RECOMMENDED ACTION:
If Housing and Redevelopment Commission concurs your action is to adopt Resolution No. 145 approving the operating
budget for the Housing Authority Section 8 Certificate Program for Fiscal Year 1989-90.
Federal Housing and Urban Development Regulations require
that the Housing and Redevelopment Commission officially
approve the annual operating budget of the Housing Authority
for the implementation of their Section 8 Housing Assistance
Certificate Program. This is the same budget adopted by the
City Council at their June 27, 1989, meeting. This action
merely assures compliance with the Federal regulations.
CAT, IMPACT
This is the same budget ($ 1.537.707 ) previously adopted by
City Council at their meeting of June 27, 1989, by separate action. Funds for the Housing Authority Section 8 Certificate Program are directly from the Department of
Housing and Urban Development.

A RESOLUTION OF THE HOUSING AND REDEVELOPMENT COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE OPERATING BUDGET FOR FISCAL YEAR 1989-90 FOR THE HOUSING TR PROGRAM.
WHEREAS, the Housing and Redevelopment Commission of the
City of Carlsbad, has reviewed the operating budget of the
Housing Authority Section 8 Certificate Program for Fiscal
Year 1989-90.
NOW, THEREFORE, BE IT RESOLVED by the Housing and
Redevelopment Commission of the City of Carlsbad, California
as follows:
1. That the operating budget of the Housing Authority
Section 8 Certificate Program in the amount of $1,537,707 ,
attached hereto and identified as Exhibit A is hereby adopted
as the operating budget for Fiscal Year 1989-90.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Housing and Redevelopment Commission of the City of Carlsbad,
California, on the 18th day of July , 1989, by the
following vote, to wit:
AYES: Commissioners Lewis, Kulchin, Pettine, Mamaux and Larson
NOES: None
ABSENT: None
ABSTAIN: None

Provide access for very low incme persons to adequatehousingwithin an affordable rental range. The Housing Authority is conunitted to provide decent, safe and sanitaryhousingto those includedasvery-low incme inthecategories of elderly, handicapped anddisabled, and families.
Irrtake: Take applicaiions for waiting lists to qualify for Housing certificates orvouchers.
Inspection: Ensure that the housing used meets HUD housing quality standards for tenants.
Ckrtification: Processthewaitiqlisttokeepthecertificates andvouchers 95%+ leased-up.
Recertification: Continuous annual proces sing of existing tenants to insure their compliance with the program.
