MTG 6/?iJ/88 STREETSCAPE DESIGN CHANGE . ORDERS NO. 5 AND 6 DEPT. RED RECOMMENDED ACTION: If the Commission concurs, your action is to adopt Resolution No.107 approving change orders amending the agreement for design of the Elm Avenue/Carlsbad Boulevard Streetscape. Change Order No. 5 authorizes the consultant to separate construction documents into two separate bid packages; revise the Elm Avenue plans to include the W11 turns at Harding and revise plans for storm drain design as required by the City Engineer. Change Order No. 6 authorizes design of the sculpture/park and parking redesign on Ocean Street. ITEM EXPLANATION: On February 2, 1988, the Commission approved in concept the design for street improvements on Elm Avenue and Carlsbad Boulevard. Change orders are needed to accommodate design changes and increases in work scope. The most efficient progression would be to separate Carlsbad Boulevard improvements from Elm Avenue. In order to mitigate the loss of parking on Elm Avenue, replacement parking will be done prior to streetscape construction. This requires separation of the plans and specifications into two separate bid packages. The addition of a YJIV turn at Harding to facilitate easy return to the freeway is an addition to the original design. The City Engineer has determined that redesign of the street and utilization of the existing storm drain on Carlsbad Boulevard near the Army Navy/Academy will save $400,000 over constructing a new storm drain; this requires redesign. These changes, Change Order No. 5, amount to $85,760. Change Order No. 6 is necessary to design the art/park and parking lot on Ocean Street at a cost of $32,284. Total addition to the Streetscape contract for these change orders is $118,044. If Elm Avenue replacement parking program is approved, 8 streetscape construction could begin in October 1988. FISCAL IMPACT: The Commission has previously appropriated $292,299 to the Streetscape design. The addition of $118,044 brings the total design cost to $410,343. Funds will come from the proceeds of the Tax Allocation Bond Issue. EXHIBITS: 1. Change Order No. 6 in the amount of $32,284 is hereby approved for design of a sculpture/park and parking lot redesign on Ocean Street.
