that of the City. The need for four lanes is here, now, today. Elm Avenue between Carlsbad Boulevard and Harding Street carries a range of 13,000 to 21,000 daily vehicles. The block between Harding Street and the freeway cannot be counted by machine counters because of the many turn movements, but it is estimated to carry 25,000 vehicles daily. By the City's standards, those of the County of San Diego, and generally accepted standards of the traffic engineering profession, a two-lane, two-direction street in an urban setting cannot safely or efficiently carry more than 10,000 daily vehicles, and that's being generous. CONGESTION AND ACCIDENTS These two subjects are lumped together because there is a close cause-and-effect relationship. When congestion, confusion, stop and go driving, and side-friction go up, so do accidents. In 1987 there were 54 traffic accidents on Elm Avenue between Pio Pica and Carlsbad Boulevard. There were 21 accidents just in the block between the southbound freeway ramps and Harding Street. While the consultants contend that the accident rate is not excessive, 'I . . . except at each end of Elm Avenue," the economic loss from the accident total must be considered. Figures released by the Automobile Club of Southern California, based on factual studies by Caltrans, show that the average cost of a traffic accident in an urban setting is $9,800. That figure represents the cost of fatalities, injury treatment, damage repair, loss of income, police investigation, towing, ambulance response, litigation, etc., etc. Human misery and suffering are not included. Those dollars represent real economic loss to the community because they are wasted dollars that could better be spent constructively. We should not pretend that four-laning Elm Avenue will eliminate all accidents. But it will reduce the congestion now occurring, and accordingly, will reduce a $530,000 annual accident bill that all of us are paying. THE I-5 TO HARDING BLOCK Ever since I became involved in traffic engineering in Carlsbad four years ago, I have been hearing about the evils of this particular block and how congested and dangerous it is. The accident record bears that out. Clearly, llSomebody should do something.1' Well, we finally have a chance to do something. And, just as always before, we hear protests from the businesses on both sides of the street. The proposed plan to install a median that permits left turn access (and no left turn egress) at a single point is a good plan. It works elsewhere, and it can work here. I do not deny that at least in the beginning, it could have a negative business impact. But, over time, it is my belief that new travel habits will replace the current ones, and that customers will adjust. What is the alternative? Certainly not a mid-block traffic signal. The consultants have presented a time - space diagram which indicates smooth traffic flow in both directions at 30 MPH. But the three-intersection analysis is in fact, taken out of context. Under the Streetscape Plan, eight signalized intersections along Elm Avenue will form part of a 12- intersection master-controlled signal system in the Village. -2- That system must create optimum traffic flow at all 12 locations, in all four directions. It is not possible to simply pluck three intersections out of the middle of the system and say, "These will work." But even if there were not a master-controlled system, a signal there would not work for a far more basic reason: gridlock. The signal would only be 260 feet from the signal at the southbound freeway ramps, and 330 feet from the signal at Harding. The heavy north-south flow at both of those locations would preempt a heavy share of signal green time. Traffic on Elm would back up from one intersection through the next, nothing would move, accidents would occur, and we would be worse off than we are now. If the placement of a median is simply not feasible, we would be better off to leave the block as it is and live with 20+ accidents every year, much as that is abhorrent to a traffic safety engineer. THE "GRANT PLAN" I favor it. If about six feet of additional right-of-way could be obtained on the north side of Elm between the I-5 off-ramp and the alley west of Harding, the median could be redesigned to permit westbound U-turns at Harding and eastbound U-turns at the I-5 ramps signal (subject to Caltrans approval). Some vehicles such as trucks, motorhomes, and buses would not be able to make the U-turn, but there would be adequate width to accommodate about 90% of the vehicle fleet. That would greatly enhance egress from both sides of the street, even though there would of necessity be considerable "lane-weaving". GROWTH MANAGEMENT The Local Facilities Management Plan identifies Elm Avenue at the I-5 southbound ramp as requiring minor mitigation today, Elm at Jefferson as requiring mitigation in four to six years, and Elm at the I-5 northbound and southbound ramps as requiring major mitigation in seven to ten years. With respect to the length of Elm Avenue, the plan recognizes that the street is designated as a secondary arterial but is not functioning that way (although it should) because of curb parking. It cites the Streetscape Project as addressing that issue. It is significant that the Growth Management Plan requires a Level of Service "C" at intersections and on roadway segments during off-peak hours and Level of Service I'D" during peak hours. In my opinion, using the standards previously mentioned, the current traffic volumes on only two lanes are not meeting those requirements. I base that on the daily congestion that need only -3- be observed and the high accident record. Four lanes are needed now in order to attain a reasonable level of service. SOME COMPARISONS At the January 12 meeting, several comments were made suggesting that Carlsbad can be another Carmel or Santa Barbara. That would be nice. But unlike those places, we have a major factor that constitutes both a blessing and a curse. The blessing is that Elm Avenue provides wonderful access to the Village. The curse is that it connects with I-5 and must thus serve as a thoroughfare for traffic having neither origin or destination in the Village. We cannot change that paradox. We must live with it. And the best way to live with it is to do just as proposed; make it a pleasurable, safe, attractive driving experience for those having either purpose. That means acting now and not waiting until it has a really bad reputation.
