APPROVAL OF OPERATING BUDGET DEPT. HD?
FOR HOUSING AUTHORITY FISCAL YEAR 1988-89 - VOUCHER PROGRAM
RECOMMENDED ACTION:
If Housing and Redevelopment Commission concurs your action is to adopt Resolution No. 113 approving the operating budget for the Housing Authority Voucher Program for Fiscal Year 1988-89.
ITEM EXPLANATION
This a sub-budget of the Housing Authority Section 8 Housing Assistance Program. The Voucher system of supplemental housing assistance was approved in March 1986.
Federal Housing and Urban Development Regulations require that the Housing and Redevelopment Commission officially approve the annual operating budget for the Housing Voucher Program system of assistance. This is the same budget adopted by the City Council at their June 21, 1988, meeting. This action merely assures compliance with the Federal regulations.
FISCAL IMPACT
This is the same budget ($88,645) previously adopted by City Council at their meeting of June 21, 1988, by separate action. Funds for the Housing Voucher Program are directly from the Department of Housing and Urban Development.

A RESOLUTION OF THE HOUSING MD REDEVELOPMENT COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE OPERATING BUDGET FOR FISCAL YEAR 1988-89 FOR THE HOUSING AUTHORITY - VOUCHER PROGRAM
WHEREAS, the Housing and Redevelopment Commission of the
City of Carlsbad, has reviewed the operating budget of the
Housing Authority Voucher Program for Fiscal Year 1988-89.
NOW, THEREFORE, BE IT RESOLVED by the Housing and
Redevelopment Commission of the City of Carlsbad, as follows:
1. That the operating budget for the Housing Authority
Voucher Program in the amount of $88,645, attached hereto and
identified as Exhibit A is hereby adopted as the operating
budget for Fiscal Year 1988-89.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Housing and Redevelopment Commission of the City of Carlsbad,
California, on the 21st day of June, 1988, by the following
vote, to wit:
AYES: Council Members Lewis, Kulchin, Mamaux, Pettine & Larson
NOES: None
ABSENT: None
ABSTAIN: None

WORK PROGRAH:
Provide access for very low income persons in the elderly, handicapped and disabled, and family categories to decent, safe and sanitary housing within an. affordable rental range.
PROGRAHACTIVITIES:
Intake : Take applications for waiting lists to qualify for Housing certificates
or vouchers. @O% of time) . . .
Inspection: '&'bke sure that the housing used meets HUD housing quality standards for tenants. (15% of time)
Certification: Process the waiting list to keep the certificates and vouchers
95%+ leased-up. (25% of time)
Recertification: Continuous annual processing of existing tenants to insure
their compliance with.the program. (40% of time)
SIGNIFICANT CBANGES:
Rental Assistance Payments have increased by $I.58,000 based upon Fair Market Rents for 1988 and annual percentage increases. >
