RED 1988-89 - SECTION 8 CERTIFICATE PROGRAM HOUSING AND -3DEVELOPMENT COMMISS -N - AGENDA BILL 0 ,7 RECOMMENDED ACTION: If Housing and Redevelopment Commission concurs your action is to adopt Resolution No. 112 approving the operating budget for the Housing Authority Section 8 Certificate Program for Fiscal Year 1988-89. ITEM EXPLANATION Federal Housing and Urban Development Regulations require that the Housing and Redevelopment Commission officially approve the annual operating budget of the Housing Authority for the implementation of their Section 8 Housing Assistance Certificate Program. This is the same budget adopted by the City Council at their June 21, 1988, meeting. This action merely assures compliance with the Federal regulations. FISCAL IMPACT This is the same budget ($1,411,511) previously adopted by City Council at their meeting of June 21, 1988, by separate action. Funds for the Housing Authority Section 8 Certificate Program are directly from the Department of Housing and Urban Development. WHEREAS, the Housing and Redevelopment Commission of the City of Carlsbad, has reviewed the operating budget of the Housing Authority Section 8 Certificate Program for Fiscal Year 1988-89. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Commission of the City of Carlsbad, California as follows: 1. That the operating budget of the Housing Authority Section 8 Certificate Program in the amount of $1,411,511, attached hereto and identified as Exhibit A is hereby adopted as the operating budget for Fiscal Year 1988-89. (15% of time) Certification: Process the waiting list to keep the certificates and vouchers 95X+ leased-up. (25% of time) Recertification: Continuous annual processing of existing tenants to insure their compliance with the program. (40% of time) SIGNIPIGANT CRANGES: Rental Assistance Payments have increased by $158,000 based upon Fair Market Rents for 1988 and annual percentage increases. 68
