RED HOUSING CERTIFICATE AND VOUCHER PROGRAMS CITY MGR.~ RECOMMENDED ACTION: If Housing and Redevelopment Commission concurs, your action is to approve Resolution No. 133 , authorizing the adoption of new Section 8 Voucher Program Payment Standard and Resolution No. 134 , authorizing the Finance Director to increase the Section 8 Certificate Program and Voucher Budgets for Fiscal Year 1988-89. ITEM EXPLANATION In October 1988 the Fair Market Rents for San Diego County were increased by the U.S. Department of Housing and Urban Development. On March 8, 1989, the U.S. Department of Housing and Urban Development notified the City of Carlsbad that the Housing Voucher Program Payment Standard could be raised to the same limit as the Fair Market Rents for San Diego County. The new limits would be: BEDROOM SIZE AMOUNT 1 bedroom $552 2 bedroom $647 3 bedroom $810 4 bedroom $906 Revisions to the Fair Market Rents and Voucher Program Payment Standard allow the City of Carlsbad to increase the budgets of both the Voucher and Certificate Programs currently administered by the Housing and Redevelopment Commission. FISCAL IMPACT Revisions will increase the Voucher Program by 625,740, and Section 8 Certificate Program by $123,743. Funds are aloocated through the flnnual contributions Contract (KC) with the Department of Housing and Urban Development and do not impact the General Fund.
